It's nice to talk to you. It's nice to talk to you. It's nice to talk to you. It's nice to talk to you. Good evening, Madam Mayor, Vice Mayor, and Chancellor Samuel Reale, the Director of the Community Development Department. I'm here today to discuss the status designation of our DexBank community. So on today's presentation, I'm going to give you a little bit of a background on how we got to where we are today, where we are today, and then also have a discussion on next steps, how to listen to next steps, and finally, please feel free to send us any questions you might have. So back in 2016, City Council directed TESA to pursue the Big Five community designation, and they did pass that. So there were several meetings over the course of the next few years that happened, and those meetings were considered with secure. And then finally, in October 2018, there was an ordinance that was adopted to amend our lighting standards to be consistent with the International Arts Association's model ordinance. The ordinance went into effect in November of 2018. And as of 2019, the city was granted a designation to be an aid dog for the community in front of Texas Diocese Nation. We're the 23rd in the world. I thought that was some toll. I wanted to point that out. And then, where we are today, well, not really where we are today, but our outdoor lighting standards, again, as I said, they reflected the International Dental Association's model lighting standards. They were reviewed and approved by the Dental Ed Association. The lighting fixtures in that ordinance were designed so that they felt as though they were fixture-designed and covered hours of operation and more. And I think it's important to note that the city's requirements to have down-fielded lighting is not actually routine 9-to-9. So the city of Cottonwood was right after a flat-staff, and the fabricating is also kind of back-to-back. It's really kind of a revolutionary new item standard to make sure that we were protecting our duck farms. City staff, when they were doing new development, and this includes remodels and time improvements, we make sure that all that development conforms to our current item standards. We also will respond to code enforcement cases if somebody says that they're not compliant. We try to work with them and bring them into compliance. The Dark Sky model ordinance that was approved by the Dark Sky Association includes what I would call an amortization period that required all lighting within the city to become compliant with required lighting standards. So there is a provision in there that says that non-conforming lighting can remain for a period of 10 years. And then at such a time, at the end of that 10 years, all lighting in the city will have to be dark at that point. The requirements to have a designation for Ducks by Community requires us to take brightness measurements quarterly. We have to have two Ducks by Awareness Beds. And then we have to prepare annual rents and taxes submitted to and approved by the Dark Sky Association. There was a requirement when we applied for our application to be a Dark Sky Community that we said that all city lighting would be compliant with the Dark Sky ordinance by 5-year time period. So that was met, so that was done in 2023. There is also a provision in there that requires signage to be installed in the community indicating the designation. We haven't done that. We do have a symbol on our community development website, but we have not installed a sign on the community indicating that we have endorsed that community. And then the other requirement is, as I mentioned earlier, is that it requires all writing to be compliant within 10 years of the effective day of the ordinance. So that 10-year mark would be November of 2020. I also want to point out that in the prior meetings that the city council had, we saw that there were four meetings that the city council had. Reading through the Minnesota, that 10-year emergency visit period was discussed in each of those meetings. And it was even shared at that time that if the city did not include that immunization period in the regulation, that we potentially would not be eligible to be addicted. that community, so I want to point that out. But it was known at that time what the requirement would be. So what's happened is that since I started my course, and one of the things that I continued to hear from staff was, what are you going to do about that study? I'm getting really nervous. We're coming up on our deadline. And it wasn't until I started digging into this that I found the significance of what they were trying to say to me. So after talking to a representative from the Dark Star Association, I did learn, and I've been really down on me at the time, but I did learn that if the city's lighting, the lighting within the city and private properties, are not compliant by that November 3rd, 2020 deadline, we could jeopardize our community, our Mexico community designation. I've had several calls with the, with the representative of the group. We're meeting all of our reporting requirements. Our measurements are good. We have an argument. What happens if we can't get residents, business owners, to remember how you get to compliance with the standards? Because then planning won't be jeopardizing your designation. You never know what's going to happen. So I just wanted to say that. So what does this look like to staff? So if we continue down the path of wanting to make sure that we're going to keep our designation, and there are some tasks that we wanted to start contemplating, we've been having meetings internally to think about what we can do to get us there. as a city or as a group. And so some ideas that we have come up with is obviously we have to keep doing what we've been doing for people at any event, keep putting out informational bulletins, messaging about our website, keep doing annual reports. But what we discussed, and these are just some options, is that it would require us to rate a lot more education efforts. So we would just submit these claims according to the information flowers in the utility billing statement. Working with the local hardware stores, we heard, I think it was on Sunday, we went down to Staten Island for an event, and we heard that the base hardware at a certain community was very, very hopeful in spreading the word about Staten. And the jurisdictions have prepared a very large poster, an informational poster, that the hardware was very happy to put up. And the community promoted the light bulbs for red fixtures. So that's an example of for the education school campaign efforts. And then something else that we thought of is that we kind of have to go to each homeowners association or business association, any associations out there that we can get to where we can talk to an association in the property owners to let them know of this requirement. We would also have some ideas about how we could actively seek partnerships and sponsorships. So, for instance, in the city of Weston, they actually have a nonprofit that leads their efforts with regards to providing funding opportunities for business owners and for property owners. That way, the city is not responsible for activity terms that would probably be questionable, but so the flat stats have up with a nonprofit, I've also learned that the city of Sedona, while the city of Sedona is in a Ducks Guide community, the Ducks Guide designation was sought after by Keep It Beautiful Sedona. And Keep It Beautiful Sedona is the one who is responsible for all of the annual reports, the reporting, the events, everything that they have to do in order to keep the designation. And Ducks Guide Sedona also partners with other So these are agencies, they seek out grants, they seek out donations, and then they're the ones who are providing some kind of assistance for the residents and the business owners within the city of Sedona. And just some fascinating stuff. Hopefully, we can coordinate and work with local companies. I've just been provided discounts for my ultra-thick shoes or just anything that we can do where we can potentially get some funding assistance for a property or a person for a business home. I saw 106 and they were successful in getting CPG grants and then using those funds for purposes of providing some financial assistance to property members and business owners. And then there's other funding options too. And then last but not least, and I put this last but not least, is in order for us to meet the deadline of having all the lighting and painting funds with the dark sky, The other things that we have in our zoning ordinance now, it would require us to do some proactive enforcement. So far, again, all we've been doing is we've been reviewing development proposals. New development, redevelopment, kind of improvement to make sure that those regulations are being met with public development, but we have not been doing public pro-act. and business owners to bring those items into compliance with our costumes. What this would require is, again, dedicating one employee to this effort, but then also working with to make sure that we can go out and actually see the load to see if it compiles with John's guide, take the measurements, do what we need to do in order to do that. So I have the next question. What does this look like to you? I don't know if you've ever seen this diagram before. I used to roll my eyes every time one of my care boxes would show up to me. But it's called the triple bottom box. And there was always a situation that this can be used for without us. Somehow it got ingrained in my brain, and I always come to this triple bottom line of how to visualize how we can make decisions that balance the three important things at the same time. And so this helps us when we train ourselves so that one priority doesn't overwhelm others. And I want to start off, before I go into these findings and why I picked these ones, in saying that we acknowledge the importance of dark sky and support dark space stewardship, but continuing the definition requires us to balance community, fiscal responsibility, and tourism, and all of their benefits and effects. So I'll first go into community, because community, I think, is the one that's on top of everybody's mind, which is why it's on top, is that the community involves our residents, our business owners, the property owners. It includes, for me, environmental stewardship. has to do with the health of our community and the health of our community doesn't just have to do with humans. It has to do with plants and animals, too, that are impacted by, as you say, blindness at night. We enjoy our quality of life and the enjoyment that I think we all do by enjoying the dark skies that we have. And then I'll move to tourism. So tourism to me involves economic benefits and impacts. Our advertisements on tourism, which we do, we have a lot on our Visit Cottonwood website. We have a store gazing web page. We put out digital ads, social media ads, and then we put out a community designation that comes through the stars. It involves what the visitor experiences, branding, and then I tie the environment back to tourism because we have some wonderful things in the state of Calgary that relate back to the environment and the tourism that comes through to that. And then fiscal responsibility. I added this one not just for what's fiscally responsible for the city, but what's fiscally responsible just for people. So this to me includes advertisement and promotion efforts. What is the cost of that? Staffing resources. So again, my shift, we're going to have to proceed with this. We're going to have to work hard on creative partnerships. hopefully, you know, non-profit, applying to grant managing programs, and then trying to find those funding opportunities and really putting forth the hard effort and making sure that we're trying to do what we can to help our residents in like the different centers. And then the cost to the community, what is the funding to impact to the community for those that have not converted their dining? We had a variety of developments all the way from single-family homes to multi-family projects to affordable housing projects to investment projects that we would be potentially going after in terms of compliance. And then it kind of goes back to the availability of funding resources and then funding and then having staff be responsible for any financial problems that we are able and successfully were able to create. So I wanted to just end with that and why I said this is the triple bottom line. I wanted to have a discussion because if we want to continue with our folks, I designated the ministry to not get, you know, residents and business owners to comply, I just want to be able to make sure that we have that discussion so that there's full transparency in these processes and receive the direction from the state council on whether or not we want to fight hard for us to maintain our designation or if for some reason in the future we lose our designation, we still can count being done, Scott, that we've been done, Scott, as we've got to comply since 1999. We're meeting all of our measurement numbers. We can still do everything that we can to make sure we're providing and protecting our dogs' health with the exception of putting a financial burden on business owners and dog owners to protect their dogs, so that they can be done specifically. So we'll talk to you more shortly. Thank you. One of the things that, I mean, there's an opinion that they seem to have been over the top, you know, all out, absolutely, let's knock ourselves out to preserve this, or let's just kind of let it go and maintain our ordinance and stay with dark styles, which we can do that too. But there may be a couple of steps in between the lightening of the of the requirements for the ASL Dark Studies. It indicates that if your designation was awarded after October 1st of the calendar year, that it goes into the next calendar year. So instead of ending at 28, it would be 29, which buys us a little more time. And there might be a couple of partners that we could at least check in with and say, hey, this is something that you might have an interest in. One of the most diversified and extraordinary clubs They've been around a long time. If they don't have any interest in supporting this, then maybe letting it go isn't that big a deal. And the other people that we might be able to involve in this, if we involve them in everything else, is APS, you know, to make up for it. Where are some of the, what are some of the residences and businesses that pose a threat to the dark space on Earth? So we haven't, we have not yet had an analysis. We haven't had staff go out and do a mid-time survey of properties throughout the city of Colorado. Again, one of the, this is discussion first. I do agree that there probably are some steps that because of the report, I think that through August, August into October, I think that we would not have such a large-scale report, and so that's all I knew until this point. But we don't have an extension right now of properties that are not dark-skinned compliant. We do receive complaints about the properties, but we are trying to work with them, but we don't have a full amount and the number of out-and-finding properties. So I want to comment just on that. I just want to make sure that this has been tracked, and that even if we lose our idea We can still call ourselves a Dockside community, and I don't know whether we can say it to you, or trademark or copyright it. The Dockside community is a trademark, so we would not be able to use that. But there are a lot of communities around the country that use forage. that does not get them in trouble, except the trademark logo, such as the Darcy Dunn community. And it is, it is, it is quite common. That's an interesting discipline that we have to enter our groups, which should be preserved, because we want people to do this, but, you know, not so that we can stick a label on it, but to say that we can actually have dark skies, you know? So, you see, yeah, the old rules were explained, and what we're talking about now is in response to the difficulties You know, I mean, I would like the idea that they bring about an astronomy club like one where they can check out some businesses, but they can't build a private property and measure people's room and cupboards and something like that in places. That would be something that law enforcement would have to do. You see me? I mean, this is how we do it. I don't think that, I don't know if law enforcers have a reason to go onto property if there wasn't already a call or some kind of permission to go onto the property. I do want to clarify that if there was an amendment to the ordinance, the amendment would be that we would remove that 10-year stipulation. Still keep it that any login would need to be brought into compliance with today's standards, but we will remove that provision that requires all login with the city to be compliant at the end of the entire month. So, before I want to call out one statement you made about How successful have you been in working with property owners? So from what I understand with staff, we've been successful because we would hold their certificate of occupancy. We would not sign off on certain status that they would need in order to be able to move into the building and sort of work their way out of the building. In terms of those ladders, we do have situations before we transfer. We do have situations where there is ladding that's installed when a project comes forward to receive And then we're made aware that after one or two weeks, we can show them that we have a complaint, and then we have to go out and work with them which in fact, it's more going to a regional community than to a community group. So, it's an ongoing effort that we experience with regards to managing clients. So, overall, we're fairly successful, but we're fairly successful with those applicants and those developers that need us to sign up on something versus applicants or non-applicants, property owners and residents who don't Well, I guess I understand because you're really a client, so I took a team. Let's say I have my department, or I have my neighbor, if I have to go, I have this great, great client, I'll let them know, and they call your department, and then your department takes action. Have you had much of that type of work? Yes. Well, I would say not much of that work, but in my opinion, the few instances that we in a situation where it's not a confined item, it didn't come in for any new type of development, redevelopment, or tenant improvement, that process has been able to get done to bring that item into compliance. My question is, You know, so-called community-type startups that are part of IDI communities, how do they meet the standards? I mean, do they really have a code enforcement person, you know, checking on people's properties? I mean, how do they do that? I mean, can you learn something from them? So, sitting in front of staff, what they did is they designated a functioning staff person to go out and watch all of the writing. I was in the state, and this occurred over years. I mean, many, many years. And what they would do is they would try to work with property owners and really try to work with property owners. And if they couldn't get the property owners to come back and sign it, what they would end up doing is issuing warnings. Warnings would then lead to violations. If the violations were to result in these violations, we'd get the fines. We'd get the fines. to bring their body into compliance. If they don't bring their body into compliance, they'll be fined for potential penalties, and penalties could result in jail time and other types of penalties. So that's my understanding of what the city has had to offer them. And then they also have the assistance that came out of the nonprofit that was created and formed to provide assistance, to help provide education, to help kind of be that voice of the approach of enforcement to get to this, to meet this, move on the plane, to meet this Madam Mayor, thank you. If I could interject here in council. All the enforcement side of things, and to what Sonny said, is part of the reason why we haven't gone out to have a community to turn a lot of compliance issues. Once we're aware of it, we can't work the other way. The municipal parties aren't having the laws. And so sometimes it's better to not go down that road until we have this conversation with folks at the time on what boundaries we're in or what level. patients are doing at this time, and that's why I'm specifically talking about how important it is to keep the rest of the world in a completely clean place, and we have to do this in terms of public, because we have to keep the environment clean, and we've got to keep it in a clean place. I think that enforcement is the most impossible at times. It becomes so complicated. And it would take years and years and years to be on the deadline that we're currently talking about. And I feel like, too, about maintaining the ordinance. because we do want to take that risk, but if we don't have this real report on, so that we can't be holding off the bond, I'm okay with that too. However, you know, one of the things that I was wondering, and I know it's not provided for in the application process, but there should be some level of appeal for more time, I mean, It's not that we may ever get around to enforcing, you know, health care and health care adults' retirement. But if we could buy ourselves some more time to relax a little bit and, you know, make some functional plans about, you know, as old businesses go away and new businesses come in, the new requirements for riding on these businesses and, you know, residents move out, new people come in, you know, it's easier to change things out over time than it used to go from. you know, business to business, you know, how you can demand from people who threaten you, who inspire you, who imprison you. You've got to think about your life, okay? So it's, you know, would it be possible, would it be reasonable, that's what I'm asking, I guess, to, you know, to commercialize it and at least request appealed for all the time to come to the confines. So, Harry, your point was really their response to the type changes was very unsympathetic to our situation. And they said, that's a question, what have you been doing all this time? And then when I was here, it's important that we really, we really believe that 10 years is enough for the message to go out and for people to think of it differently. The response they did with regards to the answer to your question about how expensive it was, well, if it can't be demonstrated in that first report, then I'll write it in the city. and with our lighting standards, but you're able to demonstrate that you're still working on it, then we will consider, you know, allowing you to keep your designation while you're working on it. But at some point in time, you have to demonstrate to us that you are, that the lighting in your city is what's happening. So, whether we may not lose it immediately, we may lose it a year later, I don't know what the, what the glaze period would be after that deadline, but I did have that conversation with them, and they had us there. And, you know, I really can't say that it's a long time from now. You see all I have two questions. Well, I have three more, and I have two more. You can go ahead and answer these questions. But do you currently have a list of the day-to-day work you can do to help them get to work? You know, so this is where I say I'm a team player. So in reality, probably not because we're making work here. Would we have to shift some of our priorities? Absolutely. Absolutely. I ask that because I know very well inspections and other things that are going on. And, you know, in my opinion, believe that, you know, people have a different kind of feeling. They feel like they're in a different time. So it really comes down to this. It really comes down to, we all know, here's what we're supposed to do. Right? So then it comes down to us. Do we want to spend $100,000, $100,000, $100,000 on another employee? Even if we didn't, let's say we did a one-time employee, we're still going to be out $35,000 a year. So we're going to pay $35,000 a year for this. My experience with people who have accommodations like this, cities always end up paying way more than You see it all on the fire sign, the police sign. We always say, oh, yeah, we're going to do it. What do we do? We always say, oh, yeah, we're going to do it. We always say, oh, yeah, we're going to do it. We always say, oh, yeah, we're going to do it. So, I'm not worried about this item. Just make sure you vote the guy you vote residents. And, by the way, if you didn't keep our tag, we're going to send a copy to the 150,000 by the end of the year. And it's not just science. I think there's a class on it. I think it's really important. I alluded to it in the intro, I guess, of finding sponsors and rallying the community and lighting grants and really taking people away from funding projects that we've done. And, yeah, it becomes a matter of cost-benefit. You know, we have this direct and indirect cost. You know, to me, it hasn't been defined to me what, you know, the benefit is to being called, you know, to essentially be I agree, I agree with what's been said. I've got absolutely nothing. I've got the inevitable in my opinion. So I agree with everything that's been said. And so, of course, I agree with what John and Bill are. We have certainly two unfortunate officers. I think I would have to move on. I don't know. I'm not sure if I've ever seen that one. How many complaints do you currently have on white lives? Don't think that we have any. We have one more recent pair for me getting here, and I think that they have Well, the number of complaints that you're seeing, a lot of that is just right for government documents that we don't need because we don't have the complaint. How many complaints, for instance, have you gotten? Let's see a few. Everybody, there'll be one. I'm going to talk about the amendment here for a little bit of time. Yeah, this is something that we, that we still need to really worry ourselves with. Yeah, we have a lot of good jobs, and we've got a lot of good jobs, and we've got a lot of good jobs. But I don't think it's going to be an issue for us at this point. I just want to make sure, I mean, that turned us to that specific community would be. But I would want something that still communicates the message, resonates well, and serves the market and my core is information. And the other communities, I believe a lot of that really, their lifestyle is just there for the primary reason, information, so I'm thinking so. that come in and talk about, you know, the DMR work and stuff that they're doing. They've actually recommended to us to promote their site more than they currently do. So we're not talking about a priority to it. And I'm sure there's intrinsic value across this precedence. We all appreciate it. We've got these founding groups here. We appreciate it. So there's a lot of value. I don't want to diminish that. You know, we're going to keep getting better on this as it goes. you know, let's continue with the ordinance, let's continue, you know, I think that would be so long, so I'm sure we'll clear things on that, and do the best we can to continue around the current path, but not totally at that point in time at all. So all of that, yes. So we never apply for the designation again? No, we don't apply. So, for instance, if I'm trying to say that I can't be a person, I make up the designation, make up the designation, and then I make up the designation back. So really, we're hiring for all practical purposes. I mean, I know it's a hard place in terms of the social recognition, but we can still do the marketing that says we should go to France and then continue to work for however long it takes to get the full compliance. Okay, well, I'm not saying I'm going to go to France. I'm not saying I'm going to go to France. I think that we have plenty of time just for that. So now I'm going to do this last piece, and I'm going to end the recording. for anything else and can have a more volatile compliance. You know, stress the importance of what those things mean to our community. You know, stress the importance of why they want to, why we have those regulations in the first place. What their benefits are in terms of service for our community benefits. You know, continue, you know, marching down that path and at the same point trying to get to, you know, the deadline that's coming. We need to do an analysis then and see where we are. Again, my goal in having this discussion is to make sure that you know what we were facing in terms of the potential areas in our designation, and if we really want to work to keep that designation, what we would have to do, what our community So, yeah, a lot more, a lot more, a lot more, a lot more, a lot more, a lot more, a lot more, a lot more, a lot more, a lot more, a lot more, a lot more, I'm learning on, I'm on television, I need to do a cognitive control with health books. And hopefully get the message out. It can be more consistent and kind of in your face, that type of thing. Well, you know, I do depend on the students. I've heard you guys, I've heard you talk with your, basically, your community. You know, when you're in the middle of a parking lot and telling yourself that you want to get your parents back, that there are opportunities to do more dark sky viewing and promote that dark sky quality. And maybe it is. a tourist draw of some sort. But I'm pretty much guessing that our residents don't have, the majority of our residents are probably not very invested in keeping the dark side, those emotional experience together. But we can certainly create our own our own logo, our own messaging, our own, hey, we have this org, you know, it is part of our local org, so we have a foundation for continuing to promote that space. And, yeah, I remember this discussion When I was a personal commissioner, one of the commissioners, Bill Bowden, who had since passed away before the Great Depression took place, in my mind was the treasurer for the Great Depression, because for a long time. So this was really an important issue for her and that club that I was aware of at the time. So it's something that I do feel has intrinsic value more than anything else. Preserving dark spots has intrinsic value. So we want to do that, but we don't have to do it. We can find these different ways. If it comes down to it, we can do it. Yeah, I'll continue the direction that you're heading for the council. Will you continue to do any of the work for events up until that time that we face this deadline? Absolutely. Absolutely. Because if we can get voluntary compliance, you know, then it's a win. And I think that that should really be our goal, is to get voluntary compliance without, you know, going to other centers and making violations of citations and penalties and fines. And to your point earlier, we have plenty of time to make that education more clear. We also have some business owners that have a problem with the importance of this. And Sarah and I have a lot to talk about. And we're easy to get out of conversations. We work as hard work. And we support some other hardware stores or businesses that have a problem with what type of promotions that we can get from them. I think that's a great way to help. And that's one of the things we're trying to do. And that's our stuff that we can definitely And that means that they're going to have a 100% recommend that we still do all of our annual reporting and reportedly measurements and purifies everything we need to in case there is a change. So at the end of this week, in that time, I'm going to be there. That sounds great. Thank you. Molly, why did Daddy have to go to jail? He wouldn't take the slug if he could. I just want to keep this out. First of all, regardless of when, I mean, I mean, if we get everybody involved, we're going to be good in the end. But that's not going to happen. I hope we won't get too hard about it. But I say that because this is always going to cost us some money. And if we let it go, we'll come back. If we can't, so we'll change 20 million. And we need to go out there and just buy this. You know, I just want to put this out there that we could be dedicated to spending money something that comes alive, but we'll talk about that possibly later. So, just to keep this as simplistic as possible, this discussion can be lengthy and very far, and I've delved into it. It's a very intensive process it's gone through, and that was one of the factors in why we I mean, if you were dead, you could get that from the other three parts. I'm trying to review it. So in most of the operations, both of us may not be familiar with this. We're going to talk about this framework of how we were dealing with these emergencies. But still, we also want to connect the staff to other kind of events. We also use this a little bit in the event management agreement. Things like PGR, the fair market events like that, something that doesn't apply to those. We can discuss that a little bit later. One of the things the plan will do is define roles and responsibilities and the coordination that takes place. And we talk about coordination when the board says along the There was one earlier in the month of May with a national preparedness to records. The goal of this is it comes down to female online security, and it applies basically to everything that's already happening, so it's just across the United States. The idea in that is that when everybody's working towards that common objective that is defined, the national preparedness to records in the United States comes down to music. So, as an example, we've seen, as folks are familiar with, a study that occurred with Vogue just last year was a good example of that. the event itself, even the post-recovery of that process, and how they would communicate at some point. That's how those things go on, and then it brings to bear on the resources of their communities. And that is this matter. In simple terms, we're also more than just this. This is really what we're all about at this level, is we're protecting our sovereignty and our community. And there's also coordination across these agencies. And from this diagram here, this is a representation of what that may look like. You have a given incident, whatever that may be. And all of these individual departments and groups are going to come together as part of an effort with a whole community approach. It's only if we have to solve the problem, we can move away from that, go through the recovery, and then do things in the future. And this is sort of a rapid and effective response to part of what the EOP does, which is just kind of standard documentation and new information on how we're defining those risk possibilities, the emergency themselves. But further in the document, you saw the section that we call the EOP. The answers are very specific criteria that apply to the individual departments because they're going to respond based on a given level. So that's where this increases that effective response and the speed of it. Some of the things that are going to be defined within the EOP is what we call command and control. That's the process of utilizing ICS and the protocol, disability status and FY, health coordinate communication systems, resource management, which is a similar bit of science that we're always on the face of. And then, obviously, public information, which is very important. Everything from the information that the community leadership would like to convey, to the manager, and to whatever building you have, to the emergency team, to staff, to the administrator, to the municipal people, whatever's going on. That way, from a basis that we're going to define within the document, it'll be what we refer to as preparedness. Actually, this meeting on the house, we set that off, making sure that everybody in the city is aware of what we're doing, and that's a part of preparedness going through planning. We've been meeting a bunch of city staff, particularly I suppose four or two staff, which I'm very glad to say we ended up meeting. Some of this, I believe, five or six of our folks have been to a couple of these organizations. It's also going to help us with good understanding of what is responsible about power. We can go about the business of managing incidents and what we can be doing in these kinds of situations into the recovery process and mitigation of the problem. And sometimes mitigation power is kind of a barrier where you're thinking, if we're going to mitigate the problem, that may prevent the entire program. We look at these kinds of scenarios as being psychic and natural. So when we think about use, this idea of the biggest threat is So, that's where the medication comes into play. It has to listen and occur, but where we can receive funds and support from the federal government at different levels within that process where we can do good work to prevent this type of injury. Work implementation. As we discussed earlier, we need to make sure that the players are all there and to see what their roles look like. That's the purpose of the medication. As an example, we recently just launched a process where we coordinate very much with friends and family. Friends and family have always been kind to each other, step out and get swept off to the side, you know, get there when you get there. So that's just been critical in all of this process, and you'll notice that we've always been really interested when it comes to evacuation or even massing with new people. Those who are familiar, so that's about 11 in the room, Everything happened there. They were using the city bus system to transport firefighters to and from because they did not have access to their apartment. So some of those little things that often get ruined from Madison's process. So making sure this coordination is done and set aside is a very critical factor. This document helps to coordinate that. There's a very small county in the state that's defined as well. It's in the vacuum. There's this important understanding of this entire revolution as a process of deprivation. According to law and security, the theme of everything begins and ends locally. And that's an important distinction to understand because if you have a given use of it, this is where you get to talk about the way it's understanding what the staff of that authority is and the things that affect recovery are very important to what we do and how the EU pays to help some state, what does that look like? So bringing to bear all of those resources, county, state, and all the way up to federal government helps us in that area. Without this information, if then we, I guess, arrived at the other table and we found out that we bought it, and that's an important distinction to make, that we don't have to, that we have the support that we're going to need, which is similar to what Bill just says, that I can make some decisions on the fly that they're not financially responsible for, and they're at the point of considering bankruptcy. It's a big deal. Well, I'm sorry to stop you right there. I know, that's your problem. Where does it start? Where does it kind of start, basically? So you know who calls who? You can call a group of two different groups and say, sir, I'm Ben Gunn. I think you guys are several of the guys. I'm Ben Gunn. I think you guys are several of the guys. I'm Ben Gunn. determining the complexity of what the system is going to look like. That information is then going to be explained to the city manager. Those conversations are going to happen, and it will break from there until they're out of the process. So it's two things simultaneously. And then, obviously, another part of this is the following, what the mutual aid agreements look like. Mutual aid agreements are very robust in their time. We are lucky that way. We're seeing some local automatic aid resource where we're supporting each other through a system of speaking, all the way to, we have countywide, statewide mutual aid, and we have state mutual aid, which is called the UNAC. And that's when resources are being brought from other parts of the country to help support that in whatever way we see it might be. Okay, the challenges that we face in the rural in general. Another resource that's a big deal. There's no good answer for that. We're all on the same boat. It doesn't matter where you are. If you have a ton of money, or if you don't have any money, you're still going to face the same thing. And it's just a crazy thing to communication gaps, but being able to talk globally. Now, we've done a lot of that, but especially the talk that I'm surprised I see people involved and you folks making it possible. Our communication is pretty robust with the nurses, some of our peers. So, I really appreciate that. So, we do very well, though, but they're always going to be vulnerable, especially when you get into the mutual aid process and getting to deal with your physician in some state in Mexico. And they have no clue what chance we operate on and being able to give them tools and equipment. part of looking at TDoS's business infrastructure and the guidance on how to do that very soon. We need to get everybody on the same page when you get an emergency. You've got to have a strong understanding of what that looks like. Understanding that, you know, it's on the wildfire. It's always going to be flooding. And, you know, you also have, obviously, a wonderful weather depending on the time of year. All of those things are pretty common. Ironically, one of the things that we never get to discuss personally before on the real It's very interesting that a lot of folks don't know how fast nuclear failure really is. We see it around us in the mountains, but we don't realize it after the COVID. And then fighting the readiness. That's again part of the preparedness. It's really sort of defined between the documents. And then it's also best practice. And we've had a lot of discussions with them from distance staff. Getting out there in that process is always the better. None of the processes that are going to be associated with these documents is going to be part of the emergency payment process with all of the similar structure. We're also going to have a little bit of plan updates on where we get the information before we write. This basically was what we were considering before we write, and that was because we were beyond those five years and it was necessary. The original template that we did utilize here in the city taught me that this document was information that I was going to be familiar with, and we created that document when I was working on the investigation, and it became, part of that effort was the city document. Everybody was on the same page that was in the plan. We also, it was our best fortune to get us the opportunity to be able to accept and or adopt the time that we were given as part of that arrangement process, so that's a huge contribution. So any exercises to find those things, or what's also called a MITAD material training exercise plan, that's something that the fire department does retain to recognize that we go out into the entire city. So we coordinate globally for But with outreach, that's done kind of on a consistent basis. I defined it here as monthly because we want to make it a point to do a better job of that. Traditionally, we have not done well in this arena of emergency management, the advisory and community. We've had team teams who have been very successful with that. If we did it more consistently, we would see a better return for our community. Things such as pushing firewalls, that's something we've done successfully here in New York and Connecticut. other audits are not going to go. And we've expected to do nationally on all these processes through the program. And then we definitely miss the shelter. That's an ongoing thing. You guys are going to be familiar with that. Everything is under roads, through communication systems, through everything that we consider to be defined infrastructure. Power recovery requires us to understand that because of how we receive support in the infrastructure policy, because that's where money comes in and it doesn't come in. So the work that we're doing on infrastructure now takes a little bit later on the road when we're talking about this community recovery request. And that was it. So I just wanted to answer the questions you folks had somewhere else just before we get out of the room. And I really have to say right now that with new employees, Who does the city's emergency management? Technically, I'd probably say right now, I'm not as assured of the possibilities as I am right now. See, that's how I'm going to do all the emergency. So what you're saying is you have a higher time you need to do all the emergency management stuff along with your, you know, fire teachers, technically speaking. Mr. Sanders, I'm right here. You know, part of this is being prepared for that. We don't have that dedicated person. Keith and I have discussed, you know, partnering with the county. I think we've discussed in the past, and we're having the county office of emergency service say, can we do that? We're just kind of, where do we head in this direction? What are your plans? You know, there's just things that we haven't planned for. You know, we need to. We've talked about it. We're going to move to the operations center. generator backup. I've been fortunate enough, unfortunately, to be part of this. I mean, it's actually an emergency. So it only lasted for six days. And we had to plan for that. And then we had to have it for the 25th or so. And by the way, there's a reason we had to plan for it. I think, for us, it's still not going to fly. From this point, we're already on the means for most of the studies. We've not found that before. That's an important component. But it's something that we're definitely looking at. We just need to have a budget. And we're going to add the additional positions that we need to. But we're going to start having some conversations over the coming months about how we're going to succeed. I have this conversation to the point where it's not the mind that comes in. I have to just say that because I know that when we see minds, they're always on their feet a second, right? Like, ah, I'll give you lessons, I'll tell you. And you really never get to it in the full of the past. I mean, just watching all the medicine that's coming in with my experience, with all the women, and I just want to put this out there because If I can answer real quickly, and people who listen to what Chris is talking about, one of the things that Chris has talked about, what happened in the viewer's story for you, when I was doing my master's program, one of the things that I took the initiative to do, because they told us to pick a subject that we felt was relevant. And I thought it was very interesting to hear it right on the head. I have to say, in general, it really does a poor job, and I don't see it in the news. for you because you're always going to notice some changes when you go out and interview them and you talk to them. You're going to have fire chiefs, police chiefs, individuals at a bank that are going to work in the past. And I want to go in there and see if there's anything else you'd like to particular about. it's very interesting that we still define enable, this is national speaking for the industry. And so therefore, it's quite interesting, once you sustain that, that evolution is necessary no matter what we're doing. So, I took this out and said, how can you find a better way to integrate normal routine fire departments and fire department crews, their organizations, into this process? And a part of that, I think, is defining how do we define growth? Are we having more things in that broad perspective, and it was a 70,000 foot perspective instead of a 5,000 foot one. And you can see we're thriving to be the best we can. This is what I do. There is no way we ever have enough. It just doesn't happen anywhere else. I worked at UOC during the year I was in the ministry, and we managed 800 research requests within the first four hours. And that's just for that singular reason, because I have nothing to do with the rest of the time that we're using and that we've got in there. So if it comes back to the others, you never explain it to them. You will never get them. But what we're doing is preparing this process to see whether we're going to be proactive and we're going to be efficient with that. Today I asked about, I was kind of interested going through the data. every other certified patient had two medical issues, which basically, things are recognizable now. So I am not part of a review group. And I did kind of, you know, go through the cured emergency plan and then, you know, looked at some of the specifics for the city of Tottenham. And, you know, I'm trying to kind of understand how we got together and also I'm trying to, you know, in terms of some of the wording, some of the information, the totality of these things, is it obvious? Is this, for staff, is this for the general public? Is it for me as an elected official? Is it for everyone? Or, you know, I'm just trying to kind of see how you look at it. trip. The answer to that is yes. The other side of this is that, the third question really is, we will technically respond to your goals, but ultimately that lies with you folks. And what I mean by that is that the document that you have presented to you is really meant to stop at this level, within the city that you need a trip, and you need a local service. They get the message both and down and through. We more the depth of what the document is to say. But it's extremely common for the city to confuse the greater redacted document, where we eliminate a lot of information that's not relevant to the system. We don't need them. Mr. Joe down the street doesn't need to be calling the Red Cross when he's having a problem. That's a responsibility on the city. So we eliminate some pertinent information that we need to be aware of that the citizens might. And they'll create a redacted document. So the communities need to understand, basically, and be able to review this document, that we are proactive. We are doing what's necessary in the best interest. And really, this gives them a broad stroke in the idea of what needs to be done. Again, there's a lot of misnomer about what it is that we're going to see mentioned tomorrow and all that we've done to the system. We all think that it's the big chaotic event, that it's the big wildfire, or it's the 9-11 incident, not specifically number four. If we had a cyber threat that somebody attacks the city government, we easily could enact the emergency operations plan to help maintain a family of operations. And just something as simple as that, that one little thing that killed those citizens, I need to be aware of it. And that's kind of where we have to create some separation. So it is meant for everybody, but we have to structure what we would like folks to be aware of. That's for you to decide. So, you know, when you picked out two of these, why did you not pick my name? But what do you think would go bad? What do you think would, you know, if you were the new city and if you were a district, you should go to this center over here. Just what can you do for it? Yeah, I mean, that would be my wish is, and you had mentioned it yourself too, that more public outreach about citizens, what they are going to do to prepare in this time. I think it's really important. relevant to our local issues. We had a great farm in Clarkdale today. We had a friend down in Clark, which is just west of the Potluck Farmer, and he sent a little wind. So we're really in love with our season right now, and it's a little scary, actually. So I have two questions. Is this the reason that it sends emergency alerts to the public? Absolutely. done for a inspection. So we on the ground, if we're out there, we're going to be doing it. So we have to work hard. Any number of days we contact the dispatch team, notify them of the cost of the report that I think we're supporting, and then have the ability to do the target and, of course, stretch out our messaging to the client area that we would like to have them there. But the evacuation is something that we're finding. So we're able to take a result of all the main grants and can actually broadcast to the central community. I think it's just about today. So, thanks for your time. I was just wondering, maybe I was just wrong, but if you don't have any social media, I don't know if it's the only exception that we've left out of our time. You know, do you have a system where you radio go off on your part, and you're not letting them see a little bit of the same music other than iTunes? by TV, we just try to get the information out of them. Because it's through the discussion. So that's something I think we're really good at. If I may just add one more thing, we have a secondary one. Again, that was a part of the county initiative that we were following up on. That's called Genesis E-Doc. And that's another system that is driver-based. I don't have to go into it, but it gives them permanent information relevant to evacuation. If we're evacuating, say, I don't know what I'm going to realize or what I'm using. They will receive information from the area where the shelter locations are, how to get there, where all the systems are. And do they manage the surroundings well or not? I just don't do the discussion, but yes, we do as a unit consultant. Okay. And then what is your specific plan and the sort of system that you're trying to have? I guess I did a word search and I didn't really find anything. Well, I don't know what I'm saying. I'm just wondering what I'm saying. Sure. So generally, there's a, there's, it's kind of simplistic in nature. And what I was just saying is that, from a learning management perspective, it's strong to make sure that we are getting the resources and all the things that are necessary to set the path of right management. So I like the official role, and this really needs to be a part of the discussion, in the house level that they don't really have anything to do with the management. They are going to be receiving information via the city manager to make sure that you accept the word of opinion, coordination with communications and other outreach and all of that will happen at that level, and the new folks will be a part of that. So you're discussing and connecting with the city manager. It could help us make the community think those messages to our neighbors and our citizens. So that was the reason for my question. To do so is a very critical response, is allowing a way to say no. I think it does not have a role in the Marine Corps. It's quite the opposite. We will have a PIL, and that's the only person who should ever communicate news from the city. There will be a place for you folks to gather if you choose to not be with your family. And as I said, I would send some information to keep you abreast of things, but I like to expect Well, it seems to be confusing, so I'll take that. In your presentation, the issue is for profit consideration, and that was the reason for the question. And it says, one, staff will be the corporate staff, and the corporate staff will be the Right, and you're telling me that it's just like, that's what it was going to be. So, it's done the same kind of work that all the principles are, and then you have to read through, at least in progress, your part of that decision making at the environmental level, and then it's like, well, you shouldn't have to do this like that. I have a question. This was a well-thought-through document. Anybody know how I read it all? So there's an endless sample of media releases, if you like, through the media, who is responsible for releasing media, whether it's like in that newspaper, radio. Yeah, so we've got a viewer, and this is the frequency throughout the United States and the United States that would be responsible for that. And now they're simply all just simple kind of draft documents, we work with, and make it appropriate for the daily circumstances. I'd much appreciate it considering and I'm, you know, a populated generation here, is just if you are aware that you have a child or disabled person in the affected area, please know that I am completely within circulation in the system if possible, who is able to help. If not, please notify law enforcement. So, that's something that I just felt like it's really important for the public to know, because I have to make sure that they have a good news report. That's a really important part of the media release. Yeah, that's definitely a critical step. And we have several mechanisms in place for that. We use the term whole community in the process. That's what they're referring to. We consider things from medical needs to language barrier to online art. So that's a part of all of the CPG 101 research. to be compliant, we have to have solutions in place and processes in place as well. very well-known, but that's a big deal. Again, eventually, to experience, you know, these large field crashes, that's a, that's a, you know, it's not an experience, I can say you're correct, that that's required of the community. We're out there, as I'm saying, we're doing work to manage and incidentally, we're making sure that the community is being well taken care of. We've been able to utilize a bunch of non-governmental organizations, and we support them in that process. Beyond us, I also acknowledge that if we had one of the largest incidents In history, it's fire service. You don't have to have people live out across the world, and they have zero funding from the federal government. And that's an important distinction in that, because it's about joining these wealth roles that are associated with the public across the rest. You don't need a dollar value. You're allowed to earn your own. Again, that's an important thing that I'm saying, because what that means is, you know, the community is responsible for its well-being. And being able to bring it back, that's a part of what I'm saying, right? because I saw it on Twitter, and I know you know this, but that people recognize that during the evacuation, the way that people leave, the actual trouble doesn't matter. All the true people are not going to leave. Because they're not going to lie to us and make us keep on the war. You know, they're going to say, you're on your own now. We take care of you. We're going to go save you and not arrest you. But I think it's up to the government. before one, because of the amount of people who come together as a non-government, you know, and you take the resources from one city to the other. Is the city divided up into, you know, into city circles? Yes. So, we'll get back to a couple of different areas, and you can talk from the community perspective. We have the ability to be very specifically detailed all the way down to the units in the house, that we can review those things. However, we also, from a response standpoint, prefer PDs a little bit different, you know this, because they're more well-meaning, they're a little bit prior to what can be afforded by us, to be able to discuss things that we have. There's numbers that will matter to you, 41, 42, 43, and 4,400. There's also so many postdoc resources, maybe more specific areas, and they know that you have certain resources, and also that tells them a little bit in their response about what they're going to expect them to get there as far as that goes. And part of the identification needed up, big dentures, and so on and so forth, and so forth. or a message goes out that says, hey, you 4,400ers, you probably need to be set. You 4,400ers, go. And that's what, that's a part of what we do. That is also coordinating. That's the feedback is also coordinating. We have, in the US, we have a YCSL asset, 10 by 10 US management has it. So we can make a phone call if we're engaged, someone busy with an incident, and call us out by 10 US management. It's all in any district area. something you're talking about. So it is almost as if I don't think you're right. There's a lot of stuff going on in the European Union that tells us that there's information on the back of their doors. This is your area of communication, because you're right. You're not alone. We're going to present that. Anyway, I only occurred to me as we're going up the coast, going up Highway 1, is realizing that, you know, for you know, it's an obvious opportunity to go back and forth and go to the hotels and talk about this is what you need to get to the weapon. That's a really, really good idea. Yeah. We've got a community on the way right now being assigned to this, you know, community rest. We've got to make sure that's what we're doing. So, the Given the very issue of intubation, type of intubation, how does the intubate come in to determine, how do you figure out who's going to head up the operation? Great question. Usually it's based on the initial intubation itself. During the wildfire or any standards that the medically associated intubation is going to fall through the fire department, they will be the initial intubate to follow the maintenance. However, don't put it all aside and say it's going to happen sooner, or it's going to be a bad day. So then, of course, we take it down the front row. So as a complexity analysis, that's an ongoing process that we do throughout the incident planning process. That's based on operational queries, so on the training that we want to see, on the personnel we're being cycled through. That, all of those things, kind of dictate the evolution of what we're doing and what we're trying to do. We try to achieve what we call a battle rhythm. That's a poem that we use. In the beginning of every incident, you're always behind people. You're playing chess, you're trying to catch up, getting to know them. At a certain point within the evolution, what we call the life cycle of an incident, you achieve that battle rhythm, and you know you've got there a single curve. That's got to be indicated, because then all things are no longer surprising you. You're kind of set as a curve, and you know, okay, well, this is happening next, and that's happening next, and now you're on your own, because So there's no dissimilar criteria other than you're always looking for the best student individual. Sometimes that can be all the way up to, including the state level, the Department of Ministry of Military Affairs being one of these. During the Boston Marathon, they missed a response to the same critical 911 response, which was the most spectacular medical response in history, the world, really. And there were 540 patients in under an hour. That's an impossibility anyway. The reason it was stressful is that this process had been rehearsed for 10 years by a major team. So it was just another day at the office when it happened. I worked with Inc. and Commander-in-Law as a team. It was a framework. We had a lot of dialogue about what to look for. But when you start to get federal involvement, there's a lot of other factors that you want to do. So it's based on complexity and best suited to the situation. Is there a publication or do you have a publication for residents to purchase or something for emergency management? That is actually a great question. We do not. They still register, some of these are able to for citizens. is going from a couple of different sources to a few. It's going online. They have Ready.gov, which is a document, or it's a series of documents, actually, and I'm giving a subject, and it just gives you a more structured profile process just to get that for folks. The challenge is that, you know, things previously that we hadn't access to, we want to support that, where they can go out and do pretty much the same things. Most of the campaigns world made, the Genesis email process. They'll do data about like the seven Ps and they'll create a flyer. So, the PS all stand for different things that you should be thinking about, tests, approaches, you know, it's kind of just a great kind of simple little thing like that. YCSO, they rescue the policies all those different groups do. And unfortunately, most of this happens too late. So prepare yourself for when you see a number that really hasn't been answered for. Where I'm going with that statement is that that is something that we could split some effort into at a local level. How many of us in the budget system have said things like, who's going to answer for it? We just don't want to fork and dump this into a place where somebody can make a contradiction. So it's going to have to be a little bit different. Well, I do think that maybe we should just get some materials so that we could keep them here all year. There's a lot of material coming together here, but if we're busy, I think it would be wise for us. And I'm not entirely sure where the connection is with my initial suppositions is that we can get prepared to, you know, do you think we have to come back and take a look at it and see what the conclusion is? I think that the city has probably accepted that, too, in the other part of the country. In the other part of the country. So, it's a different document. Yeah, the intent of this now there is that we have a document created, which is where you have to copy, sort of look into those, and view your decision, either bring them to a consent, or research and review those out on a small document. And then in conjunction with that, we've added a strategy on part-time and ITU with an incident team process that gives us some additional support that we're going to be utilizing by following this. It's kind of sequential. So we get the IG in place. We get the EOP in place. The next generation is what we call the group. And that's how we do the operations. And that's another defined document, what that's a electronic policy. But like, sort of by the session, it's just a kind of, those are kind of the steps that we're trying to place here today. What is the idea on this that you would consider necessary to prove how you would like to develop the community? How would you like to develop the community? Sometimes, yes. Sometimes, yes. And I also heard, I mean, I made the comment, I will say the comment, and she saw it and also recognized that I think there's a need for more public outreach to citizens with regard to emergency preparedness, whether it's the race and justice feedback systems or just, you know, where to go, what it looks like. And I really would like to see that soon. We can actually do that. And that proposal for that is in the civil process coming directly into the room, and we've all been getting to the point that it's probably going to be just under a year, and I think part of that is in December is going to be. within the group structure in the document. It actually works in that very kind of session. It works out from the city's perspective, but within that, we can also share that information with the community. So it's just like you said, well, there's this very defined criteria, what that is that we apply, so we can be better than you, as far as going ahead. So that's part of that structure. You said something that could be recorded in this snapshot? Yeah, that's the language. And that's part of my job. find out too early when they can start to, you know, might even go into more focus on like political papers. And maybe you should talk to him about it as well. It's either too long or it's too long. What is it now? I'm just curious, this is one of those, this is one of those, who's our CIO? quite long to assist, don't you? OK. Thank you very much. Thank you for having me. Okay, so we're getting ready to do some introductions. At the end, we're looking at proposals that the Secretary should attempt to make. At the end, it's also before you can always persist to draft proposals for the future. And this has been probably the topic of discussion between John and I since at least the first meeting I attempted to I mean, they got told by all these folks, even though in the Indian process, that's what I want. And, you know, why is for me, why are we doing certain things in our own time in this way? Is it because it's, you know, it's on the same page as me to me? Or, you know, is it something that you should need to tell me? Tell me. Let me hear you, sir. and some of the things I hope you didn't talk about, but some of them are just really wrong about it. You know, I've had conversations through one-on-one, several times, and I just would tell you, what are you going to do for your kids' learning? What are you going to do for your family? And so I started to look into some of these things, and it just ended up being that we didn't have the social rules that the senior council did have. I think, you know, I keep my notes here, and folks always tell me, you know, how am I going to topic six nights is initial report of the procedure discussion. I'm going to cover some of those that were in the proposed document. This is one of those PowerPoint presentations where I would encourage engagement on each and every slide. We've discussed this kind of dialogue that I need. Ultimately, these folks as a body will decide here what their rules of procedure are, how to, to what I just said, get a couple of things from it, and why. Now, we're going to talk sort of gets a lot more folks who agree with you disagree with us, because now is the time to adopt those approaches. When things are not going well in those counties where we live in, it's very difficult to get a view on what best practices should be applied. And so, with that said, I'm going to stop here. Obviously, as I said in the staff report, the purpose is to ensure for all of you, if this is efficient conduct, there will be elements of literacy will help guide council discussions, will help guide council actions. But ultimately, there are some items that are in the presentation tonight that's not necessarily in the draft, and that's because there's going to be feedback from council on whether to let this go forward. It's important to recognize that council has already adopted a code of conduct, and this document is approved by council. We're working in conjunction with the code of conduct. The code of conduct doesn't have to go in that specific way. I think there's so much discussion about this from, you know, as you can see, we expect it a lot more in the new year. And I think, well, that's why I think we're going to have several discussions about it, because it's important enough for us as a city that, you know, two city governments have to respond. First and foremost, obviously, this isn't... It's something that's new to you folks who know the area and are meeting on the first and third Tuesday of every month. It's generally not a problem for us, but since I've been here to run long-run meetings, some cities will place a limit on debate and discussions, and to exceed that limit requires that there's a formal option of council. And so I added that in case the council has a desire to consider something like that, if not, we can move on to the next one. This is really what we're looking for. We're looking for people who are clear on how to do it. We're looking for people who are clear on how to do it. But if we're not asking the states to decide what's on the agenda, I don't believe people like the agenda. As you know, what would happen is if you made the state, you know, you would stop any discussion with the state that has reached that point in the union, that there are ways that the future of the New York Times can answer some of those particular issues, depending on what's up, if there is a desire to continue the business of that nice movie, or if it's a first movie, that that would be a provisional measure to consider. Okay. I just, you know, I don't know. That's really, I haven't found a point in which it's become necessary anymore. So, I'm not, I'm not sure, but that seems fine to me, but so far, it hasn't been needed. It could be in the future, and it will come, and I have a preference, and it will come with me. Yeah, I think it might be. It's a challenge, so. So, will it be called out? On the agenda, I was just trying to, you know, just, like, be instructive upon the public. You wouldn't have to know that, but it's, like, quite a thing. It's, like, to do so, if you have media for the two countries, to do so may explain the fact that the public and people is kind of locked into each other to the point where they really don't want external action to be taken, personal action against them. I said, it will be the odd times that it comes up, but, you know, I remember the meeting where my previous city, my contract was approved. It was just this great success going on, and I remember thinking afterwards that they had adopted a rate study and fairly significant ordinance and hired a new city manager at 10.37 at night. And there were folks that were waiting in the audience for some of those in front of me. And at some point about 9.30, they got up and left. And my lady said, you know, we have to go home right now. Can't sit in here. And so you're right. After I was contacted, there's not good governance that's going on. And so there is a good reason for not to continue doing it. But again, if you folks make the decision, and I guess what I'm hearing from folks is Don Clark is trying to do the original question. Well, they were simply micro-interfaces. Yes. It seems like most of everything would be reported. And you're probably about to write a lot about them. Yes. Yes. About people being deposed. Correct. All right. We'll get to that. Okay. Yes. You did a few things. Those are definitely things. I'm sorry, but we're going to get to those. There are a lot of things, and some things, you know, should be. Yes. And then at 9 o'clock, there's no one talking to me anymore, and I'm like, what's happening? And you, you know, you know, you know, you know, you know, you know, you know, And that is one of the things we do as a club, right? That's, I can tell you, I finish the day in the club, and I say, yes, but are you prepared to continue? Are you prepared to continue? And what is what? And why do you do this? And what do you do? Okay. We covered regular sessions. Now we can look at work sessions. Specifically, there had been a discussion, or a request had been back and forth, and I just took a step back from work sessions. And so this slide, ultimately, is a peer review, which will help you choose a different column. We're also looking forward to getting to that recent procedure. Obviously, we have a list of items now set for the second Tuesday of the month. It gives us a little bit less than having special work sessions, and that's something that we've done just for two weeks. But in this item as well, this future agenda item, there's a discussion on possibly five o'clock, possibly 10 o'clock. Well, this is a dialogue that I want to talk about, and I just want to talk about it. You know, we haven't talked about it. I don't remember talking about it as a concept. This is why I wanted to talk about it earlier. We didn't hear it. But we talked about it, you know, in, like, an agenda meeting. And we were just thinking, kind of mulling the possibility, because, you know, why are we doing it at 6 o'clock? The room's about 8 o'clock in the morning. Let's not forget about it. I'm over here. But, you know... Generally, a lot of the public meetings and attendances, you know, I don't want to change the editing to come confusing and people doesn't want to show up for a meeting, but on the other hand, if not that many people are concerned about being here for a work session, could we do it at 4 or 4.30 or 5 o'clock and, you know, maybe get it done and get out of it a bit earlier? It's so great to be here to talk for most of us, and especially women, when it's dark. It's so great. I mean, I'm just excited within your approach, the rules of procedure for council meetings. We have to set it up at the right time. And I agree with what Claire said about how this council has currently composed. We changes a few years from now, and there are people who get off of work that didn't get here until 2030, then I would say to the rules of the future, And right now, because I'm not presuming that all of you can come and fall on fire, I'm asking the open question for, before this moment, there can always be change. What changes can always be made? We can call it a period of time. We can say, hey, you know, we want to be able to vary the time depending on the circuit if we want to. There are other possibilities. We don't have to say that the time has come and the perspective we've come from, we've solved ourselves to please you. So that is my question. I don't know if it's a clear answer or if I see Mr. Hayward letting me jump in here, but I believe that when we come to a final document, that it will be adopted by a resolution. And as such, we've got to be done now for this council. I mean, scientists are welcome to pass their own resolution and make their own modifications and do that same thing. Now, with regards to a variable timeline, I actually don't know what you're talking about. So, this is my mayor and my vice mayor, and I think this should be very technically relevant. But our point on this is that we need to come to a point where we can work on some form of a special policy. I think one way that you could look at this, my proposal, I don't know, is to put them further from this. This is actually one way that I would be able to account for to where I would be able to put this in and where I would be able to do from it. Because if the country doesn't want to have this, it's easy to say that right now we need to kind of advance that in many ways. So I don't know. I think the reason I wouldn't put it, because it's entirely right now, it's not going to be here. Thank you very much. My biggest desire is, I know we don't get a lot of people on the back, but some of you do want your time. You know, it's not going to put you in trouble if you're working. So I've got, my style of business, I work sessions, podcasting, and video recording. So they are for, even if it's not a lot of work, if you want a lot of music, a lot of work. So I've got, I'm just here in my area, and I work in a session center. Does that have any... No. But do you have one? No. Okay. So, general obedience, as you know, is a kind of beginning and end preference, which is one of the main things we're trying to do, continuing this. We're thinking about embodying both convenience and the work-life balance. So, the country is the work of those council members. to consider, and I'm just asking the question, do we have a review, or what are we going to change on the period for? However, I'm just asking as well, if the public comment is not accepted on the items on the agenda, if the public comment is not accepted at all, Right, because that's what I was thinking. I was thinking more or less how you do it, but to me, I don't know how to do this. I don't know how to do it. I don't know how to do it. I don't know how to do it. I don't know how to do it. And I think that would be about the next generation, if that's all work that Mr. Gay ordered, we'll have some language in there about, if I would, the sections that are in there can already be set by the mayor, and then we can figure out what that is, but for the time being, it's going to be a full call. Is that what you're going to do? Yeah. Okay. Question I want to ask, I'm a counselor, but I don't want to be a counselor. What's it mean? Typically, we provide these directions. It's really wonderful. Since I've been here, we don't really say we need a motion. I mean, John will tell me, if you're in Arizona, you can't pay for a lot of things. That's a meeting. So there's some, you know, there's some which are going to be a really great thing to be working on. If we're not going to do something, we're going to have to wait until we're allowed to. And right now, that is the last thing that we can do. The problem is we have not got the people that just come from wants to take action, and we're especially going to take them, and we're especially going to take them. So, in other words, you can make that decision. But it's a great place to go. I assume you can. Yeah, we can. We've been asking, and I understand it, in training and drills, because there's no public training, So we can't do that. We can't make a motion, but we can do direction. But we can do something. The way that we have felt, for example, this morning, actually kind of occurred. And this is kind of what's happening today as we're going. And these are the things that we're going to sort of document when we analyze this kind of thing. And I wanted to say, when we take it back, since the distinction between a work session and a special meeting, is the way that we have going there, so it would be nice for them to do that. But yeah, we're not taking federal permit. We're not taking any kind of action. We're not voting on anything during the work session. But since we came up outside of our regular purpose-included cases, it would be possible for me or us to call a special meeting that we could vote in. Right? I mean, is that, is it not a work session? I mean, that's what I'm saying. No, that's what I'm saying. No, no. That's what I'm saying. It's not, it's not a work session. It's, it's a voting session. Oh, I just want to clarify. No, no, this isn't a voting session. I think that's what I was going to say. I think that's what I was going to say. I have scars on my back for this very reason. And this is why. Because in my previous city, we, there was a work session. they call them STEM sessions, I don't know, but it's the same thing. But it's, as the city attorney said, from a legal perspective, work sessions are special meetings. They're just called different because we're going to do some work about them, and we attendize them different, and the description is different. But the council was very clear at this one meeting that caused DA, district attorney investigations and everything because we agendized it in such a way that council had the ability to give formal direction in the end of doing it. The claim from some of the folks, some of the residents was that it was purposely done at a work session where people normally didn't attend, to get around the public. And they're actually allowed to talk to the public, but they just have to try to flip something through. And so this is why we get to why the minutiae should be there. So now I think I have a lot of this application and sort of disseminating work sessions. I will add something about special meetings and what can be done, because it's important to go in there and have that distinction. But I think I'm saying that based on how we've been conducting work sessions, that's the way we would like to keep things. Yes. Well, then, you know, it's not as unsupportive if you drop the word, yes, correct. Yes, correct. Now, fast, I can make a slightly different comment. It has been my observation that occasionally in these work sessions where students are looking to ask for comments in general, to write I'm not always sure that staff is a clear understanding of where someone's going to go from here. And so, I have wondered if it would be helpful for the mayor to summarize what the project has been so that, you know, in there we can all can see if I'm right, I could say, this is, you know, I do, and I think you folks have seen, sometimes I would generally ask that question, just for clarity, this is what we're doing. I know there have been some times where the council members didn't think the clear direction had been given, and can you provide me the minutes to use generally? right what my book said, but I think that is a good part. And the main... Well, and that's because I do that. Yes. Yes. And so, yes. I summarize, I take everything that people have said, and I say, here's the direction in the work section, and this is how we're doing it. So my advice to you is, on this side, especially in terms of the timing of the task, is to make that what we're going to need to do. Because what we're going to do is explain to you what we're going to take care of with that, and we're going to specially explain that. So the subject I'm going to use is going to be more complex. So the final bullet point is, it is to summarize and give a previous reaction to science based on your presentation about what government was at the time of the World War II. I don't know about you, Karen. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. Everybody's working on it. I'm asleep under the table. So, sweetie, today I decided we would reach, yeah, we reached three hours for this meeting. So, there's a lot of rules and procedures, and I'm going through with you in the meeting. So, I'd like to, so, just, if you ask for a motion to continue, or does somebody, And so after we make them all, and it's written here, it would be less extended by a majority consensus. It's not like they're saying, you know, I'd like to finish up this item, that's what we're saying. But there's a consensus from that, then whatever the consensus is to be, then that's what the mayor would say, okay, then that's what we're going to do. I need a hug. You know, I need a hug. I need a hug. I would say, okay, from my heart, I would certainly contend with this is an end, or do you want to even delay further on, how long is there really going to be? And if, you know, I would just ask everyone, where are women? And if the majority is saying, let us stop, I don't think anybody would accept that you mentioned that you sent him to a chamber. Otherwise, so without looking for motion, I will call out to continue the interview. Continue the interview? No. Okay. All right. The history of this will be clear. Yes. How about if there is an item that is still on the agenda that has not been discussed that staff needs to have a permit that night, before another meeting can take place? Because we do actually have that approach, either when you see applicants on the agenda, there are certain deadlines. Is there a possibility for them, staff, to be able to chime in and say, I'd like a lesson for you, or I need a lesson for you, and can we jump to this item and get this approved correctly? Because I'm aware of those items that must be done. So that's why I've jumped in and said, you know, at the very least, I'm going to pick up this item that needs to be done. It needs formal action tonight. Because we thought we'd be on just time for it last night. Yeah, and there's a possibility to temporarily take a break from the meeting. Mm-hmm. Okay. I'd wonder if you're refusing to wake up a day later. Wake up by getting out for lunch and get to work. You know, that kind of stuff. Getting back to where we were. Yes. Would it be sufficient, Mr. President, would it be sufficient if the day you say that you want to go out for lunch is it to be some long weekend, whatever, that you're going to have to either regroup and reach out? Is that what you're saying? I mean, to everybody else, okay. But, you know, that's, I mean, you know, it's just, you know, it's just, you know, it's just, you know, it's just, you know, it's just, you know, it's just, you know, it's just, you know, it's just, you know, it's just, And I think the best way is to, you know, beyond that, I naturally say, here's, you know, here's what we're telling you to do. You know, you're going to do this. Say, well, I hope you understand. I hope you got it. Bye. You know, I want to make sure that it is true. Because there have been times when it's not. You know, the staff has walked away going, what do you need me to do? And I am trying. I may not be achieving my goal in time over here, but I'm trying to be sure that I'm stating what I'm doing tonight. I'm trying to face those things. In the case that this conversation wasn't very enough. I do. I do. Thank you, Christopher. So, indications. So, it is common for indications to be given at council or board meetings. Every councilor was asked about it. I was asked about it. We had to do the prayer. And so, I thought I would present it as an option. As Mr. Gaynor has mentioned, if the answer goes down the road of having indications, actually doesn't get to discriminate about the religion, it gets to come and do the indigestion. Because of that, in terms of how the government has had to process and ultimately a policy for the government, I think that would be the next step, because Congress has a desire to be forced with another indigestion. task for someone in the community, whether it's a community able to take on, set up that rotation, or if that doesn't happen, then getting help at the duty location as far as the code process, which is kind of untypical. So with that, those are some of the communications. Yeah, I mean, I did some research on this online, and what I said was, why do city council meetings should include invitations as a subject of ongoing legal debate on community protection, unless the Supreme Court has ruled that open public meetings with invitations do not violate the Constitution, rather that the community is open to all faiths. So, I'm not in favor of the invitation because of the ongoing legal debate, but because of our community protection Because I know how hard it is. And it's a lie. I think it's okay. Maybe you should be able to take it as if there is something like that. And it comes with every kind of gift. We were talking about this the other day as a project, and, you know, when it was brought up that the church had said that they would be able to come and do an invitation, and there would be certain occasions that we wouldn't want to have invitations. Because, you know, if you're coinciding with Christian holidays and we're extending people a wedding feast, it does seem to exist. I wish that that could work. There's something kind of troubling and... And just to be nice about it, but I do see how it could really kind of get skyrocketed in a couple years. It's a complication, truth be told. But, you know, I think there's a lot of people out there exploring it. How do you feel about it? Is that an elective on your part, Mary? Yes. I have three notes, that's $40, so we're moving on to the next one. Okay. A content calendar item. These are obviously those things that are considered basically made to a routine. One of the things that I included in the document is some cities will place an maximum dollar amount on consent calendar items that council are willing to accept part of the consent calendar. I've had questions from a couple of council members on some of the lines I had to put on the consent. So, in the document, 1850, I filled it all the way up to a million. So, one, does council have a desire to replace a limit on what the dollar amount contract should be on the consent calendar? And if so, what should that dollar amount be second? So, I do feel that we have some I don't see a need to give any one of us a passport to remove it. I don't like it. If we want to make sure it's safe, then we must do it. The community at any point would say, hey, I'd like to be pulled. So even the community can pull that. So to me, What does the number have to do with whether it's a concern for the community or not? Really, to me, the number has nothing to do with that. It has to do with, if we think so, you could go with a public institution approach. And if it's a number, a specific number, I'm not going to say it. I agree, but who decides? Like, so I said to Maya, no, no, I see how that works. I think if you agree with this and counsel that anyone can pull it and you're like, I can service that, then that's just not something for consideration. This was just one of those options you could put out there if you came up with it. Ultimately, you know, you came up with it and I'd like to hear you talk about what's your opinion of what should be on the new business and that sort of thing. So I don't think it's necessary either. I was putting it out there as it always Because the way they view the consent agenda, I don't think the public understands that we're reviewing the bill behind that consent agenda item carefully and making a decision against it. on the title, we're just busting based on the contact or whatever based on the title. Here's what I think too. I kind of like the idea of equity. But do we really self-remember on the, just so that we have a reason, if we're willing to have a few minutes of discussion about it, we're saying, but don't we get so cold? And one of us could But right now, honestly, you don't. But we have pulled some things. I know I have pulled some things. Because I wanted just to vote out a little consult. I didn't agree with the consult. You know, what was our concern? And I wanted to vote out. And I asked the board. We pulled it. I said, oh, I wanted to vote. Because I wanted my vote to be heard. And that was it. So I think we have all that to do. And I don't know why we would need to. And I think it's fun to be seen when you see it discussed. And I would tell you that, you know, at least in my Monday with Mario, there was a discussion about council actions not for the family. And I would tell you that I've had some folks say, hey, you know, I think council sometimes just rather shams what is presented by staff. And I say, no, that's absolutely not the case. Like, I think... You know, you folks have shared with me that, since I got here, the council transmissions have gotten more detailed, that things are in there. You know, first of all, we've used every single one that has a financial impact, and that's very clear on the bottom where the money's coming from. The information is there, and the public has that ability. The reality is, we want the very little public to come if it's not an airport item. And they don't really care about what's going well. And so I think those are those things. I think that's kind of why I have the language for social crisis also, because I think this is something that ultimately, the final document, the context we seek to adopt, the public should see that. And those are things that we have our next steps that we should highlight those things. And that's what we're purposefully talking about. And we didn't talk to him enough. about, you know, the do you knows that come to my mind at 3 o'clock in the morning. Like, those are the things that we need to talk about. You know, do you know that, and for those that don't typically come to council meetings, they take their time, and I would say I consider them time, because it's just contracts we do on a regular basis. But council, this council specifically reads everything that goes through it, and I get a lot of questions, and part of that is the type of business plan that we all have. the gender with you, and these mongolians, and answer a lot of questions from these folks here in North Carolina. And so that's part of the process. And I think, you know, this language here, I would like for folks to follow this course. And one of the things that has come up in the past is, in the third paragraph, once any requested items have been removed from the consent agenda, The governing bodies should then vote to approve the remaining items as a single vote. Typically, you'll hear folks that say, you know, I vote to approve the balance of the consent card after the mayor has identified which ones have been removed, and then after approving the consent card as a balance, then those items should be taken up after the remainder is taken. Right. So, I want to say this is a very compound question, but essentially what I was trying to do is that, when I was considering this, I may have had two other thoughts about this. One would be, can we continue to talk about how we're going to make a decision point when it comes to which is the public opinion that we're going to take care of, or is it a decision that we're going to make, or is that something that we're going to take away from it, or is that something that we're going to take away from it? Do we have to work with the But I wasn't allowed to do it. So I wanted to do it. And the point is, I don't know how long we're going to do it, but we're going to do it. And we are going to do it, and we're going to do it, and we're going to do it. This is a good point. It's a good point. It's a good point. It's a good point. It's a good point. So there's a kind of extended, unfathomable consideration of this conflict between people and life, and how important it is to have that kind of a system work. So we're looking forward to seeing how that can be continued. I mean, gender is a real reflection of sex, and so that's why we have that conversation. We've changed language, you know, already, because we don't have this. When we looked at adding the last, the last five years, I mean, for people to be able to possibly perform on top of that, John said, well, because we don't have four-level procedures, we can make these changes. But any changes that come out of here, and likely the opening for consent calendar, and then by bringing back the document after all this, we have another work session here, we'll do much that you can go through and say, you know, I think this collected all of the comments that I provided and the others provided, and this looks like a good way to get back together for a final second work session and then hopefully bring it back in time to take that back. Okay, so two points I'm concerned. One is, Are we, are we or are we not concerned about spending a dollar a month against a general? We're not, we're not going to be concerned. We should do that. But we are continuing to keep the definition that public is allowed to own. Not only are members of council allowed, but the public is also allowed to request funding and items from the consent agenda for discussion and consideration. I think that's what I saw sometimes when I was a kid. Yes. Okay. How many things do you think that... How many things do you think that... Oh, yeah, there's one. You know, items that are, um, things that are, you know, to be placed for waiver of procurement policy, are those always patient items? Those don't go on consent, do they? Or do you have to get it done? We do go on consent. One was recently updated a year ago, so you will see much less of that. And, of course, so, um, so, two, So, I may ask you, do you think the cost of an audience that did away with that money was well-weighted with the payment points? And so, now, if you've got a business that's so close to the payments, they're going so soon, and it's the same mechanism, no matter how much it's going to cost, and it comes to you, and it's what you're going to do, it's what you're going to do. So, you will authorize purchases that you and they requested we take a two-point shot at the river. To your question, if you'd like to, this had three, and the council could make up a rule. The other thing is that, come on, you could say that there are types of opportunities, and you could want to look at some type of map, and that's what we're dealing with. And I think that's a type of sort of rules that we need to consider. And just because I'm talking right now, I have to tell you, John. One more thing, which I think is similar to what As a lawyer, it's hard to implement data. And basically, it's a bad thing to do. It's not a good thing. It's not a good thing that there is a dollar rate with these items. Right? That is a must-have, even before you look at it as a tax report. Of course, the dollar rate is up a little bit. So, you know, there's not a cut-off when it came. We are making something in the way of seeing, you know, what's good, what's bad, and what's not. That's another really big issue. I want you to try to put it into It doesn't have to be in a family. It's really just a number of things, a range of things that people don't like to be attracted to or something like that. I think part of that is the public understands. I've always thought, and staff knows, that the public should be able to read the title of the item and know exactly where the action is going to be taken, the financial impact to the organization or the community. Is this a new item, or is it a renewal, or is it an extension? And you don't want to get to the point where you're just thinking about the title, but it should include all of that in there. Because that's, folks are going to read that. Hopefully they read the agenda. Hopefully more people read the agenda than are attending my meetings. But they will read that and say, you know, I want to date that meeting. I want to at least tune in on that and hear more about that. Or a good case, you know, the board decides, we're going to have you on and ask, I said, why are we doing a resolution for this? Why are we doing an ordinance? So I think it's like succeeding less of each. You know, typically, you know, something that you do in the working on this list kind of requires a resolution to be able to apply for it. So those items that require a resolution, we will do them for it. But those items that do not require resolutions, we normally do resolutions for them. And then this is just the from the hydrography documents that are on the screen right now. I don't know if you're able to see this happening. This is my cell phone. It's already live. And I'm actually starting to bring it in. So this is a really good start to have in the fall. Resolutions in some way. As I talked about, we're doing hospitalization. The effect of hospitalization is to resolve what we're doing. Resolutions are generally more temporary, and you should calculate some of the executive matters with respect to general policy. So administrative matters, when you talk about it, requires that there be a termination. The one thing that John informed me is that there is no longer a state required that the resolutions be read into I think all the titles read into the record. We can continue to do that, but one way or the other, I would like council direction and help include that in the rules of procedure. I will continue to do that if that seems like a way to do records again. We have a question here. Do ordnance days have to be written to the weapon? So if it is not written, we don't want it. I would suggest if you read one, read the other one. Because one, I think we're going to have to stop reading. I think we're going to have to stop reading. So it's just a, it's an escalated practice that we ignore every morning. Okay. So, you know, I'm not all crazy. I mean, I'm not saying I did or did not, and I don't believe that reading the resolutions is a director. And if I'm learning those are true, you know, I mean, a couple of meetings ago, I drive away and I'm like, I had two resolutions, reading the director, and I read one and forgot the other. So, you know... But no calamity emerged from death unless it was on my part. So, you know, if you don't hear me read, then you just, that's just fine. So just stop doing that. Thank you. Thank you. Thank you. Other things. I think there was plenty of things for you to say. That is effective, yes. Before I forget, yes, when we're doing public forums, we often have a public forum to read, and it would really be helpful, maybe, it might be helpful, I mean, I, as someone leading a meeting, it's incumbent upon me to actually tell people what the rules are, But, you know, I've been to a couple recent meetings, and it seems to just go past it. But if it was written down on the slide, if I could say, here's the procedure for this, I'm opening the floor, you know, or even when we're doing Well, especially if we're looking for the designing things, stuff to come up, if I'm being helpful for people's games and food, there's a point at which I'm going to take public comment, and then I'm going to stop taking public comment. And when I do that, you can't just shout things out from, you know, out there telling you what to do. It doesn't work that way. Well, that's too complicated, though. I mean, finding a slide with bullet points for the public to see, when we put up a slide that says public hearing, I want them to be able to see on the screen, here's, you know, the three basic steps, here's how it works. You know, and I think that's important. And I think, you know, John and I have talked about how to do something like that that's very concise. You know, I joke when I say that, you know, the audience and cast members can be like, I don't know, 40, 50, or 100. But that's because they have their time here to voice. And I think that's the important thing. And then, you know, I think it's like, These folks have been our commissioners we've seen. It's a growing trend. I work at the lead meetings. At my conferences, we hear a lot about instability in local government, board meetings and that sort of thing. And so it is incumbent upon us to set guidelines that are powerful to enforce those guidelines as to what happens. And I think that some of this put into a very precise way is a reminder to them that, you know, what's your time? It's a lot of, you know, you get your moment up here at the podium, and once you leave the podium, there should not be any outbursts, there should not be any conversation that comes from the audience. And that helps. for the whole purpose of the rules, it's easier just for the orderly conduct of business. And we've had a lot of that conversation with folks because they sort of want to be able to do good, specifically on some folks that are concerned about some of the items that we have going on. And I say to them, you know, you folks are setting policies for this entire community, and you have two days a month to do your business. It's It is a public medium, but it's not the public's medium. It's the public's medium. It's the opportunity for you folks to do your business. And actually, that's why it's important to have these things. The reason why we're doing our business specifically out here, going back to the other way of things, From a staff standpoint, we have a public hearing that's going to be coming up. It's difficult to hold such a comment, to use a 10 to 15 minute typical comment, but it works better if you can have 10 minutes and kind of just start to calm down now, and we can go and go through that. The other side of it where it can start to get rough, as the term I use, is where you have a battle for multiple states that are on the line. Typically, you will see if someone has a public hearing and they're the advocate, they just may try to change their position to do a rebuttal. Or, in their case, in the re-applicant, it would be allowed a rebuttal, but nothing after that. In the case of an appeal, the next situation would be the appellant, the advocate would get their part, and then the appellant would get rebuttal. Look at this again. It's not a file. I'm not speaking out of turn, but... No, no, no. Definitely, I mean, it's a hard thing. I think staff has put together a certain growth structure, right? And that is a positive, it's a great thing. But it would be a... It doesn't mean that Europe would come into it. I'm talking about this country and this country. This is, you know, to this day, this country has a huge, you know, different things, you're in a little bit of a different room. You're in a large, empty room in the same room, right? And this is the personal life of the producer. So this sort of stops you being in Well, just to clarify the topic, but I think, you know, when I was trying to think about creation, I was here for a planning and journaling reason. And I was thinking in this understanding of when The chair of the meeting asked for his further comment, and people who were sitting at the table thought they had applied for that. It simply was unclear. And then the people out there took under interpretation, started to speak in the room, which was fair. No, we're not doing that. That's all they said. It's like, well, how dare you cut me off, I do. And it's like, yes, but just because they didn't, it was a mission to save them, not especially that they were, you know, attempting to. take over the meaning of morality or anything, but having something as part of them showing that this time has come to an end is something that we've come to add to make clear that here's the time that you get to talk to the people and now it's over. That kind of I don't know if it's feasible to control the nation now. Maybe in the future, maybe. But what is the potential change? And we need to explain that, you know, when there is a public hearing, that just displays the public hearing on a basis and just stays on that screen during the duration of the public hearing. I think that's exactly what the lawyer had for that decision. Yeah, that's what she started with. And so that's what I got up to. But the work that she's asking for is something that's a little more concise. She wouldn't have to do all the other stuff. But folks will then understand that in real life business. And I think that that particular case you know, simply building the public comment. You know, that's, you know, I mean, you can do that six or seven times for public income, something like that, so they understand that. You know, in all of these seven or eight steps, that's really, I'm pretty sure, the, you know, the key point. Right. They, you know, build a public hearing, you know, on display, so that people, you know, can refer to it, or look at it, or whatever the reason to say they didn't do it. Oh, oh, just making some personal remarks, perhaps. dedicated to the board for the scenario. So the presentation can be going on or, you know, the other screens, they're going to be showing presentations, but there would be a dedicated screen to the order of business, daily, title, publication, whatever. Is that what you're saying? No, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no. I mean, I don't know if that's what I meant, but basically, so the latest software is a Microsoft software, and this is a computer that we run, and we're going to speak to patients. There, basically, we calibrate it. One great example is a column in public, and I'm not going to say that to engage in a document format with the government. You cannot do that with the new government. And the action service sitting here, you could do that during a public hearing or a comment during an agenda. So there is an opportunity for you as a councillor, a doctor, or a clerk to decide what the new government is that you want to apply for. For example, the top of the common room is for the white person. The top of the common room is for the white person. You can also be applying on a public him, you know, with the excuse of saying, you know, I want that thing to go home because we're not getting back the proof. Or you could clarify what the real risk, which would be a lot of times, I think, well, to the child's own attention, but also, you know, Yeah, because it would be useful for us, not just the traffic, but also for planes and the airport, too, to have, you know, a slide that's posted at the point that they're opening the floor for talent on the entire flight. We're not talking about comfortable people. What are we talking about? you know, define elections and hide them on the agenda. And I can hear room for people who, you know, filed a request to speak. And so, you know, to start the process of going through, they have three minutes of peace. But, you know, The point of clarification is that once they've gone through all of this, they have their three minutes. They don't get to come up, say, from the floor. And some people are there. And I do not care about that, but I just thought if they have the visual, I mean, I can explain it to them, but if they have their visual there, that they can see it. But at the same time, if I'm explaining it, it stays up there while we're doing that. Because presumably there's no other presentation going on at that time. It's just... It's just a discussion back and forth about what we're talking about the other day. These particular things that happen. And it can happen more than once in a million. It can happen several times over. There's several people speaking about different things. So I'm not trying to win with it, but I'm just saying, as a teacher, I like to have something up on the board. That's my point. I want to be able to say, you know, I don't know. I don't know. I don't know. Don't forget. We're young people. You know. I think it's a lot of fun. It's a lot of fun. We have a business to do for the public. We do that. Obviously, we can't do it without the public. We can't do it without the government. But certainly, as a council, we need the agenda to become next. You know, I would be okay with, you know, a lot of questions about the presentation of the comment and the commentating. Just to give us the answer, I don't know that we're going to be able to do that. But if you think there's a conversation that I feel comfortable with, you know, there are reasons to do it, but they don't inform it. I mean, there's only the idea. So anyway, but otherwise, this looks like what we're doing now, right? Do you see anything other than the way we proceed through a public hearing, you know? You know, everything is an appeal, but a lot of it has to do with a specific group drive. And I think here this could be used both ways. Like, I'm glad in Southern Rebuttal, it could be, or number three, it could be a client or applicant. You could do applicant slash a client preservation, depending on whether it's an appeal or not an appeal. But it could run the same. I think, for us, it's clarification on the presentation. We'd rather have a defined limit that we can tell these folks, like, because that's what they're for, and make sure they get everything in their 10 or 15 minutes. I just like the idea of split the difference a little bit. 15 to 10-month-old babies are used, but 15 to 10-month-old babies are used. But stop talking. You know, that 15-year-old baby, okay, too, you've got a good point there. I know we saw at PNZ and some of the council meetings. Is there a policy? Does council want a policy on when you're calling in, they can say to some of you, I used to go to the pensioner, the extension agency would have to do lots of comments for our city. And in three minutes, they set your microphone on, and you were told to move on. Like, mid-sentence. You didn't get the symmetry set. And they're not suggesting you do that. I'm just saying, how we kind of select the end of that, because that can be dealt with without a policy, if you allow someone to finish theirs, and turns out they were someone of prominence in the community, and then the next person who's very well-read about things goes off, and that you wish they'd seen this. So, I guess, you know, while we're here, and a lot of you thought this document would be much longer than it is today, as it will be. Well, my personal policy is to let people finish their research. But I'm not going to let them ramble on for another five minutes. You know, they're being stopped. I'm going to cut them off at some point. But I'm trying to let people finish their research. And most people have been fairly respectful of you. But at the top, I didn't really expect. I mean, you know, you've got to come to town. You've got to come to town. You've got to come to town. I think it's, we do have a lot of, a lot of, a lot of, a lot of, a lot of, a lot of, a lot of, a lot of, a lot of, a lot of, a lot of, I mean, for the reasons articulated, I do, I would prefer, what difficulties do you have to pull that off? I'd like to pull off a high score. Well, I do want to point out that there really is a need to have a human being, to be, ultimately, some sort of human being. And now when somebody is mid-sentence and they finish a sentence, and the next person wants to stretch it out longer, the next person wants to stretch it out even longer, I can sort of stop to that. I can do it pretty easily. And I also have law enforcement backing if it pays to come. So I'm not really going to worry about, you know, making sure that it's so stringent that it can fold. Because so far, I haven't seen the need for that. But when there is a need, I can take care of it. I'm in favor of having some, whether it's deepening or not, I don't know. Yeah. Because that's all I'm trying to do. And just to clarify, maybe we haven't done it ourselves yet. We need to have built-in moves while we deal with somebody who is not really interested in doing what they're doing here. Because I can tell you that law enforcement is not going to take any action while I'm doing a possibility investigation. And I can tell you that law enforcement still probably isn't going to take any action other than through the room and let that person sit there and stand there until the very least. Because we've all seen what that looks like on TV. Right? So, There really is no law enforcement perspective on this. If this is your injury, if it's not going, if somebody's up there and you just say, we're done, we're going to go to recess, we're going to move on, we're going to try again, I think you can do that. But I think there's a procedure that I make, a procedure that I have to do, because we're having these issues. So I know we have a law firm, but we have a procedure. And so the question, what were you going to do, and give me what were you going to do, I'm going to tell you.
