Yes. Hi, my name is Natalie Burch. I'm a res resident here at Courtland County within the city limits. Um, I just have a few things that I was um asking if we can go over. Um, I'm new at taking the bus routes and it's difficult for me to I I utilize the app that they have, the central app. Um, however, when I go to a bus stop, it's usually a sign. There's usually no sign there that indicates that there is a bus stop. And when there is a sign, it says no standing at the bus stop. So, I'm like I would urge maybe the city to consider proposing um bus stop signs that say, "Hey, it's a bus stop." So, I don't, you know, sit there looking like a prostitute or something like that. You know what I'm saying? Anyway, but yeah, um that would be great, you know, if we can the city could think about that. And that's all I have to say. And maybe a bench for people who are disabled that know that there's a bus stop. you know, older people have to wheel their chairs to the bus stop and wait and sit and stuff like that. So, if um that could be considered and implemented in place, that would be awesome. Thank you.

Thank you, mayor and council. I'm speaking this evening on behalf of my wife Diane and the city is entering or remaining on any city property without prior approval from the police department or city clerk. Failure to comply could result in arrest or citation for criminal trespass. This is for alleged condiment after the March 31st trial of Daniel Windish, a black city resident who had been relentlessly targeted for the past two years. Later the week of that trial, three uniformed police city police officers in two marked cars came to our house to deliver the order, but would not leave it at the door and insisted on handing it to Diane. That overwhelming show of force and insistence on in-person delivery felt like an intimidation. The next day, Chief Carrera herself came and left it at the door. The persona nonrada trespass order does not specify the behavior in question by any applicable law or statute, provide an end date for the order, afford a means of appeal, or comport with first amendment rights to freedom of speech, assembly, and governmental redress. For my wife to comply with the letter of disorder, she must effectively be under indefinite house arrest because even the streets in our neighborhood are city property. She has been deprived of the right to recreate in the parks and to participate in government such as the common council meeting. Her compliance with this unlawful notice is taking a physical and emotional tone toll on us both. We're senior citizens and longtime volunteers in the Courtland community. Diane has written to city council Randall Lewis enumerating these issues with the order but has not heard back. Although she is a stridident advocate for the environment and unhealth she is
also has decades as a volunteer with the Red Cross and Courtland youth bureau learn to swim program and more providing free summertime and afterchool activities for students at school and in city parks. I ask the mayor and council to resend this unlawful order, provide a full apology to my wife and let her resume her normal life. Thank you,

So, the uh 2024 audit, we're still continuing um to go through that. Um every day we have multiple issues that come up that we're trying to reconcile. Um my goal um was to have it done by April 27th and we'll still as I sit here say that we're still going to strive for that. Um but the confidence I had a week ago don't have that same level of confidence today that that'll be done by the end of April. Uh there's many different issues going as far back as 21 22 time uh period that we're working on trying to square away. Um, every day brings another challenge. Um, I'm hopeful that we're on our last phase here to finalize it. Um, there are options that we do have. Um, that at this point I don't think are the right things for the city where we can go through what we call a split uh opinion where they will take 23 and won't give us change that real opinion on that, but they'll give us 24 saying that the final numbers are okay. In order for them to give us a 23 good audit, we have to get that in a reasonable area. We continue to do that. Continue to do that, but we're still not there. I'm not sure how much time do we have to keep spending to get to that point.
Okay. What's the rewards or risk by not doing that? Um, we're not to the point that I don't want to get to that and say let's do that, but I'm getting to the point where that may end up being what we have to do. Um, but it's still the main difference that we have is many of the different cash transactions and which funds they went to and are they accounting for properly from a bond like a revenue and expense line. they are from a balance sheet item. What's in revenue? What's in payables? What's in receivable? Which funds are they on? Those are not squared away. That's what we've been digging into every single day. Um 25 closeout. Um, I really can't finalize the 25 until I get the 24, but the accountant and I are working on doing what we can with what we have to make sure um that we can do that on the um I'll get to this at the end. Other financials, the bonds and notes uh will be we will close on that on May 15th. Um the actual bidding on the part bonds will go out on April 30th. We'll get a we'll know what that interest rate is on April 30th. Um I try to explain a little bit to you. Since I don't have the 24 audit done, I can't do the the WIA loan until that's completed. So we're going to break out two different what I'm going to call bands. Those are short-term borrowings. one that'll be for a year and one that will be callable within 20 days so that once we get the Lefia loan closed we can turn around and close out the pay off the other one
within 20 days so they'll have 20 days notice. Um hopefully that happens fairly quickly. Okay. And what I mean by that, by the end of May, we're out of that other ban for 16,178120. Um, but just so that you're totally aware of how that works. Um, the sewer exclusion um that we needed for the WIA loan and for bonding going forward, that's all been finalized. Um included in the package is a health insurance package. Uh the H report that we have um as H across the
F basically I don't have it in my package here that's going to vote today but basically what it does is it breaks out the H claims that we have to pay um on the top part you'll see the active employees and the retirees and it'll be in medical which would be a medical expense and pharmaceutical expense. It's broken out each month there's a different line January, February, March. Then you'll see the deductible amounts. That's the amounts that we're responsible to pay. Okay? And you'll see that number. I think the first year was like a 100 first month was like 100,000 and each month it's gone down a little bit. That is hopefully the trend that we won't see.

Uh so you see the there's an in network and out of network thing. The in network are all the people that participate. All the doctors and hospitals that participate within network out of network. Uh we have a higher deductible there. uh you see the me the unique member count that's how many members not we have a contract so let's say we have 50 individual contracts and 100 one family contracts then within that we have members so a family may have three four or five members okay so when you see that member count that is individuals went in to the doctor's office or we got a pharmacy bill so on the first one you'd see 115 15 members went in in January and spent $101,000 is which we had to pay. Uh if you go down to the retirees, 50 went in and we ended up paying 32,000. You jump to the pharmaceut pharmaceutical 97 uh people got some type of prescriptions for 21,000. Uh retirees had 44 people getting 14,000. If you look at out of network, it's significantly smaller dollars and number of people that are util utilizing it. For the year, we budgeted in the H account 1,149,765 to be expensed through there. That's the number at the very bottom of that report for the first I'm going to say 12 out of 13 weeks. This isn't up till like the end of March. It ended on March 23rd. We spent roughly 350,000. So that's about 30% of the whole amount that we budgeted. But that doesn't necessarily mean that that is a a bad number. Um I expect as the years go the year goes on July and August that the amount
that's coming through as uh H deductibles are going to become less. Um, honestly when my other employment December always was a bad month everybody wanted to use that all guys. So you have won't I won't say December will be the smallest but in the summer months I think that'll shrink down a little bit. Um, I try to put as much data on this report for you to understand and when I received it, I had to go to them and get some things clarified. So, if you have any questions, feel free to give me a call or email me and I'll respond back to you as quickly as I can. the uh 2026 budget what I handed out today and I'll thank GL for this. I did not send this to Jade. I did not send you out the reports for 25 year to date at the end of March and April or March for 25 and 26. I handed them out to you today. Uh, our system does not allow me to give you a report right now that says 25 and 26 right next to each other by account numbers. Okay? So, I have to do this way. I'm working on trying to figure out what we can do. And I have not probably spent as much time at doing this as much as I have been into this 24 audit to get this done, but it is something that I want to get done so that uh you guys can see where we stand year to year. the IT project, the tax software upgrade, we're still ongoing with that. We have a couple larger implementation meetings in May. I pushed off to May instead of doing a new for this 24 audit.
On Friday, I had a lengthy conversation um with the financial review board. Um, and in your next uh meeting in early May, we're going to request you to do a another resolution that similar to the one you did in January of 24. And the reason for in my detailed conversations, he would like to see every council member that's on board now be on that resolution. When we did it in last January, we don't have the same council members. Okay? So, there's a long detail application that we need to do and he gave me a deadline of April 15th to file this. Okay. They're they're still tied up in the state budget.
You mean by chance? Yeah. May 15th. I'm sorry.
I've done that a few times. May 15th is the deadline. And uh there's a lot of reports that we have to send in with them along with that resolution as well as a letter from the mayor and myself stating that we're both in agreement with this. Okay. They they want to make sure that everybody involved in the city or whatever community they're dealing with that they're not going to come in here and have a friction and you know disagreements on why are we doing this, why are we doing that. Okay. So they want the support of all members of the I'll say the elected officials as well as myself as a time frame for this. They are hopeful that they're going to have a meeting in June on this and who they're going to take on. They haven't had anybody since I think 2019. Uh they do have other people that they have been reaching out to them. Okay. Uh but I I believe they're going to take us on. Okay. Uh but if they have a meeting in June, that's when they would tell us they'll be coming in. They will not come in until probably early fall.
Okay. They the people that are involved in it, they they want to have like a full team when they come here and with vacations and everything. So what does that lead us? as he said to me, he goes, "2024's budget falls on your hands." He goes, "You guys have to figure it out to get 2020, excuse me, 2027's budget." Um, but they will come in and he says normal situation takes about a year. So, if they start in September, they probably will not be out of here till September 27 for the 28 budget. we could have information of what we could do to better the city.
Originally, I told you that the 25 AFR had to be uh filed where they would accept us. That's not true. We still want it filed as soon as possible. But I told him, if you want me to file by April 30th, I can. But I told you I said, "Do you want something accurate or you want something that's in complete?" He said, "I'd rather have you send an accurate data." So when we look at it, we have a clean picture. Yeah.
Um the 24 audit is a must. They will not accept our application without a 24 audit. I believe that's all I have there. I skipped something that we talked about in the live. I think there questions. Uh question under the 2026 budget in your notes. It says some accounts currently reflect inaccuracies or appear overn. Uh you're talking about bank accounts for the city.
No, I'm talking about uh on the actual budget versus actual reports. Um the way the system works until we close out 25. Um so if we have money committed from 25, let's just say that we were going to buy a car in 25 and we're using 25 budgeted funds to do that. If that car came in in January, February, we hit the expense in that period. So say February for this purpose. Okay, that might be look like it's overdrawn right now, but when we close the year for 25, that amount will roll over back into the 26 budget and it'll clean it up. Okay, so when you see some of the things, it will look somewhat awkward, but at this point, uh I'm not saying that there's not some that are maybe not 100% uh overdrawn at this point, but all the ones that the bigger ones I looked at had that situation. Okay. And then in terms of bank accounts, so uh are we checking and comparing what's in Munice to what's in the bank accounts for 26? We're still trying to get that squared away going back to 23 right now. So once we get 23 done, we'll get 24 25 all caught up. But at this point, it's getting 23 where it's supposed to be. And it's mostly one account. It's uh there's one account that we have that was set up in Munis. It's called a pool account, but it takes water, sewer, and general fund money. It's our main account. And money is quote quoted in between the three funds. I don't not saying there's money missing because I don't believe there is. But as a whole, the amount's correct. But which fund is it? Is it water, sewer, General spreadsheet systems time to date the
spreadsheet. Okay. It's a huge job. It's a major undertaking and I'll give uh the Callum Casey a lot of kudos here. She's been um digging in deep and trying to figure all this out and her and I are reviewing everything and figuring out how things should be done. I mean, there's been some entries that were done in inaccurate and we find them, we have to correct them. It has a different effect on different things. Sure.
So, first of all, I appreciate all your work getting the audit moving along so we can get things to the financial restructuring board. Um, based on your conversation on Friday with them, if we're unable to conclude conclude the audit for 2024 by the end of the month, are we still in decent shape to move forward with that? They gave me the April or the May 15th that we have
and basically the situation down that's also important is because we're going to bond if I don't have it done by a April 27th was my goal because then I could supply it when we go out to for bids on our bonds. Okay. We're going to have to probably go out to bid without that uh audited financial statement. Okay. But uh I've talked to the bonding people as well as the um state. I can't release that um audit if it's done until after I think May 20th from the I no matter what it says whether it's good or bad it could have an effect on the bonding and there's like time there's like a on when you can release information and I explain that to the financial review board and they'll take the and the auditors they'll both give us a an audit that they will not be released, but they'll have it and they're not going to do anything to June, which is outside that time.
How does going to bid without the completed audit impact the bidding process?
I I can't answer that. I don't know that. Uh I could tell you that um the firms that usually been on us know city u they do see uh the information from the Moody's thing that's out there um which I think will carry some weight which uh and I will talk a little bit more to the fiscal adviserss because they do have conversations with there's there's a lot other we're right now in our bidding process. We're going up against a lot of schools that are also in there. There's a lot of schools that have a lot of headaches right now too.

I carried. All right. Mayor's report. Try to get through this uh quickly. So, uh on May 8th, we attended the uh police academy graduation for six police officers uh from the city. We had um two county sheriff deputies and three university police officers all graduate from that same class. Uh there's there's quite a big class. I'd like to make note that uh uh we might not have won an educational award which the Cornell Police Department did which is upo I guess but we won the physical fitness award. Uh Alina Trackey uh Officer Trache won the physical fitness award and um Patrick Snavely Officer Snagy won the top gun award. So those are big honors. It was a big class. Uh was great to see and so we got some great candidates coming in. So exciting to see all them. I think all but one hit the road. Right now they're by themselves, right? So they had done all their others. So it was good to have that full force. Uh then uh also in the police department I had the brew uh copy of the cop event on the 9th and then attended live fire training down in Montour Falls. Actually Randall went down with me to see that for his first time and uh firefighter Hannah Roman and uh firefighter Jake Lantry participated in those as well. Again uh Hannah Roman all the instructors were coming up to me about how much of a spitball and she's she's on on fire. No pun intended. She's doing great. Uh so it's great to see that. Um on the downside, we've had some issues that go off dealing with since uh last Thursday and Friday. And again had one today at 4:00 they went out on. We had three properties with concerns. One was a single family, one was a two was a three family. Just to give you an idea, some of the single families and two families were not ones we had inspected, but one
of those two families was found during inspections. There was uh 13 there were squatters that were in those properties that have been in properties that didn't have power or otherwise. And um I think you came by on one on when we were just getting ready to get it cleaned up. There's 13 individuals. Uh 10 were relocated uh with DSS. They've been a great help in the last minute end of day stuff. So they're probably really angry with us, but they've been a great help and three refused. But uh we found people living in the dirt floor basement to uh up in the attics with extension cords and you know stolen electric bikes from Syracuse to open propane cylinders just a real danger to everybody else living the other units living inside there. So, I commend Roy and he's been running his tail off trying to get keep up with this stuff uh amongst getting the other inspections done, but the lower office and the cold fire the code team has been doing a great job in working together to to get these things safe so somebody doesn't get hurt. We certainly don't want to put 13 people out, but we don't want 13 people dying either. We know we've had a lot of tragic fires recently in our area and we certainly want to try to keep that safe as well. So we I attended a tor homer town hall the the town and the village did a big joint effort together put the police department there and uh a great effort looks good that was nice to be able to be a part of that. The big event was Sunday. Uh so there's 10060 jobs that the students had been working on during a big event. So uh we're able to get over there and kick that off and get them out to do that. And and then after that I went down, was able to catch the bus. The central bus went down. It's a dollar, so it's going to come back next year. There's 120 people that used it in for Saturday. Saturday is a nicer day. Uh I did get those numbers. Uh and there was 120 people that used it and went down and back. And Central was saying how great appreciative they were. And I wanted to say how great Central was. They were
very polite, professional. The bus was super clean. Was one of the big lawn buses and it cost a dollar each way. So it was $2 back and forth and the maple festival is always entertaining, always fun and uh even on a cold rain. It was snowing day I guess. Uh so um it was good to to be able to be a part of that. Um with that, you know, I was a also attended uh yesterday was attended the public meeting for uh the was about all the traffic and the buses and was able to meet with DOT afterwards which I want to talk about with DOT and the street lights was able to get a one-on-one which is a great conversation about that. But uh with the buses, they're actually putting bus uh more integrated bus stops to say where the buses are in the QR codes in those bus stops and then the standing means for the cars, not necessarily uh for the people that can there, but they will put benches in some of those areas they had done as well as the maple fest. They needed benches for that project. We did have that conversation too, but they are uh upgrading and keeping up on that uh updating that um bus. But there is a program that's that they'll help and actually ride with people. So they took the people that uh have challenges to be able to drive go someplace. They actually ride with them. Uh county employees go ride with them, drive them into their area where they're used to going and then afterwards then teach them how to set a timer on their phone so they can come back and head to the bus on the way back. So county's been making great strides in that effort. So again, we'll reach out to my office if that didn't answer your question or is online and we'll make sure we get you those information. Those people can help you more detailed and get them educated so they can help as well. But Central has been a great team and um and I encourage people to ride the bus. It's not what you would think it would be. It's a lot cleaner. Um

Yes, thank you. Um the uh when I have the New York State DOT, there are 14 signals that they're doing a study on. Um so we have eight of them are LPIs which is lead pedestrian interval lights. So those LPI lights are delayed for 5 to 7 seconds and um these are the DOT street route roads and so they're delayed 5 to 7 seconds which means when your light uh when somebody hits crosswalk they get five to seven second head start to cross the crosswalk and then the light turns green and runs parallel to where they're talking. And that's the idea is to get them so they're more visible in the intersection so they're not releasing at the same time. Um that's then they they assess all the spots and then we have uh here um three that need to be addressed that they're working at doing it. And they also have three that are all exclusive pedest pedestrian exclusive like right out here at Church Street. And um it's a that's and that will they they told me that one will maintain that way even though they're going to be replacing it next year or the year after that will maintain all exclusive meaning. So it gives them enough time to get all the way across. So all four intersections will be held red. I think this light is the same on street that's held red and but they're looking to change that. That's held red until everybody makes the cross so that gives them enough time if there's 88 people across those intersections. So some of the bigger intersections they're looking to do that as a fall inclusive. So but the safety team is studying those and they're going to give me a report and I'll be glad to pass that along to council when I do get that so you can explain that a little bit better. Probably went through any justice from what I just been educated on. Um but then and then also looked at our other lights like the one on main street here that are ours to look at doing them to a 5 to seven second delay
to do the same. So, we're I'll work with DKW to work on them because we got to go ahead to do that. And the other one we got to go ahead to do is by the hospital to do the crosswalk, the yellow solar crosswalk across the street from the park. That's a big concern when I met with the hospital yesterday. Uh we talked one of the issues we talked about was the the safety for their employees is a big concern. So uh and crossing the street and looking they are looking to do something more uh for parking adding more parking across the other side. Uh so they're looking for something as well there. So we're going to be meeting to talk about the design and how that lays out. Uh but they're working together with us on some other projects which has been helpful as well. Um we met with the Sunni uh administration today. the PD fire department and myself went up to meet with them to talk about uh emergency services to do something with the uh student SGAA the student governance group to be able to have an admin fee that they would apply to doing that. So we had some communications and clarifications on that. Uh we've had numerous issues with the um with tonings tumbing issues coming from the college's paper towels. they've been able to address that, but we've had numerous issues including flooding of the fire hall itself, but they've been able to address that with paper towels that uh uh that's been taken care of. Uh Ron House Mill met with the contractors over there to do the viewing of the bid for the bidding to tear down that building and also met with the county planning and the IDA uh for looking at regarding housing projects within our city. Um and um I think that's all that I did. Now the um Earth Day is tomorrow and Nick is coming over to paint our youth bureau fence and the old DMV shed
which is being relocated from River Street over to the pool as an entry port to do that. Uh that they moved the DMV uh driving testing to the DMV building on River Street in the plaza. So there's no longer a waiting area over there. So rather than keep that shed there was they It's well built. We're able to bring it back as a one big piece. We're cleaning it up. They're going to paint it, volunteer paint it. And also Intertech is, uh, doing a spring clean up, uh, clean up at Neman park, too. He's going around and clean up all around the banks and everything over there from the highway. So, um, that's good. Later this week, I have a meeting with Ash Martin who's doing the last DRI sculpture. Chief Global, and we're looking at what we have to do to finalize that to get that in front of bricks. Um, and then we have a code B schedule and parking schedule meetings coming up tomorrow, I think. Thursday.

1890 house is doing a museum marker dedication ceremony at 1:00 on Saturday. Anybody's welcome to that. We're honoring Amy Bucks who was our fire commissioner at the citizens at award dinner with the Boy Scouts at the Hway House on Saturday as well. Uh and um we're meeting with the county next week about um property tax collection. So it looks like the county is looking to do a property tax collection. So So we're going to go over with them to try to see what that impact means uh for our constituents. That's be another stopping point to do that. So we're trying to work out what what their theory is there and what their thoughts are there. I hope maybe there's some um resources that could give and take back and forth to be able to make that happen. So, we're going to get to the beginning of that. We'll have more on that report next month to see where their heads are at on that. And of course, the corn ducky derby is next Saturday at Sugen Park. Uh and races at 11:00. That's always great to be there. The vendors and everybody get there at 9:00. Um I think that that was enough. I'm sorry it was longwinded but there's I thought there was some important items issues there that we should help you aware.

All right. I'm gonna follow up with Randall because my impression from last year I believe at a meeting he talked about the three unrelated law being uninforceable. So I want to follow up with him about that to learn what actually led to that. Um there was also a letter to the editor from retired biology professor from the college about the bees and the discussion. um at some point. Uh I I looked and I don't see if we have people on the environmental advisory committee and if not if that is something that we can move on because that I think certainly would fall under their purview and I had a question from a constituent. So yard waste down at DPW can be dropped off on weekends, correct? Okay.
All right. Because the signage down there said no dropping off on weekends. So, I'll follow up with Mike and ask him. That says Yeah. on weekends and it also says till 3:00 days. Okay. But people been dropping off too. Yeah. Yeah. That I think that's like a lower gate that needs to be taken down.
So then for public information where people were able to drop off, that's been closed off, but you go farther down and there is an access point. Um, and it sounds like that is acceptable. Okay. Uh, financial ad or again finance and audit advisory committee. Uh the four of us met along with city staff and there were a couple different things. Chuck, thank you for following up on the financial advisory um the state the state board and that is something that I think we all said that we were interested in following up on. So that's great to know that we can continue to move forward and even if it's not till this fall, it's something that we think will benefit the city. And we also had discussion about some policy and procedural changes in terms of how we're doing some things that will get council information that is up to date and make sure that we're able to get the information that we need so we can kind of keep our finger on the pulse. So today we did get the 25 financials and the 26 financials to try to do a side-by-side comparison. And John, we talked about this last meeting. I guess my biggest concern is not really knowing how accurate or how dependable the 25 numbers are, but it's great that we have the 26 numbers. It'll give us a benchmark to compare one to the next. Uh thank you for getting that to us all. And then going forward, having those numbers certainly will help us as we're making plans. um more of a point of information. One of the tasks that we're talking about is the 2026 budget and we know that there has to be some cost savings. The discussion, correct me if I'm wrong, but was about $500,000 from the 26 budget. Yes. Is that what we talked? I think we've thrown out a couple numbers. There's a revenue shortage that is um
that's the big one. The revenue shortage, which I'm saying is closer to a million. that it was over budgeted. So, I ask closer to a million. And I agree with what mayor said. I think last night he said 500. I said I said I think it's a million. I think it's a I think it's closer to that million dollar range. All right. I'm glad I brought that up. That's not what I had in my notes.
U my concern as we go forward if we're meeting with department heads, we're looking at budgets for this year. I think it's incumbent on everybody on council to recognize uh how much there might actually be able to cut and in my opinion I don't think there's a lot of opportunities to cut a lot of potential cost savings are going to be pushing things to future years so for example vehicles if we say oh we can't pay for this vehicle that vehicle then we have the additional expenditures in terms of maintenance repairs things like that and then we still will have that expenditure in a year or potential too. So, as we're having these conversations, I'm concerned that we're going to have a hard time making that number just by looking at cuts.
Well, I you know, since since that finance meeting we talked about all the department heads and we went I met with them and so I think you know you girls is going to be coming in first and they have some suggestions and ideas not only for next year but for this year. So, I think you're going to see something different. I I you know maybe we got like you were in the first one but they'll be at your next Monday and we got to be prepared to do that. I think they see some some thoughts but there what the consequences are has to be determined by this board you know but there's always a consequence right so what that consequences is but I think some of it's reasonable and the discussions we have today so um like to remain optimistic that that can be resolved and I think continuing on having those meetings is going to be important and then the last point about that as we're going forward as we're looking at this year's budget and Chuck will talk about planning for next year's budget get getting the numbers as accurate as possible for 24 25 so we have a better understanding in the past expenditures and our current going forward that we make sure that we're in a better spot so we're not having a similar issue next year so you know the talk about this year's budget and trying to make adjustments we're kind of addressing Simpson but we're not really addressing the problem so moving forward some of these recommendations that are coming forward the finance department uh gives us the information that I hope helps us cure the ill as opposed to just working on masking the symptoms.
Brian, in my conversation with the department head as well as u and some of them uh some may has not been but my strong suggestion to them is what they're doing for this year has to be something you can carry over into next year and years forward. Okay? We can't just take a band-aid on it for right now because it's a bigger problem just a band-aid. So, we have to look at real uh savings long term. And I think that's what Scott was talking about. That is what the conversation that I think you're going to hear next Monday. May not be perfect and there's Scott said when you do something there's a savings here and there's a consequence here. we have to make those hard decisions
and hopefully with everybody's education, everybody's input, there'll be better ideas that already come for years from there. So that's the

Okay. Um I'm at with the finance committee and with the and now you've heard a lot about that. Um with the little blip we had of nice weather things got kind of crazy in my ward police and fire were on it. leas and codes I should say were on it and I really appreciate that people may not always feel that they're getting the result that they want from calling the police but every call is tracked uh and for some in some cases that leads to a paper trail that can have real consequences for the people or the households causing problems. So, it's important to call and we can't do anything if we don't know something's going on. So, I encourage you to call me uh secondary alderman at 6077567864 or call the police and um or codes and let them know what your issue is. So, I heard from some constituents about a house that they were worried uh was going to be flipped if it had been a single family house historically and they were worried that it was going to be students. There was a rumor going around that students were moving in and it brought up all these concerns about how we um protect the integrity of neighborhoods, particularly R1 neighborhoods. And um so wanted to address this, I spoke with the mayor and I spoke with Roy who both assured me that a family is moving into the house.
It will not be student housing. Uh but regardless, a lot of those concerns persist and so we're going to address them in a meeting April 30th, which is a Thursday, at 6:30 at Parker School. And it would be really helpful if you intend to come and you have specific uh concerns if you would email me at ward 2courtland.gov gov and um we'll try and get the answers for you up front. So, we'll be discussing uh the nuisance law and other other parts of the law, both state law and city laws that protect neighborhoods. Um, I met with the mayor and I learned that I, you know, I've been a council person for a long time and we had so many X's, red X's of buildings throughout the city. And I asked him what happened to all those houses. Well, they managed to get 109 houses rehabilitated and none of those buildings turned into student housings, which I think is pretty remarkable, pretty wonderful. Um,
I also called DBW um about repainting the turn indicator markings on the intersection by the hospital. I drive that way every day and there are people who aren't aware that the far right lane as you travel north is a turn only. Take a right turn onto West Main. So, that's a concern. And Mike said he's shopping for paint um and he plans to get right on it as soon as the weather clears up again. So, I appreciate that. And I had a call from the constituent on Arthur who said that for years they were allowed to park on the north side of their street and now suddenly they're not allowed to park on either side of their streets. and that there are signs to that effect and they really want to be able to park on the north side of the street again. So, the mayor's looking to that for me. And lastly, I just want to say um please vote for the Portland school budget. That vote I believe is May 19th from 12:00 to 9:00. And those of us who have children who graduated uh from Courtland School District, our kids benefited from all these programs that make a cut, music, um sports, art, drama. It's kind of overwhelming what's on the chopping block. And I I know that it's a tough year, but I really hope that we support them financially and um keep our kids futures right up there because those are some
kids that's why they go to school. You know, they could care less about the academics. They go for the social and they go for the arts or the sports and they should have them. Uh, word for Miss Wang. Um, I attended the congressional breakfast that was held at the Alps Club, uh, put on by the Chamber of Commerce. Uh, Congressman Riley and Congressman Manning were both there at Spok. U, so that is interesting. Um there's been a speed limit change from if you're heading out of town if you go into Walmart. Um where it used to be 45 once you left the city, it's down now to 40. Uh I'm hoping that that slows people down a little as they're heading back into the city. Um, and Chief, if we could get that machine out and put it up by the Red Dragon or a little farther out.

It's actually we have a couple spots done on sidewalk panels out Tomkins like if you were going to walk to Walmart because a lot of people that do that is not really it's not really walkable. So that's something they're looking into and working towards doing as well as a couple other streets.

Section one, the city of Courtland, New York, is hereby authorized to undertake the purchase of a motor vehicle used for fighting fires, whether or not including apparatus used in connection with such motor vehicle or the purchase of such apparatus alone at an estimated maximum cost not to exceed 1,169138, excuse me, one to exceed $1,169,138. Section two, it is hereby determined that the plan for financing of such estimated maximum uh 1,169,138 shall be as follows. by the issuance of not to exceed uh $169,138,000 of serial bonds of the city hereby authorized to be issued pursuant to this bond resolution and B by the expenditure of grant funds in the amount of $1 million.
I'm sang any questions? Uh question for Chuck in terms of time frames and getting through this. So brands typically are reimbursible, correct? Yes. Um so can you talk us through the process in terms of acquisition of the vehicle when the bills are due when the grant comes in? Mr. Chief, you back there. Yeah. I believe you expect this truck to come in in December of 27 or later or later
or later get 28. So that's when we anticipate that. The last time we did this with the ladder truck uh the purchase paid for the truck and there was a very quick turnaround from uh CDBG for the million dollars that we had last time. It's actually a pretty good turn.
That 30 days. I mean, we probably have to submit all this stuff up and it's a much quicker time than we've had in the had in the past with some other grants that we've had. So, it turns around pretty quick. So, Councilman to CDBG grants are usually very firg grants are usually very fast turnaround. Okay? We're not talking about some of the other state grants, whether it's the HCR or some of these that may take a while. CVG. Once you get it in there, you usually submit the the the invoice and the um you get paid back fairly quickly from the $169,000. Uh if you borrowed it on a serial bond in this case, I would not borrow that until probably the April time period, April, May of 28. Okay? And then how we pay that could be different ways. Okay? one, you can keep it on a ban, which is usually the cheapest way, and pay it off over a six-year period if that's what you wanted to do. Or we could take it to bond and pay it off over the projected life of the uh unit, which I think is either 10 or 15 years.
I would say 20 pay it off over 20 years if you wanted to. Uh, I wouldn't recommend a firet truck for 20 years because I don't think too many of them last 20 years that you don't put a lot of money into. But you know, you chief, you want fire truck fighting fire after 20 years.
No, this a truck we had now that is replacing is 15 years and has frame rot. So we really uh that's under warranty that we're in trying to fix it. So no 20 years it was not make it right. Although that is I think what your plan was chief was to try to get in 20 years but with the salt and the beating on the hills they don't last. So this was this was originally done in July. We passed this resolution July for 110,000 but since then they looked at the motor and upgraded motor that anybody else chief after the purchase of this after the purchase of this truck when would you anticipate the next purchase you'd have to make per
anticipated would be 2032 2033 again this falls in with our apparatus replacement plan for the 20 years. And in the past, we've definitely gone over that and pump money in the old stuff and um repairs. So, this definitely is something Chief Gver started when he was here. u so I as there's a lot of numbers here and I know that some I'm thinking some of these are revenue some are expenditures uh how how relevant is it for the numbers to balance out going through the line the numbers will balance out in the end Okay, where you see an increase that usually means if it's an expense line where it starts with a five. Okay, that means that um we budgeted less than we spent.
Okay, if you see the decrease, that's where we actually spent less than that was budgeted. So, I I'm can decrease that line. Okay. If it happens to be a revenue line and uh I try not to use when I finally ended up doing this and threw a few revenue lines in because I just have to keep adding more and more expense lines and this would even be bigger. So I took a couple of the big revenue lines that we were we received more than what we budgeted for. So in this case if you look down at 43089 about six lines down state line state 8 other when they did the 25 budget they didn't budget for the extra money the state sending us uh which we got 234,371 which was the original amount I had here I'm only using 26,791 of that the you know the real big item is pretty much on the back page Um there's a there's a $289,000 for street life principal and interest for 25,000 that just wasn't budgeted to 25,000. I can't tell you why, but that amount was not budgeted. And uh there's another Eltech grant 207747. It's on page two about 10 pages down. That was a grant that we gotten 24, spent $27,000 in 25 and the money never rolled over because it wasn't in Cumber or whatever. Um, we did get the grant revenue before that project.

Um the other one was uh what I'm going to call legal ads and things that um we have to put in the papers. There's no budget put into that to the budget for last year. Uh Andy went through and tried to figure out a number that he anticipates based off of prior years, $3,000. Um, so we took it out of Andy's um, professional service line and put it at the the legal ad line. It's called the print ad, but that's where we pay the bills on it.

Resolved that the city of Prone Council hereby expresses its strong support for the passage and enactment of Assembly Bill A10387 and Senate Bill 9558 to allow local governments the flexibility to utilize modern technology for public notifications. Be it further resound that the city of Bron common council urges the New York State Legislature to pass this common sense measure to enhance transparency transparency and fiscal responsibility in local governance. Be it further resolved that a copy of this resolution transmit to Governor Kathy Hokll, the leadership of the New York State Senate Assembly and local representatives, Assembly Member Anna Kellis and Senator Le.
I'll move. Um so both these both these two uh came from NISAC with just a big push to be able to try to push these uh items as you can see the importance between both these code accountability and that our accountability efforts any questions.
Could I get a little bit of clarification in terms of what this accomplishes and why we're moving on it currently? Um these bills are across the the Senate and assembly floor right now in front of them. So the urgency is that all the municipalities have been you know cohesively trying to go at the same thing to benefit everybody and we we sit down at Nikon and talk about issues that are impacting all of us as a general as a whole and then the uh governance committee that's part of Nikon all sits down and then Nikcom's attorneys sit down and write down the legal action that or the these resolutions and try to get these whereases to be more specific. to why it's important to them. Uh typically the comments of the counties do the same of the same. So it's so some of this like for the code one is for 30-day notifications. So and LLC's aren't really incorporated in there just so LLC. So there's some flaws in the law that need to be cleared out that are loopholes that people are using for those loopholes. If we have a building like we do on um on Palro where that one's coming down next week for example that that one's leaning towards the road and becoming in danger. We don't want to wait till that falls into the room to do that. We have to wait 30 days. So we have to wait till our next meeting and then two 30 days after that. So this this expedites those. So that's the difference. So because the bills are in this is supporting those bills.
Okay. So they this is the A10387 sponsored by some member Shimsky and the companion bill is the Senate Bill 09558 by Senator May. Is that correct? these there's a similar piece of legislation sponsored by Assembly Member Callis who represents our district and uh state senator Webb who represents this area as well. I'm curious why we're going with this bill and not be on there
when uh when I met with they before they didn't feel comfortable that their was going to go through they weren't going to get the votes to be able to do that scope. Okay. Um that was what was our conversation oneonone too about that. Uh so um and as a general that kind of makes more that makes more sense to get the one that you know was going to go through.
Okay. So I did speak with um Bryce Jacobson who's the president of NY Press uh advocacy group that represents uh papers in the state. Um based on my conversation with him, Shimsky is interested in holding off on passing the legislation this session. Um, I'd also like to point out that the fee charged by Beakers has not changed since 1990. Um, I also hear from a lot of constituents about how difficult it is to access information on our website. Um, the video recording the last council meeting had is still not up on YouTube as far as I'm aware. Um, so between it is online.
Okay. When was that posted? It was up today. Okay. I I checked this morning. I appreciate that. Um, given that this legislation may not move, that there's a similar one sponsored by our local representatives and that the the cost for doing this has not changed since 4 years before I was born. Uh, I think it would be worthwhile to table consideration of this and figure out if it makes more sense to go with the legislation sponsored by local representatives. uh if this makes sense in general and if it meets the needs of our constituents in terms of getting the information in a timely manner. Um so I'd like a motion to to table this.
Yeah, we'll just pull it. I think maybe I'll take a motion then just pull it or we'll vote it down or whatever and we could just re research the other ones to see why they're not being sponsored or pushed forward and get more information. Couldn't we still do the paper copies in addition in addition with the electronic? I mean, it seems best to reach people in as many ways as possible.
I agree 100%. And uh again, we try not to get too much involved with the state things that other than try to encourage them to do things that benefit our community or have things look at look at things that would help those people. So I have no problem looking at that to do that. I said I don't think this between our next two weeks meeting is not going to make the end of the world difference anyway.
