or okay I'd entertain a motion then to approve them um I move to approve the minutes from both the November 5th 2024 and December 3rd 2024 Planning and Zoning regular meetings second Motion in a second any discussion and let's proceed to vote T yes bright yes Waldren yes Rey yes um I guess our one motion already took care of B under their appointment um is there any anyone in the public that cares to speak to anything that's not already on the agenda uh you have a limit of three minutes uh seeing none let's move on to public hearings Nancy are you going to highlight us on this yes okay yes okay let's pull it up so the request here in front of you tonight is a site plan for 422 east3 Street submitted by Housing Solutions for the Southwest The Proposal is for four attached residential units um property Zone neighborhood business applicants are requesting the affordable housing bonus um which would allow four units rather than the three permit that are permitted without the bonus there is also a request here

tonight for a special exception to the required off street parking but we'll go over that so the location here is highlighted it's on the corner of South Harrison and East Third Street the property is currently vacant um we have adjacent um to the West is an also a town home type project of multif family and then on the other three sides are single family homes here's a site plan showing here um the four attached residential units um the request includes five parking spaces five off street parking spaces um I think I have that incorrect in some of the staff report um there's um technically four total completely on site and one which is located here partially in the rideway um I'll show you an El proposed elevation the floor plans um so four units um with a floor plan I don't know that we need to go into that um the site as I said it's it's Zone neighborhood business multi family is allowed the maximum allowed density right now would be a total of three units because housing solution is proposing that these units be affordable

they're eligible for the density bonus that would bring it up to four units which is what they're requesting the property is 024 Acres so just under a quarter acre um which allows you to re if you recall the Planning Commission can approve the site plan here tonight I've given you some other options because of some of the complications but um if a property is on if a proposal is on less than a quarter acre those site plans can stop right with the Planning Commission so you guys have the authority to approve deny um well or continue tonight um but you also have the ability if you wish to forward it on to the city council um let's see over just um to give you some idea of densities and kind of what they look like and mean oh I didn't give you a good map um we do have the adjacent property here is a town home property that's developed at approximately 12 units to the acre a little bit to the North in this area here is another um multif family project which is developed at 18 units to the acre this proposal with the density bonus is proposed at approximately 16 units to the acre So within the Block it's kind of Landing right in the middle there um of the multif family density range um when we get to development standards the project does meet all of the propos of the

development standards for neighborhood business with the um neighborhood business Zone requirement with a affordable project being 2,000 square fet per unit and they're proposing 2613 Square fet per unit it is a tight site and a tight development the front yard requirement is 20 ft and they're proposing 20 ft and then they'll be right on the other side yard setbacks and rear yard of 7 feet um they are significantly under the maximum loot coverage of 50 feet though coming in at 38 feet 38% thank you um [Music] um the only issue here really is parking so under our current code two spaces per unit are required or eight spaces um five spaces total or 1.25 spaces per unit is what is proposed here um let's go over that um and I think as you saw the applicants did a pretty detailed analysis of why they felt that less spaces are uh will work for this development so I kind of gave you this little bit of analysis in that right now eight spaces are required and that's off Street spaces um the proposed code or new code requires um one .5 space per unit or a total of six spaces so they'd be one short under the

new code um but the new code allows for a parking study to show if um if why you might they feel that fewer spaces might be appropriate for development um under our current code you're required to look at what is called a special exception so similar to a variance a special exception to the parking is requested here tonight um and I've got this wrong The Proposal is for um five on Street four full spaces on street off street with one that's partially in the rideway um I just want to show you their some of the analysis that their engineer did on the par parking showing the available on street parking um this analysis was showing that um eight spaces are available on the street um and they were providing showing one with only one provided off Street for the handicap they also kind of wanted to show that it is possible to put all the spaces on site if you wanted but when you do that by with this example here you basically eliminate the on street parking on third on East Third um so in effect they're showing that they feel like there's less spaces in the area um because of the not having on Street spaces um and you know really it's a a Less Pleasant living environment for the residents to have the parking right in front of them you also have people backing out on to East

Third with that Arrangement here um and then they gave another option of okay we don't want to let them back up we'll provide some backing this this doesn't really work because you can't turn to back up out of these spaces um but it and then it also cuts into the on street parking so we've got two two things to consider here tonight the first is whether or not um to Grant a special exception for the parking and then the second is the site plan if you grant the special exception for the parking they do meet all the other criteria for a site plan and in fact um exceed our Landscaping requirements quite nicely um the criteria though for special exception are pretty tough um they're similar to variance criteria in that um I've got them up there for you so I'm not I'm not going to read them through but they are supposed to look at if there unique physical circumstances on the property um unusual conditions or circumstances that that don't exist only on this property and not throughout the neighborhood um that it's a hardship to develop um with the existing code um [Music] um and that the exception if granted is the minimum exception that would afford relief so pretty tough criteria there um the I want to go over the discussion a little bit um the Planning Commission you have the authority to Grant it um if

you feel that the applicable criteria can be met the criteria are definitely difficult to meet um really the main reasons to request the exception are that in the experience of the applicant two spaces per unit requirement is excessive for affordable housing um there's definitely room on the site to meet the full parking requirement but the applicant's really wishing to preserve a more pleasant living environment for the residents with less pavement um there are also a number of other related reasons that A reduced parking requirement do make sense for this project including that the site is less than a quarter mile from City Market in the central business district which would certainly allow residents easy access by bike or walking to most household needs the project will be deed restricted for affordable housing um owned and operated by an experienced affordable housing provider that can easily prevent the use of parking spaces for items such as recreational vehicles um they could restrict leases to tenants with only one vehicle um if it if it seems that the on street parking solution or becomes a problem with the code criteria the best I can do I think is to state that um uh it's or third street right away is unusually wide in this block at 80 fet of RightWay um Third Street does narrow to 60 feet in the next block over to the east um and that's kind of about the best I can do um as far as agency

comments we had a lot of back and forth on this one so you have to review that some of that um with the idea that um what happened was the first submitt had in incorrect width of the lot and the RightWay so we did do some back and forth and the applicants redesigned I believe a couple of times to make sure that this F fits on the property so some of the comments from um Doug Roth and Kevin kler have been addressed um and you can see that on the site plan here that by using the alley um and with the correct dimensions and pushing the the parking spaces further onto the property there is adequate turning radius to use the alley in this location um so yes this site plan even though they showed all of them shows the five spaces two on Harrison three off of the alley and then it does preserve all of the East Third Street street right away for on-site parking you could still Park on Harrison over on in this location also um [Music] so what we've got for you um is Alternatives they're a little different than usual so I'll go over them um I've got number one you can approve the application for a special exception and site development plan for the fourplex um include any conditions necessary for compliance with the land use code um you could deny the application for the special exception and site development plan telling people why um you can ask for more information

and table it or and continue to a date certain or I've given you a fourth different one which would be make a recommendation on approval or denial of the application and special exception and refer the application to the city council to make the decision to approve or deny the application with all of that staff is recommending alternative one which would be approval of the application um with the spe of the special exception and the site development plan we've given you a draft resolution there um and let me know if you have any questions the applicants are here to present the project also anybody have any questions for Nancy before the applicant comes up um Nancy on those four things you just listed the um it's still going to go to City Council right no not necessarily because it's less than a quarter acre in size remember that's the one code exception right now for site plans they don't have to go on um and you also have the authority under the code to Grant the special exception and where was this um advertised at for the public hearing tonight [Music] Carl um where did we advertise that for the public hearing ad newspap the newspaper under public notice and neighbors were issued letters and then we advertised on the doors and did any neighbors submit any letters uhhuh

okay anything Bob any okay then uh would the applicant please uh step up and make sure the mic is on you got to push the very front of the the green light should come on all right no not green lights on on the yeah great thanks so much um my name is Dean Brookie Brookie architecture and planning representing Housing Solutions of the Southwest for this project and uh thank you Commissioners and Nancy for that um introduction and um for starters I would say we uh we're in total agreement with the conditions you've attached for the conditions of approval but if U uh I I think the as Nancy mentioned the biggest issue is the parking um I do a lot of an awful lot of affordable housing projects usually tax credit uh housing projects through chaffa gal Housing Finance Authority that kind of thing and and what we've uh encountered in most communities is that there is a reduction of uh parking requirements uh at least we've been used to asking for that of you folks um uh given the fact that these folks typically don't have two cars and um and and number of kids these These are about 1,000 square ft per unit uh and so they're not large units and they're and they are deed restricted to Affordable folks U uh so they're income qualified folks um usually what we found is that they do have one car and it's a family work working uh both parents and one car that's facil particularly great for this particular property because it's downtown close to the banks close to uh restaurants bars and all that good stuff that people enjoy in in the community as well as schools um um so that's why we we arrived at

this solution uh I think the most telling solution as to why we arrived at the site plan you were presented with was one of the Alternatives that Nancy presented to you where you can see that the city does own a very large rideway along third third street there that's a 30- foot rideway so if we're uh trying to park all our cars on the the proper on the property U within the property boundary that means we've got to drive 30 ft off of Third Street onto to to gain access to those to those to to the actual property so in any case we're we're encountering a whole bunch of concrete um not only does it paid it's a costly expense but it's also an ugly kind of thing that isn't access to gain access to that property given the fact that you have to um to back out of six spaces along there would be six concrete parking spaces or asphalt concrete parking spaces but also 30 ft directly attached in back of them so it's like a large tandem parking place and my my fear is it would become a tandem parking space in that case because if the concrete's there they going to park on it and they would in fact be parking on city property in that right away so what we've gone to is we let's let's get them off the alley we've got three spaces off the alley and off a par we've got two spaces including one handicap space and U in our in our opinion one space per unit plus a guest space is is been adequate to serve the pro the projects that uh Kim is the development Kim walty is development director for U Housing Solutions at the southwest and she can speak to you know the the number of parking spaces they typically u u you if they they've had any issues with the limited amount of parking that they've Pro provided in the past that kind of thing and how they monitored that uh if it does become if it ever did become a problem in Cortez so with that um we're

we're excited about bringing another affordable housing project to Durango deed restricted or excuse me to Cortez sorry for that F we don't let that happen very often over here um but um um excited about U adding to um affordable housing stock uh again it's it's tax credit usually tax credit financed housing and it's really the best um the best re Avenue to Pro provide uh truly affordable housing projects in in a in a community so we're excited about that uh other than that I'd be ENT happy to entertain any questions anybody okay um yeah in the staff report the housing specialist is talking about the fact that maybe the project isn't fully funded and you might um reduce it from four units to three can you speak to that a little bit I I'll let Kim uh if I can pass the mic over to Kim Welty she's the development director and better prepared to answer that question um I'm not sure about what you just read in the staff report about it not being fully funded we um depending on the decisions that are made here tonight um if we were weren't approved then we would have to think about downsizing the project but is has nothing to do with the funding right so what we typically do this isn't actually a tax credit project but once I have a shovel ready project I start shopping with with funders and so I look at State sources and other um private entities like Enterprise and and other um streams of funding for small projects um like recently we had um proposition 123 came

out and there was a lot of money even though that's kind of exhausted now in the arpa funds we kind of missed that that uh series of funding but yeah so we will it will be fully funded yeah and so we are looking at this to be like Workforce housing for um the guidelines in the code are up to 140% of median which I I think will suit a lot of our you know teachers and and that population that we're trying to serve that won't qualify for the low-income stuff right and but yet they can't quite afford the standard or the going rates around here now so that's our Target population anybody else any questions um are these two bedroom two bath two-bedroom one bath I forget it's uh uh two-bedroom bath and a half essentially bath and 3/4 and is the anticipation that they will be sold as town homes or rentals uh no these are rental apartments only they will not be sold that would be a single owner which will be Housing Solutions of the Southwest and they're the property manager and um qualify these folks uh through income income qualification standards okay thank you anything else all right thank you we'll go ahead and open this for a public hearing uh anybody willing to speak for wanting to speak for or against uh please go to the microphone state your name so we can get it recorded um seeing none we'll close the public hearing and what are the wishes of the

commission um well I think it's important to consider the fact um that looking at our soon to be new code that they really only one parking space short of being in compliance um and so it doesn't feel like a huge exception to Grant I think the idea that the street is so wide there that it allows for parking on both sides um I guess would be a consideration also yeah Mr chairman I I think I'm comfortable with the project as presented okay guess I would entertain a motion of sorts okay I make a motion to approve Planning and Zoning resolution number one series 2025 a resolution approving a special exception and site development plan for four residential units on property located at 422 East 3rd Street Cortez Colorado in the neighborhood business Zone with the following conditions one requirements of utility providers City departments sedt and affected districts must be satisfied as outlined in adopted city codes and other regulatory documents specifically all P public improvements shall comply with the minimum requirements of the 2009 city of Cortez construction design standards and specifications number two the appropriate construction drawings and reports for the project revised as required by the city engineer shall be signed and stamped by a Colorado licensed architect or engineer and must be approved by the building official and city engineer and a building permit obtained prior to any construction on the property and three prior issuance of a certificate certificate of occupancy

the applicants engineer shall certify that all improvements were constructed in conformance with the approved plans I second the motion got a motion and a second is there any further [Music] discussion then let's proceed to vote walren Yes Al yes right yes Remy yes motion passes next item is any unfinished business um have we had any applicants for commissioner okay no we have not so if you know anybody please encourage them to send in an application okay it's really fun well they got to put up with you don't they so I don't know um any new business then let's go ahead and move on to the presentation of the transportation Master planning thank you um just to introduce myself I'm mlan farmer with Jones and deil Engineering um we recently opened an office here in Cortez um where in the Chamber of Commerce building with a couple of those offices within that building um and I just wanted to introduce uh Ty um give him a second to introduce himself and then I'll jump into this here so my name is Ty caer like mlan said I work for Jones de Mill engineering I grew up in Manus U moved away spent about 10 years away and now we're back and able to open an office here and um provide some support to the Community into the city of Cortez thank you

guys awesome um so I I'm in our Richfield our corporate office and I do Transportation Planning design um work throughout the state of Utah Colorado um a little bit in some of the other states here in there um but today I we're working with um Brian and his team at Public Works um to develop this Transportation plan the reason we're here today is to present to the Planning Commission because this because this does affect land land use um it affects uh code in some aspects and so we really want you to understand what's going on we don't want to come to you with a end product and not um be able to get your input and so today's purpose is just to give you a briefing um there will be opport Unity later on to provide comment um on the information that I'm showing you tonight um and then um we'll take those comments address them and then we'll work on finalizing the plan through the public involvement process and so on um any questions before I dive into it okay um so let's talk about what a transportation plan is just for a quick minute um the purp purp of a transportation plan is to plan basically plan your roadway Network um so that you don't end up having uh multiple issues um there's as we've gone through the planning process we've seen how a lack of planning can impact the transportation system the hope is that this planning document phases one and two will help you to um improve the transportation Network here in Cortez

City and that's what the ultimate goal is is to improve the transportation Network um so what I'm going to do is I'm going to go through this little uh what we call a story map tonight it's not finished by any means um we're still in the process of making this but I want you to understand um what we're doing here specifically on the mapping side and then I'll provide um we'll be providing you a link to this to review once we finish things up and you can provide comment that way as well um so this homeage um this is what the final product will look like this homepage is just showing you the title there this little button on the bottom see if I can make this work okay so that little button on the bottom um that will link to the report when we have it finished and uploaded um once we the project overview is not ready yet so I'm going to skip that tab that's just going to give you some general information that about Cortez City about the transportation plan and why we did it um this socioeconomic Data Page has not been developed yet either um like I said I'll Focus mostly on the mapping piece today but that'll show you socioeconomic data um um we had a meeting today where we discussed updating that socioeconomic data with not census data but some other other data that's more up to date so we'll be updating that and Publishing that um okay so this section of the story map is

the bulk of the transportation plan um this is the mapping piece so when we talk about transportation we designate roadways based on traffic based on or sorry traffic volume um basically roadway width so how many lanes there are on that road um the amount of traffic that it can carry so the capacity as well as speed um so there's different classifications there's major collector minor collector arterial and highways um those are basically the four classifications that we look at and so if you look here on the left hand side um currently Seda doesn't have many roads classified here in Cortez um a lot of the classifications are linked to being able to get funding here in Cortez and so we've developed a uh a planned Network on the right hand side side that you can see there um that will number one benefit you by possibly being able to seek funding opportunities but also um matching up having cot match your classification system um based on the analysis that we did to develop this uh any questions on this map okay um excuse me I do have a question yeah uh are you going to be incorporating multiple types of Transportation yeah we I do have a tab up here for active Transportation um so that's like cycling pedestrian things like that yeah and with marking these roads um I guess

you could say like what kind of fundings would um be beneficial to the community when registering these roads are you talking you're talk talking what kind of funding you said yes what like what will benefit yeah so there's different funding that you can go after um I'm not super familiar with each type there's raise funding that you can go after um the higher classification of roadway the better it looks so if you have classification such as arterial it's going to look better on a funding application then if you're going after funding for just a a local residential street um because is because it has a higher traffic volume on that road does that make sense yeah so there's different funding sources out there though besides Rays um there's um oh man I'm blinking on the name the it's a federal highways program for federal access to like national parks um things like that so mver there's potential to um basically capitalize on the access to the state to the to the mver park as well I'm just blanking on the name at this point um any other questions on that funding piece I I do have a question on how is safety going to fit into this seems like it needs to have a separate section or yes it's a in my mind it's it's extremely important yeah so there's two phases to the project phase one was working with Public Works in the engineering department identifying the safety pieces um especially on seot routes um where safety act basically

safety plans need to be um developed so we've gone through and talked about Frontage roads we've talked about um I'll pull up a memo here here in a second that I that we can send you as well that goes through all the projects that we've developed to help with safety and um traffic flow one of those being the intersection of Highway 491 and 160 that uh y intersection there that's one that we looked at and provided a good solution um to help with that intersection by itself so um there's a lot that I could go into on the safety component um but I can get you a document that document that has all of those projects listed out as well um we also will be coordinating with the um Safe Streets for all um project that's going on right now as well so that will be incorporated into this document as well um this uh map I'm just going to Breeze over this one this map is uh just showing you caved versus gravel roads within the city we do have to update this U map because the shape file that we got didn't have all of the roads in it so we do have to update this one um this map I don't know if you guys saw two little tubes across some of the roads probably when was that September September is um there we put two two little tubes across the road at all of these locations that you see here on the map and what they do is they count traffic they give you speed and they give you the types of vehicles that

are on those roads um so this fed into the analysis that we did to develop what roads should be classified as what type if you click on each of these points it P up the traffic volume the classification and average speed and then 85th percentile speed that's showing you the type of traffic as well can you see that it's kind of not from this angle yeah almost over there so within that little popup um you can see the different classifications and percentages and then on the right hand side you can see the different classification images see which ones are trucks which ones are cars bikes and so on how did you guys choose which areas you put those on we we used uh we chose the roads that we felt like we needed to the major arteries within the City that we needed to determine classifications on okay so it doesn't look like at least from as far away as I am on the map like you had any measurements taken on Empire and I guess I'm wondering why that wasn't considered like a major yeah so Empire has one there okay and then I think there's one on this end as well by range F we did one okay okay thanks yeah that was just hard to see from the other angle sorry like I

said we still have some work to do on this too so it'll be cleaned up once we get it done are you going to be prioritizing uh areas that need attention yes I'll I'll jump to that uh in just a second as far as roadway conditions is that what you mean well all the above with the same yeah yep okay speaking of road safety this is a crash uh heat map you can see up there the hot spots within the city of course the the highways see the highest volume of crashes um and those intersections that are unsafe you can see our hot spots within the city um we do it as a heat map so that you can see hot spots rather than a bunch of dots on a map it just looks a lot better that way so that helps you see where the crashes are happening and then we're using that data to help us develop where to uh propose projects and what to do for those projects is this presentation available on Internet that we could look at it it will be once I once I publish this or once I give this to the city I don't want to give it yet because it's not complete but it will be um the active Transportation piece um you can see up here on the screen you talked about multim modal traffic so pedestrian cycling um things of that nature you can see that up here on the screen so the solid lines are existing facilities the dotted lines are proposed um the blue are existing bike lane

facilities the orange are existing multi-use pass and the yellow are um existing unpaved Trails um and so the dotted lines the same colors correspond with the same type of facility so the dotted blue are the lanes the dotted orange are the past and the dotted pink is that no purple are proposed sidewalks um so you can see we've got a lot of proposed lines in there um you you've done a good job at developing within the city you have a lot of you have a lot of multimodal um types of facilities but the these plans Show additional Ones based on working with Public Works um talking through it with them any questions on the multiuse okay this is a very simple map um we just put it in here so you it it's more of an asset inventory so you know what Bridges you guys have within the city um that's a pretty simple map not much to discuss on that one this next tab I don't have uh developed yet it's a it's a transportation Improvement plan um this is where we have two phases of the project so phase one was looking at only c. roads phase two is looking at all of

the city streets including connections to C do roads um so this memorandum that we have developed um which city is going to be submitting to se dot this Friday is a list of projects on all three highways within the city that deal with safety and capacity um concerns so you can see we've got a list of anywhere from 10 to 15 projects in some cases on some of these highways um and I can Pro provide you this document so that you can read through all of those projects um in the end this will be digitized with all of the descriptions in the map itself are you just looking at present conditions in terms of uh traffic traffic volumes are you doing any projections and future needs yeah we have a growth factor um associated with it um so we've looked at um growth or traffic growth over time and developed the growth factor and applied that while we're looking at this as well good question are are you going to do any public participation with this yeah so after once we develop the the plan let me get back to the screen here um once we developed this plan and we've T we want to present it also to um not only you but Council so they know what's going on we don't want to go to the public without the elected officials knowing what's going on as well um so question to um we'll go to public comment um the public can provide their comment on basically on this map this presentation that we're showing here and

and then we'll uh take those comments and address those over time um speaking of conditions of roads I know you mentioned that once before we actually did a pavement assessment of every street City you can see the heat map up here um and we did this using AI so this is not myself or Tai or somebody else going out and assessing the roads we use the camera based system that takes a picture every 10 ft and then analyzes each image for the pavement condition in that segment um the reason for that is we want to provide an unbiased analysis to the city of the current condition of Roads within Cortez city does that include residential streets yes yep so if you look up here on the map um I'm going to filter out um red means bad green green means good I'm going to show you up on the map based on the assessment we did um those are all of your fair to poor condition roads that you can see up on the screen and if I can I can't navigate on that screen come on well maybe

and those are your good condition roads that you can see on the screen um so this is a rating system one to five five being the worst one being the best the overall system score is 3.39 or sorry 3.29 um so you're a little basically your the life of your roads is a little less than average um and so there's a lot of work to be done on roads within the city um and we've gone through and have planned accordingly based on the condition of the roads what type of treatment should be done on each Street okay so you come up with recommendations correct yep so that'll be part of that Transportation Improvement plan is okay when should you do certain projects and lump those projects in bigger projects so that you get the biggest value for the dollar you're spending I'm over my time so I'm surprised Rachel hasn't shut me up yet but um I uh just one more item this documents tab um we'll have all of the documents for this report the reports an 80 almost 90 Page Long report that will be housed in this uh website we'll have an appendix the appendix is typically about 300 pages long with all of the figures and things like that that helped us develop this and then um we'll have links to all of the the city websites um we like to provide this to the city so that during your Planning Commission meetings or during Council meetings you can use this as a tool to look up

whatever you want Within um those meetings as well um any questions I know I took a little bit more time than I was allotted but any questions regarding the plan or what we're trying to do here on the transportation planning what's what's the time frame so we're turning over the report to City staff for review um they're going to have comments back by the end of January um then we're going to take those comments address them finalize things we're presenting to council or hoping to uh present to council end of January as well and then we'll be going to public comment most likely middle to end of February depending on the code um public comment um what time frame that takes so we don't want to put this out for comment and the code out for comment at the same time so I'll just wait to hear back from City staff on how those two are going to line up um so we're kind of waiting for the public comment until we don't want to burn the public out on public Outreach we want to make sure we get good comment and good feedback from the public as well um the presentation that you're going to do for council at the end of January will all of the stuff that's in progress tonight that we didn't get to see will they get to see that yeah I should be able to have it done by then okay we uh we finalized a lot of this stuff a couple weeks ago and we just tried to pull together as much as we could for tonight um and then I can I can send Rachel if you're okay with that and you share with the Planning
