When people see this brings them a smile even to the point that most emotion and they feel moved by it and feel the love that went into this. All I'll motion that the planning and housing commission adopt resolution number 2669 determining that the transfer of property located north of the terminus of Radio Road to Cal Culdeac to Calrans is consistent with the city's general

So for item 5.1, the request for general plan consistency determination regarding the city of Corona's fiscal year 2026 capital improvement program. Um applicant Javier Luna, CIP manager, public works department. Evan Lang Langan I'll do this better someday. Um Evan Langan senior planner will present this item. Thank you commissioner and good evening everybody. I don't have a a formal presentation which is to say a PowerPoint for this item but as you mentioned I have with me a representative from our public works department who can answer any specific questions you have. Um, broadly speaking, the item before you is for determination of general plan consistency for the city's upcoming uh, capital improvement program for fiscal year 2026. There's a section of the government code that requires planning commissions to review that CIP as it's called, capital improvement program uh, and make sure that again, broadly speaking, all of the different programs that are envisioned for that coming year are consistent with the policies and goals and so forth of the general plan. uh in the list that you have that was attached to your staff report of the 166 projects, 14 of them are new for the coming fiscal year and 152 are carryovers from previous years. Um so simply enough, that's the the overview. If you had specific questions about the the overall CIP or about any specific item, again, I have a very skilled representative from our public works department here who can who can help me

Um, thank you, Mr. I I just had just one one question and I'm sorry that we didn't tell you that we were going to question the item for a PowerPoint, but um I'm trying to think back of previous years of the number of projects that have carried over and I'm just curious of so the so 152 are um are continuing from the previous calendar year or fiscal year. Is that a normal amount or we do we have a backlog or is this actually an improvement? I'm just curious, you know, year-over-year comparison. And for that, I'll immediately pass it over to my my compatriots. Sorry, guys. No, no, that's fine. Uh, good evening, chair, and good evening, vice chair. So, Jav Luna, the new CIP manager here. I've been here for four months. So for history, it's kind of hard to to to give you that history, but at least what I've seen from last year. That was about the same amount of projects that were carried over. Uh we there has there was a revamp for the CIP program back in 2022. And little by little, they are we are cleaning up that process and we are trying to dwindle down that number of carryovers uh base by not adding as many new projects so we can focus more on those ongoing projects. So, we're hoping that as the years kind of continue that those carryover projects start to dwindle little by little. Okay. Thank you. I don't have any further questions. Perfect. Um there were a couple items that were uh new items on here of the um of those
that I just was wondering if there if you were able to provide any um any context on here. Um the first was about the pickle ball courts at Elserto replacing the courts uh at Border Park. Um, and and I know that's probably I'm guessing that's probably something the Parks and Recreation Commission discussed at some point, but um, what what can you tell us about that? Are the are the courts at Border Park are those still in service at this point? So, thank you for the question. Yes, so the the pickle ball courts at Border Park are still in use. However, that is the intention to then um put those out of commission. However, build the ones in El Certo. So then that traffic can then start using those courts over there. The goal is I want to say 10 to 12 pickle ball courts there. Elserto. Okay. And and roughly where is the I could have looked this up. The Elserto um park. That is it is in the county. So it is a county park that is leased to the city of Corona. So we do operate it and maintain it. That would be right off the I-15. Okay. It's the same one. Okay. I was thinking it was referring to a city a city park, but uh the the the the city uses it um by by rent from or leasing it from the county or parts of it. Is that it? Correct. It's like a joint use type thing. Mhm. Um and and the other thing was um I I just wanted to ask and and it's not the not that I question the issue, but just for my own understanding, the uh Hidden Valley Parkway median. Um it's talking
about designing and and adding I guess a median. Uh but I from what I can think of most of that the a large part of that has median. Is this sort of filling in a gap where where there is no median? So another great question. So that is the intent. So it the median does end at the city limit for with Norcco. Uh we do want to move forward in collaboration with Norcco kind of a joint pro project where we will uh team up with them. They'll be have you know hopefully uh split funding for that. But the intent right now in the next fiscal year is to do the design portion of it so we can continue the medians down to I want to say it's guar Garland way um down to Garland way. It's getting pretty close to the freeway where there is already existing medians there. But that is the intent just to also um is really to to help promote uh safety and hopefully kind of try to mitigate some of the speeds of the individuals that are driving up and down that parkway uh there. So, okay. Thank you. Yeah, I wasn't sure exactly where the city limit was and and which part of the road you're referring to, so I appreciate the um you know, the explanation there. Thank you. CUPM2024-00002 application to modify conditional use permit CUP 92-02 to replace an existing 62- foot tall wireless telecommunication tower with a new 67 foot tall wireless telecommunication tower disguised as a eucalyptus tree located at 1660 Leon Lane in the M3 heavy manufacturing ing zone applicant Carrian Dale um Playcom Inc. on behalf of Verizon Wireless. Brendan Daldy, associate planner, will present this item. Thank you, Chair. Good evening, Chair Longwell, members of the planning commission. Brendan Daly, associate planner. I'm pleased to present the item before you tonight for conditional use permit modification CUPM 2024-00002 addressed at 1660 Leon Lane. As always, I'd like to start off with our request. A request for tonight is an application to modify CUP record number 92-02 to replace an existing 62- foot
tall tower with a new 67 foot tall wireless telecommunications facility disguised as a monol eucalyptus tree. Just a brief background for the planning commission. Subject site is 5.87 acres. The existing monopole was actually originally constructed back in 1992 and that was owned by the American Tower Company. So Verizon was a tenant on that tower at the time. The industrial building that's there currently is owned and operated by the Mission Rubber Company and they're proposing for a replacement tower to provide long-term coverage and further screening. Here's our permanent site plan. permanent site plan will include a 271q ft revamped rebuilt uh enclosure area that'll include an 8ft tall uh block wall to further provide additional screening towards that equipment on the ground level. On the upper right hand corner, you'll see the location of where the proposed uh 67 foot tall monucalyptus facility or tower will be placed. And it will also be there to maintain coverage to the Verizon customers. As you can see on the bottom left, there's a temporary facility and I'll get into that in the next slide, but that should be removed and will be removed uh prior to the completion or final of that monucalyptus tree. Here's our temporary site plan that'll include a 62- foot tall monopole. This will only be there to provide just interim service for the Verizon customers while the demolition of the existing 70 or 62 foot tall uh monopine is being demoed. You can see that in the orange triangle there on the top right. Um this will again only be during the construction of the new mono eucalyptus. Here are a couple elevations for you guys to take a look at. I
apologize if it's hard to read on the PowerPoint. I'm taking a look at that now. So, the tower peak height is 67 feet tall. The pole peak height will be 62 feet tall. So, that additional 5T is just additional screening in uh eucalyptus foe um attached to the branches there on the top. In addition to that, it'll also have a eucalyptus bark texture that you'll see throughout the pole to further give it that eucalyptus appearance. Um both of these elevations are from the west and south side. So on the rear of the property here you'll see photo simulations. Uh this is just one photo simulation of the existing monopole to the left. That's what's out there currently on a site inspection. Um that is just the monopole there itself. No existing or indistinguishable design there. Um, and then to the right you'll see where the proposed monucalyptus will appear or look like. Um, to the right of the photo you'll also see some existing uh, mono eucalyptus vegetation. This would be the view from probably its most prominent or visible area. This is from the southc street looking west towards the project site. Uh, this is probably just about center line of that street. Before you have the staff's recommendation. Staff's recommendation is that the planning and housing commission find the project categorically exempt pursuant to sequel guidelines section 15302 and adopt resolution number 2667 granting CUPM 2024-00002 based on the findings contained in the staff report and conditions of approval. Do any commissioners have questions for staff? Uh, thank you for the presentation, Mr. Daldi. Um, I'm just hoping you can
clarify something for me because, uh, as when I was reviewing this, um, it it took me a little while to get to the point where I felt like I did fully understand it. Um, so so we're we're not replacing we're not putting up a new I mean, we're putting up a new tower. Presumably they are um but keeping the original um cup but with a modification. Um and that modification is to replace it with a taller slightly taller uh monopole. Um and then and then there's a temporary monopole that'll be there during the construction of the final one. Is is that accurate some summarization? Yeah, that's correct. That temporary power that temporary uh monopole will only be up just to maintain coverage. Um there's a lot of Verizon customers in that area that rely on that coverage. So Verizon's goal was to allow that mi maintenance of coverage just for the interim while that new monucalyptus tree gets constructed. Okay. And and so when when this was originally submitted to the city, it was a little over a year ago and then it's it's been kind of running through city review processes um in that time and then now those processes are complete and that's why it's here before us. That is correct, Commissioner. Okay. Um and then is the reason there's a temporary monopole needed um before just constructing you know the new pole just just a matter of location you want to put the the new pole they can't do that
until they tear down the current one and they don't want to do that they need they need coverage basically. Yes, Commissioner. Um, part of it was due to just the um property owner and the American Tower Company having additional conversations and we have the applicant here who can probably provide a little bit uh more clarity on the current situation they have endured. Um, but essentially again Verizon was a tenant to that American Tower Company owned monopole that's out there right now. And so in order to maintain coverage, they're going to have to pursue their own uh eucalyptus or monou design um to provide coverage for the foreseeable future. In that interim while they're doing that transition, they're going to have that temporary 62 foot monopole up just to maintain coverage while the um American Tower Company owned uh monopole's demoed. So the the new monopole will not be owned by American Tower Company. Correct. Verizon will be the owner and operator of that tower. Okay. All right. Thank you. I think that uh clears up some of the details I was not clear on. I have a question on would it come in front of us if it wasn't for the additional 5T in height? Because of the uh severity of of the changes, it would have most likely came back to the planning commission just because of the new location. It's an entirely new conceptual look and design. um if it would have qualified for an eligible facilities request or if it would have not be deemed some sort of substantial change on the existing one, it would have been potential for it to not show up. But because it was a brand new poll, it did have to show up today. Okay. Any other questions? Uh yeah, I had one one question, Mr. Deli. Um, and in this case, since it's in a industrial or heavy manufacturing zone, it's probably less applicable. But in
all of the applications before the commission before, often they're in residential areas and city parks and such. and the issue of maintenance and condition of of the pole both in its current state and in ensuring that ongoing maintenance of the aesthetics of the of the in this case the eucalyptus. I'm just wondering in looking through the documentation, is there anything that stipulates u maintenance frequency um expectations, you know, for maintaining that um the FO I think you mentioned it the the FO equipment. Yes, Commissioner SQLind. Uh condition number seven kind of talks about how it's going to be uh maintained in a manner consistent with the original intent and approval. Um these towers it's not uncommon for them to receive collocations or other sort of modifications and at that time too we'll take a look at the cup and ensure that all these conditions are satisfied and they're continually maintaining their property. Um, in in terms of additional maintenance, it's it's pretty common now that they uh maintain the tower remotely, but they do do a three-month inspection um just to maintain the facility and all of the uh indistinguishable aspects of the tower. Okay. So, number number seven is is where the city has the ability to ensure that it looks years in the future looks the same as the application before. Correct. Okay. Correct. Thank you, Miss Capia. Uh I just wanted to introduce myself uh Carrian Deal uh from uh from Plancom, Inc. and delighted to be here representing the project. Really wanted to just thank staff um uh for working on the project uh with us. Um, and then as as far as I had, it was just um in working with uh with staff uh just condition 14 just in a in an abundance of caution just to make sure that the wording was correct. Um I think we would just want um on the planning condition. It's uh it reads uh ex uh temporary tower shall be removed from the property upon expiration of the cup or prior to receiving uh a a building final. And I think we would just we would just want to work with staff to make sure it says upon receiving which the staff report did a nice job of saying upon receiving final as opposed to prior to receiving final. And the goal there is just to maintain the coverage throughout like staff talked about. So that was all I had. I appreciated everybody uh having me. So the version that we have does not have upon receiving. It still shows as prior right? We can we can change that. Perfect. Um, with no other public speakers, the public hearing is now closed. housing commission recommend that the planning housing find, it's written twice, sorry. recommend that the Planet Housing Commission find the project exempt from California Environmental Quality Act SQUA pursuant to the SQUA guidelines section 15302 subset C and adopt the resolution granting CUPM 202402 based on the findings contained in the staff report and conditions of approval noting that that verbiage be changed to number 14 number 14 from previous or prior to upon. Administrative reports. Anything to report? So, the only thing I want to update the commission on uh is that we will be exploring doing an inclusionary housing ordinance. This was something that was brought up by the council last year and they wanted staff to do some additional research on that and we presented that research to them last week at the council meeting seeking further direction on where they would like us to go and they gave staff clear direction that they would like us to pursue looking at that ordinance and we will be retaining a consultant to also be looking at doing a fee nexus study for us because it will involve an inloo fee. So, I just wanted to bring that to the commission's attention because this will come before you at some point
because it will be an amendment to the zoning code and that's where that ordinance will be at. So, in that time frame though, meantime, there will be outreach and working with, you know, stakeholders, the BIA, and so forth. But I just wanted to bring that to your attention that that's something that staff was directed to do. Thank you. Um, commissioners reports.
