have to tell me how to pronounce your last name when it comes time okay thanks the first public hearing item on the agenda tonight is cup 20241 0 a conditional use permit to allow the establishment of a new liquor store within an existing commercial Suite located at 511 North Main Street in the commercial retail District in the North Main Street specific plan Eduardo Gales assistant planner will present the item good evening chair and Commissioners I'm Ardo galiz assisted plan Cent and I'm pleased to present conditional use permit 2024 -001 0 conditional use permit 2024-25 North Main Street the project is located in the shops at Main Street which is a multi tenant commercial center that was constructed in 1990 the commercial center is located on the northeast corner of Main Street and Ranon Street the subject property is zoned commercial retail within the North Main Street pafic plan and has a general plan land use designation of General commercial pursuant to section 4.3 of the North Main Street Pacific plan a conditional use permit is required for liquor stores for off-site use only the proposed liquor store currently operates at 450 South Main Street which is currently proposed for rede redevelopment under several pending development applications for the construction of a Northgate Market in order to continue their

business the applicant is proposing to relocate to 511 North Main Street the commercial center takes access from Main Street and Ron Street and has a total of 135 parking spaces at the time of construction the parking ratio for a retail use in 1990 was one space per 375 ft of retail floor area Suite 103 was previously occupied by a retail use since the proposed liquor store is also a retail use the parking requirement would be the same resulting in no change to the number of required parking spaces for the commercial center therefore the center would continue to meet the parking requirements in the municipal code the project consists of an interior remodel only there will be no change to the exterior and any proposed signage for the business will be reviewed under a separate submitt as a sign permit the proposed work includes the installation of freestanding display shelves a cooler walk-in refrigerators with stocking shelves a CES counter and wall mounted display shelves of the 1,800 ft² sales floor area 79% will be dedicated to the sale of alcohol and 21% will be dedicated to the sale of food and snacks the remaining floor area located at the rear of The Suite would consist of storage and a restroom the business intends to operate under a type 21 offsale General license from the Department of Alcoholic Beverage Control which will allow the business to sell beer wine and distilled Spirits for off-site consumption only the proposed liquor store will have four to five employees and will operate from 7:00 a.m. to 11:00 p.m. Monday through FR Friday and 7:00 a.m. to midnight on Friday and Saturday the proposed liquor store will also feature security measures such as

an interior and exterior cameras outdoor lighting and an alarm system the police department has reviewed the project and stated no concerns or issues with the project the proposed use has been reviewed by All City departments including the police department staff has determined the project to be categorically exempt from the California Environmental Quality act pursuant to section 1531a staff also found the project to meet the granting criteria for a conditional use permit as outlined in the M Municipal Code the project is consistent with the general plan in the commercial retail District of the North Main Street specific plan therefore the Planning and Development Department recommends that the planning and Housing Commission approve cup 2024 0010 based on the findings contained in the staff report and conditions of approval that concludes my presentation myself and the applicant are available for any questions you may have thank you do any Commissioners have questions for staff I do thank you I appreciate your presentation I wanted to know the signage for the North Main Street specific plan um I noticed I drove by the current location for the applicant uh plenty of exposure on North Main um and now he's in the middle Suite uh in a center there uh how does the applicant advertise other than signs in front of his business are they is there a monument at the street to advertise or is it just signs in his windows or how does that work uh according to the uh elevations

that he provided he's just going to have a wall sign on his uh store Frontage but um any changes to the pylon sign out there haven't been discussed with the applicant okay thank you that's all I had thanks I I have a question in terms of the operating hours is there a limitation that'll be stated in the conditional use permit that limits it from being 24 hours I didn't see anything in the Cup itself and I know that's their intention today I just wondered if that's something that should be added it's not 24 hours today but right now it has fixed hours that they've said in their request for condition use permit but it's not in the conditional use permit itself that limits it from going 24 hours after opening we don't have any conditions of approval that would limit it to those hours or limiting it to not going into 24 hours I was also interested because I saw 6:00 a.m. to 10 11: and then midnight and then I looked at some other uh liquor stores and actually I do have another question after this um and some of of them are 6:00 a.m. some are 8:00 a.m. some you know till 11: or 12 is that I'm just wondering if that's dictated by the ABC license I don't know so we here at the city don't limit business hours of operation it's limited to the operator so they have the discretion as to whether or not they what their selected time is um we did not hear back from the PD that this was a concern but um we certainly don't want get in the business of telling them why

they couldn't open up at 6:00 a.m. versus 10:00 a.m. they obviously have a reason for it and that's their operation plan we have zoning controls in place for that as well as Public Safety if anything comes up but it's my I'm assuming that that's their current operating hours now on Main Street as well actually I I have a question at piggyback on that as far as the business hours um the staff report did not it it said Monday through Thursday closing at 11:00 and then Friday Saturday at midnight to so um but then the the applicant's letter indicated they will be open Sunday I was just wanting to clarify that uh have the applicant here to um speak on that okay we can wait and ask the applicant um and then my last question is they're relocating from another location and I'm assuming by the PDS has no issue with it that there isn't excessive calls for service where they're at today so we're not relocating an issue yes reached out to uh PD to see if they had um any concerns with the previous location and they they had no comments or issues with it okay any other questions just for the applicant later okay um Miss Capia did we receive any speaker cards or written comments from public on this item we did not chair so the public hearing is now open if we want to ask the applicant questions if the app perfect yes and if you could state your name since I did not state it when I called it because I didn't want to mess it up yeah my name wasch

perfect did you have a question thank thank you uh I did stop by and and uh come by and look at your current location and then I compared it with the new location and I had questions regarding the deliveries that you would have first of all um I'll ask staff later U but so your a liquor store it was toggled back and forth whether it's a liquor store with selling food items or it's a store that sells liquor how do you describe your business liquor store liquor store um so what kind of deliveries do you have for a liquor store with food items how often is the deliveries now for example for your current store well like liquor beer and wine we get like probably once a week we get delivery and uh uh mostly the grocery we uh we get it ourself so uh like from Costco or wholesaler or whatever places like about so so when you have your new location now um I mean it's you have several businesses in in the strip mall there and you have access in the back in the alley you have a back door um with this new location you're in the middle of the suits right there and the back delivery per se there isn't that street says no stopping along rencon there East rencon so I'm my concern would be be the type of truck that would be delivering the liquor for limited parking if it would block the parking for customers at the other locations for example at the very end suite at the street they have anywhere from 30 to 50 kids uh for their classes and there's often described that there's no parking they have to go way

over uh on the North side beyond what is now the the fence so I just wanted to hear from you what type of trucks are used for that delivery and where would they Park to unload to be honest with for the uh truck it's not in control for that you know the company they you know they bring the delivery so I'm not sure what kind of truck they use sometimes it could be a smaller truck depends on the order whatever if they have two three four five orders or whatever they have but I have I can't tell you what kind of truck it's going to be coming to the shopping center uh and I was thinking that we can do the back door you know the but you just mentioned that it's not allowed for to on the street I saw it no stopping stre okay so we're going to have to manage in the shopping center somewhere so probably to be cognizant of it's not going to be in front of the thing because there is another parking like the in the middle of the shopping center they can park somewhere right there and just get the stuff so versus just blocking the par parking spaces right in front of your business type thing yeah okay because it's going to be taking lot of space for my neighbor to I have like a three uh for me and then couple for the other people couple for here so I can't block that so it's going to be so it's not a sign parking for you right I mean if there's 50 kids at the uh karate studio for example parents are going to park where parents are going to park correct no but we're going to have reserved uh three parking for liquor store only 15 uh minute oh is that signage then yes it's going to be signage there in front of the business oh I see yeah for for us um my other question was in your current location uh you have uh two walls length

of refrigerated units and would you do the same setup in this new location it's going to be very similar within a new equipment one of your uh neighbor businesses is already dealing with noise level for a a tenant adjacent to them what kind of a construction is that or they just rolled in and put into place I didn't get the question I'm sorry to the refrigeration units that will need to be installed okay is that an installation or they just rolled into place I'm just trying to wonder how your fellow tenants would deal with that noise is that a noisy process or is that just a you those unit they came like ready you know we buy them and we have somebody uh they they they install the the whole thing but they're not attached to the wall for example uh they're going to have to be attached to the some somewhere but they don't have to because they're box you know they're they attach to each other so is it a reachin cooler or a walk cool two of them it's going to be one reach and cooler and like six door reach and cooler and it's going to be the other one around 20 door uh Walkin so the walkin doesn't have to be attached it's going to be attached to the wall but doesn't have to be you know screwed to the wall um the other question for one of your uh existing businesses uh had concerns with uh the kids uh at the um a lot of kids there what kind of business can you describe your operations do you have more walkup customers or more drive up customers um they were concerned about loitering uh and maybe drinking outside I advised them it was just a purchase and then leave there's no drinking on site we never allow anything like that you know but it's always depends on the

location and you know so for this shopping center the 511 it's I don't see it happening anywhere because everything it's like closed and all the businesses uh occupied everything's you know it's not going to happen and we don't allow anybody to drink and stay in front of the business and if it happen one time we'll never sell it again sell them again that's our thing but different than the one we have right now uh on you know the location you just saw we have lot of empty thing land behind us we have the bank on the other side it's empty we don't have no control of that so people they just go on this side or the other side right two totally different whatever it's not going to happen in this one in this location in our all right thank you thank you any other questions and I think for Sunday somebody mentioned for Sunday Sunday we're going to be open from 7 to 11 something okay so thank you yeah thank you for that the public hearing is now closed are there any questions or comments from my colleagues do we have a motion for cup 2024 000010 I'll go ahead and motion that the planning and Housing Commission find the project exempt from Californian Environmental Quality act squa pursuant to squa guidelines section 1531a and adopt resolution number 2657 granting cup 20241 Z based on the findings contained in the staff report and conditions of approval is there a

second I will second that a motion was made by commissioner Alexander and seconded by commissioner Woody the motion has passed the next public hearing item is for GPA the public safety element of the general plan to include an updated definition and description of the city's adopted local Hazard mitigation plan lhmp applicant is city of Corona Evan langen Langan Langan senior planner will present this item thank you and good evening Commissioners as you mentioned this is the staff presentation for a general plan Amendment GPA number 2024-25 or elements as they're called of the city's General plan the general plan is the city's umbrella guiding document providing goals and policies for the long-term development of the city through 11 different topic areas uh or again elements as they're called the amendment before you this evening would revise two of those elements specifically the circulation element and the public safety element in the following ways for the circulation element the amendment would revise one exhibit namely the Citywide Road a circulation plan to change the classification for a portion

of West Ontario Avenue from major arterial forlane to Major arterial six Lane and for the public safety element the amendment would update a single definition as for the city's local Hazard mitigation plan or lhmp to bring that language into compliance with federal law on the subsequent slides then I'll walk through both of these for you with a bit more detail uh beginning with the proposed change to the circulation element and to provide a bit of background the West Ontario Avenue widening project is a city capital Improvement project to expand a portion of that street from a total of four lanes to six Lanes along with providing new infrastructure restriping and accessibility improvements for a portion of Lincoln Avenue the boundary for that project is the image at the bottom of your screens following public Outreach and ultimately two hearings the city council approved that development project in 2022 that approval triggered then the need to update the Citywide roadway circulation map which happens to be located in the circulation element of the general plan in order to reflect as I said the change from uh major arterial four lane to Major arterial six Lane this is the circulation or the uh roadway circulation map as it currently exists in the circulation element um expanding the project site it is just below where see West Ontario Avenue uh the the colors the various colors you see in that map each of those denote different kinds of roadways boulevards arterials and others the West Ontario Avenue stretch you see there is denoted in green and again that again denotes for major arterial for Lane this is what the plan would look like with approval of the general plan Amendment that's before you again expanding the project side you can see simply enough that green color went to red so the exhibit would be

modified to denote the change or to reflect the change from one type of arterial to another to reflect that widening of the roadway and again simply enough just changing the color on the exhibit moving on then to the oh I should say there are no other changes from the general plan Amendment to the roadway widening project itself this is simply a request to amend the exhibit that I showed you the development project the shovel in the ground iteration of the project again was approved by the council two years ago so your action tonight on the general plan Amendment would have no impact on that project again it's already been approved moving on then to the uh circulation element the second component of the GPA before you that is a revision to the public safety element and a request to update the listed definition for a local Hazard mitigation plan or again lhmp to bring that language into compliance with federal law an lhmp is a document that can be prepared by a city uh to identify and then prepare for natural or man-made disasters adopting an lhmp is optional but doing so and then having the document approved by FEMA makes a city eligible to receive certain disaster related relief funds Corona adopted its initial lhmp in 2017 and then more recently a revised version covering the years 2023 to 28 in August of last year coupled with that plan a new very specific definition for lhmp was required and that shown on your screen the striketh through language at the upper right that is the old language or the current language in the Circ in the public safety element and the language you see in red is the replacement language there are no other changes proposed to the public safety element beyond what you see on your screen there both parts of the amendment are subject to analysis under the California Environmental Quality act or squa um ultimately two determinations were made one for each of the two components for

the circulation element component again the West Ontario Avenue widening project an addendum to an environmental impact report specifically the E that was certified for the city's wholesale General Plan update about four years ago the addendum document piggybacked on that long story short it uh determined that there would be no new impacts that would result from changing the color on the exhibit in a nutshell for the public safety element again the lhmp no analysis or documentation was required under squa Common Sense exemption essentially saying that there is no reasonable possibility that there would be impacts to the environment from updating the language that you saw a moment ago broadly speaking both amendments are found to be consistent with the goals and policies of the general plan and with all findings able to be made to recommend for approval and so with that staff's recommendation is that the planning and Housing Commission adopt resolution number 2659 which would Grant GPA 202 24-2 as part of cycle two of General planed amendments for 2024 five and recommend then that the city council at a subsequent hearing approve the GPA subject to the findings or based on the findings contained in the staff report adopt an addendum to the certified eir for the city's General plan and find the GPA 2024-25 061 B3 of the state's SQL guidelines uh with that behind me is a team of consultants and representatives from the city's fire department and public works department with all of us able to answer any questions you may have thank you perfect thank you so much um do any Commissioners have questions for staff uh yes I do perfect uh Mr Langan thank you for the uh presentation so uh first question is is timing so um typically we hear um projects prior to

City Council in this case uh the roadway Improvement was approved by Council in 22 um so question on the timing why now two and a half years later is it now moving to the need for the GPA to the timing I can't speak to why there was a two-year uh lag if you will um the as I said earlier the general plan amendment is a required Next Step following the approval of the development project and it's a a trigger if you will to allow the shovel and the ground component to move forward so without the GPA the development component can't move forward um as to why again the broad timing of why it took the two years to to uh to be submitted to staff I perhaps Public Works behind me could could speak to that yeah it's just interesting because typically we have the the land use piece is the first item we hear and then it moves on to the Improvement itself so in this case the Improvement was approved um so someone could maybe in the I could say too again just to reiterate the the development component had to to be approved first because through that approval that triggered the need to change the general plan Amendment so you wouldn't have heard the GPA first because there was no project to trigger the need for the change in the exhibit I guess the interesting note that we're not really hearing the Improvement itself tonight it's just the GPA that's correct um it was a capital Improvement project that was taken on by public works and CIP projects take a long time so when they finally were able to proceed with this they went before the city council to get direction on are we going to move forward with this so that was the direction staff received so once they knew that they then came back and worked with staff and said okay we can now proceed with amending the general plan so yes the steps were a little reversed but that happens because the CIP staff wanted Clarity and

assurance that the council was going to move forward with the change all right that makes sense thank you yeah I I guess I wanted to hear a little bit of the background um just since it was approved by Council you know over two years ago why why it's taken so long to you know move move forward is that you know and maybe this is a question more for for Mr kampo or or his team but is is that normal where a project approved by the council uh takes that long before it actually um you know gets moves ahead yes it does take that long unfortunately we we had to procure Consultants to get on board um this project was also as you may know it's a little bit controversial so we did have some public comments and we had we reached out to the neighborhoods and Residences as well so it it it's a it's a process that does take a little bit of time but this is just the next Milestone and then after this approval it'll go onto the next process of of getting to that final design that's great could could I follow up on not um so so there would be a next step U because the part that we're not discussing tonight is we're not actually seeing the development or the the widening plan it literally is just the land use segment so that could you maybe chart through with the next steps in this process be based upon approval so so this is the Environmental um we're we're trying to get the steps approved to clear the environmental process and then once this is approved we go on to the 60% and the 95% design and uh get that ready for construction documents which we would then uh this panel would review that no no so you the Planning Commission does not review public right of way Capital Improvement projects that is

under the authority of the city council the general plan is under your review um which is why we had to bring that because as was pointed out that section is a four lane instead of a six Lane arterial and they will now be bringing that to a six Lane thank you thank you I I had a question here for staff so um I know in the um agenda packet there was a uh notice that was I guess uh provided to Residents in the area um I'm wondering if you have more information about that um you know maybe roughly how many of these were distributed um and like what you know the the distance from that Corridor I guess of residents so the the purpose of the the extra noticing if you will was just to provide clarity about what was going to be before you this evening um to make sure there wouldn't perhaps be confusion as to if folks perhaps thought this was a revisiting or reopening or the you know another hearing related to the development project itself so again the notice was provided just to clarify this is a general plan Amendment only that again it's not a revisiting of the shovel on the ground project as I called it earlier the radius was 500 ft around the whole of the project site um and forgive me I don't have the number for the the number of individuals but it was well I wouldn't want it was in the dozens and say at least that many but again a radius of 500 ft around the whole of the project site okay thank you well I had lots of uh project questions but obviously uh just curiosity more than anything else for example um when I see the widening from six from four to six Lanes it's a very narrow section of West Ontario between

Lincoln and North Point Church right it's very narrow um my question is in order to trigger the um AB 2140 state and federal funds is that why it was expanded all the way from Taylor over to Via Pacifica or um could you talk a little bit about that process because I noticed that the um it talks a lot about the city infrastructure and the whole highlighted section and then down on Lincoln for example is the uh vacant lot on Lincoln and othell is that triggered in the highlighted area because of the necessary sidewalks on the east side I'll say one item and then I'll pass it to the public works director so AB 2140 is associated with the lhmp the hazard mitigation plan U and that's I won't bore you with too many details about that but that has nothing to do with the uh the widening of the road that component of the general plan Amendment um but to the specifics about the design of the project I'll defer to the public works director to talk sure the the portion on Lincoln up to atello there is a track traffic signal that is warranted there so instead of having that as a separate project we brought that into a part of this project so that's the reason why it was extended there and my question as far as the improvements for the median raising the median uh it's lacking on West Ontario what from B buen a Vista west of whereas everything east of it has a landscape medium is it just going to be a raised medium with landscaping or is it going to be just the raised medium it's going to be a raised meeting with Landscaping where where where feasible because at the bottle points or where

down exactly so where we can put Landscaping we will correct so normally just to widen from four to six Lanes though uh you would just improve that one section right what's the trigger going from via Pacifica all the way to Taylor whatever what what other infrastructure caused it to go longer than that one block up to North Point Church so all the way from from the church all the way to Via Pacifica see here there we go right because from Lincoln going eastbound to North Point Church that's where the physical Lanes will be added correct but what caused it to go so much further than that is my question the the ultimate RightWay width is already there all the way to Via Pacifica so so we wouldn't have to do any widening in that area so it it was already there so is it just to take advantage of the project that's at hand and then therefore extend it further yes okay appreciate it thank you any other questions uh well I had a question on the lhmp but if if someone didn't have any other questions on the lane so uh if I understand on the lhmp uh looking at the language it really seems to incorporate a FEMA component and I'm just curious if you could maybe describe is there a benefit is there some is there a specific purpose that uh that language of the FEMA plan is integrated into this and what that means if you could I'll speak very broadly and then defer to to our fire department representative to be more specific but the the FEMA component as I I mentioned in my presentation is a required component uh in order to have

your your uh have the city become eligible to receive those reimbursement funds in the event of a disaster so FEMA has very specific language that has to be incorporated into that definition and then ultimately placed into your Public Safety or your safety equivalent element uh so the language again is very particular very specific it comes from the federal government and it has to be placed in the safety element or your equivalent of the safety element uh beyond that please yes yes so just to reiterate just in the event of a large scale catastrophic incident you need this lhmp approved and the safety element to be able to apply for reimbursement for that particular disaster so in the Pacific Palisades that particular jurisdiction has a FEMA approved lhmp so they're able to go through the reimbursement process and request public assistance from FEMA as as as long as that lhmp is approved so our approval process is a five-year cycle so we just uh went to Council in 2024 and got our lhmp approved and then 2028 will be the cycle where we revise and update that plan I see is is it is this a new uh FEMA requirement or is it an administrative notice that we didn't have it in our plan uh why now I guess is the question why is it added now is it something that was discovered or a new process well no so there's a process to get it approved by Council first and then it has to be adopted into the general plan safety element and so was it a 90-day notice to the tribes that we had to submit so once it got approved I had to submit it to Planning and Development so they could go through their their tribal notice and this is just an ongoing requirement across the state sure and I would think

we would want FEMA coverage so yeah I think when we did the general Plan update you know remember our Baseline of doing the 2020 update was in 2018 and what has happened I think there was some language adjustment so normally we don't always want to come back and amend the general plan but the language we had was not good enough so that's why we're amending it this time and hopefully in 2028 we don't have to come back and do another amendment that this is really the boiler plan language that they're looking for so we can keep moving forward so it was really outdated language on our behalf could I tag on to that um Miss Keta so and maybe it's Mr Shin uh when uh we were given the the um attachment for the local Hazard mitigation plan for the city and uh is it is this particular thing is this the one that ties into about page 54 where it talks about Transportation Network and this key is this is a key part of it because there was a hazard going from four to six Lanes is it tie they don't tie together at all is that right yeah that's correct this is an Associated okay thank you just trying to figure that out it's a boogoo okay I appreciate the clarification any other questions uh Miss Capia I have one card one speaker card do you have any other speaker cards regarding this item no just that one chair okay um the public hearing is now open if you wish to speak please come to the podium I have a speaker card from Steve Felix

hello uh a little bit more history the the council approved it in 22 I believe it was 22 24 is when they came out and met with the residents my uncle's a resident so that was their first time meeting with all the residents and the residents had a chance to speak uh their thoughts about the the actual um plan that there we're going to to do so then different thoughts from different people and then they said they had another meeting on May uh my uncle doesn't remember attending that one I don't know what happened on that one so then he told me about this meeting coming up and I I got the staff report and I had a couple questions and that's the concern because in 2024 the council approved um that they would pay for the sewer stub out to go to each house because my uncle's house is going to be set back about 18 ft his and a lot of them are going to be affected but his sticks out a l from his house down to Lincoln um his house West to Lincoln that's city property but that's one of them that's going to be shot back in the going to have to do adjustments to the land and a lot of work that they're going to do there so that was brought up at one of the meetings and the council approved to pay for that sewer stepout that the city is going to install to each resident should they choose or should they elect to use the sewer system but the question I had was it

said that on on this uh staff report dated 210 that there was feedback from that they had meetings on May 12 May in March and May and the feedback received from the attending public has been incorporated into the design of the project now my question is what feedback was incorporated into the design that the residents have no knowledge of to the slope how it would go back into the properties some properties would be affected if they had one guy had a big truck a delivery he got stuck because of the slope now my uncle's house he has a big slope and they're going to grade it gradually to fix that but if there's a median in the center and that was a big question and I don't know what if there's a final conclusion probably not as far as having access into his property from if you're going east on Ontario he would have to go all the way to Lincoln make a U-turn and then come back or if there was somebody I believe next to him who wanted to back into his house with the trailer he couldn't do that because the medium was going to be there I don't know how to do that yet I don't know how to do that a little mic button under I can talk oh there you go there we go okay thanks they're teaching me so thank you so anyways those were those were some of the concerns that the residents themselves had and when it had this on the staff report that the um feedback was incorporated into the design of the project and then this was bring was being brought up today moncle

was wondering what changes have been made now from what they're saying it has no effect on or they're not dealing with that right now but they sent out notices to people and they said they sent it out 10 days prior and there was also they put it out in a um the city has that paper Okay so they put out those reports weekly now I don't know how many of the people there go on the computer and look at those reports but they said they posted a notice for people and the radius was 500 ft from the project site now the project site is almost one mile long okay from Taylor Maybe to Pacifica via Pacifica so that's almost a mile and if you're talking a radius of 500 ft on either side so I'm a realtor so I went in and I started counting houses I only went up to 300 ft and there's about 15 houses so if you went further you're talking 400 maybe houses were all those notices sent to those people because we don't see anybody here from that area and they said the the notice was posted on the site they called it the site something site they call it on the site something site so the whole the whole thing is a site what part of the site did they post it which made it available for residents in that area to view that notice that this was going to take place so what I'm bringing up I don't know my biggest concern was that it said that there was going to be because of the feedback that this was going to be approved but nobody knows what the

feedback was did they make any changes to the plan nobody knows and then it talks about femma we don't know what's going to happen with Fe because they're talking about it's just going to be going to the state so then is there an alternative plan to subsidize that money to come from someplace else to back up but there was they did mention something about um disaster mitigation act or something that they that they did speak about so I don't know if I'm addressing the right area but the concerns were that they said that the feedback was going to be part of this amendment that you folks knew nothing about neither did the residents so we're trying to find out what type of amendments apparently there are other types of amendments that don't affect the layout but did that Amendment affect the the median and all because those still have to be worked out you said you wanted to address I did Mr Felix thanks for coming up and speaking the the notification is usually a sign the city puts up and then it has Flyers there for the project sites that are usually posted I drove by I didn't see an actual sign that's typical NE um as far as don't get me started on the Sentinel and notification um the as far as the project what modifications I also had the same question but we're not addressing the project and in that notification that went out by the city in our packet they showed us a copy of it and in big bold letters the city said the project is not being addressed because we don't have any input on the project it was approved by Council two years ago so if your questions regarding what modifications

there on the corner the fire hydrant is right at the street and then when you go Southbound on Lincoln another fire hydrant um there is no sidewalk a little dirt path right there uh it's right there on the street is the widening going to affect that hydrant does that one at the corner have to move because I think the staff report said uh there is no no one's being all the residents won't be affected there won't be anyone having to move yet that that structure is right there by the fire hydrant you're talking about the structure itself or the fire hyd the home in the corner there yes okay so so that that structure is is actually a shed and we're working with that property owner to to um um to deal with that they're it's a livable shed I see so so so we're going to work with them and they're aware of that as well they're actually encroaching into city right away and so we're going to be working with them to to deal okay so someone will be moving uh okay I was couldn't figure that part out and the other part is um will that fire hydrant be moving yes part of the project is also a utility relocation too we're going to be doing some um some utility relocations just to make some adjustments in that area since we're already there widening we're also going to be relocating some of the uh utility lines and fire hydrants my other question was u i saw the height the the area hits Ontario park at least it highlights the sidewalk that's not being widened in that area correct uh it goes all the way to Via Pacifica and that's Ontario park right there according to my staff no I'm I'm trying to Envision it we're not um widening that area thank you thank you um can I just come back so kind of tie in some questions we had and then also from the public comment so I think it was made clear that this commission won't see the
