know cuz I'm really involved with that Mingus Park ball field yeah so well you can come to any of our meetings yeah third Thursday of every third Thursday yeah four perfect yeah let's do a motion to keep Bill Davis we have a second okay U all in favor I I okay good to go there now appointment of planning commissioner to the EA edsp Pac all right what is that it's the economic opportunities analysis and development strategy uh so on October 8 the commission appointed commissioner Maro to serve as the commission representative on the public advisory committee for the development of an economic opportunities analysis analysis and economic development strategy after attending the December 12th pack meeting commissioner Maro Maro resigned from his appointed role as a planning commission's representative in light of his resignation the commission will need to appoint a replacement representative to the Pac and Chelsea reminded me that the next pack meeting uh is scheduled for December 12th at 3 it December [Laughter] February the cycle Burger I'm sorry what was the time so February 12th at 3:00 how often do they meet we'll be we won't be meeting again until May after the February meeting so Chelsea I'll kind of defer to you on that one
this group is working to inform our economic opportunities analysis update and also help inform future development strategic planning like objectives how we're going to implement to move forward um I think there's a lot to meet four maybe five times so we've met once already this will be our second meeting in February and then we'll meet again in May and probably in the fall um the meetings are about an hour and a half to 2 hours and they include a variety of of people representing different kind of economic based entities the community oh I don't know exactly but about 10 to 15 um for a couple of months yeah but the project really has just started in recommendations or they just are a plan like a kind of a committee they're a committee that's helping yeah inform yeah is anyone willing yeah don't anybody don't everybody jump up at once here 3 o00 is a bad time for bad time for me too Rex you know I'd love to do it but to be honest with you I don't know if I'm smart enough I'm not a whole lot about economics I'm more about planting plants and trying to make the city look nice um but your history is is is a wealth of information well I wouldn't want to let you down but if nobody else is interested I I would I would take that on for me okay perfect so moved I with that many homes is he putting in his own there's a
plan but there's a I don't know all the specif okay potentially um I mean so we have the city is working with the developer has been for a while on agreements related to sewer and I mean it'll have water it'll have everything but the because it's phased there are some caveats that they need to have so much um infrastructure in place right before as so many homes come on to par so I think that this is all to be public improvements um but I don't I'm not 100% certain okay I curious about the like the sewer work with they but any event one of the B hces way out um so as my understanding there is a an approved secondary like emergency access that currently is connecting to Fulton off to radar road so I think the answer is yes in theory they solved it they have the Lindy Lane the the second second access is only emergency though it's only emergency access and that's just what's been approved it's all the land allow too it sorry what it's all the land it's all that the landowner will allow too right right I mean it's dependent on can they get the necessary easements and whatnot to be able to access
so yeah and I yeah I imagine it's weighing I imagine it's all expensive and just weighing the pros and cons yeah so it's in um like Kelly said the developer is moving forward and so you know maybe it's going to come exactly as they planned it for whatever years ago maybe there'll be some changes and if that's the case you know we'll have to go back through the land use process whether that's a modification because they're minor changes or there substantial changes and it comes back to Planning Commission we're not sure if that's even going to happen but those are options you redo the housing needs assessment and then like our expansion of the urban growth boundary that was over our table last year so like they have updated the housing needs analysis and that still stands Council didn't never officially adopt the updated version um and we're working on our ugb planning project so that's but that's kind of all happening separate from the housing I wasn't sure if we needed to expand it if with 400 new homes so it's already been contemplated in the current hna yeah what's that yeah that's what I was like are they still thinking about expanding it with the SC yeah yeah yeah so those are Works in progress okay yeah so at what point do they um or would it matter if they went from single family to duplexes um so if they all became duplexes and that was permitted then we might want to contemplate because that's 400 to 800 right no no no it's just that the the lots are so small that there's just not much room because a duplex you'd have a much bigger area between
the next door neighbor yeah I mean our current um zoning allows for duplexes so they in theory could put a duplex on each of those lots and if they were to do that then that would change our housing right units number of units which would impact our housing needs analysis I was thinking more about just sandwiching two of them together right each on their own lot right but just simply having a wet wall to handle both are they considering that not that I'm aware of okay and would it be would that be a PUD the approval is under a PUD the current approval is a planned unit development yeah and they could when they submitted their plans for if they wanted to do duplexes they would still have to meet the code standards yeah sure so squeezing it on their mayor may not be an option okay hopefully not well before when they were talking about manufactured homes mobile not mobile homes but the uh the manufactured homes they they're much smaller blueprint than a than a single family house now so and the Lots were not that big mhm what did it say I think they were 0.14 yeah what is that is that kind of similar size as the ones down Kentucky yeah M well I think those are 0.1 to but yeah similar yeah but single single level right yeah I was just curious
yeah uh any other I just not a burden under my saddle but there something I'd like to throw out to the commission I think I think it's really important that we have a monthly meeting I missed the meetings last year our monthly meetings um like it or not we represent the community we're what stands between the community and the city council um we don't need to nitpick everything but um I consider it an honor to be here and I'm very interested what's happening in the community and uh so and I very much appreciate the updates that's at least real middle ground but uh I would like to see in 25 that we have a a meeting once a month I don't here if we talk about the weather I think it's important as a commission M that's been appointed by the city council to do our part um and so anyway we're able to recommend agenda items right yeah okay so yeah we could if there's nothing on the agenda you could just let us know there's nothing on the agenda and we could put stuff yeah get updates on yeah projects that have passed yeah so you can just put weather for the next 12 months let's not talk about the he's got a copy of the farmer Al we get to plan the weather today is a pretty nice day it could warm up a little bit more and of course it would have to be land use related planning related not necessarily the weather good comment uh one thing that that kind of came to my mind the other week is um our cell tower design standards you know when we when we allow a new tower to go up in town can we look at I mean I know
they don't really fool anyone that they're actually a tree when they throw some of those on there but kind of hate seeing a just a big giant Tower going up against kind of a nice backdrop and I'm wondering if you know I know we can't go back and change what's already in place but maybe moving forward if there's a way that we can like look Eugene and Belt Line funny looking yeah I mean hang lights from it how more could they get or one I wonder I mean each one serves several companies yeah and I don't know how many more they need I mean I all I know is when you're when you're not looking for them they do kind of blend in a little bit if they have those fake limbs hanging off of them but when you're not looking for a new cell tower and it goes up it catches the eye and I just think it's something I don't maybe something but may or whatever yeah poor Cedar whatever yeah yeah or even if could paint them paint them green instead I bright shiny aluminum yeah I don't know I don't know how other places do it but I know they stick out around here so I I do know on the latest one there is a requirement that they paint the pole a green color though that is in our design standards um one question I just can't help we the last time I remember that far back we had be talk to Great length about fenes and and I was horrified to drive by the where the old C fire department used to be to discover there was a chain fence put up
by I mean what are they thinking keeping keeping the homeless out well I know what they're doing it for but I meant you know did they make did they make an exception to allow Prett I mean so and that fence down here on that corner of Anderson is permitted on a temporary basis um and so Property Owners do have that option um to apply for a temporary chain link fence what's the time limit on a temporary I think it's the is it four years oh all land use is the that's great the four years so they did go through the required land use process to get get the temporary approval yeah any other Planning Commission comment staff comment I was going to ask if those reports were beneficial sounds like they are so I'm glad to hear that um and then the only other thing I had I heard you guys talking about it earlier the email regarding the required uh public meetings training I was just going to remind you guys that you would need to get that completed and I know there was an email saying something about it was canceled I think it was sent to wrong individual and so they declined the meeting and so I think that's why you got that cancelled notice um I think they have several webinar options um so let's see yeah and I can resend the email if you need it but you would just have to click on that link and then it'll give you some options to take the webinar how long it's online yeah it's all online you mhm how how long does that take you know I do not
