Hey, It is 400 p.m. on Monday, May 4th, and I call this meeting of the mayor's advisory council to order. First, we have the approval of the agenda. Do I hear a motion to approve the agenda? So moved. Seconded. We have a properly seconded motion to approve the agenda. All those in favor, show your hands. Motion carries unanimously. Next, we have our welcome and recognition of our seniors by Mayor Blaine.
Good afternoon and thank you. Is an honor to meet with all of you again. It's really hard to believe that we've already completed pretty much an entire school year since I swore in our newest members and watched you all set forth on this endeavor. A few years ago, city council decided that we needed to hear more from young folk in our community. I speak for all involved council members when I say that we're always open to hearing from any citizen, but to really get the pulse of your peers. We knew we needed to be proactive. I'm not going to tell anyone's age, but it's been a little while since any of us were in high school. No more than a few years, of course, except for me. but long enough that many of you fail to notice a new trend here and there. We know that the decisions we make at our meeting tonight will affect all of you much longer than they will affect us. So, we call for young people who wanted to step up to be leaders for their city. And here you are. Just this year, you made recommendations to us that helped shape the city's budget. You held a toy drive and raised money for children. At Christmas, you hosted a movie under the stars. You told our staff what things brought you and your friends to our downtown so that they can plan with you in mind. And as we'll see later in the meeting, you created for us a beautiful work of art. As if that wasn't enough, I see on your agenda that you're not done just yet. Someday after our times on council have ended, you'll be able to come to this beautiful city and show your children and grandchildren the contributions that you made. And you'll be able to look around you at the impact that you and
that we left behind. I want to break for a moment and ask our graduating seniors to walk to the front of the day. Uh we have um I'll mention Anderson who's not with us this afternoon, but we also have Annie Cecil and that's crazy. Yeah. So Anna, you're our only graduating senior. Uh congratulations to you. I've known you since you were in the fifth grade. I'm going to imagine having a senior and graduating and going on to another important part of your life. But for the rest of my thank you for a job. Thank you so very much for your work on this council. For the rest of you, I hope to see you again next year. I cannot wait to see what else you have in this school. Thank you so much for hearing me.

I know I'm going to be less updated and more thankful as well. Um, I want to thank you guys for your city. What you're doing is not only an important lesson for you to learn, it's also a vital piece of our community. Hopefully, this will foster in you a calling to hire to more public servants as you proceed in your life. Uh what we do at the city, both at the staff level and at city council level, is is something of a a dying um not art, but a dying profession. A lot of people don't want to do what we do anymore. So, we thank you for making that first step in what we're doing. Hopefully, again, you know, you know, fostering a calling for for more service. In part because of this body, the city is one of 20 cities in the nation to be a finalist as an all-American city. It's a really big deal. It's one of the highest prestigious honors that the city can earn. Uh and it's super competitive and we use the mayor's youth council as one of the elements of our application. So, congratulations to all of you for being part of that application. Uh the next part is even more competitive. We will go to Denver and argue with um not argue uh present our position and try to try to win. when I'm not sure um to be one of the top 10 cities in the nation and again thank you for your part in that as well. Um [applause] I know that this council has been briefed on all the amazing projects that are underway right now um and those are that are planned in the future and I hope you'll stay involved in these projects and I hope the ones next to come you'll be involved in as well and uh again just thank you for your service to the city of Tony. Up first, we have consideration of the 202526 Mayor's Youth Advisory Council Community Project. Mr. Rogers,
thank you. As all of you are well aware, we've gone back and forth through the year on what would be your project that you leave behind. Uh your mark that you leave on the city, you've already left plenty, but this will be the one that started with you all. Uh and it is to start a recycling project at Conway High School. Currently, there is not a major recycling effort at the high school. and uh Reggie General saw the waste breaker said he believes it's the largest building in the city that's currently not recycling at full levels. So um I know we have talked about it a lot and uh you all are going to kind of form a club that will be in charge of picking up recycling, getting all the infrastructure to the school and making sure it gets that trash and recycling are separated so that everything that can be diverted from our school and recycling. uh it will uh be done starting next school year. So it while we've talked about it a lot, we kind of finalized the plan last meeting and now it is up to you all for
Thank you, Mr. Rogers. We have had a lot of discussion about it this year and I think we are all in agreement that at the last meeting we were all committed to this project. This is an action item. So do I hear a motion relative to this item? Mayor, I move that we establish the CHS recycling program as our 202526 community project.

I know you all are very, very practices and things going on. Uh, and I know school does not let out until 3:15, but we were looking at days of next Tuesday or Friday or the week after next Tuesday. Tuesday or Friday afternoons 4:00 work for y'all rest.

Will, do you have anything to input? Ree? Okay. Riley, Annie, Morgan, um, I just want to say that being your junior mayor this year has been the greatest honor. I have learned so much not only about politics, but about what it takes to really run a city and what it takes to be empathetic about everyone's situations, no matter if it's someone that you've just met or somebody that you've known for a very long time. Thank you. Thank you. what I have skipped and I apologize are special presentations. Uh item A is a presentation of longevity awards by Mr. Emerick, our administrator. I've asked Miss Hardwick to assist I'm not sure if my mic working test. Anybody hear me? All right. Uh we have two um longevity awards to present tonight. About 10 year 20 years ago, our city council created a program to recognize milestones in our employees careers with the city. Uh, one of them is not here tonight. So, we're going to just do the one that is. Uh, Robbie Gore. Missy Gore has been with us for 5 years. She was hired in 2021 and is currently working as an administrative assistant in our public works department. Missy, congratulations on 5 years in the city. It feels like you just started the other day. Congratulations on 5 years and cousin

Thank you, Mr. Emerick. Uh item C, item B was actually presented uh at our last meeting. We'll move on to item C, which is a presentation of a proclamation um designating May 16th through 22nd as National Safe Boating Week. Uh we have members of the um Coast Guard present to receive this proclamation. If you'll join me, please This proclamation comes from the office of the major counties of the island. National so safe voting week. Whereas the most recently available US Coast Guard's recreational voting statistics indicate that in 2025 alone, more than 4500 voting accidents were reported nationally, resulting in around 660 deaths and nearly 3,000 injuries and causing approximately 88 million in damage to property. And the leading leading causes of these accidents include operator attention, alcohol use and collision between vessels. And whereas US Coast Guard reports that 76% of voting deaths are due to drowning and 87% of drowning victims were not. And whereas 69% of deaths occurred on boats that the operator had no boat safety instruction with the vast majority of accidents caused by human error or poor judgment and not by boat equipment or environmental factors and whereas the US Coast Guard reports state of South Carolina reported the fourth highest number of voting incidents nationwide. Therefore, by the power vested in me as
mayor of the city of Conway, South Carolina, I brought the proclaim on week of May 16th through 22nd, 2026 as National Safe Voting Week in City of Conway, South Carolina and further encourage all citizens, residents, and visitors to wear life jackets and practice safe voting candidates anytime they are on the water year round. and witness where I've set my hand and cause the seal in the city congregate, South Carolina to be a fixed fourth day of May 2026 and it is attested to you by the city police. Thank you for all you do to keep us safe on our waters. We appreciate you taking the time to be with us this afternoon. Thank you for your time. ABSOLUTELY. [applause] Thank you. [clears throat and cough] Item D is a discussion of a request to reszone approximately 1 and 54100s acres of property located at 906 Covery Lane and approximately 5 and 27100s acres of property located at the intersection of five highway 544 and Buccaneers Cove from Ory County neighborhood commercial and Ory County residential no mobile homes allowed district and from city of Conway neighborhood commercial district to the city of county planned development district. Miss Hugs.
Yes, ma'am. Uh you may remember the last council meeting the adjacent parcel was requesting annexation that abut this property already in the city limits and what first reading to annex was approved. The property will be combined with that parcel upon successful annexation to a planned development district. The property is currently zone neighborhood commercial which is also consistent with the city's future land use designation. The applicant proposes to construct a mixed use building with commercial uses on the ground floor and multifamily residential on upper floors with the concept of creating a vertically integrated mixeduse development that is compact walkable and oriented toward a student population. The applicant has made some revisions to their proposed plan development ordinance to address some of staff's concerns. The revised PD was included in the packet for planning commission uh for their reviews um um for public hearing on May 7th and following the review and recommendation request will be forwarded to city council for first reading at which time first reading of the ordinance to sign the adjacent parcel plan development upon annexation will be included. This is just for discussion at this time in this part, but you asked about parking uh minimum. I I apologize that I was just how many cars could park in a driveway, but when it comes to parking minimum standard, yes, there are these units from what I understand will be mostly four bedroom units and our ordinance requires that you have three spaces plus 2 spaces for a guest for each unit. So that's for parking spaces that you have to have. So that'd be 3.2.
That's correct. Okay. Can I continue or go ahead? Okay. Okay. So, [clears throat] did I read it properly that they that they were proposing 1.75 parking spaces? Yes, you did. Okay. Do we have a solution for that?
Um, yes. Well, staff has pointed out the concern. um given other student housing um developments in the area where even though those units met the minimum parking, it didn't matter. There were still issues with the residents having a place to park because of people's guests. So staff has mentioned that to the applicant. It's my understand they are working on some solutions. One of them was an offsite parking lot that was further down lane where staff which is not even in the city so staff can attend to that either. Um the applicant says that there's other methods or modes for them to get back and forth thinking that not everybody would actually there's a a large parking lot um owned by Coastal across the street that they allow over parking and other things. So he is looking at that issue.
Is there any way they could build like a I hate to say parking deck but that's the best. That is one of that is one of the solutions looking at. Yes, that was just I I like the idea of the town houses being there. I my concern is greatly with the parking and um that's that's a dark area.
I mean that's a really dark area and we and you've got and I think you said the lot was across the street. There's a lot directly behind it that's part of the request, but they have another piece of property that's further down cover lane for the residential neighborhood and staff person. So the coastal parking lot is not across the street. Oh, coastal parking lot. Yes, it is. So again, we are that that concerns me as far as students crossing 5044. Okay. Thank you,
Mr. Golden. [clears throat] Thank you, Mayor. Um, as to parking, what I guess my question is what why is that our problem? You know, in other words, you know, let their homeowners association worry about that and deal with that, enforce that why is that our problem to fix on the front end? Well, there there's a minimum parking standard,
right? and they are proposing a PD which does give them the ability to have more flexibility amount of parking that can be provided. But this is just one of the issues that staff notice. You know, this is a you have a deficit with the number of parks. We might want to look at other methods on how that can be achieved if that does come up if that is a concern planning commission um or council moving forward. But you are correct. It will be geared for the student.
Yeah. and it is a concern, but it's their issue. You know, it's it's their business model. And if they think it can work and they can attract students to live there that aren't frustrated that they get home at 10:30 at night and there's not a parking place and they have a designated parking place, that's between them and the and the facility, not not us. That's private property. My second question is neighborhood commercial. Aside from what proposed going there, what other kind of housing could could hotels, motel go in neighborhood commercial?
It does allow for hotels and a few years ago this parcel was actually annexed in zone neighborhood commercial for the intent of it being a hotel. Yeah. Okay. But now that you know they have decided to go a different route and there will be commercial on the ground floor. So it'll be a mixed use building. So it'll have the entire um first floor of the whole building will be commercial uses and then the upper floors they're thinking four stories will be um student housing and would this be specifically for students only?
We cannot require that. We cannot regulate that. But they are they are um marketing for the student population. I I don't they can't limit that. I hear what you're saying and I just had to ask. I knew the answer but I had to ask. I also I just have a concern with a freshman for example living in one of those prop properties and then you have a old man like me living there as well. They have to live on campus. Freshman and sophomores are required to live on campus. I just had to say it. Even even a junior needs to be Mhm. Yeah. But thank you, ma'am. Anyone else? Hi. I just wanted to go back and revisit. I do think I hear what you're saying, Mr. Goldfetch, but I do think it is our we need to be proactive in looking at this if we know we're going into it with a deficit because it's going to be our police who get the phone calls, our safety, and within our city limits. Um, in looking at it, when you do the breakdown, the percentage of four bedroomedroom apartments for this unit is it went at like 19 or 20%. My understanding was that they were they were planning for them all to be four bedroom. Okay. Now, whether or not that will change or has changed, I'm not aware of that. That was okay.

No, we're just looking at a chart. I do um I think this is a great idea. I think it's a need, but I think we also we need to make sure we enforce our ordinances and look at it very very thorough. Thank you so much. Uh, we'll move forward with item five. I'm I'm operating with a with a an agenda that doesn't quite match what everybody else has. This is a public I've got Larry's. Thank you so much. We've got a public hearing and first first reading and public hearing of ordinance 20260518A amending the city of Conway municipal code to update article one redevelopment enhancement incentive program which provides economic incentives to develop or expand commercial businesses in the city of Conway. Miss Dennis.
Uh yes ma'am. This is our incentive. Um, this incentive originally a couple years ago was designed to promote downtown areas as well as some of our main corridors. Since then, we've amended the ordinance um to change it from certain areas downtown to the corridor. But now we've seen a trend that certain corridors that at the time may not have been ready for development or not anticipated are now being branched out. So, we are just simply going to extend this incentive that offers up to 100% of cap recovery fees reimburse back to the applicant. Um, we wanted to extend it down Milon and 16th Avenue.
I have one question for you. Um, are we not being shortsighted by limiting to those two added streets or I'm not sure if I would consider it short-sighted. I feel like it's one of those um you don't want to create too much in areas that may not be um advantageous to certain commercial developments. It is for any kind of commercial. So it could apply to industrial, it could apply to highway commercial, hotels, um, small mom and pop businesses, things of that nature. Um, but I think going with it as we see the growth and where it is most appropriate is probably a better benefit for us as a city so we can control
and and what I was thinking with that was, you know, if there is another area that seems appropriate for this, you just have to come back to council again. And so the question was, is there any benefit to expanding it? It used to extend to downtown and then when we needed it to be extended to downtown and then obviously downtown is now full for the most part. So it was removed from that. I think the idea was to pick the corridors we wanted to see develop and try to incentivize the development and we could come back if we see another corridor in the future. Um, and we we've amended it a couple times, I think, for that reason to to be flexible. I wondered if we might need to be broader, but that's fine. That's just fine. Mr. Mr. Gold.
Thank you, Mayor. On that same point, uh I know [clears throat] we we've dealt with this for a number of years now and no, we do not need to incentivize any commercial development on Main Street on 501. It's there. But I've been talking about this for years and developers don't want to do it, but it would help us tremendously. We don't have the infrastructure that we need. The infrastructure is 20 years out. What can we do to incentivize commercial more commercial applications in residential areas where we identify that i.e. I something that a spot that just came to mind that's sort of off the grid is the the future uh uh residential development on Collins Jolly Road. There ain't nothing out there. And not that those people want that out there, but if you've got somewhere you can go get a gallon of milk and a 12-pack of beer or get you cigarettes for lottery tickets or whatever you want and you don't have to get on 501 or you don't have to come in and Conway to clog up roads, I think everybody benefits from that. I could see us targeting certain areas of town that need these to do this, not so much the corridors. Not to step on Katie Stoes, but that would be addressed in the future land use map rewrite, which we're getting close to being ready to do.
Yeah. Thank you, Mr. White. And um when you said 16th Avenue, are you speaking 16th Avenue from 378 to 501? Because that area is very much heavily residential.
It would be any portion along 16th Avenue that's zone commercial or can have a commercial use. So, it's not like um you it's not currently zoned or doesn't have to go through a reszoning process if it needs to become a commercial um to host the use that is asking for the incentive. So, it would have to be something that's either already commercially zoned and use is just coming in to take advantage of the the use that's already there or the zoning district that's already there or they would have to advertise the reszoning if they chose to go that route if our future land use map supported that all of that. So the surrounding residents in that sense would be able to come out and um give public input if need be.
But they would they would be I'm sorry they would be rec not recognized but notified that this is coming so that 200. Very good. Thank you. So essentially on 16th Avenue we're talking 378 to Snow Hill probably right 71. Well no just the 16th Avenue piece. They're already included those big portions on the main corridor 16th Avenue. So this 16th Avenue stretch kind of bridge that gap, right? Yes. But the sort of the parameters I'm talking about from 378 to Snow Hill essentially is probably the only place that has any room for commercial use. Yes.

Yes. Uh this request came as a result of city staff notifying certain commercial property owners of annexation requirements associated with recorded restrictive covenants. The subject property is currently a commercial in county and is developed with an existing urgent care facility. It is surrounded by property in the city limit west side to the rear making what we typically refer to as a donut home. First reading of the order tonight is forexation only and if approved plan hearing on the requested funding after June 8th staff recommend approval of first reading but I'm happy to answer any questions.

Yes. The previous item was requested as a result of city staff notifying certain commercial property owners of requirements associated with research opponents. This property became contiguous with the annexation of the property behind it which is known as the Brook Haven Plan development. The property is currently within the Lorie Countyy's jurisdiction zone highway commercial. The property is already developed with an existing convenience store and gas station has been in operation for several years likely since the 1990s. Annexation is being required in accordance with restrictive covenants and first reading of the ordinance before you is for annexation only. If approved, planning commission will hold a public hearing on the requested zoning at their June meeting and staff recommends approval.

Item C is first reading of ordinance ZA 20260720C to annex approximately 118 and 7100s acres of property located on Highway 378. Miss Hawks,
this request is for annexation of the property on Highway 378 which containing 118 acres of property. It's currently undeveloped and located within the city utility service area. Development of the site will require connection to city utilities, which is what triggered the annexation request. The applicant has indicated an intent to develop the property for residential purposes and the proposed zoning upon annexation is medium density residential or R2, which is consistent with the majority of the future land use map designation. However, a portion of the property along Highway 378 is identified as Highway commercial on the future land use map. There are also areas of the site located within the flood plane which may be considered for conservation preservation zoning if the request moves forward. Um, this item is for consideration of annexation only and if approved, planning commission will hold a public hearing on the proposed zoning at their June meeting and staff does recommend approval.
Thank you, Miss Hooks. Um what does how does um the future land use map uh its indication for uh commercial use of a part of that property how does that impact the plan for this developer?
Well that is just the future land use map designation. So because it does go over the threshold it would not be considered spot zoning or anything like that. it is consistent with, you know, other other properties that are residential um residentially developed in the area, but it it really just depends. I know that council has always preferred that the corridors be reserved for commercial development. So, that is likely why the future land use map identifies those as highway commercial. We have made the applicant aware um and they do want to move forward with the request for just R2 and they have they have said that they are willing to zone the properties um that are within a flood zone to conservation preservation.
Okay. Thank you so much Mr. Mike. Yes. Um how long would this individual have to do something with this property? So, if we were to approve it today, um they would have to deal within a certain amount of time or no. No, once it's zoned, it stays zoned that way unless there's another amendment um to the zoning map requested. Thank you, ma'am. Mr. Finch.
Mayor, um I'm going to move that we approve uh the first reading, but I'm I'm going to add um because this will come back for one more reading, correct? Yeah. Um, this is exactly where there needs to be commercial use in and around that area. I I think I think that this area, that whole area out there, El Bethl, when when when the new road, perimeter road, bust through, that's the new car forest. And I just think it and we we got to be sensible about this. If all we're going to do is stick housing out there and not then we're not why have us why have a planning department? Why why do any of this? Right.
And I'm just I'll I'll make the motion to approve it so they can keep rolling. But there needs to be some conversation because [clears throat] again I'm speaking for William. Um we have an opportunity to not let this area of our city get away from us like we have so many other areas. We know what's going to happen. Yes. And first staff notice that the agenda did have 4138, but it is actually 4183. Um the pen is correct. Um, so if this were to move forward, staff will make sure that that is correct going forward agenda. Um, the subject property is 17.87 acres currently within the county's jurisdiction zone commercial forest agriculture. The property contains an existing manufactured home and the request for annexation is related to the city utility service account for a name change on that account. While the proposed zoning of rural residential is consistent with the designation of the city's future land use map, staff has concerns regarding access to the property. Patterson Drive and the connecting roadway appear to be unimproved and not constructed to public standards under the current unified development ordinance. Future development or subdivision would require that meet city standards. Um, this item is for first reading of annexation only. If approved, planning commission will hold a public hearing on the zoning at their June meeting. However, at this time, staff recommends disapproval of the request.

Yes. This request is for the annexation of the 1acre tract on Emory Street. The current zoning is Ory County residential including mobile homes, what they refer to as their MSF20 district, which requires lot sizes of a minimum of 20,000 square ft, but also permits manufactured homes. The property is currently vacant and given the current address of the property. An unimproved um access would be intended to be provided from Emory Street, an unimproved county road that does not meet city standards. Annexation is being requested in accordance with city requirements for connection to city utilities. If annexed, the property will be subject to city standards, including access requirements, which would which would require either improving Emory Street or obtaining access from Radio Lane, a dead end roadway. I'd also note that under the current county's current zoning, the property may have more flexibility, including the potential for two residential lots and the ability for either sightuilt homes or manufactured homes. The city's minimum lot size may be smaller, but access requirements is going to limit the ability of the property to be subdivided. And this item is for first reading annexation only. Planning Commission will hold a public hearing at their June meeting if approved. But at this time, staff does recommend disapproval of the annexation.

Item F is first reading of ordinance ZA 202260615A to amend article 5, supplemental and accessory uses of the city of Conway Unified Development Ordinance regarding requirements for mobile vending permits, specifically to remove the cap on mobile vending permits and establishing revised administrative provisions. Miss X.
Last year, council adopted a cap of 20 renewable vending permits per year, which excluded those that had a franchise agreement with the city, those that were approved as part of a special event permit, and those that were also properly licensed dining establishments in the city limits. And if you remember, the original cap proposed was 40, but planning commission recommended reducing that cap to 20 in which staff recommended approval of to council with the caveat that those exceptions just mentioned be carved out in the ordinance. For context, Ory County has a limit of 50 mobile food vending permits annually. Myrtle Beach limits theirs to 20 annually. So when Conway we set the cap at 20, it was in line with what other jurisdictions were doing but also based on our staffing capacity at the time. The city's cap of 20ets was established with consideration of the regional benchmarks as well as local staffing capacity and operational constraints. The initial cap was driven by two factors. First was staff capacity. Mobile vendors require ongoing coordination, application review, inspections, compliance checks, and enforcement. It's not a situation where they apply and the permit's immediately issued and then wait till next year and start over. It's actually a longer process than we initially thought when the ordinance was originally adopted back in 2018. At the time, staff was seeing a significant increase in applications and the cap was a way to make sure we could realistically manage and enforce those operations with existing staff. Second was overall market balance. Brick and mortar restaurants have permanent investments, buildings, utilities, taxes, staffing, and operate under different overhead conditions. The capital is intended to make sure we weren't unintentionally creating an uneven playing field or oversaturating areas in a way that can negatively impact existing businesses. What we've learned since then is that while those
concerns are still valid, having a fixed number may not be the most effective way to address them as it is a little too rigid. This amendment addresses those concerns, but instead of a fixed cap, the number of mobile vending permits to be issued annually will be determined administratively based on the city's capacity to effectively manage, inspect, and enforce mobile vending operations, as well as the availability of suitable locations for considerations of public health, safety, and welfare. Administrative procedures will be provided in the application packet for a mobile vending permit and applicants will be required to acknowledge them as part of the process. That way the process is transparent and consistently applied and those procedures will also be available on the city's website. Planning Commission will still have to hold a public hearing on this amendment which is set for their June meeting, but staff does recommend approval of the amendments to the mobile pending ordinance. If council approves first reading of the amendment, while state law requires that zoning regulations be applied as adopted until formally amended, council could direct staff to process applications that have been received and currently weight listed in the interim.

If I had a a a mobile vending permit last year and I came to get it again this year and was denied, would I then be able to still have my license? We would process the application. Uh Impact Church uh recently vacated Jamestown, old Jamestown Baptist Church and are looking to enter into an agreement with the Father's Place which leases a building from the city at 1800 Race Path Avenue. It would require council approval. Uh the impact church is proposing that a father's place would retain full control and oversight of the facility at all times. The use would be non-exclusive and limited to specific days and times. There would be no transfer of possession of lease rights. The arrangement would be structured as a revocable facility use agreement, not a sub lease. And I is there anybody with the council?
Mr. Because I'm on the board. Do I need to recuse myself? Believe that's a question for council. It'll be up to you to determine if you feel like you have a conflict of interest. I don't. Okay. To be on the board. No. Then there's no conflict. Um I move uh then that we I mean my Let me ask a question first. Have we ever allowed for um uh a facility use agreement under um one of our leases for any other I don't know that we're aware of any now.

What aside from just the fundamental principle of what you stated is is there other downside considerations? I mean is there well and you mentioned you know the lack of space share a quick story grew up in the funeral business and for a long time really the only funeral home in town and they had tents you've all seen the tents at cemeteries and all the time churches would reach out and say hey we're having our homecoming or we're having our whatever it is you know can we borrow a tent and of course you want to accommodate that request and then what happens is is all of a sudden one day you've got three funerals that Sunday and you can't borrow you can't lend your tent out to such and such church and people start doing this and so I do all of that to say I understand what you're saying principles the same and I I just wasn't prepared to make a decision on this and I'm scratching my head um this is a contractual matter is this something that we could work on.

If when we go into executive session for the other items, you want to move that to that that point. Yes. And there's actually this was three-fold. There was three text amendments and the one that we will actually pertain to on the next page at the top is regarding article 12 non. So the next one it won't pertain to that one and we're just off the under.

Um, so staff requested to have this removed from consent to briefly explain explain a minor revision to the non-conformity section specifically relating to non-conforming advertising signs. The original amendments were intended to clarify how damage to a non-conforming sign is evaluated, but after further discussions with legal counsel, it was determined that it was still possible the language could be interpreted in different ways. The revised language before you does not change the policy or intent of the ordinance. Instead, it will provide a clearer, more objective standards for determining when these types of non-conforming signs can no longer be revealed and must comply with current sign regulations. The revision of revisions also reduce ambiguity, limit discretionary interpretation, and ensures the ordinance is aligned with the state law. In short, the clarifications make the ordinance more efficient and easier to administer. The overall amendments to article 12 remain unchanged and planning commission's recommendations as well as staff's uh recommendation of of approval still stand. So, it already the ordinance already contained non-conforming science section. And there's different things that are discussed in article 12, non-conforming structures, but non-conforming sign is a little bit of a different animal. So, that has its own little section. And then when you get to specifically different types of signs, there's just non-conforming business signs and there's non-conforming advertising signs. Um, the most typical type of advertising sign would be a billboard. So what we did was to actually create a section that talks about what constitutes replacement and what constitutes repair. Um so th that language was clarified so that they would have to provide estimates and then to [music] make sure that what's being repaired is being done immediately prior to damage. Um, so basically this is just making the ordinance more clear and more defensible for staff in the event that would ever have to be enforced or challenged in the future.

Hello everyone. My name is Jimmy Hiki. I'm addressing the um to amend the ordinance for the mobile food truck. Um I kind of worked something out. So I said I am the assistant manager at the food country barbecue food trailer. Besides here with me today is the owner shad. We are here today regarding the renewal of our business license. We went to the city hall in the business department department multiple times trying to get information regarding our renewal. We were told by the business office that we could not renew our business license which at the moment was still active because it was a first come first serve basis due to the new orderance that were passed that we were unaware of. So we were not allowed to renew our business license. I was told that slots were already filled by 18 returning trucks and two new trucks. We when we started this process, it was late October. Um getting the business license was rather hard, rather hard because they can't approve you without a location, which is the hard part. The way the operation system is for food trucks is very strict. So therefore finding a good location is extremely difficult. However, we are able to how however sorry we were able to find a location Lowe's. We have a annual contract with them currently with the new ordinance. With the ordinance not being amended, it would put us in a hardship and not in compliance with the law to operate our small business. Our uh our small business. Good afternoon. I'm Cindy Austin. Um, my husband and I own 1024th Avenue building where they built the trash bin. Um, since they have built the trash bin, we've had issues with our building. It has um the pavement went up to the building and that's been taken away. Now it's just dirt. And our building has flooded in two offices four times. And um we just repaired and and got one office ready to rent around the December time. And um the other office is occupied with a tenant. And um now the carpets need to be replaced in both offices and we've called people and they haven't returned our calls and nothing is moving forward and we're losing rent on the one office and we're worried about the other office people leaving because you know how many times can it get flooded before you're tired. And um so we've got loss of rent, carpet needs replaced, and the back of building needs to be repaired so that it stops the flooding. The soil on the outside behind the bin is high and then it comes down to the parking lot. I don't know what is causing the flooding, but it's flooded four times. And there's also the landscaping they did behind the bin has three magnolia trees. The roots on magnolia trees go 30 to 50 feet, which would mean they're going to go under Frontier's building, our building, and possibly the trash bin containment. So, we're asking for the removal of those magnolia trees.
Have you already spoken with anyone on staff? We have talked to a lady named Debbie and she referred us to the public works department and I believe his name is Roger, but we have not heard anything from him at all. Okay. Um I'm just going to recommend that um you uh bring your concerns to the city administrator um who can help. There's a a pending municipal association insurance claim. So if they have not already been contacted by our insurance adjuster, they will be. So this isn't new. No, it's out of our hands at this point. It's interesting.

Good afternoon. I I want to congratulate the mayor's youth council again for another great year of civic engagement. And I mentioned this earlier, but what what you do as a council, what we do in city in government is getting more difficult each day. Building a group of young and engaged future leaders is is really vital to the health of our city. Uh in the same line of thought, the final class of the citizens academy is Wednesday, next Wednesday, sorry. Uh again, we want to thank those individuals who care enough about their city to learn how it really functions and not rely just upon the things that they've heard correctly or incorrectly on social media. This class is a pretty intensive 8week program. We're grateful that there's so many committed and engaged residents that participate in it and we will definitely schedule another class again this fall. We can do two classes a year. The ribbon cutting for the Coastal Center Mall is this Wednesday, the 6th. That's 2 days from now at 3 p.m. Last week, Marshalls and HomeGoods opened the parking lot. I think this weekend was overfilling, which was fantastic. Uh, at the end of the month, Burlington is scheduled to open, and it's great to see Life Breakf back into that vacant center again. Um, I mentioned the success of Coastal baseball at the last meeting. I just want to remind everyone that tomorrow night we will thump Clemson baseball program at home. It's going to be a very exciting place to be, so make sure you wear your teal and show up. Um, the Great American Community Cleanup is this Saturday, the 9th, beginning at 8:00 a.m. at Ladybug Park. Um, welcome everyone to come join us in this annual litter cleanup event. And I'm closing early tonight, but we do have a number of workshops today. We have uh a presentation from the Conway Outpost and we have a discussion of the McKithan Outfall project naming and a new venture with kids and parks. And we also have a few contracts to discuss in executive session as well as the one we just talked about a few minutes ago. And that concludes my report unless there's any questions.
Miss Helms, could you explain which we've talked about several times, WildWing and their requests for sidewalks based on our budgetary?
Yeah, sure. Um, in the upcoming budget, which will have first reading at the next meeting, um, there is, I think, $300,000 aotted for new sidewalk sections, and that will allow us to do nine sections of sidewalks and areas where we've identified a priority need. U, a lot of those are places where there is a worn path where people walk already, and we're able to be able to fill that in and make it a safer place for people to walk. Um $300,000 is probably onetenth of what it would cost to do the WildWing sidewalk that has been requested. Wildwing is a planned development and when it was approved it was a master plan development. So it showed where the sidewalks are going to go, where the street trees are going to go, where the um street lights are going to go, where the intersection will be, where commercial is going to be, where residential is going to be. And what it did not show was a sidewalk where the request is today, which means the developer did not put it in. the developer not pay to put it in. And so the request now would be for the city to pay to put in what the developer could have paid had that been planned at the outset. And we are talking multi-millions of dollars to be able to put in a sidewalk that has been requested. Um we would have to require right away. We would have to do uh additional storm water drainage improvements and it would be an extensive project. If the city were to budget to do that, it would mean that basically the next 10 years of sidewalk projects that are where there's a need today would be foresstalled to be able to do that. So I think that's why the priority has not been there for the WildWing sidewalks. It's not that they're not needed or requested. It's just that the need and the ability to do more projects that have a bigger benefit has kind of taken the the front front page there.
Appreciate that. Yeah, those are huge. If I can just piggyback that. Um, they're huge sidewalk needs all over the city and some of them have been sitting on lists forever and ever. We have places where people have no choice but to be pedestrians and and we really have to concentrate um our funds on those people who've been waiting for so long just to be able to walk safely. One other thing I didn't point out too is that we're working on a a trail system that will connect basically downtown Conway to Myrtle Beach eventually and it will run through the the frontage of WildWing as well. So it will have a trail network which will allow the residents of Wildwing to be connected to the greater part of not just not just not just Conway but also of of the greater Myrtle Beach area via trail system. So they'll be one of the biggest beneficiaries of that once it's installed. Thank you very much.

Uh, also want to give out a congratulations to our Coastal Carolina University students who will be graduating uh, this weekend. Uh, it's just exciting time. May is a great month for graduation and um, we just have got tremendous things going. I appreciate everybody's work in in making this happen and I look forward to celebrating um, Coastal Conway High School graduation. Scholars Academy. Scholars Academy was just named uh Palmetto's finest high school. Again, that sits on Coastal Campus um and Early College High School. So, thank you. All they do are deal with problems and a lot of the thing I mean they're used to it and they're good at it and they can handle things. Anyway, it's just an idea. Uh, no, I want I do want to uh real quickly uh point out two things. um earlier when we're talking about that 544 project. Um it's either going to be student housing or it's going to be a Holiday Inn or you know something. There's going to and I've told some of the neighbors that have reached out to me about this the same thing. There's going to be traffic. It's a desirable piece of property right there on 544. It's going to get developed. Okay. Um if it were going to be a holiday in, we would have our standard rule that we have to follow uh and we would move on. And so let them figure this out. Let Coastal figure this out. That that was my only point on that. Um the other piece on 378. I'm not insistent that there's commercial on that. I'm I'm insistent that we zoom out 30 ft, 30,000 ft, hit the pause button, and say, "What do we want this to look like 30 years from now?" Because if we don't do that today, we know what it's going to look like. because we just look elsewhere in this county when they should have asked themselves the same question 30 years ago. What do we want this to look like third today, 30 years from now? And that's just planning and that's my only point. And so I've had two real estate people text me, "Oh, you're going to kill my deal." That's not my point. My point is we have to be responsible stewards of of of our resources and the land that we have here and and recognize that we don't have infrastructure that we need. and it's coming, but it's a long ways off. And so that's that's my

Um, I just wanted to reiterate, um, how proud I am of the Conway High School uh, students on the mayor's youth council. Um, Skylar is still here, so I want to definitely give her her flowers. she's done an amazing job. Um, one of their adviserss, Miss Schubert, is also here, so I wanted to point you out. Um, and just say how proud I am of our our students at Conway. Um, one of the biggest things for me is that I wanted to make sure that our students actually see their value in Conway because that's what gets them to pour back in. So, I I appreciate the youth council um, and I everything that they have done. Um, and then I just wanted to remind everyone it is getting to be that graduation time. Um, so to continue encouraging our seniors at Conway High School as well as Coastal. Um, but definitely, you know, giving them that last push in the fourth quarter. Um, so if you know a high school senior, please encourage them to to finish strong cuz they start getting senioritis around this time. So definitely want to encourage them. That's all I have. I'm not going to say a whole lot, but I did want to say I missed out on the um the South Carolina House of Representative passing the current resolution officially dedicating Conway as the holiday capital of South Carolina. That's a big deal. So, it's top 20 is a big deal. I wish I could have been there, but y'all look really good and I appreciate all the employees that make this possible and the continued hard work and I'm just proud to be part of it. That's all I have.
Thank you. Uh I want to congratulate the mayor's advisory council um and the the junior mayor uh for a fine job when we started talking about this happening uh just a very few years ago. Um I expected some input but by now I didn't think that we would have made the inroads that we had and that actual projects would be completed. um very proud of your leadership and um the the contributions you've made to our town and um I don't think it's ever been said before, but it's all about your being able to continue to do that over time, whether you're on this council, whether you're a legislator, whatever the case may be. Um we're real interested in our youth being involved in hopefully this community if you don't live here in a community somewhere. Um, I have the resolution from the House of Representatives with me and I'd certainly like to show it off to the audience. It's a little bit bigger than my donations, but the city gets to uh display this and some appropriate place. I'm not going to read it verbatim, but I have notes from pretty much what it says. Uh the city of Conway has taken holidays, celebrations, and traditions and transformed them into a defining part of daily life. They have built an identity around them, creating a place where community is experienced and shared throughout the entire year. In February, they turned Valentine's Day into an experience, building a gondola and offering free rides along the Wakama River. In the spring, they host the state's largest Easter egg hunt,
bringing families from across the region together. In October, Conway becomes the city of Halloween with nationally recognized programming that draws hundreds of thousands of visitors into their historic downtown. And during the Christmas season, they transform their downtown into a true holiday destination filled with markets, lights, and traditions that feel both timeless and uniquely their own. Through these efforts, Conway has shown how intentional investment in civic life can strengthen community, support local businesses, and create a sense of place that people are proud to call home. Today we are proud to formally recognize Conway as the holiday capital of South Carolina. Joining us on that occasion were the mayor and the city council and uh certain members of our staff. We're very proud for all the the thoughtfulness, all the hard work, all the consideration by hundreds of people it took to gain us this designation. And we are the holiday capital of South Carolina. Uh we're very proud of that and we are competing to be one of 10 all-American cities and um we hope to be able to announce that prize uh before very long. Uh and that ends council input at this time. Um after which time we'll go into executive session. the purposes for which are a discussion of negotiations regarding a contractual ma matter. Um that matter is uh smoke stacks pursuant to South Carolina code section 347A. The second is a discussion of an agreement uh discussion regarding a contractual agreement also pursuant to South Carolina's code section 347A2. and we'll have two of those actually with the one that that we mentioned earlier in this meeting. Um if any uh decisions are made, they will be made when we come out of executive session and um the public will be made aware. All right, mayor. The workshop will begin with a discussion on Outpost um request for a review of their outdoor facility build. And I want to turn it over to Katie first. [clears throat] Katie manages the CAB and she's had a review with them and I think she's uniquely positioned to be able to introduce them as well to Tommy and Eric here too to go from the I think we have some pictures. Uh-huh.
Okay. Um, so if you guys remember back original discussions, this was a proposed original design for the potential development down at river or riverfront at the county outpost. Since that design, the applicant did submit to CAB um and CAB. This is the ring ring and the projected or proposal that they received. Um they did approve this. They did have a couple um critiques and a couple questions that were clarified during the meeting. Um they wanted to verify the type of lattice that they were going to use. They had a couple different options and colors. They've ultimately decided that the exterior of the building would match the existing home outpost um with the roof as well being kind of on the same colors as the existing marina store. And then the lattice style shown here is the one that they originally um kind of approved and went with. They did question the ADA ramp where it would be and it would potentially be on the front side or the parking lot side of that building on this drawing. And then they also had some concerns with the steps on the side of the proposal going out towards where the actual boat landing would be or where the um unloading and loading of boats would be. So now since that um staff realized that council um may want to relook at this because unfortunately it went into CAB not matching what was originally discussed with council and what council's understanding of what the project was going to be. So, now we are back with um council and the current proposal that the applicant has submitted for us. This is their current proposal. There's a couple different slides, so I'll kind of flip back and forth through them. Um the biggest thing with this would be it is in the WRD district, NC district of course, but the
roof line being as flat as it is would potentially pose a problem with the WRD and HDRD guidelines. It does state that um in HDR that you
historic design review guidelines and then the welcome front district that's the zoning district for it and the HDR which is the historic design review um district guidelines. That is what CAB uses as a guide to make their decisions for any proposal or project within the CAB review district. Um the roof would be of a concern just simply because of the old warehouse area that it is in. Um the HDRD does reference a different type of um random style roofing or a warehouse style pitch on the roof. So it wouldn't be straight center A-frame. It may have a little um top to it. I do have an image right out of the HRT. See? So, you can kind of see in these images here, this is the section that it refers to about the roofing that these are the more preferred or they're a little more historically accur accurate in the WRD district on the Riverside. Yes, sir.
All right. WHO CARES? HERE'S WHAT I CARE ABOUT. [laughter] Go back to the original. No, no. I'm making my point. I'm going to make my point. I made it earlier or last time. Go back. Go back to Oh, sorry. Um, okay. Go back to the I'm sorry. Go forward a little bit. Right there. Okay. I'm seeing a roof view. Well, I can't see the side. Here's my concern. Where we at? Right here. Okay. You've got to be able to see when you're backing the boat down across and to the side. There's got to be some some line of sight, some margin there. I don't know what it is, but there's got to be something. And if that if I can't if I'm backing a boat down or pulling a boat out and I I can't see through that building, that's a that's a concern of mine
for safety purpose. Now, when you go to the new design, that's much better. I like that much better. And I mean, I'm pretty avid and I put boats on trails all the time. You when you back it up, you're backing straight up and it docks right there. really not. Well, the other issue is you've got a proposed walkway that steps right into the the boat lane. That's an it's actually going to be spun on that lot building.
That's not real be down the side of the boat ramp. We can offset it some too if we hit care. And I think I think too, William, to your point, we know how bad that ramp will back if it's just if you're talking one boat, you you can make it, but we know that it's sometimes there five, six, 10 boats. Yeah. So, you're going to lose about seven parking places, truck parking, you know, boat, trailer park, cuz they park on the grass, right? I mean, but when the farmer's clubhouse was there way back there.
That's right. That's right. Um, that's a consideration. I sure honor you. That's a consideration. Um, I love what y'all done down there. I love I just love everything about it. But the older I get, the more old man I start to act like and I get I see these kids do things I did and it scares the hell out of me. And we were down there. Y'all had the I think it was a huge success at that festival. Congratulations. Wonderful. You know, you had the the music right there and I was back in not even a big boat, John boat in. And when you're back in the boat, if you if you if you do this, you understand and can appreciate what I'm saying. You need to know what's around you all the way around you. I mean, you're dealing with a boat, a trailer, people coming and going. And that was the case that day. I had waitresses running in front of me. had kids stepping over the I just and and again I applaud what you do. I love the activity, the the the vibrantness down there now. It's wonderful. But we got one boat landing in this town and that's it. And we got and and and that can't in my and I'm just one of seven, but that cannot compromise and I want to see you successful what you've done on the porch and all that great, but the boat landing comes first and it always has. Even, you know, when we leased it out uh to Mr. Borador years ago and it was always known this is a boat landing. Do what you want to do to complement it, but first and foremost, this is a boat landing.
Well, that would eliminate the walking back and forth across the by having the bar out there. That would eliminate walking Yeah. across the boat ramp. Yeah. The other concern, you know, is noise. I mean, you've got to be when again, you're backing up. You need, you know, you turn your music off and you roll your windows down so you can hear what's going on. You know, you can hear a dad over here scream stop because this four-year-old got loose and is running towards your car, but you're not looking for a four-year-old because you're backing your boat in the water. I mean, again, I would not have said this 10 years ago, but the older I get, the more old man I act. And and I just y'all, it scares me. I love this. I don't know. Down further towards the
I'd love that. I would love that more. And for anybody that says they're getting out of their fish fishing hole, there's that entire peninsula to fish on.
You know, we're not locked in. We're not locked in the location. Zach, we're not uh you know, we're not locked into the side. We didn't want to have a fair amount of people out there so it could be enjoyed by a lot of people. We want people to uh you know it can be used also as company picnics uh uh uh family reunions. So we want to have an open space for everybody to enjoy. It's not just going to be a private club for for you know it's it's a it's a community building. So but we can move it down. I don't know that. See how that's oriented? It's not going to be like that on a lot. It was meant to be uh longer like it is uh almost that take that picture quarter turn. So we can move it down towards the boat ramp. I mean not boat dock with that's going to be almost like quarter turn in that picture. So it kind of makes it it's deceiving in that picture the way the rendering on a lot. But I think you know we can work together and make it in a better spot and make
listen you guys were in the meeting. You heard me talk more about commercial stuff than than anything. I love this kind of stuff. I'm all for it. I just it has to be safe. And well, we we we thought cuz we're going to be bringing in some, you know, uh those commercial uh spot. So, nobody's really going to be walking back and forth, I don't think, unless they're going to their cars because uh the commercial what did you say? Like those uh public bathrooms, the ones that come in. Cool. to just alleviate people walking across bridge. But that's going to be your permanent solution to the bathroom situation.
Well, I mean that's just in case you think it's going to be busy for the festival or something like that. Yeah. What's the seating capacity or expectation standing seating? We thought like we thought about 40 people around that uh white area and tables probably about 300 overall
probably no more tables under there as well and they're not subject to any part
but the only the only thing I would need to be looked at would be um the setback from the parking spaces that currently exist out here. There is a stipulation of a 15 ft in the WRD for new um commercial walkable areas and then also the ADA ramp would have to go somewhere. Um so they would have to make sure they could meet that rise as well. So envisioning me, I feel like it would kind of slowly get a little bit smaller as those different requirements come up during TRC review because that's another thing is it made it to CAB but it's never been through a full TRC review. There hasn't been an official um laid out, measured, engineered site plan done as of yet.
I think the more you can move this piece that way. Yeah. and block this from any like you know you said these steps are going great
but I'm going to lean against this thing right here smoke a cigarette and drink a beer and then I'm going to trip over William's butt trail so if there was a way to eliminate that side but still make it where you can see through this whole thing's probably going to turn that way we push it over as far as we get it this will be the back the the more visibility, the more visibility you can [laughter] actually.
Yeah. See, I think we're trying to make sure bearing wise cuz you keep saying turn it, but I think if this is the backing of the ramp, this is where the ramp was supposed to be correct. Yes. This would layout wise with no seat or no stairs be correct. ADA would just have to go on one of the other two sides. River the river's in the back. Ram and then existing like Say that. Say that again. The ramp is here and the river's at the top. Sorry, I only hear two different things.
Mhm. Did you um let me just follow one question for a minute? [laughter] Go ahead. When I when I was getting here, just say if this was the existing parking lot where the stripes are and this was the ramp, that building would be turned and pushed over. Does that make sense? So basically like this. Yes. Yeah. Like that. So that was just that was the ramp. There's the existing part come up that building return. So, where will the bands be on this drawing? Towards the river. The river back. You see where it t turns? It goes like that. Mhm. So, you put the jut out there,
but that part would be long to the closest the boat ramp along this part. Yeah. So, boat ramp would be on this side. Yes, ma'am. Parking on that side. And this is the river side. Yes. Turn that way. Trying to make sure we're all geographically. What's the square footage of the this uh this project? You have to go to the engineer. Are we going to make it? No, we're going to make 75 by 50 something
approximately, but we don't have a set size yet, but it will be it. We'll send it to the the review board, they can I mean once we get it the blueprint's done and we can look at it too big, too small. I'm just trying to get a general sense of how large you see it being. You said it was 75 ft by 80 I think. Don't want me to relive. So close to 4,000 ft. Yes. Thanks, Julie. You're welcome. My math's right. So,
if you talk about noise in the boat ramp and then you've got a band right beside the ramp.
Well, the band's not a big fan. I mean on during the day because you got most your vocab on the day. Well except during special occasions music that's been out on the porch. Wonderful. It's not loud. It doesn't get you know again you say well William get over yourself. No it's one we have one boat landing in highway. This is it y'all. This is it. And I have to be able to communicate to my person putting in the boat or the person putting in the boat has to be able to communicate to the work. I swear to God you're going to have a bad accident. Yeah.
I'm I'm just And and what I saw the other day at the festival thrilled me cuz I again I love to see it but it scared the hell out of me. It was dangerous y'all. It was I said I said the same thing two weeks ago in the meeting. You can watch it. Is there not a boat landing on 905 and 90 as well? Yes, there is. There's boat landings all over the county, but I mean there's one boat landing in the city at home.
I understand that. So, we have to monitor and adjust. Everybody can't go down there and get in. I don't have a boat. So, [laughter] but I'm just saying, you know, I have a question. So, cuz when it comes to I guess the the the issue of the concern of potential noise, um is there is it like a a schedule? Is this thing is it going to are you going to have like a band every week? Is it going to be something that's more in the evenings? Like what is the general
in the evenings? You know, restaurants usually 6:00 to 9 at night. Um, now could we do something during the day on Saturday or Sunday? Yes, we could. Which whenever, but most time it's up at the night. You know, that's that's the whole idea of the whole project. Could be bigger, but it's been relatively late out.
All night. For what it's worth, my 15year-old says, "Dad, you're overreacting." HALLELUJAH. [laughter] I understand what you're saying, but being there eliminated people walking back and forth through that area that that does eliminate that as I think as long as and God knows I hate to say this cuz I don't know how you I [snorts] don't know how you measure this. As long as it's again, I I love the music. I love I love everything you're doing. Okay, I said that. But if there's a way to mix that and balance that with just being safe and and I'm not one of the you ask my group, I'm not one of these out of abundance of caution. We shouldn't. No, no. I'm like, go for it. You got to live life. You get one life. But I I think you can I think you can balance the noise music. [snorts] Um, you know, cuz it's not a it's not symphony music. It's good music. I like symphony music. Are you planning to serve food from the Conway outpost to this area so you get vehicles?
That would alleviate some of your food truck issues. People having finding places to go cuz we can have them in that area. Where are they going to park? Uh well, originally in our lease we told we're going to put them on that little dirt path that going down towards park or [clears throat] we can put them anywhere. There's a lot of grass on the other side that we currently lease for you guys too. So we have the building requirements clubhouse lot and that lot the green lot grass lot tennis courts is up
no it's directly across from the boat ramp. There's a green there's a grass just put on past this to keep everything over there on one side. Yeah to keep people from walking across or what be a bunch of them like two or three. Yeah. Yeah. each week. Well, the other thing, [clears throat] and this is again, a lot of people like to walk down there. They like to fish, golf cart, they park the cars, you know, a lot of people like to do the the old Sunday drive and and I do it twice a day. I'm on the phone. I didn't want to just park anywhere. And so, I'm riding around and I find myself riding down the bridge twice a day. Mhm.
And a lot of people do that. And they get in the way of boats. They get in the way of people. I'm just So now we're going to add food trucks. It's going to be a cluster down there. And so I'm all about it if it can work out. Let's find a solution to this. But but I I'm concerned about the size. Do we have How big was it? Well, how big was the fire? About how big that was? Thousand ft. Thousand square. It was far small footprint. Mhm. It was and it was upstairs like old beach house style. I'm sure we can work something out. Maybe we can draw it out and have it.
But every time we do something keep delaying delaying delay. I mean when you just got, you know, with that size cuz whenever you have music in there, music ain't cheap anymore. Used to you get music for 150 2000 bucks. You know, you're paying 12 $1,800 for music. you know, if you go too much smaller, it's kind of senseless um because you can't do the revenue to cover the music.
I think we need to see I think we need to see a site plan showing where it is a lot and seeing if we can figure out where the conflicts are going to be and maybe we can mitigate those in other ways. I mean, it might be we can put a lot of paint on the ground to right now the boat landing is it's you don't know anybody's going to be backing in. If you're if you're that look driving through there that you know you have no idea what's supposed there. We might be able to paint the the concrete on the way to to slow people down there and let them know something's going on. But I think we need to see where it's going to be on the lot, how it's going to function. And and
but you would [snorts] prefer it be an actual survey, correct? Not just an engineered site plan with no measurements, no meets and bounds. it. That's my only worry is it's going to be beautiful on paper, but then measurements get involved and it's going to be even harder to make it actual from the paper to the outboard. And then he's already through and he's in the TRC process. And we've had it surveyed recently, so perhaps it wouldn't be that expensive to to do that. And I think the one thing we talked about too was the the combination that we took care of. Maybe that would Yeah,
maybe that would be a worthwhile. Mhm. I do think I do think if you're paying $1,800, you got a band. You've got a five or six, seven, eight piece band. Um I do think, you know, a couple people can be very effective also and enjoyable. Again, again, as the other thing that I'm thinking about, and I just want to throw this out on the table as we're placing this building, replacing cars, boats, trailers, food trucks on that peninsula. Um, like William said, are we still going to have room for people to walk down and enjoy that that area? I still keep an eye on the grass when I take away any bird's place.
That piece, that last piece doesn't bother me as much, Julie, because you got the whole you got a lot of area to walk in if you just want to walk and stroll. But it's all the moving cars. It's you've got somebody that doesn't know this area and they're not looking for this guy that's pulling his boat out and he's pulling into the line of it's just it's it gets a it gets busy. I agree with you. It gets busy. It's a great thing, but it gets busy. Think about signage would help also. Okay.
At my insistence at my insistence a number of years ago we had the the sign put up. You are correct though generally Larry. I mean about signage will help. And we painted that area where you're not supposed to park because you have to be able to pull your vehicle up swing in and then back in to the water. Well, I rode down there the day of the festival and there was somebody from out of town and and and I didn't know him and he didn't know me and and he parked his trucks right there in that painted space with his window rolled down, you know, smoking a cigarette and drinking a beer [laughter] and and I said, "Uh, just enjoying the music, right?" And um I said, "Sir, you know, I think they might be coming down here writing tickets or something, you know, and and he told me to, you know, f off." That's right. And but [laughter] you know, he was creating an issue of danger. I couldn't get my vote in. I could, but it made it more difficult. I mean, it's better this way.
It is. That's the whole point of people, they going to do what they want to do. And obviously our employees be careful. That's fixable. That's fixable. We do have marine workers here.

As far as overall design, that looks nice. Can we go back to you? I don't think you finished. You were talking about the slant roof versus the flat flat roof. Yeah, I interrupted. I'm sorry.
Basically, the this the flat roof would be able to be in WRD. It's got to have some more architectural features to it. It's got to have a little more if you will. Um all the snow with all the snow we're getting now these days. But that and then also the um overall on the trying to get to it. I haven't there it goes. These are they're proposing the important batten. Um this obviously would be something that staff and CB would work with them on but because it's in a flood zone any and all materials that you put out there have to be um treated flood resistant in compliance with um technical bulletin too and the board and batten as shown here on the interior of the home would not meet that. So little stuff like that. Um, just wanted to kind of make council aware too that that may that could ultimately be what they end up with. It just may not be specific.
That was going to be cement board. Yeah. Party board. Yeah, we still got to check that. [laughter] We'll get you there. [laughter] Um but that's basically the main things for that and the ADA um location for that ramp. But again, that's when we do the site plan side of it, that's probably work out. Well, I think you've heard council's concerns and um we appreciate you working with the uh
we're going to get you all spirit baggage handlers to be like your liaison. I like everybody that I cry. I still kiss [laughter] [clears throat] the next the store project is nearing completion and it doesn't have a very nice name. No,
thank gosh.
Not unfortunately, but a lot of our projects are grant funded, and with that, they just kind of get stuck with the name that we give them when we're applying for the grant funding. This one is one of those. It's called the Mckith and Storm Water Project because it's in the Mckithan wershed, which I'm assuming is named that because of Mckithan Street. So, there's really no rhyme or reason to it. Um, and we don't want it to get stuck with this name forever. [laughter] So, we are nearing completion on this project. And we briefly talked about this at budget retreat, how we thought we needed to rename some of these these projects. And a lot of them, it really doesn't matter. Um, some of these stormwater projects we've got around town on Elm. I mean, those aren't becoming a space for us later, so the name doesn't mean anything. But this [laughter] one isn't actually named.
Yeah. Well, we call them the Pine Street um storm water project, Baby Street Storm Water Project, but again, we'll never refer to them again outside of the grant, but this we will because it is going to become a recreation space for the city and we don't want it to be called the Mchuan Stormwater Project [laughter] forever. So, um but with that, it's nearing completion. The grant is going to be um finishing up. So now is the time to start thinking about what we want to call this thing. Um when we were at the budget retreat retreat [laughter] WE WE we briefly discussed how the city has kind of been leaning into this green idea. Um I talked about the emerald necklace how we've got all these storm water projects along the greenway. Uh, and with that, this is McKithan. And then next door, we've got Chestnut Bay, which that name will stay because it's named after Kevin Chestnut. Uh, and then we also have Halo Park, which again really doesn't mean anything. It's just the name of the street, but that one hasn't started yet, but math has. So, that's what we're here to talk about today is what council look at as well.
We will and we can talk about that today if you'd like, but it is not on the horizon like Mickey. Um, so just kind of to get your thinking caps on, we've got Chestnut Bay, which is next door. We've got the Crab Tree Greenway, which is next door. We've got Sherwood Park 1 and two, which is next door. So, my thoughts were that's a lot of trees that we've already kind of gotten [laughter] around. Sher I mean, Sherwood's not really a tree, but it's wood. It's a wood tree.
Yeah. Crab Tree, Greenways, Chestnut, and Chestnut Bay are all right there. Um, so we can lean into the tree. The main trees that are going to be in this area are cypress and lav. And I've got Brandon in here, too, cuz this is more project. I want to make sure he So, I was leaning towards Cypress. Yes.
Um, we could go Cypress Basin, Cypress Gardens. We could go Cypress Link at Sherwood. Um, this is where I'm leaning, but again, let me bring this to y'all. Um the thoughts that we had, we also talked about moss, like a Spanish moss um gardens, dragonfly. Some of um Jessica's new staff came up with dragonfly dragonfly basin. I like that. There's already a contest on Facebook tonight. That's the most famous. That's the most famous crowd source naming.
What is they were naming a big boat named Vodie McBoat Face. So I would much rather you all come up with a good name. Was there any Cypress? There was no Cypress. Yeah. Listen, I am nervous. I'm playing [clears throat] a lot of
It would BE GREAT. IT WOULD be great if you could give us an idea tonight only because we spoke to the grant folks and they said when this is turned over for substantial completion which is which is coming soon that'd be a great time to rename everything on the paperwork. It's a basically a big lake with a trail around it and there's a bridge that connects it to Crabtree Greenway and it's right next door to the Sherwood Parks Cypress Lake. [laughter] [clears throat]

So this but as part of that Adam has to sign a memorandum of understanding. They will provide everything. Really the only thing that the city will be responsible for is the maintenance of the area around it. June will have to do some um media when we do the ribbon cutting for crack cypress greenway. We will do this as part of that as well. Uh, and then in the future, they provide thousands of brochures, but in the future, if we provide more brochures, we'll we'll need to do it at that time, but they said,
