This resolution uh comes from the state of South Carolina County or city and economy expressing gratitude to Bo Flavor and the Bojangles franchise on Turk Street and Highway 544 for their investment holiday spirit, community

Whereas Bo Flavor, the local franchise owner of Bojles Restaurant located on Church Street, has made a significant investment in the city of Conway through the construction of a new beautifully designed store that enhances the visual character and economic vitality of the corridor. and warehouse. The Church Street Bojangles has been recognized across the entire Bojangles system as one of the absolute best of the best restaurants in the franchise. Distinguished for its quality, service, operation, and leadership. And whereas last year, James Ruan, James Ruan, general manager of the Church Street Boangles, earned national recognition as the best general manager in the United States in 2004. Lost my face. Sorry. 2024, general manager of the for the Bojles franchise, an historic and remarkable achievement that brings great Clyde to come. And whereas his excellence was met again by Felicia Tracy. Felicia, thank you. Uh, general manager of Highway 544, Los Angeles, who earned national recognition as the best general manager in the United States in 2025. for the Bojles franchise and whereas both Flavor and their team have consistently demonstrated a deep commitment to community partnership, actively participating in and elevating Conway's unique culture and seasonal celebrations by consistently participating in the city tree lighting and the sensory tree lighting events.

And whereas during the summer 2025, Bo Flavor continued this tradition of creativity and community engagement by converting the store into Bo Jingles, a festive Christmas themed experience decorated from top to bottom, embodying the warmth, cheer, and magic of Conway's holiday season. And whereas these transformations from Bojangles to Brew Jangles to Bojangles, have become beloved local attractions, drawing families, visitors, and community members to celebrate the holidays, take photographs, and share in the spirit that both flavor and the store's leadership have help cultivated. And as the outstanding achievements of the store and its general manager, together with historical holiday transformations, demonstrate exceptional corporate citizenship and showcase how local businesses can meaningfully contribute to Conway's identity, culture, and quality of life. And whereas city of Conway wishes to express its gratitude for these contributions recognizing the efforts of both Flavor, Felicia Tracy and the 544 Bojangles team and James Ruan and the Church Street Boangles team have strengthened community pride, enhanced Conway's holiday programming and enriched the experience of residents and visitors alike. State of South Carolina County Conway resolution operating Danzel's restaurant. Whereas since it founding in 1962 by Danzo and Dick Dickerson, Donzel's restaurant has welcomed generations of college residents, students, travelers, and friends to its doors, serving not only meals, but warmth, hospitality, and a sense of home. And whereas Gonzalez earned its reputation as a cherished gathering place, a spot where life's everyday moments and milestones celebrations unfolded over home cook, friendly conversations, and consistent kindness. Many cow families and visitors consider it a cornerstone of their memories. And whereas over more than 60 years, Dunzels has become woven into the social and cultural fabric of Conway, contributing to the city's identity, character, and community spirit.

And whereas the long-standing success of Donels stands as a testament to the dedication of its owners and staff, who through decades of work built more than a business, they built a legacy of hospitality and belonging. And whereas although the restaurant closed at the end of 2025 and a beloved era will draw to an end, the impact of Donsels will endure in the memories and hearts of those who pass through its doors. And whereas City of Common believes it is fitting and proper to formally recognize Danzels for its steadfast service, enduring contributions to the role it played in shaping community bonds over multiple generations. Now therefore, be it resolved by the city council and city of Conway that the city council expresses its deep gratitude and heartfelt appreciation to Donsel's restaurant for more than six decades of service, hospitality, and community building. The council recognizes that Danzel's was far more than a place to eat. It was a home away from home, a gathering place for friends and family families and a link between past presents and future generations of county residents. The council acknowledges the dedication, hard work, and kindness of the owners and staff whose commitment sustained Donels through decades of change and helped define his character. The council affirms that the closing of Donszels marks the end of a treasured chapter in the in Cony's history, but also the preservation of its legacy through the many lives it touched and memories made within its walls. A copy of this resolution shall be presented to the Dickerson family and a certified copy shall be entered into records in city highway to honor and preserve this its legacy for future generations. And whereas the store's longevity is a testament to the dedication of the Hamilton family and all who worked alongside them whose kindness, consistency, and customer service made the store a beloved part of the Conway community. and whereas Seleton's grocery has contributed to the stability and identity of its neighborhood by providing essential goods, supporting local families, and serving as an anchor point during times of growth, challenge, and change. and warehouse. With the stores closing, the city of county marks the end of an era and recognizing the deep recognizes the deep sense of nostalgia and gratitude felt by generations who relied on Singleton's Grocery as part of their daily routine and community life. And whereas it is fitting and proper that the city of Conway capture and preserve the significance of Singleton's Grocery in the community's history, honoring its service and celebrating its legacy. Now therefore, be it resolved by the city council of the city of Conway that the city of Conway hereby extends its heartfelt appreciation to Singleton's Grocery for its decades of loyal service, steadfast presence, and meaningful contributions to Conway's community life. The city council recognizes that Singleton's Grocery was more than a business. It was a neighborhood cornerstone that fostered

In 2001, our city council created a program to recognize the milestones of our employees longevity with the city count with the city of Conway in increments of 5 years. And tonight, we're excited to be able to recognize one of our employees for 15 years of service to the city. Mike Alford, if you'll come up. Mike was hired in 2010 as an equipment operator one in the solid waste department. He was promoted to storm water operator 2 and transferred in the public works department. And in 2025, he transferred back to the solid waste department as equipment operator too. Congratulations on 15 years at city. MIKE, [applause] thank you so much for your service. Item E, a presentation by the Kame Rotary Club, David Welburn. How do you do? Good afternoon and thank you for letting us come up. My name is David Welbourne. I'm with the County Rotary Club. Know uh many of the folks here. We appreciate your time and this is uh you know just as an opportunity to come and say thank you for allowing us from the Conway Rotary Club to uh have the reindeer run. This past spring we celebrated 80 years of service to Conway with the Come Rotary Club. So, uh, we're very thankful for the partnership and relationship that we have with the city. And, uh, as a token of our appreciation, we have these finisher medals from Rotary Club or Ranger, if my associate here will help you pass these out. She didn't know she was coming here today. [laughter]

Thank you so much. like this building for for 19 years. Uh the Ranger Run has uh has been here in Conway and Rotary Club's been uh fortunate enough to produce it for the past 10 years. Uh the money that we raise from from the green actually goes back into local projects and for that we want to say thank you for for allowing us to go do that for too long as well. His staff It's a long hard fall and uh winter. So, we certainly appreciate the time and effort to allow us to have just say thank you. We appreciate very much.

We certainly thank you for the service that you provided in this community. Mr. Finch has more to say, Mr. W. I I certainly appreciate what you do. One one year, uh I actually deserve one of these. I ran it [laughter] and finished. Um no record time, but I finished it. But you said it 19 years this past year. It was your biggest turnout to date. Correct. Well, that was we had a record amount of participants this past year. Uh we had over 300 like 310 people actually register and that many show up or right at that many show up. So it was a a record amount for us as producing the race. And again those money we raise from that goes directly back into the community. So next year is 20 years. Correct. Got to do it big.

You know, it's become a logistical challenge. you know, you moving people and the busier the city gets, but we sort of grandfathered your race in because you've been doing it for so long to allow you to keep that route, you know, even even with all the resources that it takes. Uh it is a great cause and I certainly appreciate it and and this year uh and this year, you know, this year, this is the year you don't do it. I'm learn this thing. I'm learn this thing the right way. So, thank you for that, John. And again, we appreciate it. It is the route that allows us to be able to go through the city and there are resources that are additional resources necessary. Thank you so very much. God bless you. Thank you. Item F is a discussion of a request to reszone approximately 50 and 64100s of an acre of property located on East Country Club Drive from City of Conway low to medium residential to city of Conway conservation preservation. Uh Miss H, how are you?

How y'all doing? [snorts] Um, this property was transferred to the city in March of 2025 with the development of the adjacent property. The current zoning is R1 or lowmedium density residential and the city is requesting to reszone the property to conservation preservation as a significant amount of the property contains a flood zone. This item is discussion only. Planning commission will review the requested zoning and hold a public hearing on the request at the January 8th meeting. But I'll be happy to answer any questions that you have. Thank you so much. Um, would you describe what kinds of uh, restrictions there are on conservation preservation property? It might be interesting for the public. Certainly.

Sure. So, conservation preservation is just that it's a preservation district. So, you don't want to have a lot of uses that would take up a lot of space on the property. It's to preserve what's there, to preserve the character of that property. um especially when there's flood zones or wetlands. So there's very limited uses that you can have in conservation preservation. One of the exceptions is like a municipal recreational facility and things like that, but it's going to be more of a passive area which means it will not contain a lot of imperous surface area. So this would just be to preserve the land since there is a lot of flood zones on it.

No mobile homes allowed to city of Conway low to medium density residential.

This property is within the Quail Village development near the university. Annexation is being requested due to requirements to connect to city services due to the change in ownership. Restrictive covenants have been on file since June 2010. Eight other lots within this subdivision have been annexed over the last several years with the adjacent lot annexed in 2023. The requested zoning upon annexation is all one which is consistent with the zoning of the other lots that have been annexed. Council approved first reading of the annexation at the November 3rd council meeting and planning commission recommended approval of the requested zoning at their December 11th meeting. A first reading of the ordinance to zone the property R1 is approved. Final reading of ordinances to annex and reszone the property will be forwarded for consideration. Um a final reading at the January 20th council meeting and staff does recommend approval.

This property is within the Sam Johnson subdivision near Kates Bay Highway and the request came about due to the city requirement for annexation when a property changes ownership that will connect to city utilities or when there is a change in the name of the utility account. There's also a restrictive covenant on file for the property which was recorded in 1987. 11 other properties within this subdivision have been annexed over the years with the adjacent parcel annexed in 2023. The requested zoning upon annexation is R1, which is consistent with the zoning of the surrounding properties as well as the city's future land use map. Council approved first reading of the ordinance to annex property at their November 17th meeting and planning commission recommended approval of the proposed zoning upon annexation at their December 11th meeting. First reading, if it's approved, to zone property R1. Upon annexation, final reading of both ordinances will be forwarded for consideration at the January 20th council meeting. And staff recommends approval.

Motion carries unanimously. Item C is first reading of ordinance ZA 202260120H to reszone approximately 4/10en of an acre of property located at 5007 Presbyterian Drive from Ory County Residential. No mobile homes allowed district to the city of Conway low to medium density residential R1 districts. This property is within the College Park subdivision near Highway 501 and the request is also a result of a city requirement to annex for connection to city utilities. Restrictive covenants have been on file since 1998. 16 or so other properties have been annexed over the last several years with the adjacent parcel annexed in 2007. The requested zoning upon annexation is R1, which is consistent with other residential properties within the College Park development as well as the city's mutual city council for its first reading of the ordinance to annex the property at the November 17th meeting. Planning Commission recommended approval of the requested zoning at their December 11th meeting and final reading of both ordinances will be forwarded for consideration at the January 20th meeting if first reading is approved. Staff does recommend approval.

I just want to say um two of these properties um um are part of what had been a huge donut hole for years and years and years that we've been trying to tackle. And finally after many years of the the restrictive covenants coming into play um we're we're just sort of ticking off those properties and you know to our advantage and hopefully to the advantage of the homeowners as well. Item D is first reading of ordinance ZA260120I to reszone approximately 44100s of an acre of property located on Highway 701 North Main Street from City of Conway low to medium density residential district to the city of Conway highway commercial districts.

This property is currently zoned R1 to low medium density residential district. The applicant is seeking to reszone the property to Highway Commercial, which is consistent with the zoning of other properties with frontage along Highway 701 North, as well as the city's future land use map. We did have special presentation on this at the December um council meeting. Planning Commission held a public hearing on the request and recommended approval of the requested zoning of highway commercial at their December 11th meeting and staff also recommends approval. Uh item E, uh first reading of ordinance ZA 20260316A to annex approximately 1 acre of property located at 3000 Highway 378, Miss Hooks. This property is a location of what used to be a used car dealership. The property was transferred to the current owners in October 2025. However, restrictive covenants were reported in 1991. In order to connect to city utilities, the new owners must request annexation in accordance with city requirements. The rear adjacent property as well as the property on one side is already within the city limit. The city's feature land use map identifies the property as highway commercial and if the requested zoning upon annexation if approved it would also um be highway commercial. Planning commission will hold a public hearing on the requested zoning at their February 5th meeting and following the recommendation a proposed ordinance to zone the property highway commercial will be forwarded for consideration separately from the annexation ordinance. Staff recommends approval of first reading of the ordinance to annex the subject property.

Restrictive covenants were also reported in November of 2025. More recently, the city reszoned two parcels of the corner of Cottage Lane and Church Street from the R1 district to the highway commercial district, which was consistent with the city's future land use maps in [clears throat] previous uses of the property. In this case, the reverse is true. Neither of these parcels are within the city. Both are currently zoned Ory County Highway commercial and contain a single family residence. which unless the county has amended their ordinance to exclude single family is permitted within their version of the highway commercial district. The applicant is not requesting to be zoned R1 upon h upon annexation or is requesting to be zoned R1. However, R1 is not consistent with the city's future land use map. No surrounding properties are zoned R1 and the parals do not exceed the 3acre minimum to not be considered spot zoning. The issue of the zoning is something that planning commission will consider at their February 5th meeting. And it is possible that if the R1 district is recommended, a future land use map amendment will be necessary, at which time there will be a 30-day public hearing notice, one for planning commission and one for city council. It will be an amendment to the comprehensive plan if that's the route [clears throat] that they that they go. Um what is being considered for first reading is just the annexation portion of the request which staff does recommend approval of.

I have to suit up to cut these dangerous trees off our property. I'm harmed by being bruised, cut, and the nerves in my neck, hands, shoulders damaged in the process. Also living under the threat of being hauled off to jail and court while maintaining our property. My 94 year old husband has had slow recovery from heart surgery [clears throat] that occurred in 2019 because of stress, harassment, slander, encroachment, threats, and extortion which the city allowed when they put

So my husband is a peacemaker at that time. He was trying to accommodate maintain the bushes. Then 2019 my husband had emergency heart surgery. We were in the hospital for a month. On return home, I saw his care 247 while taking care of property and maintenance.

Good evening. First let me wish you all a happy new year. Um and welcome back to our city council members that are were sworn in again tonight. Thank you again for running and for your um fulfilling your not obligation but for volunteering for this this sometimes not very uh enjoyable job. Despite this year's Christmas season being a short one and having one of the few Thursday nights rained out, it was a very successful holiday season. [laughter] We welcomed 272,600 people to our downtown during the month of December. This is an increase of 14.2% over last year. It is the largest number of people we've ever had in in December in downtown. Um, so next Christmas, look out. We've got some bigger things planned. My favorite piece of data about Christmas though, numbers wise, is with the help of our fantastic volunteers, we adopted out nearly 3,600 retired elves from the North Pole. 3600 [laughter] The last 3,600. 3600. 3,600 elves.

Last February at this time from near this time, I gave an update on the number of visitors to our downtown for the year. Um, and I I pulled my quote from last year, and this is it. This calendar year, which was 2025, for the first time ever, we're likely to hit 2 million visitors to our downtown. When I said that, I was being optimistic, but I was not being unrealistic. And so, I'm very excited to report that during the calendar year of 2025, we had 2.8 million people to our downtown, exceeding that 2 million goal by 800,000 people. That is an increase of 15.7% over 2024. Uh, and to put the the number of 2.8 million into perspective, Hilton Head annually welcomes 2.5 million people. So, our downtown. SO, [applause] my my optimistic but not unrealistic prediction for 2026 is that we're going to be very close to that 3 million number this year. Um, and I will say this, to reach that goal, we need some help from Petraki and Jamie Arnold. The weather is our biggest contributor to our success and our failure. As long as the weather is good, we will hit that 3 million number. By requesting the Wildway neighborhood, we conducted a speed study on Woodsto Drive. The posted speed limit in Wilding is 25 milesPH. The average speed in the neighborhood was 29.7 m 29.75 miles hour, which would not warrant any additional measures to limit speed. However, the posted speed limit signs are not the traditional speed limit signs. Rather, they are smaller and were installed by the Weling HOA. There's a question about the enforcability of those signs. Um, so if any action were to be taken, it would be to install these signs that we have throughout the rest of the city. I believe we have someone looking at the legality of the smaller signs to see whether they're enforceable at this point. So, if there's more action needed, we will come back to you with that request uh from staff. We've all seen the complaints that say we do not focus on our infrastructure or planning for growth. So, I'd like to give you a not so brief update on some

of the projects that we completed during 2025. So, here are a few of the highlights. The park's master plan was completed and is already being implemented. The Riverwalk extension was completed and opened last February. The city took ownership of 825 acres from Santi Cooper, including the steam plant site, the former ash ponds, and Lake Busby. We completed the town green project, including the construction and opening of downtown Splashbad. We completed Holiday Alley, making pedestrian safety, ADA accessibility, and connectivity a highlight of our downtown, and allowing the holiday celebrations to dictate infrastructure, while at the same time making future connections between the downtown and the riverfront. We rebuilt the restroom facilities at Riverfront Park after finding the flood damage had damaged the uh the building beyond easy repairs and we upgraded those bathrooms to better fit the vernacular downtown making them brick instead of uh a more water susceptible exterior. With the help of the South Carolina Department of Commerce, we completed a strategic plan for the city which will help guide us in decision-m in the upcoming years. We expanded the national register of historic places downtown. Uh the district downtown district added 59 properties to the district. The new crab tree pump station came online in 2025. This project was partially grant funded, partially funded by the Grandstand Water and Sewer Authority, and partially funded by the city. And this will provide capacity on our sewer lines, which will allow for future growth and provide relief during flooding events that used to overwhelm our sewer system in the area. The roof on the Ken Sen building at the recreation complex was replaced. An infield groomer was purchased by the recreation department in August and placed into service, dramatically improving the quality of our baseball fields.

An infield groomer. It's a specialty bower that makes the the infields grow more professionally. Um allowing us to compete with some of our neighbors for some from some of that uh recreation tourism money. The parking lots at the Oasis pool, the dog park, and the sports complex were all paved. We installed it. We installed a new humidifier at the indoor pool, beginning the end of life replacement work that is needed to maintain the center in high quality. We resurfaced more than 7 miles of roadways with five of those miles being city roads. And we also repaired nearly 4 miles of sidewalks. For the first time ever, our fire department is 100% EMT certified. Despite that being a new endeavor, the certification of our 39 firefighters was achieved in less than two years. It's a remarkable achievement. [applause] Those are just some of the projects we completed in the last year. We also have a lot of really big projects underway that I'm going to give a quick update on as well. This will help next year when I go back and look at the flood. Chest May is 100% engineered, but since the funding for the storm water project was canceled, we're looking for another funding mechanism to be able to bring flood a flood relief project to the Sherwood neighborhood. Um, hopefully before our next flood. The Kingston Ferry is nearly completed with engineering. Um, we are waiting on permitting from SEDDES and Army Corps. Hopefully by this time next year, we're getting ready for a ribbon cutting of the Kingston Ferry and trail through the swamp. Um, the ferry itself will be purchased in the near future with grant funds. You'll see that on a future um agenda quickly, hopefully soon. The McKe and Outpaw project, another flood related project in the the Sherwood neighborhood um has been cleared and excavation for the storm water pond is underway. It will be completed in June. Drainage improvements and the redesign of Park View Road is under underway. The improvements to the ditch at 16th Avenue will be completed by next week and the remainder of the project should begin in February. The Pine Bay Kingston outfall project is well underway with a

completion date in June. The utility relocation that's required as part of the 701 north widening project is still awaiting bids from SCOT and we're working with Branch Grand Water and Sewer Authority right now to determine if they would size the water lines to provide for growth that they're going to have in that area. The new Sherwood pump station is nearly online. Once we have power installed and the final inspection, it will be ready. Our crews are also finishing up with the survey work on Medland Parkway to rework the sewer force main. Medland Parkway has also had extensive storm water work done in the recently and sidewalks are being included right now where that storm water has been completed. Also working on the survey work for a new water line on Highway 905 which was a function of the water study that was completed in the last year as well. We're working with a group to install a new historic marker at Collins Park to commemorate the Norton twins. This project will hopefully be completed within this year. The new park for new road um we already have the playground equipment ready for installation. We are working with um our engineering firm to complete a survey of the property and then begin some clearing work, minimal clearing work to make make room for that playground and parking. Uh the reconstruction of the press box at the sports and fitness center is waiting on staff to draw up plans and have structural engineering begin and then it can be built out for construction. New pavilions for Collins Park are being fabricated hopefully to be installed by the end of February. A new community center and park are in the planning stages for the Widom area and new fields are coming to the former Widow Elementary School site. New gas pumps will be installed at the marina by the end of January, replacing the uh very old um one that's there that still has kind of the rotary lines. So, we'll hopefully get something more more current. Um the indoor pool in sports at the sports and fitness center is ready for repainting, continuing that end of life um redoing, put a new generation of life into it. Bids are due by the middle of this month and we'll commence shortly

thereafter. Upgrades to the center, senior center are underway. Field improvements are underway at the site dog park. Perhaps your greenway extension is 90% completed with engineering. Survey work is 90% completed with the preliminary site plan and the wetland survey work was approved in December. Hawthorne Park has engineering completed and we're awaiting the the sedes land disturbance permit. Um construction will begin as soon as we have the permits in hand. Rose Haven drainage improvements are expected to begin in January. The box culverts have been ordered. The contractors awaiting delivery. Laurel Street downtown has had some drainage issues that we hope to be able to address with grant funding. Engineering on these improvements is completed. We're waiting on SCOT permits and the contractor is awaiting delivery of of some of the of of I'm sorry. webhead and we hope to bid it out by the end of January. Um, as you know, we've also brought in a consultant to work with our police and fire departments, evaluate operations, make sure we're we have what we need and we're proceeding correctly with the growth that we have coming and uh that process is underway. We hope to have recommendations by late winter. And um this is a different topic, but given the uh the timing of the year right now, it means we're in budget season. So, I'm going to make a request to all of you that any items you would like to see included either in the budget next year or for budget retreat to for discussion topics to get those to me when you can. Um, and we can make sure that we have time to research those items thoroughly for the budget retreat. And, uh, given the length of the meeting already, uh, we have no department head reports. And to know that every single one of them has that EMT certification, that's that's going to save lives. That's a big deal. That's huge. That's real huge. Um, and then the other thing, we had talked about this, uh, just behind me on the other side of 501 is about 350 acres of some of the most incredible waterfell habitat that there's nothing like Lake Busby anywhere in our market anywhere. And if we don't do something in the next little bit, that's going to all be grown up. And I'd love to hand that over to somebody that knows what they're doing provided and it could be DU Ducks Unlimited provided, you know, they're on board with the same commitment. You know, a lot of times DU will take a property and then they'll use that to mitigate other things, but you know, they can come in and maintain that. And I know I get it. 95% of everybody listening could care less, but that that is a big deal. It is a huge deal. I think last um I heard there were over 200 different varieties of water foul living making making habitat on Lake Busby. Um and when we spoke I did reach out to Ducks Unlimited, but I've not heard back. So, I'll keep that that conversation going.

Um I did help with some city hall stuff one of those years, but um we've got the most tremendous staff that anybody has and my hat is off to you because we couldn't accomplish we wouldn't have accomplished nearly what we have and we wouldn't have the expectations that we do but for the fact that we have learned to rely and trust in you because you've proven who you are and we appreciate you so much for that.
