And whereas substance use disorders and mental health challenges affect individuals, families, and communities across our community, making it vital that we promote healing and reduce the stigma that often prevents people from seeking help. And whereas, Comal County stands united with the national goals of the Great American Recovery Initiative, working alongside federal, state, and community partners to elevate recovery as a national priority, reduce fragmentation in care, and build safer, healthier communities. And whereas the observance of National Recovery Month reminds us that recovery belongs to every person, every family, every community, and is sustained by the dedication of our local service providers, first responders, faith leaders, and recovery advocates. Now, therefore, be it proclaimed by the Commissioner's Court of Comal County. But September 2026 is hereby recognized as National Recovery Month, and we call upon our community to observe this month with compelling programs and events that support this year's observance, the 38th anniversary of Recovery Month. I need my support group. I'd just like to thank everybody for being here and for being part of the proclamation and supporting recovery services in Comel County. We've watched our services grow as we've been here. And as part of celebrating, we'd like to invite you all to come September 26th to our little place on 790 Landa Street for a recovery service. celebration. We'll be having all kinds of fun things during the day on September 26th from 11 to 3, and food and fun, and just bring your family and come and see what we do. I'm so happy to be celebrating recovery, which a lot of times is something that people do shun, and just to be here publicly and supporting it is an honor. So thank you.

So I just wanted to say, in case you all don't know who we are, we are Recovery Works. We've been here in Comel County for 11 years, going on 12. And we, on behalf of our staff and all the clients and families that we serve, we just want to thank the Commissioner's Court for making this proclamation it means a lot to us it means a lot to the people who are in recovery and we just really appreciate your support recovery is not meant to be walked alone and and you all make it so that we're not walking this alone so thank you for your leadership

Item 4 is a proclamation recognizing September 2026 as Hunger Action Month in Comal County.

Whereas hunger and poverty remains pressing issues in Texas, where one in five Texans, over 6 million people, struggle with hunger, including one in four children, totaling more than 1.9 million young Texans, and whereas Food pantries across Como County work tirelessly to meet these needs with compassion, dedication, and community spirit, including the CRRC of Canyon Lake, the SOS Food Bank, the Salvation Army, the Hope Center, Steve's Pantry, and Hill Country Bible Church. And whereas the San Antonio Food Bank, the New Braunfels Food Bank, and these Como County food pantries are united in the mission of fighting hunger and feeding hope through collaboration with statewide and national networks, including Feeding Texas and Feeding America. And these organizations work tirelessly to address hunger, raise awareness, and secure resources for vulnerable populations, including children and seniors. And whereas in 2025, the CRC of Canyon Lake served 1,428 households and 3,490 individuals in Canyon Lake and surrounding areas, In 2025, the San Antonio Food Bank served an average of over 110,000 individuals a week throughout the service territory, with this New Braunfels Food Bank branch specifically serving an average of 3,660 households and 9,625 individuals through nonprofit partners across 29 counties in southwest Texas. And whereas September has been designated by Feeding America as Hunger Action Month, a time to raise awareness for food insecurity in our communities and encourage public engagement through volunteerism, advocacy, and donations, helping to end hunger one helping at a time. Now, therefore, it be proclaimed by the Commissioner's Court of Como County that September 26 is hereby recognized as Hunger Action Month in Como County, and all residents are urged to join in this effort to bring hope and nourishment to every table. All right. Well, good morning, and thank you, Judge and Commissioners, for recognizing September as Hunger Action Month. Mario Blato, Jr., Chief of Government and Public Affairs at the San Antonio Food Bank and New Braunfels Food Bank. I have some staff here. Stanley, who helps me out with public policy and advocacy, and Nate. who works at our branch here in New Braunfels. But there are so many folks here that are great partners and folks that volunteer. And let me tell you, we couldn't do what we do without volunteer support, without the community supporting a dollar, but just everyone coming together to help fight hunger and feed hope. And I think now more than ever, it's critical and vital that we do everything that we can to help people put food on their table. Our national organization, Feeding America, 200 food banks strong, 20 strong in the state of Texas, we are here for you. The daily disaster of poverty, but also natural disaster as well. So on behalf of Eric Cooper, who is our president and CEO, just our board, our organization and staff, thank you for all the support, judge and commissioners, that you give to this great county known as Comeau.

Hi, good morning. I am Tiffany Quering. I'm the executive director of CRRC of Canyon Lake. And I just want to take a minute to thank all of you for being here and for supporting hunger action in our community. And I also want to take a moment to remind you that the work is not done. We are seeing a record number of individuals come see us. looking for food, looking for some sustainability in their lives. The food pantry is often the last stop that people make. And I think that the way that we're going to change things for our community is to make sure it's one of the first stops. So if you know people that are looking for food or struggling to pay the bills, please send them to a food pantry. That's what we're here for. That is what we are slated to do. And then they can reallocate those resources to pay their medical bills and get their medication and pay their rent. This issue, like I said, is not going away. We need everybody to be part of it. I think, I mean, I could speak for myself that I know that my grocery bill has increased a lot, and I am grateful that I have the buffer in my household to cover that. We are seeing a lot of people that do not have the expendable extra $30 a week. extra $50 a week to feed their families. So if you're able to do that, get one of those H-E-B coupons, get some food you don't need or didn't want to purchase, and then bring it over to a food pantry because there are people that will graciously accept it and it will improve their lives. Good morning, commissioners, everybody. My name is Royce Ledbetter. I make my living speaking, but not publicly, thank God. So, I just found out last night that there was going to be some discussions regarding boat ramps, and I wanted to come add some public comment to that. So, as I mentioned, my name is Royce Ledbetter. I started boating Canyon Lake in 1992 when my parents, you know, got swindled into Silverleaf timeshare. And I decided to move and make my full-time residence Comow County in 2018. And we purchased that real estate partially depending on a public 24-hour access boat ramp. I think in the last handful of years during this drought and access to public boat ramps was limited. I got to see the community that I've become part of shrink down, not have access to the lake. And I lost count on how many sunsets I didn't get to see because I rushed over to wait in line and get off the ramp. So my comment is clear. I want to make sure that whatever steps these commissioners move forward on, whether it be with word, which I respect and appreciate word, or in any fashion, I think boat ramps should stay open 24 hours and have free public access. And I think that should be the number one thing moving forward. What I don't want to see is a permanent solution to a temporary problem. Since the flood has happened and the ramps are back, I know people have been still hanging out and doing what they've done over the last few years, and I know that's been an issue for Comal County, but I think that the give an inch, take a mile type thing is there. If we start limiting access and we start closing it down, then where does it stop? And then we're back to not being able to have an open, free lake again. So simple comments. Thank you for your time. Good morning. My name is Chris Hoffman. I just want to talk to you from my heart in reference to the state of the country, the state of our world as we relate to it today, the political divide that we continue to find ourselves in getting worse instead of better, the threat of adversarial actions throughout the world is getting worse. And you've got to stop and think, how is this all happening? And you look at the name of our country, United States, and you're hard pressed today to think about what we're united in. You've got parties that the Republicans and Democrats could not be further apart today than at any time in history. What's that doing to us? And you look at the words of the pledges that we made today to Texas and the US, and we're not following those. We're getting away from those. We're not unifying. We're dividing. And we've got to address that if we ever expect to have harmony in this country, and no less worldwide. And if you look back in history, The last 250 years, most countries don't make it past 250 years and have what we refer to as a democracy or a republic. They wind up going into dictatorships and that type of scenario, so it gets worse. How do you correct a dictatorship? You don't vote them out, okay? So I ask you to give that some thought, and especially to the hope of our youth, what hope do they have when they look at our country and what's happening to it over time? I wish I could say that it's slowly improving, but I don't think we can say that, honestly. So we have the same thing in the state that we're talking about in the country and we're talking about in the world. The divide in Austin is pretty bad and should be because of the differences of the people that are in it. We don't need dictatorships. We need leadership, and leadership is missing in all the things that I just mentioned. But I want to make sure that we concentrate on giving the youth hope A lot of people think AI is a divider, and it's going to hurt a lot of people. You need to look at their financials, the companies that are deploying billions of dollars. They're getting them back already. Stop and think of what's going on. When the steam engine came, everybody thought, oh, well, this is going to change. Well, they came up with tractors. Well, we're not going to have farm workers anymore. Every time, things have gotten better. And AI has the potential of being a savior beyond our belief. Sorry about that. I'll wrap it up. Thank you. If you stop and think about the benefits just in the medical field that will be so much faster, so much more accurate, and so much cheaper, it's a godsend. But anyway, I just wanted to share those thoughts with you. Have a good day.

OK. All right, so we'll move back into our action agenda. We will begin with a public hearing. So item five is the public hearing concerning the application for cancellation of lots 239 and 240 of Stallion Springs, Unit 2.

Good morning, Judge, Commissioner. Just to get a little background to this item this morning. We were presented with an application from the property owners of lot 239 and 240 of Stallion Springs. You can see there it came in in January. They own two lots adjacent to each other in the subdivision there. They'd like to cancel those out of those subdivisions and combine that with an adjacent piece of property that they own, 98 acres. With this cancellation and the raw acreage, they can use the exemption process and combine those. That's their goal, is to combine these two lots to that 98 acres. There is a process for that, 232008. The local government code provides the options for a property owner to divide, or excuse me, to cancel part or all of a subdivision. That's what that application was presented to us for. Within that, there is some notation about evidence that nobody's being infringed on their rights. The property owner did present a narrative on their understanding that there's no encroachment on anybody's rights for the subdivision. The engineer's office doesn't interpose any objection to that rationale there. Also, as part of this procedure, we are to post in the paper three times to give notice to the public. We did accomplish that. We did it on the 21st, the 26th, and the 31st of August. So that brings us here today to present this item as an opportunity for the public to comment on this cancellation.

So we'll now open the public hearing concerning the application for cancellation of lots 239 and 240 of Stallion Springs, Unit 2. Is there anyone here for the public hearing? Seeing no one, we'll close the public hearing. Item six is discuss and consider approval of order number 571, granting cancellation of lots 239 and 240 of Stallion Springs Unit 2.

Similar to last week, the city of New Braunfels is enforcing their subdivision regulations, and they presented us some bonds for some utility work. There's no county infrastructure associated with this bond, and our recommendation is to release these bonds.

Mr. Mr. Commissioner, this request here for naming a road came about for exemption activity that was presented to us at the beginning of the year. The developer wanted to cut these lots up into large exempt tracks. That caused the need for renaming that road because we have multiple addresses off of one road. So Avery did process that. And we do just want to clarify that it is Russell with two L's, Commissioner. They had BearMet send another letter here that amended their first letter to Russell with two L's. So it is approved, and we recommend approval of this.

Morning, judges and commissioners. Some background on this. This is one of our five flood-returned structures built by NRCS on Shanethal Road. Back in May of 2025, water line was being installed along Shanethal, and they damaged the toe of one of our dams. We made contact with the utility company. They provided engineering plans to repair that and install the water line in that area. In September of last year, the Comoagalupi Civil Water Conservation District signed off on those plans. And we accepted a surety at that time on the same date. Since that time, the work's been performed. The engineer in charge has let us know that they've approved the improvements. And then also, SWCD has also acknowledged the improvements as well. So we are recommending that we accept the improvements and release a surety today.

Judge and Commissioners, a few weeks ago, the Bilbrady Soccer roof was blown off at the end of August. We had Strong Roofing came forward, and they offered to make the repairs free of charge. And so they're making a donation agreement. We have that in place. And so they're presenting a donation agreement that they've already signed and executed. The estimated value is just over $44,000. It's a great benefit for the county and Strong Roofing Center.

No problem. And so, Strong, we recommend approval of this agreement.

Item 16, discuss and consider approval of an order for the exchange of county-owned property located at 1345 Sattler Road pursuant to Texas Local Government Code Section 263.006 and authorize the county judge to execute all necessary documents to accomplish the exchange.

Good morning, Judge and Commissioners. I'll provide a quick little recap on this item. To recap, back on July 30th, the regular session of the Commissioner's Court, the County Administrator's Office presented on this item related to the discussion and consideration of an offer for county-owned property at 1345 Sattler Road. To recap, that property is county-owned property that was acquired back in 2019 with a current operating grocery store on it. The county entered into a lease agreement with the owners of the store with the understanding of the operation of a future store would be moved to nearby vacant land that's owned by the property owners. The county has long had plans to build a future annex facility on the property at Sattler Road to serve the growing needs of the county. So the current expiration of the lease agreement with the current tenant of the property out there is this upcoming November 2026. And recently, the owners of the store have shared their intent with the county to not build a future store on the vacant property that they currently own and have expressed a strong interest in a possible exchange of those properties. So if you recall back on 30th, we discussed the process that's outlined in Local Government Code 263.006. It outlines the provisions that should a county consider an exchange of real property, the subsection B requires publication of a notice that the county will consider offers for an exchange of real property. The notice must be ran in a local circulation of a newspaper in the county, and it must be published for at least three weeks. We did publish notice in the newspaper for the weeks of August 7th, 14th, and 21st. We specified that any interest in an exchange of property for the county, the owners should reach out to our Camel County Purchasing Office and verify with our Purchasing Office no formal offers were submitted during the time that we published these notices. So today what's being requested, Court, is to consider an approval of the order which would monument the exchange of the property between 1345 Sattler Road and 1398 FM 2673. The order presented to you will authorize the exchange of an interest in the real property owned by the county for an interest in real property owned by a private citizen, private partnership or corporation, or a private entity. And approval of this order will also authorize the county judge to execute all necessary documents on behalf of the county to accomplish the exchange of the property.

Good morning, Judge, Commissioners. Last week, we asked the court for permission to negotiate with the highest-ranked firm, which is McKinsey Eason. We spent the last couple of days, thanks to Jennifer Tharp and the DA's office putting this together, to stay on schedule as I was presented last week. So this is the final draft. Everything was agreed upon between the vendor and us. So I respectfully, oh, I'm sorry. There is four pages on the attachment. It's called the work authorization form. We are not going to utilize those for this project. So I'm requesting to actually get those removed from the contract and only execute this contract through the signature page on the first, which is page nine.

Would you approve action deny number 17, but removing the work order authorization? Yes.
