City Council - Regular Meeting

The Columbus City Council meeting for January 5th, 2026 will now come to order. In compliance with the Open Meeting Act, a current copy of this act is posted in the meeting room. Mayor Bowley, the role has been called. Thank you, Mr. Council President. [clears throat]

Our father, thank you for the opportunity to serve our fellow citizens. Please give us your wisdom and guidance to make the proper decisions entrusted in this governmental body. May our conduct show respect, honor, and courtesy to each other as well as to all our citizens. Amen. Amen.

The bombs bursting in air gave proof through [singing] the night that our flag was still there. Oh, say [singing] does that star spangle banner yet way. Oh, the land of [singing] the free and the [singing] po of the brave. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.

Good evening. I welcome everyone to tonight's council meeting. If at any time during our meeting, anyone in our audience would like to come forward and and address any items on our [laughter] our agenda, we we'd we'd ask that you please come forward, give your name, your address, and keep any comments to five minutes or less. All right, with that, we'll move on to the consent agenda.

Item four, consent agenda. The following items are considered to be routine by the city council and will be enacted by one motion. There will be no separate discussion of these items unless a city council me member or citizen requests in which event the item will be removed from consent status and considered in its normal sequence on the agenda. Item 4 A, minutes of the December 15th, 2025 city council meeting. Item 4 B, minutes of the December 16th, 2025 civil service commission meeting certifying police officer candidates Moses Snyder, Lewis Roa, and Liberty Baker. Item 4 C, resolution number R26-01, approving the memorandum of understanding with Central Community College Columbus for placement of signs on Lost Creek Parkway of 48th Avenue and east of 33rd Avenue. Item 4 D, payroll and bills on file. Mr. Mayor and council members, is there anything you would like removed from the consent agenda?

Item 13A, application from the American Heart Association for a special designated liquor license at 417463rd Avenue from 5:00 p.m. to 11:59 p.m. February 26, 2026 for a fundraiser.

Motion passes. Item 13B, quote from Provantage in the amount of $24,570 for 18 desktop computers and equipment for various departments. Mr. Mayor, I move the quote from Proanage for desktop computers and equipment be accepted. Second. We have a motion and a second to approve. Any discussion? Seeing none, all those in favor signify by I. Those opposed, nay. Motion passes.

Item 13 C, quote from Northwest Electric LLC in the amount of $10,595.90 for repairs to the zero depth pool motor at the Pony Plunge. Mr. Mr. Mayor, I move the quote from Northwest Electric LLC for pool motor repairs be accepted. Second. We have a motion and a second to accept the quote. Any further discussion? Seeing none. All those in favor signify by I. Those opposed, nay.

Motion passes. Item 13D, comments from the mayor and city council members in compliance with the open meetings act. No discussion may be held on this item. Any council members with comments this evening? Yes, sir.

I do. If you think back about four years ago, they started a project called Jordan's Way. Uh it's a fundraising factor for Pause and Claus here in town, the Humane Society, and we've had great support from city staff, the mayor, Tara Brent, almost all the council members have contributed. They're going to do it again on the 22nd starting at 10:00 and running till 1. So, if you can come down and help, please do. The fire department's been great. The police department have been great. It's a It's just a really neat fundraiser. I Jim and one of the officers have really enjoyed this tortilla slap across the face. [laughter] And Tar looks good with whipped cream all around her head. So,

please come down and contribute. We'd sure appreciate it. It's my grandson's favorite picture of me getting by in the [laughter] in favor. Yeah, it's 22nd from 10 till 2. So, all for a good cause.

All right. I have nothing to add. So, we'll move on to ordinances. Item 15A, ordinance number 26-01, approving the purchase agreement with Steve Lloyd's Rentals LLC in the amount of 67,500 for city-owned property described as lots 6 and 7, block 117, original City of Columbus, Plaque County, Nebraska, on the north side of 10th Street between 24th and 25th Avenues. Mr. Mr. Mayor, I move the rules be suspended and ordinance number 26-01 be read by number only. Second.

So, tonight we're moving to sell these lots. They've already been built on. The foundations are in already. That's That's a lot that was ready and sold. No, this says Steve Lloyd's Reynolds on it, right? That lot that he's building on now was already sold. Is that it's a it's a These are additional to that. Yeah, it's it's just to the east of that. Oh, where the parking lot is. Right. Okay. Good. Good. Good.
