Good afternoon, everyone. It's Tuesday, August 25th. I apologize for the quality of this recording. I need to be masked, and I'm not sure how well it's going to carry over. We're calling to order at 12.03 p.m. May I have a roll call, please, clerk?
Trustee Bardas? Yeah. Trustee Bosie is absent. Trustee Hall is absent. Trustee Wood?
Present.
I'm Mayor Foley. I am here.
Thank you.
Also present is Michelle Ascolillo, our village accountant.
And our village clerk. And our village clerk. OK. So we have a couple of personnel things to go over with the board. So I'm going to make a motion to end your executive session. We will then have that discussion come back out to address votes we need to take based on that discussion, and then pay bills. At 12.04, I make a motion to enter executive session.
Second.
All in favor? Aye. Aye.
So at 1223, I made a motion to exit executive session. Deputy Mayor Wood seconded, and we all voted in favor to come out of executive session. Now I will make a motion at 1224, go into public session. Second. All in favor? Aye. OK. Payment of bills. They have been reviewed by Trustee Gardas and Trustee Woods. And we have a batch number and amount.
That's batch number 8636 for the amount of $89,800.
And you're making a motion to approve them?
Yes, I make a motion to approve them.
All in favor? Aye. Okay. I would like to make a motion to add a couple of personnel items to the agenda. So we will go through each of them individually. So I'll request to add to the agenda multiple personnel determinations. Second? Second. All in favor? Aye. OK. The first is regarding Ryan Carrozza, who is our backup operator in the water and wastewater department. He came on for eight hours during the storm of July, the aftermath of the storm of July 6th, 5th and 6th, to give Matt a rest, a sleep rest. And he took an overnight shift so Matt could do that. So it was eight hours. And Matt has said, it is recommended at this time to set the hourly wage for the secondary water treatment plant operator to the same as the superintendent of water and wastewater, as the licenses held are the same. Ryan Carrozza provided eight hours of onsite process control adjustments and water production on Thursday, July 9th, 2026, from 2.15 p.m. to 10.15 p.m. This starts actually daytime. I thought it was overnight. We do have a standing contract with Ryan for backup, but this is hourly pay. So I would make a motion to approve the payment of $51.16 at a consultancy basis on a 1099 for Ryan Carozza. Second.
All in favor?
Aye. OK. Next item relates to temporary hiring. of Karen Herbert. She is the former secretary to the standing boards, planning, zoning, HDRB. She has agreed to come back up to 25 hours a week while we search for a new clerk to the boards. So she has asked to come on payroll as opposed to a 1099 and we are able to do that because she is a former employee. Marjorie is working with civil service at the county level to sort paperwork so we may have another update coming back to us for the moment and make a motion to hair cut hurt as a temporary part-time clerk to the boards at the rate of not $35 an hour on favor aye aye okay next is a Related to employee Tom Russo, I make a motion allowing Tom Russo to take and be paid for five PTO days in advance of earning them at the end of his third month. And that is the motion. Second.
All in favor?
Aye. OK. Next, I make a motion to, unfortunately and sadly, accept the resignation of Deb Muir who has been our crossing guard at Locust Ridge and Main Street. As of yesterday, she resigned. So we are certainly looking for new folks in that position. I make a motion to accept her resignation. Second. All in favor? Aye. And also, sadly, I make a motion to accept the resignation of Dominic Russo. May I have a second? Second. All in favor? Aye. So our highway department will be hiring again. And the last item on the personnel side is related to one of our standing board members, HDRB. Todd had resigned from the HDRB. because we're going into a very busy season with that board, and there are some quorum issues. Getting quorum, Todd has agreed to stay through the end of December. There is a process under state law that allows us to do that, and I'm going to let the clerk put that into the record. Through the end of his term.
End of his term. First.
And you're drawing from public officer's law.
31-4. 31-4. The resignation that does not take effect immediately may be withdrawn upon the consent of the village clerk. The village clerk is not required to consent to the withdrawal of the resignation.
So Marjorie has contacted the board members, and they are willing to and very happy to have Todd finish. It was not an immediate resignation. He was on through the end of August. So because of that circumstance, we are able to bring him back on and then make a motion to do so.
Second.
All in favor? Aye. OK. Have we covered everything, clerk? I think so. Everything for today. Motion to adjourn.
All in favor? Aye. Aye. 12.30, I think.
Do something like a thank you thing or something, Todd?
