Good evening everyone. Welcome to the Wednesday, April 22nd workshop of the village board. Um, may I have a roll call? Well, I'm calling to order at 7:03. May I have a roll call, clerk? Trusty Bis is absent. Trusty Boosezy here. Trusty Hall. Yeah. Trusty Woods here. Mayor Foley. Thanks.

0:31 – 2:30Speaker 1

Announcements. Tomorrow is yard waste day. We'll put it out tonight for pick up tomorrow along with uh trash. Um announcements. Other than that, I wanted to give you a quick update on the Helane traffic pilot. I met with Superintendent Duffy um and her team two days ago to talk through how things are going. Um they are, if you'll recall, rerooting car drop offs on a Cedar to Locust Loop and school buses up the Craigside Circle. Um she reports that the movement on on campus has been become more smooth um and partially because there's a longer queuing area for cars on the campus and off to Cedar Street. Um no complaints from Peback. Um, some folks raised concerns about PE peback, um, the ambulance core there, but Dr. Duffy will confirm if there have been any delays. She was not aware of any. The feedback that she's gotten, and we've gotten a couple of letters here at Village Hall centered around increasing density of traffic on the most pedestrian pathways, so Cedar and Locust Ridge. Um, the most problematic intersection is Cedar and Maine, right at Town Hall. Um because cars are turning from multiple directions coming up up Main Street and turning into Cedar, coming from Nelsonville, turning into Cedar, and coming off Parsonage and turning to Cedar. Um and that's it's a spot of heavy traffic, pedestrian traffic in the high school drop off time for walkers. There is not a crossing guard there. Um DOT does not want a crosswalk there because of the sight lines. should be SIG HD, not S. Um, so that's an area to to for them to consider some more. Um, they had a couple of requests of the village

2:27 – 2:50Speaker 1

regardless of the final determinations for the um for the traffic pilot. One is that we paint crosswalks on the south ends of Cedar and Locust Ridge and on the east end of Mountain Avenue, which is not a heavy lift. on village streets. on village streets. Yep.

2:48 – 3:46Speaker 1

Yeah. We can't we can't put one on the DOT would have to do it on 301. They also asked to add a crossing guard. Um that is a that's a $20,000 commitment from the village. Um the school attorney believes that under state law the school can enter into um memorandum of agreement with the village to reimburse for the cause. The person has to under state law has to be an employee of the police department and trained by the police department, but it looks as if there's a mechanism for the school contributing to paying for that person via an MOA. So, I'll get back to you on that. And they would want that person to be at Upper Craig Side and Mountain. So, right where the crosswalk is before the cemetery because they also have people turning in multiple directions there after they loop on Cedar, drop off and come out on

3:43 – 4:05Speaker 1

Craig Side. Um, and she did confirm that once we have the the RFPs nailed down, the school is willing to pitch in. Right. Um, but I told her we had a wide range of numbers. Right now, we're trying to narrow it down. Great. Um, any comments on that? I mean, you're you're walking that every day. you've been in a few times.

4:03 – 4:42Speaker 1

Um yeah, I mean I think the the assessment um is pretty true. I would say the issue I find is um on pickup. I've only tried once I guess for pickup um driving and there's not a lot of um I mean there's no parking basically. So, um, before when you could park in the loop, you know, you could jump in and out quickly. This time you have to like park on a street,

4:40 – 5:18Speaker 1

park on a street, walk in or hope to park somewhere close and walk in, get the kids, and then come out. I mean, it's not like the biggest deal. Um, but it's just an observation really. Yeah. I mean, it's this is schools were built in the middle of communities because folks walked. Yeah. So walking is definitely easier for sure. But you know cold days, rainy days, when you know wintry days it makes sense. Well, I mean maybe a maybe a a plus that will come out of this is people deciding that walking is just easier. Okay. Um opportunity to add or modify agenda items. Any

5:17 – 5:52Speaker 1

requests? Great. Okay. First item up for business is the vote to adopt the 2027 budget. We have Michelle with us tonight. She sent round to us um narratives and spreadsheets with modifications. Does anyone have any questions for Michelle or Michelle? Is there anything that you would like to say? Let's start. Any questions first? Not for me.

5:49 – 6:14Speaker 1

Yeah. I I will make one point. I think you've done a a really awesome job sort of figuring out step by step how we get to this point. Um and being flexible and creative. So I I thank you for your hard work. This is not easy and it's painful every year.

6:12 – 6:59Speaker 1

Thank you. Thank you. I'm really happy that we could um get to some better numbers on the highway cruise. and some of that was savings in other areas, but you also really worked hard to help us get there, too. Thank you. Um, okay. So, we have three resolutions in front of us tonight. One relating to the general fund and two relating one water, warm sewer. Um, Marjorie, you have resolution numbers for us. The welcome general fund budget is resolution 17. start with that. Um, any further discussion on general fund before we make a motion?

6:56 – 8:17Speaker 1

Yeah, follow the timeline. Um, the cover of the adopted budget. Um, it says 422, which is tonight. So, that's the clean version. Um, the 320 version is the version that we all had at the public hearing and we worked towards and then the only changes that we made um was dated 417. We put it out in the packet and up online. Um kind of like a red line, a strikethrough version. Um so the 417 version, the 422 tonight. Um the schedules are the the spreadsheet lines are the same. I made a few modifications to the schedules which are summaries and formative, but the true lines for the budget is where the numbers are. Um sometimes when I transpose an Excel into a word, the formulas. Um so I made one or two adjustments on the numbers in the preceding schedule. Um but the data is accurate for the is all available for the old. Thank you very much. Would someone like to make a resolution regarding the general fund? Sure. Um resolution 17-2026 adopting general fund budget a resolution of the board of trustees of the village of Cold Spring adopting a general fund budget for the fiscal year commencing on June 1st 2026 ending on May 31st 2027. Another alarm.

12:14 – 13:36Speaker 1

I'll do it all up. I guess resolution 19 2026 adopting sewer fund budget. A resolution of the board of trustees of the village of Cold Spring adopting a sewer fund budget for the fiscal year commencing on June the 1st, 2026 and ending on May the 31st, 2027 making appropriations for the conduct of the village of Cold Spring government and establishing the rates of compensation for officers and employees for such period. Trusty Bartis is absent. Trusty Boosezy. Trusty Hall. Hi. Trusty Woods. Hi. Mayor Foley. Resolution 19 of 2026 is official adopted by a vote of 4 Z. Michelle rest well. It's over. Okay. Now, um,

14:14 – 14:56Speaker 1

I'd actually like to to change the order just slightly so that you have information you need for the um, clear water discussion. The film society um, put forward its dates for this summer. Um there was overlap on one date July 7th with the request for um Doside, sorry, July July 10th and and 11th. They're staying for two nights camping at Doside. Um the Clearwater crew.

14:53 – 15:06Speaker 1

Um and we talked to Jen about it from the film society. They've actually they've over overlapped before and it's been no problem and it's something fun for the campers to do.

15:03 – 15:39Speaker 1

They are coordinating together to make sure tents are get set up in a spot that um that works for the film society first. So I may go a bit out of order here and take the I I need a resolution authorizing to sign a memorandum of understanding with the film society for the dates proposed unless there is any further discussion on that topic. Thank you, film society. It's one of the best things about living in Cold Spring in the summer. Someone like to make a motion authorizing me to sign.

15:36 – 16:09Speaker 1

Uh I make a motion to authorize the mayor to sign the cold spring build cold spring film society's requested dates for 2020 26 season films at Doide Park. Um, and the date sign to we added the memorandum of understanding. So, we're authorizing her to sign the memorandum of understanding. It's to read the memorandum. No, you don't.

16:06 – 16:46Speaker 1

Just um the dates are Saturday, June 27th with a rain date of June 28th. Saturday, July 11th. Rain date July 12th. Saturday, July 25th, rain date July 26th. Saturday, August 8th, rain date August 9th. Saturday, September 19th, rain date. Second. Second. Favor. And Marjorie, I'll just note Jen prepared this memorandum when we signed the final tomorrow morning. We just need to um edit the August date. She's got 2025 left on August. All the other dates are correct.

16:44 – 17:26Speaker 1

Okay. So from there, knowing that the film will happen smoothly, looking to um Hudson River Sloop Clear Water. This is I think the third or fourth year in a row that um they have done a multi-day cruise with or program with young people. This one, this is Young Women at the Helm again. I think we were here two years ago. um running from July 10th through 12th, 3-day program focused on teaching environmental science, sailing skills, and leadership skills to young women ages 14 to 18.

17:23 – 18:15Speaker 1

Um so they will be at our dock between the dates of 10th and the 15th and camping the 10th to the 12th. Uh parks Declan has okayed it. you have got the certificate of insurance. Um I will say we did receive one um comment of feedback from a member of the public who lives in that neighborhood. Um and so that the kids were out on the street and loud um last year. This is an older group than we had last year, but I um I brought that up with Clear Water that they need to keep the kids in in the park and quiet overnight in a neighborhood where folks are sleeping. Um, and we normally wave the fee for Clear Water

18:12 – 18:54Speaker 1

discussion or concerns. Someone like to make a motive approving the dates and the overnight. Okay. I guess you Yeah. Uh, I make an um a motion to accept uh or to approve um Hudson River Sloop Clear Waters uh application for a series of events, a request for permission for additional docking dates from the evening of July the 10th through the morning of July the 15th. Do I do it one by one or all of these?

18:51 – 19:26Speaker 1

No, there's this the dates listed. Um, do I do I do B and C as well or I it would we've done um we've done C. Okay. So I it would be helpful to uh do two separate motions for the extra docking dates and then for the permission to camp overnight at doc separate applications. Yeah. Need me to do that the first one again or is that okay? Um, just pick which one you're doing.

19:24 – 20:07Speaker 1

Just the first one. Um, I make a motion to approve the Hudson Sloop Clear Waters request for permission for additional docking dates from the evening of July the 10th through the morning of July the 15th. And second. All in favor? I. And the next regarding the youth empowerment program. I'll do it. Uh, I make a motion to approve the Hudson River Clearwater request for permission to host a youth empowerment program overnight campaigning event um from July 10th to 12th ending at 8 a.m. July 12th.

20:02 – 21:00Speaker 1

Second favor. Hi. Um Emily Marquette, who is or is it Marchett um who is the coordinator for Clearwater did set the um public sale for May 5th and they've made a nice RSVP system for us to use this year that will be easier than last year. So we'll get that out to the public. No. Um, next item is a request for a birthday party at Mary's Park. Um, the village resident making the request who has um paid the $100 um fee for renting the pavilion. He has made a $100 deposit. I believe Lillian, he has insurance has been vetted.

20:58 – 21:34Speaker 1

So, this is this is quick. This is this weekend. Yeah, sounds like me throwing a kids party. Um, set up at 1:30, event time, 2 to 3:30, breakdown at 4. Discussion or anything you'd like us to know? Um, the resident is also a member of the recreation committee. And due to my absence, he will be handling his own opening and closing of the park. We just need to make sure he gets keys, right? We have judge if you want to sign.

21:31 – 21:57Speaker 1

Okay. Um I'll make a motion to accept to to approve the um permit for the use of mayor's pavilion and field for games by Matthew Degraphth. Second favor. I thank you for making this process smooth.

21:54 – 22:36Speaker 1

Okay. Next is you'll remember that staff in the winter we had the rec commission come forward with a survey um do on res on v excuse me village parks I all of the changes that I requested were here they added doside um they added an item about youth programming um the only suggestion that I would make before they send it out is that on question 16 they add village of Nelsonville though. But otherwise, I think that's great. Yeah. Any other comments from the board? No.

22:34 – 23:18Speaker 1

Well, they are planning to do it primarily electronically, but we'll also have paper available at um common locations like the library here. Yeah, we'll have them here, too. So, um, someone like to make a motion to approve the survey for release. I make a motion to approve the village of Cold Spring Recreation Committee survey for release. When are they planning on it? Um, early 2026. So, oh, right. Okay. Early 2026. Second. All in favor? I.

23:14 – 23:31Speaker 1

Okay. So, um, I just need to remember to mark Nelsonville on the comments though tomorrow. That's, um, that's Tommy, right? Tom Tommy Jimmy Jimmy.

23:31 – 24:28Speaker 1

Uh, okay. So, Matt and Bugsy have been the roadways facilities crew chief and the water and wastewater crew chief have had a really successful couple of weeks of interviewing. Um they have two candidates that they would like to make conditional offers to so that background checks can be conducted. Um the first is um the full-time labor position in roadways and facilities. And Bugsy reports, Matt and I have finished interviewing applicants for the two vacant positions and the village currently has in roadways and facilities and the interart departmental position between water, wastewater, roadways and facilities. This time I recommend we extend an offer of conditional employment to employee number RF042226B. This employee is a strong knowledge of other trades we encounter here at roadways and facilities. Please present my request to the board and let me know your concern. Um I would make a motion to accept Bugsy's recommendation.

24:27 – 25:06Speaker 1

Second. All in favor? I. And just for the benefit of the public um we offer conditional we need to offer a conditional employment before conducting a background check protect the person's privacy. We identify the employee by name until the background check is completed number. I mean by number and then the name will be part of the public record once an offer is made and the position is accepted. And does the per hour get added at that time or should it be added now? Um we can do it at that time. I want to make sure we have the right line with us. Okay.

25:02 – 26:18Speaker 1

Um Okay. Next is the shared position recommendation. This is from Oh, I'm sorry. I read off I read off. This is Bug's revised version. Just so you know, this person has a class B CDL class B license and has worked at other highway departments. So, bring experience. And the person up for the shared position has rave reviews. Um, arrived early for an interview, had professional demeanor as well as being informative in his current work detail and eagerness for wanting to work for the village. He's a multi-trade background with a variety of mechanical skills, spanning nearly 20 years of work experience. Experience includes auto mechanics, general maintenance, handyman trades, operating various machinery, landscaping, roadway paving, and pothole repair, painting, tree trimming, and liver removal. as well as work within a municipal department of public works. So candidate number WWRF042226 is wait Marjorie that's the same number. Oh no no no I'm sorry the first one was RF 04 2226. They were just similar.

26:17 – 26:56Speaker 1

Okay. Um, so I I would make a motion to accept the recommendation of Matt Krug for a conditional offer. Second. All in favor? I have I happened to meet this guy when he was here for the interview and it's great. Um, okay. Payment of bills. Do we have bills this week? Yeah, we do. Okay. Just need a motion. Yeah. Yes.

26:54 – 27:37Speaker 1

Make a motion to approve bill batch number8429 in the amount of $66,867. Second discussion. All in favor? 12. We have no um anything else in favor. Thanks for coming down. Oh well. 7:34 7:31. Oh, he never will.

27:35Speaker 1

Never will. Oh, I don't
