okay we're we're live I'd like to welcome everyone tonight to our monthly Health welfare Recreation committee um first of all I like to call this meeting to order second of all we'll take roll we have everybody here so we have 100% committee here and before I would entertain a motion to approve the agenda I would like to uh take 6A off the agenda was with rosemary Crabtree's presentation she won't be here tonight take that agend you can take C off thank you C off you don't have anything a had a meeting take SE off have you got one does anybody have any new business that they they want to add to this no I'd like to add you on to a new business to rule fire dist a brief report if you don't care okay so let's add we'll add Neil on it'll be 6E six what 6 e what did you say we're adding uh we're going add Neil the a rescue squad to the rule fire update so would it be 6f it's gonna stay e it's just put his name there with it does anybody else have any new business they want to add like to bring up Jackie you have anything okay that being said uh i' entertain a motion to approve the agenda I make the motion to approve the agenda I second approval from Mr mois second by Mr Duncan all in favor approving this agenda I eyes have

up more and more and more so more people with more animals more people more animals yeah not taking care of them everything's disposable anymore even even animals I've seen that just people rehome them I'm I can't afford it I I've got to move I've got to do this and do that but they'll they'll keep collecting them though well they they'll collect themselves if you don't like that we have seen cats around town that seemed like the that population is really growing it is it's uncontrolled I guess I what we what can we do to a you can't keep up with them there there's no way to keep up with cats yeah well oh these 23 cats that you have here what what are you what are you doing with them we adopted them out there there's a few that were sick or injured that you know they didn't make it but do they stay at the facility any no McKenzie um one of the officers is the Deputy with Chad she she most time she'll bring them home with her until we we get them adopted and those are just like if we get a call and it's kitting something minor that and I know the Humane Society stretch them and and we can help it I mean we'll go ahead and so you only had 23 in the whole year last year oh yeah oh yeah we don't we don't try to do them you know sometimes stuff Falls in her lap yeah we can't so somebody calls about a stray cat no like a stray no we don't do that are like somebody's found a kitten or something's injured or something along those lines they just bring it to you anyway they would try to yeah yeah Craig does does the city of Manchester do they what what are they doing with cats they have any policy they do anything with them they don't do anything what you do with raccoons I don't do anything I've had

I've had an infestation really no suckers yeah I had a lot of had some I had some work done to lot of reconstruction around there and a lot of work done and new roof new bunch of stuff insulation under the house and everything and i' I've they've gotten in I've got a a house used to be a restaurant it's a huge big old building that's part of the problem I think and I called pest control people I wind up having to do it myself really I've got getting trapped to catch you they're not hard to catch that's true how C five did we on this on our new facility um have we talked about any plans about having housing cats doing cats or anything I haven't heard anything a long time on that was initially said but I haven't heard anything on cats I don't think they'll be enough room they're the only not in the building itself the only thing that might possibly be done is that red building M if we ever get it up to par I know mayor maeni had talked about he had talked about something for the cats or doing something with the cats I think originally one of the donors that was the stipulation on was the cats yeah my sister every time she can catch one she'll have spad she spend a lot of money on that but uh I've got a couple that's hanging around my house now so I don't know maybe they'll keep the raccoons away I guess they I guess they adopt them out pretty quick right yeah I mean right now they're easier than dogs to out which a lot of people having to go to apartments and stuff and cats are just they're easier you know the transfers are the ones you talked about in the past about we going North mostly yeah yeah yeah the yeah transfer that's going to that's all going to rescues and that's still our our Lifeline right now wow it is yeah yeah it's the biggest One MH oh if it wasn't

for those our Our Youth and Asia rate would be Dr you'd be seeing the other side of it CU right now the Mackenzie she's busting her butt on Facebook and everything else promoting trying to get the dogs out just the public adoptions just aren't enough yeah the transfer they greater than one a day yeah it's uh averages yeah if it wasn't for that we would be in trouble so when you put it on Facebook where does it show up uh on our regular Facebook and then we've got Pet Finder and then um um I mean that's basically it those the Pet Finder really helps that reaches well a lot further out we got people actually travel if they you know if we have a dog they're interested in they'll actually travel and come come get the dog you get out of there I know there's a group that takes them up north somewhere oh yeah that still takes place yeah we but people do come down to pick up yeah yeah yeah certain breeds will go further distances won't they they will and then let's say you had a particular dog that you really liked it passed away and then we happen to get one that's it pretty identical to you know that that kind of situation people want that replacement so I haven't gotten I haven't talked to the mayor lately about our new facility I'm I'm thinking everything's still Ono we have any news that you're hearing facility no just I think the the bids open on the 20th yeah I just well a little bit I'm here and it's probably going to come in two days well the the mount probably going to come in h yeah I say the bids in two days yeah Thursday y why do you say that uh just what I'm hearing from everybody everything's gone up everything's gone concrete's gone up Steel's gone up any ever bid that's ever

happened that was that way y by the time you project it it's always going to the actual bids going to be our well I think you had a great outcome for 2024 oh I'm I'm I'm tickled with it I mean we you know the no kill that's considered 10% or under and I'm way under that for the amount of animals that came through there and what we're working out of I mean I'm yeah I'm pleased with how it came out I guess most of them were things you couldn't let out anyway right dangerous right how's our equipment holding up good trucks still in good shape yeah I'm I'm going to put in for another truck um our primary is about 190,000 miles now so we've got the two older ones the one came from Allen how many miles does that truck have on air it's got It's got a little over like 203 but it's a good running truck and we don't we just don't keep it on the road that's just if the main truck's out we need but um we got another one from U Rick with maintenance it's a 2000 model and it's a good truck but the transmission right now I don't I can't tell you it's still going to be working next week so and to me that's not it's not going to be worth putting money into yeah if if that does take place but right now it is still still functioning for us so you're you're going to try to put in for a new truck this year try to put in for a new one and my thinking is they're primary now you know we we can save some miles and get some more life out of that thing if we go ahead and get a new primary trucker now cuz them other two we don't know if they'll be here yeah next week and McKenzie she does have the truck through Chad to the Sheriff's Department so so February if if you're going to be trying to put in for one you need to be yeah putting it in get a recommendation for one I've already it I've already okay talk to Mariana about all that so you got a full house pretty

much over there now all these oh yeah we stay full yeah oh you really is it what are you what can you accommodate comfortably uh how many comfortably the building's only made for 22 we've we've got a lot of outside kandel right right now we can we can probably hold 40 or 50 right now with our outside candles but like this next few days it's pretty brutal so we got to make different Arrangements during during times like that for heat yeah how many do you have right now uh right now I think we got 38 oh we had a transport last weekend we had 21 leave so we're down just a little bit right now are y'all doing the straw giveaway thing like you did the last time yeah we've still got three4 of a tractor trailer load really but not as many people showed up as I thought there would but was that straw donated mhm wow that's good yeah the company rents out tractor trailers had to repo three of them and they all happened to be full of straw wow so they needed them emptied and that kind of worked out perfectly for us did y'all advertise that on Facebook or anything several times and still it's been on okay so what is this report over how long a period of time that was all that was last year's stat yeah okay anybody got any more questions for Craig Animal Control questions I will give you an update um I took my dog for a a Raby shot and I'm always curious what does that cost and it was $27 the office visit and the shop that's cheaper than I think most time they like a 30 or $40 office visit so that's not bad it takes me $65 to walk

in the door well you're going to a different vet than I'm going to I know um I go to um I live in Beach Grove you know so I go to Cascade yeah that's who my wife uses for very good place very reasonable yeah well years was $27 $27 I had to have a rabies update for to be um kennel over the weekend so I said she said it was $14 and I said oh do I have to pay an office visit and she said yes and I said she said so that'll be a total of $27 I said oh okay I get another when I need to start Jing I'll take that I a 10 we old Great Pyrenees and he got his a uh wormed himom um parvo and something rabies it's like a 100 bucks Woodberry yeah it's definitely not cheap no and that's what part of us they're starting to go up on us a little bit which I understand yeah but there our budget's suffering a little bit this year because of the number I mean we didn't account for I've been saying it cost me more to take my dog than it does a family member yeah cost more to go to a vet than it does to a dog they will sell you insurance for your dog yeah they're considered a family member m well I guess that's why they pay that much yeah yeah it doesn't make you any happier okay any more questions for Craig and Animal Control if not great appreciate it thank you move it on Down the Line Mr Morris Ral Water Report got some good news I have good news I hope I have a meeting with Joey Hobbs the mayor of Manchester uh Thursday of this week talking about J Aron they've done the engineering or going to do the preliminary engineering

study uh they've come up with a list of uh supplies needed to put that in so that's where we're at on that but also wanted to mention that at the uh Planning Commission of the night they did a u subdivision with 39 houses in it uh serviceable by 4in line and um there was a bunch of stuff on Facebook about not having having fire protection out there and I don't know how the county goes about forcing water companies to put bigger lines in uh or forcing the Builder to bring the infrastructure up to the beginning of their uh that's subis way you'd get it done I think and I think that may be some things that we need to look at as a full County Commission is is to require the developer to bring the utilities up to grade even if it's miles of it because if you're going to drop 40 houses in on top of somebody and there's no fire protection there now and you group a bunch of homes together you're putting a lot of volunteer men in Jeopardy and the homeowners uh they cut back the the the number of lots on that subdivision but there's 39 I think going into that subdivision that uh Hillsboro will service that one uh but you only have a 4-in line and I don't that's one thing that we need that with TC or somebody to find our legal what legally can Coffee County do probably going to find developers only going to go with the area he's developing not the line to get there I think that I think that could run both ways the utility district being that they're getting the sales of the water taps Plus the service I mean

it's look that looks like something they could possibly split with them or help out too they're we've got to come up with something cuz Coffee County is going to grow and it's like I was telling my wife you can go down to the end of our road and we only live on a little bitty road but you can develop 100 acres back there and yeah you have to bring that up to standards but our road roten road would not have to be brought up to the standards that the subdivision is so the service road that goes into those subdivisions can be inadequate yet the subdivision is adequate but the service is coming in if you've got a 4 in coming in you can't turn it to a 6 in no it's going to be 4 Ines I'm saying that's why that's why father up the line the utility compan going to have to do something so we're going to have to figure something out about that sooner sooner than last yes and that's either with tck that's one of those things we probably should have talked about when we were handing out money to help the utilities and see it's just like you with the with the parks department we don't have a parks department we don't have a water department we don't qualify for all these grants they do Coffee County can put in for a water tower and stuff but then you had to give it to somebody so well you know we we come up with that ad hoc uh Wastewater and water committee that was going to be some of the some of but we' never really got phased out that needs to be something looked into like you said I've asked the mayor to ask tck to have some body come meet with us uh and we'll see from there who who is the who are they going to meet with the full commissioner they can meet with us or whoever I mean us here in yes in h yeah H and I would like to see the Law Department from T come a lawyer and tell us what legally we can and cannot do the problems we seem to have is we've got a bunch of entities that's not connected you can't make a utility do this or

that but they're also going to get all the revenue from now on so just Mr Morris you think you think you could you think you could schedule them in to come talk to us I'll have to get with the mayor again and see but I will say this uh at Shelton Town Road in 16th model Road there's been a fire Hyer that has been run over for over a year and I have worked and called Greg get called from North coffee several times it's a lot of documentation of emails and it took public shaming on Facebook and it was fixed the next day so one of the constituents in the north coffee area got on Facebook and published it and within 24 hours that fire hydrant had been fixed who fixed it Manchester Water but it had been down for a year and there were several phone calls and emails and we still have them down in from war Trace water down in and it may be that the the that the public just has to publicly shame these entities and uh call them out uh it's a shame that you can't do the the right thing and send emails and correspond with people and and them get back to you and finish it off uh but it did within the 24-hour period it was fixed I went I went up Old 41 the Old 41 the other day and there's still bags on those hydrants and we that would be yeah you're never going to get any entity whether it's a utility or a developer whatever to go five miles to run lines because somebody wanted to set a subdivision in the middle of nowhere well then the subdivision mean that's back to planning codes and all that there's some serious work that needs to be done and I think they realize that now everybody's going to have to get together sooner than later I think you'll see it coming

quick so that's where I'm at with the water well good job I don't know what day are you meeting with him uh Thursday okay this is Mr Morris's passion when he come on this commission this last time it was his I take one step forward and three steps backwards though but I do appreciate the constituent who did get on Facebook and and uh get that done because it was brought to my attention that it was fixed and I couldn't figure out how and that's what it was that's what it took public shaming we need to IR de guy well really when the utility owns the L and the equipment and all that they're getting Revenue they've got to keep their plant up Tac ought to get on them if they don't they can force utilities to raise their rates okay anything else Mr moris that that it any questions for Mr moris okay that being said we'll move move on to rule fire Neil if you would come up take your seat get you a hot microphone tell us what's been going on with the the rescue squad sir s all kinds of new Rescue Squad trucks up and down the road we're getting closer we hope to start sheetrock next week uh they come put the AC in today got everything roughed in water and Plumb is roughed in uh we'll get the inside meal finished hopefully next couple weeks and sheetrock man gets started maybe by April we should be back in the building oh we have replaced all our trucks that we lost we are going to have open house in May as Rescue Squad week we're going to try to have open house Commissioners come out and see

what we got you got a date on that in May it'll be the third full week that the day cook too no it's us in April this second year we going to miss it it's looking like so you're thinking the 10th no 24th 24th on satday if everything goes right we're going to try to do something the 24th of May of May once we get everything up and running to find out for sure we'll send letters out to all the commissioner let yall know for sure so you going to have a big open house are you going to have some food and something so they can you can raise some money cooking stuff for the kids probably going to have all the playground stuff my wife gets her way she'll have bouncies for the kids and show have everything and one thing about that that being said that does not come out of a dime of the rescue squad's money the members chip in we buy the bouncies I rent the bouncies well I'm hoping you can raise enough money off of that to help we usually do a April we do a half chicken and barbecue dinner and last year we didn't do it and I I don't see it this year unless we something happens pretty quick well can you tie it to the open house thing and may we might we'll see how things is going and where we're at on everything so when you you say you didn't have your dinner last year that affected your fundraising right last year and this year too we uh Wow we lost it because we I mean we had nowhere to cook or to do it in so both commun has been great we do mail out U they support it big every year commission they support us big and we really appreciate that what y'all do for us how's your membership out there how many you running now active I've got 28 on the roster uh we're fortunate I've got two to three people about every

meeting showing up want to join a lot of new People's Moving in they're calling want to come and see what we do and several of them was asked to join so you got 28 people you can count on to show up 15 usually you can depend on um depends on what kind of call it is and U we had a call two weeks ago guy fell at 105 uh it's during the day U most all my guys employers said look if it's a a rescue car you need to go go so where plenty of people showed up they had to actually put a crane in and pick a guy up in a Stokes basket with some of my guys to get him out he'd fell down in a they was building a uh I guess a wall and had it was time rebar he fell about 20 or 12 to 15 foot down in the rebar flat of his back so they had to go down inside there and package him and get him out oh but everything turned out good he's back home doing good what happened Monday night there were a lot of sirens running up down 41 and when I headed back to to from a meeting I was at one from T was coming I assume there was something pretty big going I saw somebody commented on Facebook but I don't recall what it was it wasn't there's so many things now it's something it's something every day nearly just like um just like Neil he didn't bring up but I see them all the time like 1 two 3 o' in the morning anytime there's like a structure fire the rescue squ in County where you do rehab We Care water hot chocolate coffee and Gatorade and in the middle of night when it's cold freezing hot chocolate's nice just anything to warm you up you know it's cold saw at least two fire trucks going down 41 going uh I think they had an overturned truck they had a Hazmat must have been

something like that yeah like I said and then I saw one from T coming I thought it was something pretty good size yeah I think our uh EMA team went out there and I think T might have come into Manchester to back fi while Manchester was out on the overturn truck y'all y'all run y'all don't do Hazmat y'all go out on those has talked to us I tell to call us is like both cities we told manest tell them both if you need rehab call we'll send you some whatever you need it'll be there because we just want everybody to go home safe whatever it takes to the new truck you have the rescue truck what what what tell us about that what is what what do you have on there we've got a 2023 Dodge we bought year or so ago before the building burnt it was not in the building thank goodness um they're putting lights on it now we've got a the D the Ford is in Nashville should be back this week they put a bed on it U we've got the rehab truck so we' replaced everything that we lost in the in the fire just got to get lights on them and get them bring the mountains coming down to uh uh do some work on it yeah we're really we're fortunate as a county to have y'all the stuff y'all do as much as diverse and then into or three months the lake will be going yeah and they come to the lake a lot yeah they to both my boats out last week I was like did they you couldn't tell me this in the winter time when I could so they're about 12 weeks out on boat so I don't why the last minute they decided to tow them out we got two boats on order that becomes of the fire you going to have room to get all that stuff inside we will we'll have get they'll come get the other ones once we get our new ones in and hope to have the building done we've got some trucks already in the building

okay any more questions for Neil Neil we appreciate you we appreciate all you do thank you thank you we help you with phone call away all right thank you thank you Neil moving right along we're moving on tonight um we addess first any new business anything anybody want to bring up need to talk about future meetings next week next month um I'd like to go back to uh going back to the holidays team we talked about the Christmas tree that we were going to maybe I know it's February but we blink again it'll be the 4th of July I talked to the lady over the uh a department she said that she would be willing to do do part of that so you know we have a we have a meeting Monday up next week that's right 9 o' yeah I think three of us on this on this committee's on a we need to inquire about that I would like to get that going yeah because I mean they needs to be people need to be spotting it right now and you know planning the growth of it and so mean do you want to donate it yeah but it has to be grown in the county mhm has to be has to be a coffee candy tree and I talked to uh I talked to the mayor the other day and just threw it out there to him and told him we'd like to have the south side of the courthouse being it was ours and he said man that would be great so he he than true yeah just a just a grown and another thing that I threw out there too because I was watching Tennessee Crossroads Jack Daniels does their barbecue in October I would love and I'm not promoting liquor or anything but I am trying to promote Manchester if we could do George on the Square a barbecue cook

off in April or May to where we're not competitive with Jack and start a tradition here because if you looked this was done in 1992 or something and they Bill Hall was there that's how old it was they were there judging the barbecue Lynchburg was full probably for four days of people C people from Thailand flew here to cook uh people from South America had driven up and it just took me back again I don't know how you go about even starting something like that it would be an Endeavor but it would draw a lot of people into this County not just Manchester t uh well being that we don't have anything and it all starts in a committee this is the I consider that Recreation why why couldn't why couldn't we somebody from this committee approach the chamber and maybe throw some ideas out there and say that we we could possibly be willing to I'm willing to do that because I just think that it would uh bring that's just like she's talking about the softball games the more people that you can bring into this community somebody may like it and see it and stay yeah they may buy a home stay and bring good people into the community I don't know if y'all was on social media and looking at the paper stuff but I mean the the decoration of the square was a big success yes I mean people liked it a lot of people's you know a lot of people went up there just to uh just to look at it and Christmas on the Square I think was a pretty big deal you know so well I mean if if you if we were going to do that in April or May I know we can't do it this year okay yeah I know it can't be a now it can't be done this year it's just for the future uh and you would have to get dickle on board you would have to get Manchester on board uh but it's something to throw out there to the chamber and it it doesn't have to be dickle it could be we could get well you could do it with Comm John's yeah uh

just have a barbecue that's sponsored by somebody to bring people in and the first year won't be as big but the next year if you do a traditional thing and hit it on one weekend and pick that weekend and stick to it it would build we got the S the square is the place to do it we got a great place to do it yeah we could close the whole Square down and they could cook on both sides of the road got the square side the square side walk down the step you got the Ampitheater for for music and Festival there just within walking distance what about maybe a week before bar Ruth keep them there for a week yeah yeah like kind of like kind of like the music tree thing that was a big success I thought well I'll ask and see if I can go speak before the chamber I'll go with you okay find out when the chamber is just to say and uh I'll talk to uh I'll talk to the mayor and get his thoughts on it I'm sure he'd be I'm sure he'd be up for it too so he might be a barbecuer yeah yeah that's right okay anything else if not let's look at the month of March to set a time a date so I'm thinking March Mar 20th I'm thinking the 20th or the 11th is that date good with everybody 20th I think so the 20th yeah and us being at six o'clock uh kind of gets us out of the loop to for competition with any other committee so okay I S go with everybody March 20th 6
