Like to introduce brother Jim Norman to give our invocation. If everyone please stand. [clears throat] Let's pray. Heavenly Father, as we gather in this season of thanksgiving, we pause, Lord, with grateful hearts. We thank you for this day, for the gift of life, for the many blessings that you've given to us. Many things we see and many things that we don't. Lord, we thank you for your provisions for us and your protection and your presence that never leaves us. Thank you, Lord, for the meaningful work that you've given to these leaders and for the privilege they have of serving others and and for the honor you've entrusted to those who care for our county. Thank you for your unfailing grace and your mercy that sustains us daily. And as we pause during this Thanksgiving season, we remind we're reminded, Lord, that every good gift comes from your hand. So Lord, give us thankful spirits, eyes to see your goodness all around us. shine your face upon us and for the sake of your mercy, [snorts] protect us and lead us. Teach us the way we should go and counsel uh us with your wisdom. Lord, protect our first responders uh and all those who serve our county. Father, we pray that you will bless these officials here today with clarity and humility and godly discernment. Help them to work together in unity for what is right and beneficial. And we ask, Lord, for your favor upon the citizens of our county, especially those who are vulnerable for our schools, for our teachers, and our children. Finally, we lift up this agenda before the commissioners. Lord, we ask that you would grant them that direction that pleases you and serves the people of Coffee County. Well, we give you our thanks and our prayers to you. In the precious name of Jesus Christ, we pray. Amen.

Thank you, Commissioner Hman. First order of business is to approve tonight's agenda. I have a motion by Commissioner Stubblefield, seconded by Commissioner Reid to approve tonight's agenda. Commissioner Watkins, you have a request to speak.
Mr. Chairman, I'd like to motion to remove 9E appointment commissioners since we don't have anything in our packet. Uh and then also uh I believe law enforcement met last night to go through the process to give us uh some recommendations. Okay. Without objection uh by unanimous consent we will remove that one item. Any objection? Any more discussion regarding the main motion to approve tonight's agenda? Let's vote, please. All right. Is this a motion to amend? Is that what we got in front of us? That's what I thought, but I just saw Commissioner Jones made a motion and a second by Commissioner Chambers. Thank you. Thank you.

If not, we will move to the next item on the agenda, which is the review and approval of the minutes from our October 14, 2025 meeting. All right. The motion to approve was by Commissioner Stubblefield, seconded by Commissioner Reid. Was there any amendments, changes, edits to the minutes anybody want to suggest? If not, we're ready to vote. I thought we said we were not voting on the amendment. Okay. With the the vote results for approving the tonight's agenda is 15. Yes. Now, public comments. We're being none. We're ready to vote. The minutes have been approved with 14 yes votes with one abstain. That's correct. He learned his lesson. We will have the uh resolutions of memorial sympathy
proclamations and commendations. 8A. We need a motion to approve this presentation to a what some people might characterized as a small man, but he's carried on a very very big job for many, many, many years. Uh Allan Lindley has announced his retirement effective November 30 and we have a little certificate of recognition for Alan Lley and it is awarded his exceptional dedications and loyalty as director of Coffee County's Emergency Management Agency and Homeland Security. He had served 39 years dedicated service to the people of Coffee County. Allan, if you would step forward Well, I won't take much of your time. First of all, I want to thank uh the mayor and the commissioner for supporting our program for all these years. So, we're in charge of uh all the disasters and planning and preparation for any large scale event and things like that. And we've come a long ways in the last
18 years and my only hope for the program is that it continues to grow and progress and move forward. I like to I think I left it better than I found it. I hope the next guy does, too. Thank you. Thank you, Alan. The motion to approve this proclamation was made by Tim Stubblefield, seconded by uh Commissioner Hirschman. The floor is open for discussion. If anybody has any personal uh comments they'd like to make at Allan Lanley, now would be the time for that as well. I'd like to say,
Mr. Chairman, go ahead. I'd like to say, well, Allan, I worked with Allan and policy and procedure when I first became commissioner. Learned a lot from Allan and how their park operates. And I appreciate all his service. He didn't he didn't just do where what he just told you about. He did a lot of stuff for the county and other committees. So, I I do commend him for that, too. He stepped up for quite a few things,
but I want to thank you, Alan. I've known Allan for probably 40 plus years and he worked for my dad at the Fire Department. And I know dad would be proud of him and what he's accomplished. Um I myself am and I know we've spent a lot of a lot of long nights uh at different scenes here and there and I appreciate everything he's done for us in Coffee County, the sheriff's office and other first responders. Thank you, Alan. Commissioner Miller.
Yes. I wanted to thank Allan for the help he gave me about my son a year or so ago and I appreciated him and I enjoyed his father working with me for years too. So I'm certain he's as good as his father. Commissioner Stubblefield.
Yes, Alan. I could well I ain't gonna say much. I could probably I can say a lot of things about Allan, but I'm gonna leave it be nice tonight. Uh, we go back I guess what 1988 ' 89 somewhere around there when we both work was working up here at EMS and then we moved on to the fire department and you moved on. You left us and come up here and I'm just want to say I appreciate the time being with you during those times. We had some good times and some crazy times. So, um I will appreciate your service and I wish you well on your retirement or whatever you uh do after that. Okay. Anyone else? Okay, we're ready to vote on the proclamation. Okay. My name is Wilma Thomas. Uh, a lot of you probably know who I am. I have been in Coffee County for most of my entire life. I am a conservative Christian. I'm a member of the Church of Christ. I would like to be considered to serve on your board. I have served on board before um in the late 90s early I've served two terms. Um I did not seek reelection the last time because my husband was ill and so I did not seek re-election. I am uh if I'm chosen, I'm I think most of you that know me will find that I'm agreeable uh with most things. I I'm not uh contentious. I I will listen. My whole life I have um been involved with the community and served the community and I would like continue to do that. Thank you.

Right. So, I have plenty of time. Right. I have plenty of time. I uh I had I've had to have knee surgery, so I I've retired. Any other questions for the nominee? Thank you very much. I appreciate your time. Thank you. Thank you for willing to serve. Uh, next would be Mr. Jeff Perry.
Good evening. My name is Jeff Perry. I moved here in April 2024 to live closer to my two daughters. Offer 20 years of utility experience and also served as the city of Manchester's director Manchester water and sew department for 17 months. I know the challenges that the city has faced with this infrastructure for decades. I [clears throat] would offer truthful insight on developments projects that impacts the that we live in. I spent six years in the military and also served a tour in Iraq. [clears throat] I'm an independent banker. I'm not swayed by the opinions of others when it comes to making hard decisions. I truly want what is best for this great city, county, and its residents. I strongly believe that citizen input should guide our pace and to be taken into account on decisions that directly impact their dayto-day Most residents value control thoughtful growth. I'm not against this city and county growing, but I am against especially when it outpaces the infrastructure. My goal is to contribute to responsible planning, strong community services, and practical solutions that support residents and local governments alike. As this community grows, there will be difficult decisions to make that impact each of us. I look forward to being of service and doing what is right for. Anybody have any questions for Mr. Perry? Since you're very familiar with the water, uh there's been discussion lately and I guess prior to that, but especially lately of uh people needing water and it's my opinion, of course, I worked at teleome utilities for 24 years, so I felt like whoever's territory that bordered uh the utilities ought to be the ones that provide the water for the people, but apparently that's not the way it works around here. So, can you elaborate that on that?
So, when you talking about water versus No, I'm talking about your own lines. Uh whether it was on Manchester's lines or whatever personal line. No, no, I'm talking about main lines because a lot of people in the county don't have water.
Yes, sir. So, according to the city is the one that's making money off of it. So where I'm from originally I'm not opposed to

Would you move or you going to stay here in Manchester? So, well, you've already answered that. You said your daughter's here. My daughter's here.

Good evening. My name is Matt Harris. I think I know some of y'all not not all of you. I'm an attorney here in town. And I know that's one against me in something like this. But uh I'm from here. I grew up. I grew up in a little yellow house out on road elementary school. I still I know it's the Raider Academy, but in my head it's always in the high school. Uh the reason I want to do this is because of a regret I realized about a year ago. So I went to uh said graduated high school here county college at Austin P and got scholarship to go to law school in Mississippi practiced there for a while married had kids always wanted to go out on my own be an entrepreneur have that spirit and I was just very hesitant it's a big it's a big risk put yourself out there moved back was inhattanooga and finally decided I'm gonna do it. I'm do this on my own and I'm going to do it and I did that. Started it started my own December of 2023. I realiz June or so last year that I'm the biggest idiot there was. I should have done this move back to this town of Has I don't think I realize nec but I had back in the area for over two years. I'm not going anywhere. I'll be here
and I want right now I'm involved. on the board of town. February, I'll be on the board of the board attorney for the city chamber of commerce. Uh, this town, this this county, I should say, really is the center of the universe. We have so so much going on and I really want to be a part of that to stable, reasonable, steady hand to this body. politically count somewhere in the middle. I think as much as I hate being a fenceitter on anything that's kind of a fence type, but it is the truth. I'm not somebody who thinks government should be fixing every single plague community but think it's helpful to have it there. When I saw that vacancy, I was very excited, thought about it, prayed on, very delighted to be here. Anybody got questions for Mr. Harris?
I do. Commissioner Jones. Hi, Mr. Harris. Could you explain to us what your position is on the growth of coffee county? Sorry,
the the growth is we can't hide from the growth. The growth is coming. This place is beautiful. We got a work force that wants to work. We've got leaders that want all those things to happen. I do not want us to become Rutherford County. I think statistically numbers I don't think that's actually any real risk there. But I want the county to embrace the responses responsible. We're not going to get some new subdivision way out that doesn't have the infrastructure for it. So my my position on that is let's embrace it. Let's do that responsibly.

It took 10 votes, a majority of this body to uh to approve any business before this body as a matter of fact. So congratulations. I would like to thank uh my heartfelt thanks to Wilma Thomas for stepping forward. Also Mr. Matt Harris for stepping forward and being willing to serve. And at this time I would like Jeff Perry to come up to be sworn in as county commissioner by our county clerk. Our next item on the agenda is the appointment of a constable for the combined districts of two, six, and seven. In your package, I think you have three names. These these these uh this appointment has prerequisites. uh just not anybody can be a county commissioner there. I'm I'm sorry, a county constable. So therefore, uh one of the names I was alerted by the election office that one of the names that's in your packet, I believe it's Mr. Underwood, did not turn in the required documents that are prerequisite to holding this position. So there are two names in your packet. The floor is now open for nominations of I want to nominate Jason Dendy.
Commissioner Tim Brown has nominated Jason Dendy. Are there any other nominations? Mr. Mayor, um, do the people that are interested in this position also have to be nominated to be considered? Absolutely. And have a chance. Yeah. It's an appointment for a vacancy and have to speak. They don't have to speak, but they will be allowed to.

Good evening. I'm Jason Edundy, born graduate. I get a little emotional sometimes talking about stuff but anyway I'm proud graduate of been here for us since 2010 I'm proud of that community myself Baptist church fire department right out of high school started at 18 years old was there 16 years and I've been sheriff for Anybody got any questions? And I think one other thing um I wanted to uh take this position is because why not have a certified deputy sheriff in there and my stepfather was in this district.
Anybody got any questions for Jason Dendy? She maybe a couple months ago, a year ago that uh the uh questions about even having a constable in Coffee County come up and a lot of the commissioners, the majority of the commissioners decided they didn't want So, I'm asking what are we going to do when election time comes up? Are we going to bring the the constable problem back up and abolish them or what what's going to happen over we even discussed it?
That's not on the agenda. I know it's not on the agenda, but it's my question. We're not going to answer that. Anybody got any questions for Mr. Dendy? There being none. Hello everybody. Wasn't really anticipating speaking tonight, but I'm going to make the best of it. My name is Derek Morrison. I'm a veteran of the United States Marine Corp. 13 years in the military twice. Been serving in law enforcement since 2006. different aspects of law enforcement sheriff officer department currently I work for the state of Tennessee department I'm an instructor over new cadets that are going to be correction officers for the state I'm one of two people in the state that is a master OC instructor I'm certified electronic I wanted to be a hospital for this district simply because I want to be a our law enforcement, our first responders in the area in any way that I possibly can also.
Anybody got any questions for Mr. Morrison? Mr. Commissioner Miller, I guess my question is where do you work? I'm an instructor for the state of Tennessee Department of Corrections at the Academy in Oh, in Okay, thank you. Any more questions? Thank you. We appreciate you throwing your hat in the ring. Thank you, [clears throat] Mr. Morrison. Thank you so much. I know the the your constituents that you would have represented more. They definitely appreciate you throwing the hat in the ring. It was a big deal to put your name forward and we appreciate your participation. Okay, we're moving to item 10 A, public health and welfare project budget amendment. Mr. Chairman, go ahead. I would like to move this to table this item to do you want to postpone table means you have to take it back up tonight. Postpone to a later date would be the proper motion. This is the budget amendment for the 35. Let me read it. It's the budget amendment that HWR and budget and finance approved spending $35,000. Is that the right number, Mr. Morris?
Yes. that will purchase pipe for the JD Sartine Road residents that have been trying to get water for probably five years. That's what this is. I understand all that. My question was the motion being table. Why is table it can be brought up at any time later, right? No, I'm not me and the parliamentarian I think disagree on this sometimes, but if you read the rules, uh, literally tableabling means something that needs to go on the table for right now for a uh an extenduating circumstance, then it has to be voted to be removed from the table at a later time. And most of the time it's within the same meeting. If you want to kill the motion is that basic and some people use table to kill a motion. Do you want to postpone it or do you want to remove it from the agenda? Okay. And that was exactly the motion you made in the last meeting. Correct. Okay. All right. Could we make a promise to those people that we would vote in January on it though? that there would be a vote in January. Okay. And I know all this ties back to Manchester and the water and everything, but at least it would show that the rural people that we're willing to meet them halfway. I don't know if Manchester will I know you're doing and I very much appreciate what you've done for these people, Roger, because you've gone way far and beyond to help these people out. So, I'm I'm willing to fall behind on you on that. Without objection,
I would like to weigh in an opinion on this. If there's objection, I will remove myself from the chair. Without objection, as I said, these individuals on that road have been waiting five years. Approving this expenditure tonight does not actually spend the money. If an alternative plan, which you've been working on, I'm pretty sure, Commissioner Chambers, if an alternative plan comes available to us, that doesn't mean this money has to be spent. But in a good faith effort to show these individuals that the county commission is ready to help them, we need to approve this tonight. That's my opinion, and I appreciate you guys listening to that. So the motion to postpone by commission.
I'll second. We got a second. Motion to amend which would be a postpone. There's buttons if you're going to make a motion. Have you got a a button there?
All right. Commissioner Brown now has made the motion. Huh? Quick on the trigger. Can Commissioner Brown unm motion? It's Commissioner Chambers motion. While they're fixing my mix up over here, I just want to say thank you again though to Roger because the people of J Sergeant Road do know that he's working hard for them. He's working with Manchester City trying to get grants for them. Uh we've been both been in touch with the people there. Mrs. Pew, she knows that he is working diligently with Manchester City to try to get them to agree to take this project on. Uh, and it may be that they need 6 inch line, but whatever we can work out in January, I'm all for it. So, thank you, Roger. My point is there's a lot of whatifs. This can be passed tonight and you don't have to spend it. You don't have to. But it's there in case all this other falls through. That's my point.
All right. We have a motion by Commissioner Chambers. I think everybody understands the motion to postpone. Seconded by Commissioner Tim Brown who now wishes to speak. You're recognized, Commissioner Brown. Well, now you before we vote on this is all this is just the
vote on to hear the parliamentarians difference between postponing it and table to see if we're voting the right way. The motion to postpone that y'all are doing is called a motion to postpone definitely because you have specified a time. Uh if you just simply made the motion to postpone, that's called indefinite. And that actually puts the motion out of existence. It could only if it passes, it'd have to come up as a new motion. The motion to table puts it on the table. And uh it cannot be brought back up until somebody makes a motion take it from the table. And uh that if it's brought back up in the same meeting, there has to be at least one item between uh when it's tabled and when it's brought back up, but it doesn't necessarily have to come back up in the same meeting.
Okay. So I'm confused on it now. Roger make a motion to postpone now. So that's right. He he postponed it till January. Okay.
So that's that's postponed definitely. And so this if this passes in January, it should be on the agenda as old business just like tonight. In other words, it will be back. I'd also like to say that we are having another one on December the 10th which was the Mr. Steve Austin was coming from CATAS to do ethics training course for us for three hours. We get three hours of training. So that would start at 5:00 on the 10th of December and I'd hope everybody will come to those because that'll get you five hours and one more training.
Commissioner Her, what was that first uh date on the CAS training? Uh CAS training on the 15th during the policy and procedures. Okay. It's during that meeting. Okay. Yes. Because there's some answers from department heads. We're going to let Okay. That is at 5:00. Yes, ma'am. Right now, it's going to be in conference room one. And right now, it's only four coffee county commissioners and department heads and elected officials. If it gets too crowded, we will move into this room.

Uh if you guys notice the agenda said that our next meeting is November the 18th. That's obviously a typo. Our next meeting is January 13, 2026. Um, as an FYI regarding uh tonight, you guys noticed that we there was a couple votes that we took that did not receive 10 votes. Just as a reminder, this body can approve or deny business items with the majority of the body, which is 10 votes. It's not a majority of the quorum like our smaller committees. So, there was a business item on last month's uh agenda regarding reszoning property that only received seven negative votes and five positive votes. And after uh discussion with the professionals and our legal counsel, that that item will be back on the January agenda because it is unresolved. We have to we have to address that item until we get 10 negative or 10 positive or more or the applicants may withdraw the application but we have to dispose of it by the majority of the body one way or the other. So that's just an FYI. Anybody have any other uh I would like to thank u Commissioner Nettles for filling in as our chairman pro Tim and she did a good job and I'm glad she did it. And I am proud of this community because uh I think every single school in the Coffee County school system and the Manchester City schools had Veterans Day programs. I attended two of them that were very poignant and uh very inspiring. And uh I I'm really proud of our community and how they do support the veterans. We have a very good, very active VFW post and everybody needs to go eat breakfast when that kicks back in next spring. I think they've already shut that down for the winter. Tommy Gwyn uh he's World War II and Korean veteran hero in both armies and both wars rather and uh P twice in Korea and escaped both times. Um he 25 wounds wounded 25 times and all kinds of medals and I and he's still alive and kicking and uh I think we just need to think about him every now and then.
