Deacon Joe is going to do it for him. So, uh, good evening. I brought the commissioners a coin this evening and it illustrates the Bible passage from Ephesians 6:es 10-18. The passage is about putting on the armor of God. And uh we do that by using the shield of faith, the sword of the spirit, breastplate of righteousness and the helmet of salvation. And I hope that this coin serves as a reminder to keep God in the center of our lives as we are all encouraged to pray always. And so now let us pray. Dear Father, we give you thanks and praise for this beautiful day here in Cocoa Beach. We begin this city commission meeting tonight with a prayer of thanksgiving and ask that you give the commissioners wisdom and guidance as they deliberate on items before them. May every decision be righteous in your sight for our citizens benefit and for your glory. We pray this in your holy name, Father, Son, Holy Spirit. Amen.

Cocoa Beach vulner vulner vulnerability assessment pres representative is applied ecology and geocentric.
Yeah. Hi. Hi. Uh Scott Ditchi here from Geocentech. We also have Walker Dawson here from applied ecology. Um we are um you you might remember we came I think it was last May June we we we talked a little bit about this vulnerability assessment. kind of gave you a background of what we were going to be doing. Uh this is just kind of a middle of the road update to tell you what we've done so far, what we have left to do. Uh and we'll be uh wrapping this up in through the new year. So, um just a little bit of a reminder, a little bit of a refresher. So, the vulnerability assessments, um, these are really prescriptive assessments, uh, that are managed out of D, uh, and prescribed by Florida statutes, and they assess the risk to city assets from things like sea level rise, storm surge, and increasing rainfall. Um, we're identifying critical assets in Cocoa Beach. We're evaluating and modeling various flood scenarios for those assets. uh we're prioritizing and focusing on ad adaptation strategies, basically projects to address increased flooding. But most importantly, when this vulnerability assessment is completed and submitted and approved by D, it will allow the city to then uh apply for funding to implement these projects through the Florida resilient through the resilient Florida program. So, it it's really important um that that we go through this this assessment, follow the procedures set through the Florida statutes, and then put you all in a position to to actually get some of these projects done and taken care of. Um so, just a little bit more on the on the assets that we're looking at. These vulnerability assessments encompass the entire municipality and include critical assets in these four categories. And the main four categories we look at transportation assets obviously evacuation routes very important. Uh your critical infrastructure, your wastewater, your utilities, your
communication facilities, your critical community and emergency facilities like like the fire department next door and then your natural cultural and historical resources. So since the last presentation, one of the the biggest things we did and and probably really a big bulk of the the initial part of the study was the data acquisition was really looking to see what data is available both from the city as well as the state. Um we put together a critical assets geo database of all the critical assets in the city. We catalog those and then we set those up for the flood risk scenarios which I'll I'll talk about in a minute. And then we had a meeting with FD to kind of make sure everything was on the up and up and we we provided this background data collection which was approved by D. So this allows us to go to the next stage which is which is really the bulk of the assessment. So we have these critical assets that the city have has and what we do from that point is we expose them to these through the exposure analysis to these modeling scenarios and these are the ones that we look at for the city of Cocoa Beach. coastal tidal flooding, um both current existing conditions, and then going out to 2050 and 2080, uh storm surge flooding and rainfall induced flooding. And we we we model these to see which assets are exposed through these various different conditions. And again, these conditions are are prescribed through the Florida statutes. I'll go through that. So, this is a sample of the the types of maps that we generated through the exposure analysis. So we we can uh we provided this already to the city. So if you want to take a closer look, it's kind of hard to to look from a large uh you know far away on some of these maps, but everything from you know 100redyear surge flood, 100year rainfall events uh through future conditions. I think we have something like 200 different maps uh
showing the different these different flooding scenarios in the city. And once we have what we have these now the next step is to take these flooding scenarios and to overlay the critical assets of the city to see how you know what's exposed and what is you know has the potential to be flooded under some of these future conditions. So the sensitivity analysis and I'm going to read this part and it's kind of wordy for for saying a simple thing but you're evaluating the impact of flood severity on each of these critical assets at each flood scenario to assign a flood risk level based on the percentage of the land inundated. So basically you're looking at say like the fire department next door. Okay, it's not getting flooded through any scenario. So we you know it's it's obviously a low priority to do a project. But if it was getting flooded through current scenarios and into the future, then we would assign it a higher priority and we would look with the city at projects to alleviate those those potential flooding concerns. And this really is um the process that we're in the middle of now. In fact, we'll be finishing this up next week and we'll have um large tables where we're going to have all of your critical assets and show you what's going to be, you know, potentially exposed to to higher flooding conditions in the future. So, kind of giving you an update on the schedule where we are. You see task five, the sensitivity analysis. That's currently where we are. Uh like I said, we're we're almost done with that. We're going to have that done next week for the city to review. that once the city reviews, we we submit that to D for their approval. Then we're going to go right into looking at the focus areas and looking at projects, both projects that the city already may have on their capital improvement plan, uh, as well as other projects to to address some of these future flooding concerns. Uh, going in through the new year, we're going to have another public outreach meeting. We had one at the beginning of
the project. We're going to have one here towards the end to to kind of get some final public input on potential projects. And then we'll have the final VA report uh that's due at the end of April and we'll be back here presenting the the final results of that. And what we what we have is a final report here to the commission uh ideally next May. So um that is this kind of where we stand now on this project and um yeah, just wanted to give you all an update, let you know where where we stand on that. Thank you. All right. Thank you. It's a record for 25 years. That was a long time in a row. You know, until then, I had only missed two commission meetings. We must be doing something, right? But AJ's here and he's taking care of everything. So,
I can watch from home while I'm doing my ironing. So, good evening everyone. Uh, my name is Janice Scott and um I um wanted to say hello to everybody. Mayor, Commission, City Manager, City Attorney, and City Clerk. Um, thanks to uh AJ for the calming effect he's had on the city in the past few months. It's been really nice. Um, part of the reason I don't didn't feel I had to come here. I want to say a special hello to Lori Kalache, our longtime city clerk, if she's watching. Hey Lori, we're still here working in your absence. you're hope you're enjoying your year of retirement. I um read the Cocoa Beecher this afternoon and I want to congratulate you, Mayor. You're the only person I believe in my reading through it who mentioned the date of the downtown Christmas parade. Everyone talked about it, talked about all the activities, but you're the only one who mentioned the date. to follow up on the special presentation. I watched the county commission meeting where uh you know because of our great flood that we had in October and I believe 30 houses were lost. It really what's going on in Titusville is really terrible. Really a crime, sad part of it unnecessary. But it also I wanted to point out that uh something I talked about before is um the trend of people raising their lots for their house. And when they're doing that, I've been here at this commission meeting many times saying you need to make the people put a French drain in between the properties so it quits flooding the next door neighbors. That's a big was a big problem in Titusville and it is a
problem on my street and I can tell you a couple of the addresses that um if if they're going to do that I mean it makes sense for them but they shouldn't wreck everybody else's property and improving their own. Um so uh also well I only have 36 minutes so I'm going to save my next comment about the adorum county taxes. um that's on another item on your agenda because I want to repeat it over and over that 46% of us are paying the full county load for taxes supporting the county general fund, etc. Thank you.

Um uh I'm sure everybody knows that um we had a very successful art show uh and the turkey trot I had I think um 4600 runners something. Yeah, record probably over 5,000 people there. There was like Yeah, a fabulous showing.
Yeah. [clears throat] Uh during the the past month, u the Cocoa Beach Fire Department hosted a multi- agency mass casualty incident incident exercise at the Brightwater Preserve. We had um Cape Canaveral Fire Department. Uh the uh the port was involved, the Flight for Life was involved. um and uh the Cocoa Beach Police Department and Fire Department as well. And uh the uh it was it was quite a show. Uh and thank you to the Cocoa Beach Fire Department for organizing that. On another note, we've received notice from the National Park Service that our ADA beach parking lot plan and park has been approved and they are in the process of conveying the property to us.
Excellent.
So, that's that's about done. Um, a couple weeks ago, um, uh, Wes, uh, Mullins and, uh, uh, Brent the the Golf Pro and Ed Thinger from the c from the country club. We all took a u a field trip to Claremont National Golf Course to meet with the people who uh have a uh a driving range called Cover the TE's. Uh and um it's extremely successful. Uh it would be a perfect fit uh for uh our municipality uh with the uh tourists coming off uh the the cruise ships and the two and a half million visitors that we have here a year. Uh it's a type of amenity uh that um will uh will easily pay for itself uh and and and I believe in in quick order. So we are uh moving ahead uh on the contract for that uh negotiating the terms therein. Uh we also met with the Cape Canaveral storm water staff. We were particularly interested in storm water pumping station uh to alleviate standing water at um Center Street in Cape Canaveral. They have a large pumping station that uh takes the the the rising groundwater before it hits the streets and pumps it out into the lagoon. Um it's um uh they tell us it was about a million dollar
project. Uh and uh I believe that there are at least three locations here in Cocoa Beach where uh that type of uh technology would be most helpful in dealing with the standing water in Cocoa Beach. Uh the downtown garage elevator, it's almost done. It's operational and undergoing adjustments. Uh we're targeting the week of December 15th for inspection. Uh and um uh it we we hope we will have it done uh shortly after the 15th. Tennis courts, the asphalt is laid and curing. Uh by Centennial Park, the target is January now. The holiday holiday lane ramp is boat ramp is still open. Uh they're not working currently due to high water. So if you're duck hunting, you can launch your boat there. Uh the golf course, our Dolphin 9 irrigation project uh is underway and we expect completion in January. Uh we met with the engineers uh with Meet and Hunt regarding the the failure of the pavers at McN McNab Parkway. Um I don't I don't know if many of you have been up there, but um pavers were put in and um uh they they were engineered to carry uh uh heavy equipment, but um they they didn't uh stand up to to the test. So, we're in negotiations with the
construction company and the engineers to uh get a fix on that. While you're while you're talking about McNab Park, can you um hint on the agreement for the viewing tradition by the local residents using that park for the vote? Well, I'm sorry. Can you give us some history on that, Skip? [cough and clears throat] Here we go. It's a tradition for the Yes.
They they've moved they've moved the construction piles to the side and and they're as small as possible to allow people to uh view the boat parade from McNav Park. So I just wanted you to, you know, say that for those people that traditionally always go there in the neighborhood and others, friends, family, that that park will be open partially for viewing of the boat partially. Yeah. Okay, that's it. Okay,
thank you. Um, city attorney. Um, yes. I got a price on getting a title search done on that um that tracking annex site. It's $350. Um, I suggest that we go ahead and get a title search on it. Um, they'll get it done by December 9th, even if we don't put a rush on it. Let's do it. And I approved by consensus. May there? Yeah. This is the AA property. Yes. [clears throat] Yeah, that's all I have. Okay, that was one I wanted to talk. Thank you, Beck. [clears throat] Uh, city commission.
I'd like to congratulate, as many of you probably have already heard, our uh, Cocoa Beach Junior Senior High JOTC Raiders for their state championship. I think all of our teams competed very well. Uh, but they uh, they were able to bring home the state championship, which is a remarkable achievement. high competition out there and it's a very difficult competition. So, kudos to the team. So, are you gonna um make a recommendation that we add that to the sign of interest to the city? I' I'd second that. Anybody else? That's what I've got.
Yeah. Comments? Um absolutely. Um this past weekend, of course, we had the Cooka Beach art show. Um, seems like every year it's a different layout because of construction and whatnot going on. Um, hopefully this will be the last plan. Uh, we are going to change a couple things of where we'll put certain amenities. U, but the plan's going to be the same with the it was fantastic the stage and the uh the green space we have out there in Centennial Plaza. Uh kids were playing, had blankets, had great music. Um and um police, fire, uh EMTs, everybody out there did a great job in in uh in helping uh control the situation. The city was very uh helpful in allowing us to use the property, of course, and um I believe the firefighters did pretty well. So sold a lot of chili all weekend. Uh this year we did not have a food court. Um the uh board decided we decided to not have a food court this year so that all the restaurants could have you know benefit from it. And um it I think it went went well. We had a lot less garbage to pick up um which was which was very good. Um and um again the uh one one thing I do want to add that that hopefully we can do and it was brought to my attention that Fridayfest has the same issue is it's very dark on the perimeter of the uh green space all the trees. If we can get those maybe some uplighting or some um rope lighting around the trees it would just really set it off out there. It'd be fantastic. Um I I agree on that. Yeah.
So with with that it was uh again it was a fantastic uh weekend. Um I was there from literally from 6:00 Friday morning till 10:00 Sunday night. And it was uh um I was pretty tired Monday, but but I tell you what, it was worth it. It's very fulfilling. You know, I say, "Hey, it's tough. We do all this, but it is awesome to see so many people having a good time. and uh appreciate everyone's support. Thanks. That's it. I have spoken.
Just a reminder, the um Christmas boat parade and street parade are the same day next Saturday, not this coming Saturday, the 13th. So, McNab Parkway to view the boat parade is a common place. We'll have a big party on our street, but the street parade's also the same day.
Yeah. I just want to say and uh with respect to the the 88 park property that's going to be conveyed to us. Um you know kind of got my heart in that and uh with the consent of the city manager and the commission um being a internationally recognized and certified project management professional. I would like to have consensus to be a second set of eyes on the project management process. I'd also like to be a second set of eyes as the contracting officer's representative on the um design to meet the ADA requirements and make sure the uh contractor fulfills those.
I have I have a problem with that.
Okay. And then if it pleases the city manager, um if there's going to be uh grant writing, which I would be happy to participate in to go after ADA financing to um bring money into our city coers to help cover the cost of bringing that to reality, we be happy to participate in the grant process. And city clerk, we have the record reflect that as consensus.

Anyways, it's been a it's been a uh busy busy last couple months for me. Um and coming up for sure. So, uh, some of the events that that we're talking about, um, Winterfest is, uh, this Saturday, uh, on the 6th, and then we've got, uh, the boat parade, which is, uh, on the 13th, I think it's starting at 6:00. Um, serving Santa's, I think that starts at like 7, uh, the day before Christmas, Christmas Eve. So, we got a lot of stuff coming up and we won't see you before then, so I figured I'd mention that. [clears throat] Um, other than that, um, it feels like it's been like forever since since I've been up here, but, um, that's it for me. Uh, see, consent agenda.

Second. Let's go with it. All right. What would you guys like to talk about? Um where it says um providing for transition of existing members, I would think that would just be to the planning board members. It's not like we're going to have all of a sudden have 10 people on the right. 12 people on the planning board. Somebody fill me in on that. Well, we're just going to have the planning board. We're not going to have the sustainability. Right. But it it says providing for transition of existing members.
So, you're merging the two and you're providing transition for the existing members. I just want that clarified that it's just going to be planning board. That's correct. Okay. The planning board will be on this new board. [clears throat] The current planning board is taking on sustainability scope responsible. That's correct. So that that wording is providing for transition of the existing planning board members would be better. Do we need to change that anywhere in the ordinance? Becky, I mean, if do we have any

It's it's a five me the current sustainability board is currently consists of five members. We sent out a um um request to get some feedback from those five members if they were interested in what they would like to what what our plans were. Um we heard back from um two of them who said if there are any openings in the future on the planning board they would like to be considered. Um one has moved out of the area so no longer eligible and two we did not hear back from anything uh from from either of the two. So,
okay. So, um we had a motion to discuss and a second. I will move to adopt ordinance uh 1707 on first reading that the second reading will come back and actually delineate that the transitioning of existing members will be the current planning. This is um number five, adopt resolution 2025-36, a resolution of the city of Cocoa Beach, BVAR County, Florida, pursuant to section 196.197830, Florida statutes electing to not exempt property from advalorum property tax under section 196.19783D1A Florida statutes commonly known as the live local act property tax exemption providing for incorporation of Recital requiring findings, direction to the mayor, direction to the city manager, applicability, severability, and a conditional effective date. I was hoping you might elaborate a little bit for the public on what live local uh really has to do with because we hear a lot about it. Um, I'm glad that you are passing this resolution. I hope you don't get any negative feedback from the legislature because they really love it. Um I I know this isn't exactly pertinent to live local, but I do uh want you to think seriously about how our property taxes, our adorum are assessed on market value. Okay? So you buy your house for 200,000. Somebody says the market value is 500. So you get to pay taxes on 500 un. All right, Commissioner Tamulti, let me finish. Um, so whatever people think your property value is, you don't realize that any gain until you sell it. Just like with your um investment uh portfolio when last year there was a big discussion about making people pay capital gains on their portfolio appreciation which you don't realize until you sell something in your portfolio then it's a capital gains under current legislation. So, that's one thing um that I I really do feel needs to be changed is when you buy a property, that should be the value that you pay taxes on until you sell it and you realize the gain because that's why so many people are getting taxed out of their homes. I mean, just think about it. 46% of us and it's growing with all the different 501c3s that running around with the new hope school thing to move
into the school properties for free. We will continue to pay school taxes which are our highest portion of our tax bill at Delorum tax bill and we will continue to pay that while a 501c3 moves into the property and supposedly they say they won't require anything but you know how it goes. Oh, we need new lights. We need to be painted. We need this room divided, etc., etc. And the county school taxes will be paying for those changes. You all need to really think seriously about these tax issues and uh I'm in a little group where we're going to bring uh more of it early next year. Thank you.

That's not necessary. um you know to you know you see a headline it says that the state government wants to eliminate property taxes. Yay. Except where is all the money that's being used now to run the city run the state going to come from if we eliminate property tax? So, this resolution is basically saying that we don't want to eliminate property taxes in the city of Cocoa Beach because currently that is a big chunk of what we need to run the city the way we're running the city. Should in the future it turn out where other taxes and other revenue sources come into play that could offset the income from the property taxes, then this resolution can be reversed and we can opt in. It's not a opt in now or forever hold your peace. So, um I'm good with it the way it's written currently and you know I sitting here through 18 years of budget meetings and we we try to find as much revenue as we can from other sources. I mean our adorum uh Hannah you can correct me if I'm wrong but it's probably no more than 40% of what the city runs on. 44%. Thank you, Mr. Peterson. So, that's a big chunk. So, can't just say, "Yeah, let's go along with the flow
and eliminate property taxes because we'd be in a probably better choice of words to a world of hurt." So, I support. Okay. All in favor? I I all opposed. Motion passes 5. Number six.
Okay. Item six, set appointments to organizations for 2026. Representative city commission recommendation appoint the 2026 representatives. Um first is the Space Coast Transportation Planning Organization, the SCTPO 2026 Cocoa Beach designated alternate. I already know how all this is going to go, guys. You're going to be the alternate and Wes is going to be the voting member. Yeah, I Yeah, I'll be the alternate. Okay. Do you do you want me to read the rest of these? No. The rest of this, for instance, the 20 staff representative. No, we understand. Yeah. Okay.
The next one. Okay. So the next one is the Space Coast League of Cities meet second Monday 6:30 at Hosting City. Space Coast League of Cities Intergovernmental Committee second Monday 5:45 p.m. at Hosting City. So we need a 2026 voting delegate and an alternate delegate. I you have volunteering as a voting. I'm not going to be able to do that. I second that. [laughter] Sorry. Then who are the alternates going to be able to make it then? Who's going to be the alternate that's going to go to the meeting? Because I'm not going to be able to make it. All right. So, he's he can't be the delegate because he's not he's already said he's not going to make it.

The 2025 commission representative was um Commissioner Skip Williams. I'll do it one more year for 19 years in a row. [clears throat] Okay. Next is the Was there a consensus on that? Yeah. Okay. Um, Canaveral Port Authority usually meets you hear it in the back of the room. [laughter] I didn't know they could vote. Sorry.
Okay. Canaveral Port Authority usually meets the third Wednesday of the month at 9:00 a.m. Um, we need uh commission representative. The 2025 one was Commissioner Joshua Jackson. I can continue to do that. That's worked actually pretty well. Your own your own with you, but if you don't that's good, too. If you have if you're happy with I'm I'm happy with it. It's been extremely educational. It's an impressive organization. Yeah. Yeah. We could have them change their meeting times for you. We could ask. Yeah. It's a short bunch. I'm impressed.
Next is the Cocoa Beach Art Show. Um, in let's see, we need the 2026 commission representative. The 2026 staff representative is Caroli Lombardo, government affairs manager.
