20125 so at this point anyone can nominate anyone to be the the chair and the vice chair and then we just do a a roll call vote and yeah i' I'd nominate Melissa continue on thank you second okay all in favor of commissioner Sprangler staying on say I I I opposed all right thanks and then we'll need a uh a vice chair uh nomination uh I nominate uh commissioner sa to stay on as Vice chair is there a second I second that okay all in favor I opposed all right congratulations you guys have a busier year so um next item is public comments there are no members of the audience who have any comments at this time n present n present thank you um we have no presentations no approval of minutes no public hearings and we are on to item G new business items G1 and G two will be heard as a single item okay well uh Rael is going to give us a PowerPoint presentation this is something that we have to do annually per the state law and we present the general plan housing rep a general plan report and housing report and uh we've got some nice pictures and hopefully it's entertaining and we're looking for uh adoption of two resolutions recommending to the city

council approval of both the general plan annual report and the housing report I'll turn it over thank you Kevin how do we get the [Applause] power so as Kevin mentioned uh the as the agenda and the included in your packet was two resolutions separately one for the recommending approval to the city council of the housing element annual progress report and the general separately Sear resolution for the general plan annual progress report aprs um but yeah it because the housing element of course is part of the general plan uh kind of prepared the presentation to just kind of flow as as one and we'll end with the general end with the housing element we'll start with a general plan um but uh at the end I'll ask for recommendation for uh approval recommending uh recommending approval to the city council of both of these do you want me to do it I can do it oh okay if you prefer it's just going to be a PDF so it's going to be a little small but all right so like I said we're starting with a general plan anual report just one please Mike oh we're just scroll down let me so just as a little bit of background um General plan is a a document that is required by law uh government code uh section requires that annual annual and

that annual progress reports be prepared um and you go to the next one um Mike so these are are the uh policies that are make up this Clover General plan um as you can see that we got the circulation element noise element parks and wreck conservation design open space land use and uh Public Safety Health Public Safety and Health um go to the next one Mike so as I kind of prepared this is uh you know included in any attachments to the staff report is a like I think a 45 or a 50 something page Excel spreadsheet and it goes into detail of every single goal and policy and all the seven or elements of our general plan and including in each of those goals and policies our uh implementation measures for each one to um to see that the goals and policies are followed through within the time frame that the city can get these things done so as we go through there's just going to be some I'm not going to read every one of them but there's just going to be some you know nice pictures here with some progress that we've done done in 20 2024 again this is all just from things that were done in 2024 um so this is uh the beu K project and yeah they're making good progress there so this is the showing the entrance and exit I guess and there's um you know obviously new sidewalk and crossings and uh lighting and uh IID uh improvements there next slide please Mike so that that was a circulation element goal this is another circul circulation element goal um was the completed last year was the uh coordination with the county on completing the First Street uh bridge over uh pedestrian and B bicycle and pedestrian Crossing and Not only was this a circulation element go but there's other elements that talk about coordinating you know uh with uh

neighboring jurisdictions in the county of course on uh goals that would achieve uh or you know projects that would achieve a mutual goal like this so this was something that was done last year and was big Improvement uh next slide please Mike uh in in the Parkson wreck area this is implementation PR one-2 provide Park land is determined by ad hoc and last year the Soda Springs uh space um was uh Soda Springs open space was um approved or completed by by the city council um it's adjacent to City L outside City Li right now but uh as the Western Hills a lot of it U are being opened for open space through different agreements and development on neighboring land and this is is hopefully going to be a nice gem that added to the city soon um you're looking at that AR me sure you guys to no I got I can look at yours Mike yeah you're good you're good yeah thanks pach yours so no uh words to go with this one but this was uh again more in the Parks and Rec realm and uh last year uh this is from the help with Hector gave you some of this stuff um the at the Ferber Park four uh cornhole boxes were installed and also um some improvements at Ferber Park solar lights uh were installed three of them um Trail lights were installed at Ferber Park also and continuing we've done this uh parks and wreck is coordinated um with uh uh other jurisdictions and staff to um complete some projects that would provide Mutual goals again this is one of them this was um in the port of f Creek open space you vegetation management phase four so County Fire Crews uh helped with the the city to do that complete that project

next one Mike and this is back to the kind of circulation element goal um or implementation me measure of uh installing new sidewalks and um for private and public development and this is again this is the South Cloverdale Boulevard uh Dutcher Creek Road um intersection I guess or uh part of the B colge project that's um improvements on this on the street footage there next one Mike so this is just a list of some things that uh over the last shoot 15 years about the general plan that uh things have been uh updated you can see the general the housing element was updated back in 2014 and again of course last year housing element is one of the special elements of the general plan that is require by law to be updated uh on a more frequent basis than the rest of these elements yeah so you can see as in 2023 that was uh completed next one Mike so this is uh yeah do I have yeah oh yeah this is I'm transitioning now to our housing uh element part so this is uh you can go ahead to the next one Mike I'll get into more pictures on that one you zoom out a little bit thanks one just some general information about the housing element and its requirements um as most of you know we uh went through the housing element process to update it and last uh 202 23 the city council adopted it ACD didn't actually uh approve it and and um adopt it until last year um so we are on the six cycle housing element which goes from 2023 constraints analysis for residential resources and includes policies and programs and Quantified objectives just in general just like we kind of went over for the for the general plan uh housing or the general plan uh annual report but specifically for the housing one housing next one Mike and one of them is of course promoting ad accessory dwelling units or

adus um and yeah this is just one that was actually uh final last year um so the housing uh annual report doesn't is not as long as the 45 Something pages of the Excel spreadsheet of the general plan but there's the housing uh APR is I think like 13 uh different slides um and the main goal of it is you know the arena numbers and that that only uh talks about what building permits we issued but of course you know there's throughout a year we final some um that final meaning they got a certificate occupany it's you know ready to be lived in um so these are other pages in the in the housing element report that uh um show these numbers um but there'll be a screen in a little bit that really just shows the Reena numbers and that's again that's just issued um so this is one that was finaled last year really the or unit that was finaled last year was an accessory dwelling in it uh next page Mike um it's some progress that was uh continued last year the this is showing ASD Road the Alexander Valley Apartments those were uh issued last year building prints were issued for those and the uh bottom slide is bum Garner those building prints were issued uh in the year before that but um again this is just kind of uh showing how the city's working with uh the affordable housing developers in the city to can keep their projects going and we've been in touch with the bum gner developers and they are in a little bit of a stanil just because of uh some PG issues I think they're experiencing but um they're they're geared up to I think come back and start working as soon as April we we're hoping uh next slide please Mike and also issu issued building permits last year were the 22 units of the Taylor Lind 2 project which was approved

handful of years ago now but uh there was the drought and the water uh issues and they were you know of course reluctant to pull building permits so they waited till the water City's water issues were you know uh solved I guess and so they moved forward last year and this is Con Uh current project uh photo or site photo of the 22 units at uh 669 South CL of our taylorand uh 2 uh or torland apartment Phase 2 next next One mic so yeah this so this is Page b or table B really of the housing uh report and this is the one that really only the state I shouldn't say the only one that they care about but this is you know the arena numbers and um so yeah in just two years of our from 2023 to 2031 we've got 229 units issued for um of our 30 35 units that was Arena number and in the green on the left it breaks it down that's so I'm looking at 335 there and and the green it breaks it down by affordable level very low low moderate and above moderate and then all the way to the right you can see uh total remaining our our Arena the first two we've there's no numbers up there because we've already satisfied our very low and low um Arena numbers for for those unit categories uh we still have of course uh shows 118 units left um which are or sorry 163 units which make up the moderate and above moderate units that we still have left to issue building permits for again this is just for building permits that were issued um yeah so that's yeah please something about the county turn your mic on County's Reena and

the County's Arena and the home Gardner Ranch and if there was a split or something between us sharing whatever they had originally yeah that's true there since the bumgardner site was originally in the county they had identified that site as a location for them to supply housing and then when it got annexed this is all new to me it was interesting but it it it is true we had to split those numbers so the county could actually claim some of the units that were built in bumgartner and we we haggled back and forth and there was no real set anything in the statute that said how we would split it but we we basically split it half 50/50 and those are reflected in that yes can you guys share about the pg& issues that's going on there or is that confidential it's pretty no it's not I I spoke to the developer of the bumgartner I mean I've been talking to him like every month for several months you know what's going on we're getting concerned and you know what he's telling me is the project is fully financed the money's there they are going to come back but they're uh PG told them they wouldn't be able to hook up the power until October you know I I don't know and I've heard other stories of developers saying this so what they've they moved their Crews to other projects and he's promised me that they'll be back in April to start work again they from April to October they think they can finish they don't want to have it finished and have no power that's what he's telling me so it's true and it's not unheard of I mean it's not you know even uh unique to Cloverdale I was in a meeting a couple weeks ago and the director oft was talking about he was you know just he was really fed up cuz yeah there's this developer that's basically you know first time and you know the kind of developers you want to support like kind of a mom and PAW kind of thing like they you know bought the property themselves and they're doing it it's like subdivision but it was I

didn't you know I'm not going to get the details right but it was some kind of horror story where like they were making PG was making them keep some power pole there because they had to come and expect that when they knew it was going to be taken out and the guy had to build some stuff around it and it was kind like a headache you know but so yeah PG issues aren't uh unique to Cloverdale I I have two Reena questions so one how often and does it happen where the state raises Arena or is are we locked in at this number for that many years so we're worried about 168 homes over an 8year period yeah and they're high and moderate homes um second question is do we have a report or can we find out what surrounding areas that are intended to be annexed or parts that could come to the city where we would have a concern to be just aware of when we have to deal with the county again on Arena numbers and maybe have an ad hoc committee that gets involved in that since that was my former Department I would love to voice with the CDC well I mean should never happened not to the poor I guess how we could do that would be look at the County Housing element and the map that they provide in there I think we're probably covered at this point CU I know bumgartner was one that they were really because they knew it had was close to city services so they were really piling on the units there cuz everybody has to demonstrate that they have enough land correctly zoned to accommodate the arena and that's kind of the whole point of the whole housing element not not the only point but a big point so I mean I I can look into that and and we can report back I would look at the County's housing element and see where if they've identified any sites on the periphery of Cloverdale I could pull it out I I just I remember years ago the meetings I sat in where they flat out said the best place to put population is up in Cloverdale because they have the

infrastructure already there it's easier than geyser or than gerville or other areas and so they're like Cloverdale is an instant population to move things around and I just want to make sure our Arena numbers are we're getting all the credit we get for anything that increases this town um I had another question but I forgot what that was I think there's one more slide which is just a recommendation that we uh that you approve the two resolutions I did have a question on the arena the are the are adus going towards that Arena yeah yeah definitely and um yeah as you saw there like there's 45 moderate and 100 and something above moderate and um yeah answer you got yes yes yes yes they are and I try to fit them when I can into that moderate because sorry did you have a question no I uh I was going to say is it is it and are they being counted um in all circumstances even on a new build when we've got a primary home with an Adu okay yeah yeah yeah yeah and uh yeah you know in all cases so far they're not you know an affordable quote unquote affordable unit they're not you know deed restricted but you know if the HGD has said you know if I maintain you know uh contact with the property owner and cl so small thank thankfully and you know with technology nowadays you know with building permits and they've got their emails on there I can contact them and if I get their if they're willing to share with me their rent and it falls within uh you know low or most of the time it's moderate um or above but yeah I I can count that in there um yeah so one one at a time I'll count them um two questions regarding the general plan one I I can't find and maybe you can point me to the section that would show this but is there anywhere addressing fire mitigation or resilience of that in our general plan now that we're taking on annexing hillsides and the city's responsibility do we have a plan can we work with private owners in the county on a fire

mitigation plan um just to get ahead of it I I just don't know I didn't see it on the plan anywhere yeah the safety we did yeah there's a there's an element there the safety element and that came out of an effort where we got a grant to do a local Hazard mitigation plan that was 21 it 21 so it's not that old but the kellfire came out with the new maps so we're going to have to be changing some of our zoning or there's something that's required by local jurisdictions to ensure that we're conforming and I'm not all all the details but the maps are pretty new and so I've been attending those County meetings where they're talking about our new mitigation plan that's surrounding our city so I just didn't know if it's tied into a plan of ours in any way where we can get some influence especially now that we're starting to see lands going up on the West Side Hill and and other areas we you vulnerable I mean part of we moved the ugb through the bow initiative now there's a bunch of there's another imaginary line up there is called the sphere of influence that has to be moved and that gets approved by the county once that's moved then it's free for private property owners to seek annexation up the hills and so part of what we talked about doing was doing a hillside ordinance so that we could really lock down what's going to happen up there uh and have have control over it um that's part of one of our tasks coming in the next year or two is to is to do that um so in that ordinance you can really restrict warehouses are and fire mitigation stuff like that I don't know how all the calfire maps are going to shake out I mean are people going to start losing their insurance I I don't know because I'm in a dark red zone now and I'm just I yeah so the second item I

couldn't locate is a Water Resource and resilience plan is that part of the uh land use or I you you and I have talked but what what's the opportunity of putting little reservoirs to S survive if we lose the Potter Valley Dam um or putting tanks on certain Hills like if the emerald or Edge Esmeralda wants to continue I mentioned to her that think about tanks on those Hills yeah she they're they're required to put a tank that's part of the development agreement so they're they're on board with that but putting it into our general plan would be a good thing to kind of lock it in to prepare for our future as we're 5 10 years away from we're doing interesting uh an urban water plan which is due every few years and that's being done through the public works department that looks at the water uh the Potter Valley of course is a big unknown I mean it's is there a way to put in as a recommendation to this report that goes to the council that we look to designate and carve out a spot for water resilience and resource we have we already have this big responsibility of the treatment center so you think that it would tie together of having a plan of what to do with water in our future and if there is a new project coming in like Edge Ed marala trying to get them to become our our test subject to do recycled reclaimed water something like that and and getting into that nature and making them pay well we're not amending the general plan here so that would be we could we would have to amend the general plan to add that that language we're not really amending it right now we're just reporting on its implementation progress that I just didn't know yeah we can I mean just to put a footnote there so we remember it next time we meet and talk about this and go we need to start planning for water it's yeah absolutely yes I agree what happened with um didn't we approve

uh a bunch of infrastructure repairs for our water like three or four years ago there's a number of uh projects going forward now the most urgent one we have a a half grant for is uh well 7 and8 so those are going to be reconstructed I'm going out of my area right now but there is some discussion of going deeper with those Wells cuz if you go 100 ft you're under the Russian River influence and that that is where the water rights and all of those things come into play but if you go deeper than that and there's an aquafer under there it's I'm going out of my area but what we're doing is rethinking that project that's moving forward very quickly to say if we dig those deeper since we're already out there this is going to give us more water resiliency because it's not under the Russian River influence it's below that and I know Yukaya has done that with a number of their Wells they've gone down 300 feet and so for everyone's knowledge the Russian River Ordinance is owned by the county so the county or the Snowman water runs that part of it but we're tapped just outside of it for our water I'm not sure it's possible but that we've started a discussion to ask the engineers if and there's attorneys too cuz it's water rights and I don't claim to know all that but it's it's one possible way we could become more resilient is to go below what the river the river influence put a reservoir on this land up here if we inherit land towards the lake there's a lot of unusable land that's so steep in terrain that you couldn't do anything but put a Reservoir in there yeah and it's become such a fire hazard that I people don't want build up there in a lot of places it be great for the environment it'd be great for water it'd be great for activity in open space but plant the seed it'll take us people are talking

about a lot of things now I mean raising coyote Dam getting a pipe from Yi Creek down here I mean those are big dollar things but like your idea too so quiet so we do have the resolutions I don't know Daniel do you have any anyone have any more questions or I had one question on the uh spreadsheet about the extremely low needed it said 43 at the bottom and there was nothing in that column is that mean there's just nothing planned in that classification and I think we met it yeah oh wait but but didn't our Arena term start over very bottom yeah very bottom left yeah yeah that's the extremely low yeah sorry we don't is that like like manufactured homes or very like small apartments no it's just it's a it's a separate category and um it's really about how much people make and to be eligible to live there so they have different income brackets you know extremely low might be $330,000 for a family of four and they can spend 30% of their income on housing what is that number and so they would have units within a regular development like ay Road spec specifi or set aside for for that group of income folks so if we don't meet those requirements do we lose any funding or is there any consequences for that or no um you know the arena number is what the state is telling us we need to our job in meeting the arena really is to eliminate barriers to housing and ensure that there's a correct zoning in place to accommodate what would need to to to accommodate this number of units and so we we met those tests we've they scrutinized our building codes things like not building codes but our fees

different barriers that a city could put up to housing you know we've made some changes to accommodate that we showed on a map a zoning map that we could accommodate the number the state looks at that and they when you submit the draft housing element they send comments back three or four times so we met the threshold we didn't have to do any zoning changes cuz we could demonstrate that we had zoning Place some cities have to do zoning changes to to higher density take in account homeless counts they take in account the urban aspect and density and so those more urban areas have a lot higher number of that due to our rural aspect they're not going to give us a really high number for that low of income and just uh hopefully this maybe might be what you asking like the 43 it looks yeah looks like it's separate from the other numbers like it's an addition but it's so here what it says uh that the extremely low um is quantifi is the sorry is low-income housing needs um deter is the value is the half it's half of our low or the very low so yeah it's 86 is our very low number and I guess technically they're saying 43 of those basically half of them are very low should be extremely low um so they basically just broke that it's not like it's not 43 in addition to the 86 um but yeah so they they just displayed separately like that um it's but yeah it's not it's not in a additional number it's just half of our very low see that in the Alexander Valley Project and the Taylor project the one that was across the street from the owl or the new El logo there was that project those all added up to our number yeah the the one kind of across by Ace that's market rate so it's there's no subsidy there so it's just whatever the market can bear this what he's getting but the extremely low could easily be in any one of these these

projects that are being built so they guardner was said they were they have they have some in there and it's really when they get the tax credit financing I think they're requiring for some of those to to bring those rents so low that that category can afford to live there yeah I think we made some ex some leniency on the parking and that because they had that affordable housing project built into it we do that yeah and this is just getting just getting into the weeds a little bit but you know just venting just my own plan and frustrations with like with this table kind of like I was saying earlier about this is the one that that they really count um and you know you're asking about like different categories and so this is just issued so you know say you're a developer and you just got something issued and you know you got a planner like me asking you okay how much are you going to rent this for and this is just they just got their building the thing is not even built yet and a lot of times once they get it you know it's it's built sometimes that changes and but I've I've already reported to the state you know when it was issued that it's at this level and sometimes when it's you know they get it uh occupied it at a different level so anyway that's just some of my frustrations with that so anyway yeah so sometimes these numbers might change a little bit but it doesn't you it doesn't reflect that now if that yeah the the takeaway is we've met our low and very low yeah yeah right and one of the things is the moderate there's no financing for the moderate so the low and very low gets the tax credit financing and that seems to be pretty available all these projects in town get that and I don't know all the ins and outs of it but it's finances 90% of the project uh but the moderate there's just not there's not the money and then you know regular I'll give you an update in a minute after we get done with this one about some of the projects that are coming in that are regular market rate projects that are you know coming into town now hopefully and applied to get

the 2024 calendar year and I strongly ask that we make it into the minutes and notes to annotate Water Resource and resilience as a potential area of concern in the general plan I second that yeah I'll second that okay all in favor I all opposed motion passes perfect thank you um are there any commissioner reports okay um Community Development Department reports so I send a couple of emails to the few of you that uh four of you um that are going to that commissioner Academy put on by Cal cities um really appreciate that you guys are all able to go um if you have any questions about it as far as mileage reimbursement or um attending just feel free to shoot me an email I know a few of you have already sent emails to me um if you can just attend as much of it as you can um it'll be great but any questions you have just shoot me an email and I'll get you there and make sure that you're uh get your reimbursements I I did notice on the agenda yesterday that it looks like it doesn't actually start until 1 even though it says there's a time frame to like register so just expect don't expect don't show up at 9: thinking that it's going to and there are there are meals provided um we do a per DM for if there's you know if they're don't have a lunch one day if you go and get lunch um we give you a per DM for that amount or for that day but any questions about that I'll shoot it over to you it's also in the toolkit that I've sent out um previously which I'm happy to send out again for anybody that's uh attending I believe there's four of you um but again any questions please uh don't hesitate to ask me just to finish up the report um we are going to be having more meetings this year I know we were a little slow but we've got things cooking and they're going to be coming to the Planning

Commission starting probably April 1st with the circulation element that's the chapter of the general plan that talks about all the transportation modes that the city provides streets bikes walking all those things so we hopefully it's looking like we're going to be April first for that and we'll be looking for a recommendation to the Council on that I mentioned uh some projects we did receive an application for what's being called Citrus Creek for it's a 80 unit project I think it's 64 market rate and there's a few affordable in there and that is located kind of at the end of Second Street up against the open space on the I don't know if you guys know Zan zanzi property so um there's some issues with that but we'll be working through that and that will be before the Commission in the next few months um we did meet with Esmeralda and they're kind of putting the foot to the gas to get the development of agreement approved or amended along with the SQL work so that will be before the commission this year looking for a recommendation to the council um there's been some little bit of I'd say Tire kicking on the angelli property which is behind Second Street Park that uh uh what do you call that Vineyard the open yeah they have not officially applied so I won't really say much more about it but they we did have a meeting and it's a very reputable Builder so that potentially could be coming um and then just a quick update on the 101 North I know everyone's very frustrated with this and I spoke to them very recently and they're changing it to the the name to the hub and uh they are getting put putting the final touches on the plans and I don't want to disparage them but we've heard that before so they

it's frozen that was my next question is um is there is there Federal funding that has been frozen or rescinded that is imp project so that sounds like one of them are there any other I haven't heard that so he's do I have to listen to the meetings cuz my wife puts it on speaker every time she so is that can you elaborate is that the money because I know that there was the part of the plan was to create a diversion of some water yeah it was kind of like a a recirculation of the water out of they were going to build an Off plan where they would pump water out and up to kind of maintain the flow that they needed to to keep a natural aspect for what was going to continue on the ill River but then meet our needs as a population but in that plan it didn't really talk about Urban growth and how if we grew as a population um it's not just Hillsburg and us that are affected obviously men Lake mesino and all of Yukaya and Menino county is affected by this as well in a even greater manner but um that's why I think it takes a year to get something into the general plan it takes a year to get the general plan to start to move so that's two years down so that's why I want to just make sure we're thinking of any type of Water Resource plan we can in case I I still have hope that the governor and the state would have to be forced to take care of a population you can't just abandon us from the most natural health need that you need in water for survival um but you know there's a great discussion about how our water system is as a state anyways right now so I I don't have total faith that they're going to come with all the solutions for Cloverdale yeah watch our Facebook for the May 20th well there'll be an announcement and it's pretty we're 90% sure it's happening so yeah I me that g discussion is that you said
