We're live. Mayor live the mayor and board session. Anyone having business come forward you shall be heard. Thank you. Pray. Let us pray. Our dear heavenly father, we come this hour in the evening to give thanks for the many blessings thou have restored unto us. We thank you for the privilege. We thank you for the opportunity for allowing us to come together to discuss the business of the city. We pray that everything we do and say will be in your will. It is in Jesus Christ's name we pray. Amen. Amen. I think Miss Buchanan's walking in.
Okay. Uh, Miss Buchanan, you're up. If you want to come right on up. Is it Suzanne or Suzanne? Suzanne. Suzanne. Suzanne. Okay. I know. Suzanne. S. All right. How are you? Good. How are you a little bit?
So, uh, again, my name is Suzanne Buchanan. I work with the small business administration spaster recovery and resilience. And while many of you may be aware that FEMA is here and there's a disaster declaration, the SBA is also here. So I wanted to introduce myself, let you know that if you're not here, there is a S disaster declaration. I think what else need to fall off? Your name tag fell. Should have said go ahead.
Yeah, there is a disaster declaration that actually declared this county is one of the primary counties and what that means is when there is a presidential disaster declaration, there are primary counties and then there are contiguous counties. So the primary counties uh that designation enables the SBA to come on site and offer services. We offer two types of disaster loans. Uh FEMA is known for grants and we do very very low interest really good termed uh loans. There are two types because you're a primary county. There are two types of loans that are available. The first is what we call for physical damage and this is of course for winter storm firm. So the physical damage is available to small businesses, nonprofits, and what most people don't realize it's also available to residents, to homeowners, to renters. And that's because we understand that disaster affects the whole community and that affects the city's economy, the county's economy, etc. So, we do open the disaster recovery loans for homeowners, renters, small businesses, nonprofits. The other type of disaster recovery loan that is available is specifically for nonprofits and your businesses. Okay? And that's for economic injury. The economic injury loans. Um you can that's for if there's a slowdown in an effect of a business. They may not know it until the end of the year where they're looking at the books and they're looking
back and wow that storm in January threw us off for the home. So, those two types of loans, physical injury and e economic uh damage, they have two different deadlines. The one coming up is June 10th. That's for physical damage. And then the economic entry on Who else has got to go? We can leave now. Yes. January.
So we've got June 10th coming up for physical damage and January 11th for economic injury. So my job of course is to travel around and enlist your help and to request the help of the cities and organizations here to reach the citizens and to really share this opportunity with them. I can tell you with a straight face these are uh interesting terms you cannot find on the world. You know, for nonprofits, if you don't have credit available elsewhere, it's as low as like 2.38%. It's low. Uh for business owners, 4% if you don't credit available elsewhere. So, those rates vary. And I just wanted to introduce myself. We are physically in the parks and reccks uh location this week. Uh and this is the only week we're going to be here. We have customer service representatives ready to help citizens if they have any questions as to eligibility or how to apply. Uh they're here today. They've been there all day. They'll be there through Saturday. Uh they stop at 2 o' something that was also interesting. She said earlier when we met that the the farms the sheds that a lot of these farm sheds had collapsed. It will also it applies to the equipment that it damaged under.
Yes. So we don't um you have USDA but agricultural businesses absolutely if they have damaged equipment um if they had an office and that was damaged because of storm pipes or trees fell onto buildings etc. Those are things we just want to share that with you and to please your help in sharing to your constituency community. Right. Let me just say welcome again Suzanne. You may be on the business side. U the last meeting we had I noticed you said 500,000.
That's right. So for the physical damage um and because homeowners and renters are not eligible for the economic injuries, but you know for businesses up to $2 million uh nonprofits up to $2 million for homeowners up to $500,000. Wow. And renters $100,000. Good question. And also too, I'm hoping that we can get it out to process. We had pretty good participation this year. We have uh we've had more applicants than I thought we would. Um initially when I talked to a few people here, they said, "Oh, we didn't have any anything going on here." Well, people are showing up. So,
wow. Yeah. The more we can share uh the word great, get it on the website. Again, um my contact information is with the mayor and you as well, sir. So, please feel free to send me to any community or meetings would like to speak. You're set up at the Arbory. No, sir. I couldn't hear at the Samuel at the gymnasium. I'm sorry. Yes, sir.
This week, FEMA along with SBA. Michelle's going to put the uh copy of the brochure that she left that you know the broad steps of it and gonna scan it down to the chamber to get to it send out on their mailing list or anybody want to see about it because time is running out. Thank you so much. Thank you. Thank you. Thank you. Appreciate Good afternoon.
A few things approval on uh the airport site mitigation project had a change order for submission tonight for approval. There was a water line that did not know there are still a motion to approve. Motion by Gary. up by Marcy. All those in favor? Opposed? I
then the next thing is the land and water conservation project. We want to apply for for the habitat for fish out there is not great. It's not healthy. This project would assist the soup silt in. So dig out the silt in there, make it deeper, has some fish holes and kind of
we have this is a 50 match $260,000 tax. If we do get awarded this year's budget,
this 100% grant said it's two people.
So you're you're asking for permission to apply. I'll make a motion to approve. I motioned by Brian, second by Danny. All those in favor? Opposed? Okay. And then the last update I just want to give to the board is that the contract for the sewer based pipes Facebook.
Wow. And the contractor. Oh yeah. Well, they I think they started early and then then had to pull them off, but the um the contractor put door hangers out right in the in the area from what I understand. Okay. Just wanted to know about what's the area? Uh Shelby Sewer Basin. So, it goes from It's a large area. Yeah. Yes. Uh, so you have someone follow
I think they're going to do the door hangers when they, if I understood it correctly, when they come before they come to that area. They're going to do the door hangers for that area. Right. Path. Right. Right. Right. That was the way I understood the email. They're doing it for like a week or two. Yeah. Right. Thanks. Appreciate it. Yeah. We need to warn the fire department.
They may get off. I think the email went out to the police department, the fire department, wastewater, and city hall. So I think yeah, Danny, yes sir. The consent agenda is before you for approval such move. Motion by Ted, second. Second by Derek. All those in favor? Opposed. And then unless you've got some question if there's an economic development matter for executive session and also uh employee action two two for economic development and employee action no litigation but I can take questions
Lucas one thing I need for the lowest So move motion by Danny, second by Zena. All those in favor
Clint, you don't have an airport, so you raise your hand. take off that tonight. I just need approval of the grand for so move motion by Danny, second by Robert. All those in favor? Any oppos? This is what Kevin's been about. Thank God. You know what time he emails me? 6:50. Why so late? Every morning. Every morning. But I ain't signed it yet, which I ain't signing it to y'all through.
At least he didn't call you at 1:00 in the morning past 6:50. I don't get up like you. Um I just wanted to share uh the budget session dates for this year for fiscal year uh 27 budget um August 11th and 12th and then reconvening on August 14th, Friday, August 14th if so needed. Um so everyone could get that on their calendar. We're going to do it virtual again. Virtual like we have in the past. Yes, sir. and I can set you up in the boardroom, Alderman Campbell, if needed
on Friday, August 14th if needed. So, we'll we'll meet Tuesday and Wednesday if we need 11th and 12th to go through the budget and then if we need to reconvene on that Friday, we'll kind of hold a put a placeholder on that day as well. Yes, sir. 8. Well, have we started at 8 or 8:30? I think we've been starting at 8, I think. So, or um I'll look back and see what we've done. Just do 8:30. 8:30. 8:30. There. Give everybody time to get a cup of coffee.
That doesn't require any action. Is everybody okay with those dates? Okay,
the first thing is just letting you know that the emergency closing policy is in drop off just for review. Um then the next thing is our employee action recommendations meeting. So move second. Motion by Brian, second by Gary. All those in favor? Thank you. Okay, Robert. No, Marcy. Miss
Gary, I'm good. Ryan Gate working at Bearpin. Do you know? Don't know, but I can find also. Okay, Danny. Uh, mayor, if you will, our park commission board had talked to Christian about three or four things actually. We talked to him about that. We haven't heard back from the gate. Uh, and I was just asking if Hill if you could get a talk to him and and and get an answer back to us um about number one about the gate. Was that working at all?
It it wasn't. Um, I think he had a service call on it or something. I can't remember what he talked about what the issue was with it. Found it and they're they're out there in the park all night long.
Number one. Number two, uh we we want we want our parks cleaned up. Uh we we needed to add trash cans where we could. Uh there's a supervisor on duty sign that is incorrect. We need to change the name on that. We ask him to do that. That has not been done. And the last thing, um, our structures at the, uh, playground, we've got broken, uh, uh, structures that need they're disrepair. They're I mean, there's some lay wood. It's just wood that's rotary. There there's a there's a green piece of tape around where a child was injured, fell and it went up through her neck into her neck and bruised it. And it has not been fixed yet. It's still laying on ground and it's still covered in green tape. And that was two weeks ago about
longer longer. It was longer than that. And and we want we want a report about what we need if we need some help. Uh, we need to help him, but we want this stuff fixed. Would it be easier if you just email these items to me so I can Yes, I'll be glad. Thank you. I'm glad I uh we gave them to him and I I'll pass. Thank you. Is this all old wooding wooden? A lot of those structures are wood and like some of those some of those back stops,
they need to be taken down. I mean, they they are rotten. They gonna fall on somebody. a lot of deferred maintenance in plast a lot of plastic that's just mayor that's just dilapidate it's broken will would the committee be interested in going out there and getting us a list of what needs to be replaced if we go budget you know what's got to be done and what kinds we're looking at to replace it and if some of it needs to be torn down before then it just be torn down right I'll call a meeting and do that once the Okay. So, I have a question though based on what you're saying, man. Yes, ma'am.
Are we talking about looking at all our parks or just one park? I think if we're going to do a list all of them and see what kind if we've got equipment that is becoming dangerous, it's time to take a look. All of them. I know they had I remember last time a lot of money spent on playground stuff except for the last little set that was bought for little bought for us. Yes,
please. We got here. I want to touch I know school is about this week and see every year. Thank you. Thank you. All right. Anybody else? All right, Brian. I'll make a motion we consider entering the executive session for employee action item and two matters of economic development. Second. Motion by Brian, second by Danny. All those in favor? I
opposed. Make a motion we enter executive session for the session. Second by Brian, second by Danny. All in favor? We're in executive session. Thank you, gentlemen. Should I ask you? Should I ask you? That's good.
