I copy my report. I I don't have any uh big updates. Just a few things starting the police station construction's getting kicked off uh middle of February. You got those proceed February 5th. And then our highway 8 sidewalk project is going to get kicked off at the end of the month, March 1st, somewhere in there. And that's all I have. We're wrapping up a lot of other jobs right now. Appreciate it. So that mean our police department going to be displaced. It is a little bit think we're going to city hall. So you won't know how city hall's going to share office. We'll be out maybe.
You may get out of here. how city hall fields are. You know, barring another ice storm, we should be in city hall uh for the for the March meeting. Don't jinx us. It doesn't have any parking. So, she's requesting a parking bar of three parking spaces. So, she's going to pay two. She has gravel out there. She going to have to pay two parking spaces. So, we're going to advertise for a bear. Both neighbors on both sides has agreed and signed everything because Robert Trump owned the house or whatever or owned it. Um Mr. Mayor, I know we we've got all these tree limbs and everything that are down right now, but a bunch of contractors are also piling those up. Are they supposed to are contractors supposed to haul off those tree limbs or are we putting that on hold right now? Contractor supposed to haul them off, but I don't think they're doing that. Okay, give me a list and I get Good luck. Is it been considered? Are we looking at hiring some contractors to help get all these limbs up? Cuz it they're piling up tremendously. We don't have the capacity. I don't think we do either.
So, was it declared a disaster? Will we not get reimbured from that by the state? We can apply for some money for sure. We can apply, but uh which we I mean it's just the people who are gotten up their stuff. I mean, it's piling up quick out there that we're we're not going to catch up here for a long time. U I think we need help. I think we need help. U we can discuss this bring that to the executive session and discuss how y'all want to go about advertising. I think that's
I do want to speak to what you just I was interrupted and didn't get to speak when you were talking about contractors. Um, so Steo asked you. No, sir. I was interrupted by someone else asking me a question. Um but that doesn't I mean anyway um
so [laughter] Steo um has already told me that he he has a plan and and it will not catch everything but his normal standard operating procedure is when they have a lot of limbs because we've had storms come through before um they ride the roads and when they see a contractor They take a picture of that property and that contractor and they stop and they tell the contractor, "You're responsible for removing those limbs." Then they when they're going through and they're picking up, if those limbs are still there, then they have documentation that those were cut by a contractor, they can follow back up with that contractor.
My my finger just is the sheer volume that we've had. That's right. That's right. And so Steo and I have had that conversation that he won't they won't be able to catch all of them, but any of them that they do, you know, document, then they can hold them accountable for removing their own limbs. Um, and I believe he has Stea, I don't know if Steo wants to speak to that, but um, his people are supposed to be documenting this um, because they are contractors are responsible um, for removing their limbs. So, how do we know if they're a contractor or the personal owners of the home that are doing they contractors? They're big contractors or they'll have a trailer.
They're getting paid. They have they're getting paid. I know some they have equipment. Okay. I mean, they'll have a a truck and a trailer or they'll have a big with a truck like Okay. I just want to make sure that you know sometime homeowners or right there to do that. You can tell when the um Yeah, but I mean people like Lay Trees, he he hauls his he hauls his stuff off stained all those guys. I think we got people in town now who don't live here, right? We got other contractors. Lot lot of lot of unknown names on stuck on corner telephone pole. Yeah. Right. Yep. Did you have any update on that?
I think our biggest problem is going to be like these teenagers that go around door to door. I think that's where our biggest problem is. Like mayor said, the signs on the corners, they're pretty much hauling everything they got. They're cutting and like Lee, they're cutting and hauling. Our biggest issue is going to be 18, 19, high school, college kids that's just getting out trying, right? That's going to be our biggest issue. And that was the issue this weekend. We come through and then next day you come back through, it's piled up on the corner. You really don't know who doing it. Yeah. Just a side hustle.
I don't know if you would call that a contractor. They got paid for that, right? They don't have anywhere to take it, right? You know, they can't, right? That's that would be like And it may be good that we put out Michelle that if you hire kids to do it, they still have to haul it off, too. You're paying them to do it again anymore. That's right. Not your comes homeowners responsibility. Okay.
If uh if a limb is in in the home on the yard and falling to the street, would it still responsibility since it's in the street? The city uh be responsible getting that limb up or would it go back to normal? We get out to get out the street. See, we'll get we'll get it out of the street from traffic. See, I wanted to talk about what they've been doing. They've been clearing the street, right? Um and and taking care of keeping the street clear, but they can't go on private property. That's it. Yeah. I had a customer that call and I was concerning about a limb falling in the street with the, you know, limb came out of his street. They're going to keep the streets clear.
The city picked it up, Ted, right? today along the street. It's on Pearl and and what he's talking about. You think that [clears throat] was a pretty large limb? It was. Yes, sir. I don't have anything you saw. The big red fire truck forward to this. We completed about 16 hours of training over the past week or so from Pierce Manufacturer. guys are ready to get it um online. We're going to get everything swapped over tonight and uh hopefully next week it'll be online and we'll be looking to take the other truck to leave them. So, we're well on our way to get everything. The storm kind of threw us back a little bit, but they still went and did the training required. Very excited about it. As I told you, it looks like a $2 million.
That's what I was just going to say. It looked like a $2 million problem. Yes, harder to operate than the last one, but these guys are a lot sharper than we were back 25 years ago. No, you did everything on contract. Um but just to reiterate that it is ASIS purchased and um they understand that they're preparing their pad right now with the covered area. Soon as they finish that they're we'll be also provide one of our firemen as volunteers to go down there and train them on the truck but they'll actually receive that as well. So they won't just be receiving a piece of equipment that they won't know how to operate. Of course. Are we responsible for our names off of it? It's already been created. Yes. We got a bay big enough to hold that truck. [laughter] I was thinking we were going to take a picture with it.

and those were all brought in by county citizens because they're still not a county animal control officer. Doesn't matter. I mean, but the the county intake was more than the city intake. And I guess we need to send them another letter and ask them when they intend to write their check. They said they were going to increase their budget appropriation to us, but I don't know. Oh, now I already know that that didn't happen. That didn't happen. Didn't happen. Well, they went up from the prior year, but not up to what we requested. The generator, they also have the um approval of Lotus and Best for the generator maintenance agreement that was approved at budget. confused about that. Um because there was one um it's it's two quotes and then
and one had an email. I followed up with both because we were he was s and I did it because Thomas has has left. So, I followed up with both vendors uh per your request in the previous meeting to get um verification that the quotes were still good and um one of the gentlemen emailed me back. The other one I believe was out and I have not heard back from him. Um the lady that I spoke to told me that the quote would still be good and I asked her to please have the gentleman that provided the quote email me verification upon his return. So, She told me that it was still good, but until I get verification in writing, we would not act on either uh either quote.
Also, what I was confused about, and I guess it's just me, uh, one was like a full service. They both had quotes and then the other one had both full service and, uh, I believe the it other was called minor. Right. Right. Right. But they were seeking full service, but one vendor provided both options. That's what Yes, ma'am. One vendor just provided both options. They were seeking a full service agreement. Yes, ma'am. Okay. That That was what my question was. I didn't know which one we were seeking. I believe I believe we highlighted the full service option on the Yes, ma'am. We did. Yes, ma'am.
But you're still waiting for a letter before they're going to accept a bid. Well, what I thought was if y'all could approve it, lowest and best pending verification that the quote is still valid since I do have a verbal commitment that the quote is still valid and once I receive it in writing, I'll add it to the documents, but we're looking at the full service. It was it was talked about but so Ruby Park doesn't have anything there. There's really nothing there. So, it's it's well well outdated on equipment. I think we have a seessaw. I think um y'all y'all talked about near downtown parks, but I don't I don't remember y'all saying that it couldn't be done at Ruby Park. And I don't I don't remember that little bitty part little bit
right across from the church. I I like to see if we could do a feasibility study and and talk with, you know, see how those neighbors in that area feel. I do know they do come out every now and then, but at the same time, just do us a little study so we won't that was the conversation we had and the neighborhood not necessarily using it. I think I remember and we went neighborhood and so I think he did talk to the people in the neighborhood. Okay.
No, I mean I've had some people like they would love to have it. They played there when they were a kid because they weren't able to go to AMY. So, and he said he would love to see, you know, it was one guy lived next to it and it was a couple other people we talked to and then there's a bunch of kids. I got stuck in the bucket truck when we trim the tree and we saw a bunch of kids, you know, they get dropped off the bus and they walk right past the the playground. So, there's a lot of kids in that area. Uh I went to school there where the old egg winner was. But there's a lot of kids, you know, within that area where what you talking about? There's a lot of kids in Am too. I would like to see them up and going,
especially with the lights and all of that. We can um a feasibility study probably would be great. Yeah. And and each park was created for a purpose. So, you know, as a park director, I'd like to see him do that for us. I think the amount he was budgeted though is not adequate to do AMY. I think you know it it would require more. I think he was only budgeted an amount to do a small park. So yeah, we talked about paint needing a bunch of them. We talked about swings need replaced at all. He he's been doing that right things and all that. That's not part of the money that we've been paying for. No, ma'am. Did that in his regular operating budget and he's been doing that all year?

I opposed to spend the money on R on Ruby or to accept the loan bid for the to go on Ruby and we already we already did that in the budget, right? Yeah. Yeah. That budget. Yes. Yes. Everybody. Okay. And we did get we got approved for the uh national fitness grant as well. So now our next step is we got approved for it, but now we will be starting applying for the the Bolver Foundation grant to to finish the project. But we did get accepted for that grant. Christian
for the for their information since they don't see all the expenses in in the operating budget specifically would you prepare a list of the updates that have been made in the parks? Yes, ma'am. And so that they can see a report of all those updates that you've done throughout the year. Yes, ma'am. At each specific park and then let's get a feasibility study of what needs to be done at all the individual parks and manage that.
Okay. One last thing. Uh we had we had agreed that you would provide us with the minutes of every advisory board meeting. When were your la when was your when did you last year? We hadn't had one this we hadn't had one this year. Tell me when was it June July last year. Was it No, it was uh we tried to get we did one in October and then um had a couple we couldn't really meet couldn't get a time to meet with Do you have a full board? You do have a full board. Well, I'm missing one person. Who's who's uh It was It was ward four. It was a W four.
So, we need to have someone from W four. You need to have a name that you'd like to put on that board. Okay. Um and then let's try to have a a meeting every month or I mean we need to consistent. Set it on the second Tuesday of every month at 5:00. Don't just call at the last minute though. Try to try to set it up. Is it possible we can get the the name of those persons? That's good. Good question. Who you appointed? May know, you may not. Yeah, if I did.
Hey, I suggest we do that a long time ago. So, we can send that out. We can send that out. And we do need the minutes and we need to need meetings every month if we can. Well, and we can you think it's necessary for every month for the quarterly? Well, to me, you're asking a lot of people for them. Well, it it needs to be consistent whether it's every other month or every third of time. A whole lot of park. Well, right now what I believe the way we're doing it, and I think Christian can answer better than I, they just call a last minute meeting. Correct. I mean, you don't have a consistent time set up. I mean, we had one. They just weren't showing up. That's That was why I kind of did like I I had I would set up I set up one. That's That's why we need the
Don't we have an Isn't it in there when they accept it if they miss three meetings in a row, they're replaced with somebody else? Maybe that's what needs attendance kept on it and make sure that these appointees aren't going.
We get somebody who will go. What you can do is you can pick a day and a time, set the meeting, and you can meet just like the other commissions do at the city hall boardroom. I think the only one that doesn't is maybe beautifification and airport commission, but you can meet at the city hall. Well, beautifification normally does when we're in in the boardroom. meet at the boardroom certain day, certain time, and have someone keep the minutes. That can be Shakita. And those minutes are turned into city hall. We can post them on the city website along with all the other commission meeting minutes. The alderman can review them there. And if you don't have a quorum, then the meeting is cancelled and all that goes in those minutes is meeting canceled, no quorum. And um then once you realize that you don't have a consistent number of um members attending the meetings, that's when you can let your alderman know I need your representative replaced because they're not attending the meeting.
But you have documentation that you're not consistently having a quorum for your meeting. If you'll let me know when that meeting is going to be, I can get it posted on the city website when the meeting's going to be. You may want to check with us. If you're going to use the boardroom, you're just going to start conflicting when with the other meeting. Somebody else is already meeting any but y'all can work that out. Imagine it's not rocket science. Get that name first. Yes.
Uh I have a question. Um Christian, um I know you all are having events and everything in the um in the gym. Uh how is that going? um as it relates to the the children coming and playing cuz we were saying how we going to get things out when we get much more um participation kids coming participation how was that going the getting the information out it's going well of course participation what's what's the numbers like cuz uh I was looking in your report I didn't see numbers
no uh basketball numbers are up um football numbers were up baseball is still was still up in the air right Now, um a lot of times they'll wait till the last week and you'll have 700 kids sign up um that last week. Um so that that's still up in the air, but we as soon as school gets we were going to do it, but then the ice storm hit, so we weren't able to get into the school. So as soon as schools are up and running again, we're going to go to each school. We've already printed out little QR code um flyers that we each student will have. We got them split to um 25 for for each for a class. So, we're just going to hand them to the the principles and see if they'll distribute them to the teachers. So, now there's no having the oh get this many. They there's they could just hand them to they have a packet that they hand to the teachers to be able to get to the kid to each kid.
Okay. I would like uh if possible that we get the number of participation for these for these sports and the areas so we would know um how we can better support you and get these children out. Um might not heard that last year's too just comparison. Yeah. Do a comparison. Yeah.
Thank you, Brian. Also um any finances that's coming in and concession and anything like that. Um, I would like a budgetary report on that. I saw Anna, she does it all the time. If there's any money coming in, I would like a report on that um to see how that's going because I think last time we had a discussion that the um fire commission wasn't doing well as relates to being able to be self-sufficient. So, uh, if we can start getting a report on monthly report on that, how that's going and any, um, if the gym is being rented out to anybody, then we would get reports on that and concession or whatever you're paying out and so we can do a comparison on how things are going as it relates to that.
Okay. Any other questions? Yes. Yes. is an uh mention on here about the staff is currently working to establish a morning pickle ball schedule. Most of these pickle ball players work. I don't know how a morning schedule is going to work. Well, it's it's going to be more than just the morning, but the morning we we have a lot that like Well, I say a lot for pickle ball. It's a lot. It's about 10 individuals that that request to play in the morning time.
Yeah. But there are about 200 pickle ball players in this community and they're wanting to use that gym and we can't seem to put something together. I think it's time we put something together. I'm I'm really kind of tired of listening to this because they're the they're the ones that pushed us to get that half million dollar grant from the hospital.
Uh and they were very supportive and very instrumental in that happening. And it's almost like we're either avoiding them or we don't want them in there. And it it's got to change and it's got it needs to change right now. Uh and I know you you sent um a schedule out a while back and that you'd come up with some fees on your own that seem quite ridiculous, but uh I I think we need to why would it be any different for people wanting to play pickle ball that we charge for any other park commission sport in this town? You know, we can have two seasons. They can pay for a spring season or summer season and a winter and a winter season, but let's come up with something. Let's get it done because I'm ask continuously when are they going to be able to use the gym and it's like you're trying to keep them out of it.
Oh, I mean we have basketball. They can't I mean we have basketball on the days that they they're want to. We play basketball typically. Um so that's that's the main reason they hadn't been on Saturday mornings on sat on weekends. Well, we had well we've had tournaments all of January and then we had uh basketball tournaments at the beginning and then these last few has been just ice storm of January. I I guess I'm kind of tired of hearing excuses about that. We need we need to come up with a plan for these people. Um you you wouldn't have gotten that new gym floor without them. I promise you. you want to what's the solution?
I mean, we're putting a report together. Um, I've talked to Miss Michelle about it and we're we're working on a Well, I mean, you know, this is the time of the year where they can be utilizing that facility. It's not available to them. So, when you going to get the report together? Uh, by the next board. How about by the next week? I mean, I'm I'm I'm just tired of listening to it, Christian. I'm tired of the excuses. I'm tired of uh basketball this and other events this. You you seem to come up with all these other things that people can do, but for some reason that pickle ball group is left to the side every time. Maybe when he meets with his commissioners that they can come up with a plan. They got to have a meeting. Zena.

Uh, also since we talking about that, um, Mayor Michelle, how do we deal with the ones that were out off work during the time with the, um, when we have the emergency, they they're paid.
