Good evening. Welcome to the uh Central Region Town Hall regular meeting for tonight. Uh roll call. Oh, you Yeah. Amanda Gonzalez, secretary here. Officer Pratt, vice chair here. Becky Schwinger, chair, Atlas Pearson,
and Leah Robbins is absent. All right. the uh for item number two for our consent agenda. Um unfortunately the minutes were not attached to um the agenda so we cannot approve uh the meeting minutes. So and I'd like to move item number three announcements to the end and uh so this will be probably a quick meeting. Um item number four was uh in regards to the utrifix project out of Lucern Harbor. I didn't get a hold of anybody from Utrifix. Um, however, I did do some research and found out that there's information online on their website uh utrifix.com uh in terms of what the project consists of and you know what their uh scientific purposes are. Um and then also on Facebook if you do a search you'll find out that there were
you chemical. Yes. So um because somebody had wanted some update on that there was some given at our um district 3 MAC Alliance meeting on April 29th. But specific to our harbor, this is the only thing that was mentioned in terms of the application period. So, it doesn't sound like they're going to apply any more product out there. They'll just be doing um soil sampling at specific intervals. Yes.
Yeah. So, they did a 400 acre area. Like I said on Facebook, they have the it's a project specific like a video specific to um our harbor and what they did and that they only did the one treatment and they'll come out and do like you said the soil samples and see what the phosphorus levels are in the harbor. So check out their website or look them up on Facebook and you'll get um some information about the specific project to Lucern. All right. In item number five, uh there was some uh somebody had requested that this be on this agenda in regards to our roads uh here in Lucern that are under the county's jurisdiction. So, I know some um items were um were brought to my attention in terms of uh like for Country Club to because this is something that we'll have to request from public works um is for Country Club to see about reducing the speed limit to 25 miles an hour because it's primarily residential anyways and we also have the school and also uh putting in speed bumps and we have not received an update in quite some time for the Foothill Bridge. So, I wanted to find out from anybody else if there were any other uh concerns or things that um we should bring to public works's attention. Anybody have any other um places that they're concerned about? Not in terms of the paving obvious, but just the
Yeah, any any of the roads in Lucern. Right. But that that goes under like the paving project. I've just anything in terms of like speed limits or something that you think is of particular um concern like I think there's something at the corner of Victoria and Foothill where there's some sewer line has sank and there's a very large deep hole. So, if there's anything else like that that um so we could invite them and have them report on those specific um problems. Does anybody have anything else? Okay. All right. Can you Yeah. If I may just suggest you do you have a website for Cir?
We are in the process of creating one or a Facebook page or anything like that? Uh we do have a Facebook page that's not under um my control. So I have to figure out to how we can get administrator rights to it. I I would just suggest maybe reaching out in some sort of poll to the larger community. Uh things like paving and stuff like that are usually real expensive, but signage is tends to be very inexpensive. So things that maybe the community could look into are places where you need caution signs like for schools or for uh sharp turns and things of that nature.

Um so although um you know there is a pavement plan a five-year plan and I think Lucern is coming up on that uh Supervisor Crown could probably um share where Lucern is in the big scheme of things but u safety is also a factor and you can reach out to the community through your social media or through when you get your website you know that as well. Thank you. Yeah, Earth has um been so kind as to help us um create a website. So, that's being worked on. Um the pavement plan, I believe, was um brought up at the April 29th meeting. I think uh there were some handouts in regards to the five-year pavement plan as well. If this is roads from county that we're inviting, uh we may
I think this is in Lars's uh D3 MAC presentation. He may have kind of moved past pretty quickly, but he mentioned something I believe around the corner of Ogden and Country Club around the school. Something regards either I think the crossing of the street for children or maybe even the word bumps. So maybe that's like the bump style crosswalk or I'm not sure. But uh definitely would be great to find out more specifics about that because that's right in there. Okay. Well, we'll u take note of that stuff and then we'll invite him to our next meeting and try and get a a some sort of a poll or something out on Facebook so we can get some feedback. And Supervisor Kandle contacted me and let me know he was coming back from a meeting in Sacramento and so I'm not I don't see him so I don't know that he'll be able to make our meeting so I apologize. Um, so on to item number seven for public comment. Does anybody have any public comment? Go ahead up. Just go up to the mic. Yeah, I was just I don't know if you can answer the question, but at the last meeting I requested that we invite the candidates for supervisor here for a meet and greet. I thought that that would be helpful. I thought that was something that was in the purview of the uh council members to do to set up and I can see that obviously that didn't happen and I'm just curious as to why things that you can do that would actually help us don't get done.
Yeah. Um, so we did not hold a candidate forum here as they held the candidate forum um in Nice at the event center and had the candidates um show up there. So if I'm sorry if you thought it would be more beneficial to have one in Lousern, but that was the reason why we didn't um get a candidate forum here. You have another public comment. Hello sir Marggo Kambara general plan advisory committee representative speaking for myself this month community development department CDD and consultant will be reviewing public comments on the general plan local area plans environmental impact report for the general plan today uh CDD posted notes from the local area plan meetings. Um, the notes will be used to update your local area plan. Please check the notes and let CD let CDD know if your understanding of the uh, meeting conclusions differ from the meeting notes. Email your comments to Lakeount2050CA.gov. Uh CDD director Turner told the general plan advisory committee that public comments will be logged. There will be a short note on why a comment uh is not included in the final draft of the plans. The local area plan meeting notes are posted on the county website 2050.org. Look under documents then look for past meetings and materials.
Click on local area plan advisory committees. Look for March-App April 2026 general plan public review LAPAC meetings and then click on North Lake Communities. Don't miss out on planning for our future, our children's future. You can still read the local area plans for the Cir area. The draft is posted on lakeount2050.org website. Look under documents. Select general plan documents. Then select chapter 14, North Lake Communities Area Elements. The final drafts of the general plan and local area plans are expected in August. The drafts will be reviewed by the planning commission and the board of supervisors. If all goes well, the board of supervisors will approve the updated plans before the end of the year. Um I would like to thank the uh other town halls, Earth and Worth, for helping us put on the uh District 3 MAC Alliance meeting on April 29th. Um I think it was a very good turnout, lots of information. Um, so thank you to them for helping put that on as well and to the senior center for hosting and providing refreshments. All right, I received some correspondence from a company called Col. Um, this they weren't requesting to come to our meeting to give a presentation. However, uh, their company is a natural hydrogen uh, exploration company. They are doing geoysical surveying work for geologic hydrogen development. And there is an open house at the Syl Vera Community Center in Lakeport uh tomorrow, Tuesday, May 12th, from 9:00 a.m. to 7:00 p.m. and Thursday, May 14th, 9:00 a.m. to 7:00 p.m. And then also received some correspondence from Lake County Behavioral Health uh in regards to the behavioral health integrated plan. They are holding a public hearing Thursday, May 14th from 10:00 am to noon at the Circle of Native Minds and we will put them on the agenda for June 8th. Uh they want to give a presentation to uh the town hall. Any other announcements? No. Okay. We have somebody else online. the Zoom audience would like me to thank you for acknowledging them.
Oh, perfect. Okay. Um and then also the uh Northshore Fire Protection Board meeting, regular meeting uh was moved to uh Wednesday, May 20th, and it will be held at 5:30 p.m. uh on 7th Avenue at the office there. Any other you guys have any announcements? I don't think so. Oh, go ahead.

Last I heard it was um dire financial uh circumstances for the center and that was uh announced at the board of supervisors meeting. Thank you.
