I'll I'll make a motion and state that we we discussed and came up with 2.5% for the non-union with the exception of um a very very few that are very recent hires. And we have some personnel changes for the commissioner's approval. We have one new hire that is judicial secretary for judge elect mains effective 1217 2025. Under separations and retirements, we have part-time corrections officer at the jail, effective 1212025. Judicial Secretary, President Judge Ammerman, effective 122925. Clerk Typus 2 at CYS effective 12206. and law clerk in the courts effective 16 2026 and one FMLA leave from 1112 2025 to 127 2025. A motion to approve those personnel changes as presented.

Item number two is to open proposals for snow removal services. These were advertised for various county properties. We have received one and that is from BJO which is Brian J. Owens excavating. We go through our pages. He said, "Yeah, he he said he has the the sheet that we provided also spreadsheets.
We have an hourly plowing rate of $75, an hourly snow removal rate of $125. Salt pricing. I'm assuming this is per ton at $140. Does it say?
Well, we had a ton. We had it broken down by going to his next page. It is bulk salt per ton 140 and uh broken down by equipment rates for the pickup truck at $75 for normal plowing and under the snow removal dump truck at an hour. Bobcat with pusher to be snow from parking lot only away.
These numbers are reasonable. They're actually very reasonable numbers. He is a reputable contractor. I [clears throat] will have Heather check for necessary insurance. Any other details? Seeing as we have only received one proposal, but it does seem to be reasonably priced, I have a motion to accept this proposal pending proper insurance and solicitor review. Solicitor review. Now item three, we're going to consider a copier lease with PAC solutions for a copier to be used at the EMA 911 building. Understand this would be shared between both emergency management and the 911 center. Uh this is a monthly agreement. It's for 39 months. That's because it's a threemonth free um promotion they're running. It's at $355 um fixed per month. And then there's a breakdown for the color um and black and white which is standard. Um I will just ask that you approve it pending final approval. Um usually in all of our agreements we do have language regarding the return of equipment to be at no cost. This agreement does not reflect that. I have not heard back from the company as far as that would go. Um it does reference another sheet so I'm not sure if something got missed but that's normally something as we make sure if it is a return of the equipment that we don't pay for that. So, um, just once that's approved, the agreement other than that is fairly standard. Um, but I just, um, just not to delay it if we can do it, you know, pending that final change.
I'll reach out to the sales. Thank you. Um, noting that concern by the solicitor, uh, I have a motion to renew the lease or to consider the copy lease pending the resolution of that little detail. Uh last year, um the Clearfield County Conservation District um purchased the building out on Shaveville or Clearfield Shaveville Highway um along 322 Cleville Woodland.
Clearfield Woodland, I'm sorry. Um but um we had entered into a short-term lease with them as far as um storage of election equipment. Um, this is just extending the agreement for a one-year agreement for this current year for 26. There's no change to the price. Um, there is a six-month termination um by either party. Um, no other changes to the terms of that that cost either.
No change. And I just want to say um that I think that the conservation district has they've been excellent landlords. They've allowed us to make a number of um changes, both security and wiring to that um to that space. They've been really easy to work with. I think this has been a win-win solution for the county and for the district and I'm encouraged and I think this is this will be a long-term partnership. As we were talking yesterday, I understand they're even animal friendly. That's an insight, Jeff. Please don't put that on paper. Okay. Do I have a motion to Also, also moved and second. I. And now consider renewal of the lease with Clarefield County Conservation District for the Penn State Extension Office space. Similar situation. We had always rented space out there prior to that. Again, no changes to the agreement and no change to the monthly cost um for that agreement from the conservation district. And this is our contribution to the Penn State Extension is providing them the location. Part of it. Do I have a motion? Sure. I'll make a motion proper and I will second properly move and second. All in favor? I. Now consider an extension of the delegation agreement with the rural redevelopment of Clarfield County.
The redevelopment authority. Um I think just as a a typo, the redevelopment authority. Sorry, my bad. No, I told Tim and I caught it after there. So, the redevelopment authority, we do have a delegation agreement. Um, it is set to expire um at the end of this year. In discussions with them, they had recently, I think we talked about, they had moved facilities. They have done some things um just to give both sides a little more time to re-evaluate that agreement to make sure it's still going to meet the needs and any changes be met. I believe the proposal um is for a 60-day extension. At this point in time, I support a 60-day extension. I would move 60day extension. I will second that. Okay. Noting that that is a 60-day extension. All in favor? I.

And our final item under new business, consider agreement with Clearfield County League on social services. I'm assuming this is a standard service of agreement purchase of service. At the beginning of this year, we actually had a presentation um from the League on Social Services. They were taking over um it's the Communities That Care Project. It was under Sinclair previously. However, Sinclair was discontinuing that program. They came and did speak at our meetings. Um as I said earlier this year, we had done a one-year agreement. This is a renewal of that agreement effective January 1st of 26. There's no changes. Um it is still up to um $15,000 that's broken into two payments. I've not been made aware of any issues with the program or anything like that. Um
