You would like to I believe you brought some staff you would like to introduce and if you'd like to say a few words about telecommunicator week in Clarefield County before I read the proclamation.
This is Harley. She's one of my dispatches. I just can't say enough about the staff. We have obviously the same They deal with a lot of stuff every day. Um, we're currently down five fulltime right now. We have three parts in two.
Absolutely. Sunday, we had taken a call for an elderly male who was choking on hand that um as we process the call, it was a full obstruction. Um he went into cardiac arrest. He was not breathing. We performed CPR measures. Um before the call was even processed completely. We had EMS and fire sent. Um and the patients expected a full recovery. So that was definitely a blessing. Yes.
Thank you very much and thank you for sharing that story with us. The people realize they a very a very stressful and very important position here within Clearfield County are our 911 telecommunicators. I will now read the proclamation and then we will vote it in. Clarefield County Public Safety Telecommunicator Week. Whereas the US Congress and President of the United States have established the second week of April as National Public Safety Telecommunications Week. And whereas the Clefeld County Department of Emergency Services, also known as the 911 Center, is the crucial first contact with those in need of emergency assistance and dispatches. appropriate fire to safety providers or responders who may apprehend a criminal, save possessions from a fire, or save lives. And whereas 911 center employees are devoted to customer service excellence, a high level of professionalism, and whereas professional telecommunicators are critical to our county's emergency response, dispatching law enforcement, firefighters, emergency medical services, and other emergency responders 24 hours a day, 7 days a week. And whereas professional telecommunicators are not visible as the men and women who arrive on the scene of emergencies but provide the vital link to public safety services as part of the first responders team. Now therefore be it resolved that the Clarefield County Board of Commissioners on behalf of all the residents of Clarefield County does hereby proclaim April 12th to 18, 2026 as Public Safety Telecommunicators Week. Yeah. I wanted to say uh that was the topic of what the young lady was talking about was a topic of discussion at the Graham Township Supervisors meeting last night. One of the supervisors is the father of two of the responders that got there. My understanding is that uh you only have when you're choking, you only have so long to go when you can't breathe. And fortunately, because the quick work of our dispatch, uh the responders were able to get there in half the time and uh bring the gentleman back to consciousness uh in time so that he is able to make a full recovery. So, uh, yeah.

Thank you. Okay, moving on to item two on the agenda. Consider agreement with rapid response for hazardous emergency response services. This will also fall under Mr. Mccclure.
Um just request the commissioners consider an agreement for our county sponsored hazmat team. We want to switch from McCutchen Enterprises to rapid response. Our contract with McCutchen runs out at the end of the month. We had to 00 for some reason they're $75. They are a little farther away than McCutchen.
It is a calendar year agreement. There is the schedule of services. Obviously, it's on an as needed basis and then it does set forward the requirements of the inspections and everything very similar to what our prior agreements would look like when we need to use the rapid or the emergency response. And as per our previous conversation, this is not something we use often. No, I think in the last 10 or 11 years when we had to call in our current Okay. as long as you're comfortable with rapid response meeting the response times. And we normally do a three-year contract for this. However, since this is new to make sure

Thank you. Welcome. This is the continuation application for grant for the VO grant. It's a two-year grant. This is for year two. Um, this allocation is $62,819. Unfortunately, it is down $5,93 from year one due to funding cuts. This grant funds to employees.
Well, we've had this discussion um with your your predecessor and you know, it's un it's terribly unfortunate. I mean, why would they cut grants when you know the cost of everything is going up? you know, we're not going to cut salaries. So, um, but I think we had made a commitment to her and now to you, I believe, that we we're going to continue to fund your office even though we're now having to use general fund sources to do it. But, um, I just want to say that when people wonder why sometimes taxes go up, this is this is a big part of why because we're losing funding sources from other areas. And, you know, victim w victim witness is important. So,
no. And I, as Commissioner Glass stated, we are we are certainly committed to keeping the office running. It provides valuable services to victims of crime throughout Clearfield County. Susan, this the monies for the VOCA grant start with the federal government. Correct. Maybe that's a discussion we can have with some of our federal officials. Commissioner Glass is correct that it has been going down recently. So, I know that they're working on trying to get it back up. It's just a matter of getting that passed.
Well, even before I mean, we've done six budgets and it was always real razor thin tight in the last couple years. There's just no way. I mean, you can't you can't make it stretch that far. So, and is working also on trying to get additional funds as well. I believe I believe Cherry's desk is just increasing fees to Well, once again, thank you for the valuable services your office provides. And do I have a motion to approve the VOA grant application? This is an ag This is an agreement we have um for the jail. Several years ago, we had entered into an agreement then for tablets and different access. A lot of it is required um for us to be able to provide certain access to for um different legal research and communications. There was a change um under the FCC that required us to do an amendment to our agreement to just account for those. As part of it, it does um it does provide for some different rates um that the FCC came in and said could or could not be charged. Um, so this is updating to make sure that we're in compliance with those changes in the FCC regulation. Um, this is a cost that's passed on to the inmate when they use the tablet. So this is not a county expense for that. Um, I know we spoke about that last time, but just as a reminder, um, it is it's not a out of pocket um, in there. And then in speaking to the warden, I was not made aware of any issues with the current company um to to have kind of any concerns or anything that needed to be addressed outside of the amendment at this point in time.

Oh, I did. Let me back up. Number five, consider county assistance agreement with the Department of Corrections. This is an agreement again um with the county but on behalf of the jail um to basically be an emergency facility or a facility to use as needed um when the department of corrections is transporting individuals from Muny to Camber Springs if they need to if there's an emergency if they need to stop to use a restroom. Sometimes they have inmates with medical needs. um they there needs to be an agreement in place, but essentially they're able to use our facility um just because of a little bit of a halfway point um in order for them to stop um in speaking with the warden and I don't know that it's used very often, but um just one of those things to have in place. Um there is a 15-day termination. Um I was not made aware of any concerns from the warden.
And this is an agreement we've had previously. I don't know that we've had the agreement. I think it hasn't been a formal agreement. Um, which I think is why we're just making sure it's getting in place so there's not a Okay. So, we're in effect formalizing a practice. Yes. Okay. This is a request of the Pthonetary um for for different um processing of the of credit card payments. Um the Pthonetary utilize a software called Telesoft. They've changed who their provider is. Um we're currently under an agreement um with Municipal Services Bureau. Um there's no issue with that, but this is keeping it in line with with what the software um is handling. Um so again, it's an agreement, not a cost to the county. Um it's a fee that's passed on for the convenience of being able to pay um by credit card. So that's been reviewed and approved its form this morning.

I consider agreement with advanced office systems for a copy release. And this again is for the proonetary um up on their their copier. Um we have our standard agreement that we usually use. This is a three-month agreement for $1379 per month. It does include year, I'm sorry, three year
36 months. Three year um agreement with them. And it does include um the requirement that at the end of the lease they have to transport the copier or machine back um which is always one of our requirements used with them. Okay. consider a memorandum of understanding with Lawrence County for environmental review. Lawrence County received a fairly substantial grant um to do different studies as far as um different hazards, different trainings for contractors um through our redevelopment authority. Um this is a tool that's needed as they progress with some of their grants and Lawrence has um stated that they are willing to take on the responsibility of administering overseeing the grant um to do these different studies. Um there is also um Tyogga County, Indiana County um and then a few smaller municipalities who are going to be joining in this. Um it's not a cost to the county. It's all covered by the grant. It's just coordinating with them for them to oversee it. Um which is fairly common with with these types of grants.

Next item nine, consider master services agreement with Gov AI Software Solutions LLC. This is again just a request that kind of tags along with that USGV one. They have them as two separate um agreements though because they're under two separate providers. This is also Perthonitar's office. Okay. Do this is probation.
No, probation. dramatic pause. I know. Nope. Let's go back. Nope. I'm sorry. I was thinking preonetary probation. I'm sorry. Okay. I can't multitask apparently. Very well. Um too many. Go ahead, Dave. No, I I want to hear what you have to say about it. Anything? I mean, the title gives me pause. Are we Are we introducing a Are you talking to me? They just changed.
Yeah, they changed the name of there. There's no there's no AI. I I was very worried about it. I went I went up and I immediately talked to Sean. Okay. And there's no AI sloth. It's just the name of the company, right? Because we need to be obviously careful what we let into our system. Immediately because I thought a department went and bought AI without notifying the IT department. That that was what my ears perked up. It's like, whoa, what are we doing here? Okay, fair enough.
And this is where we thank our valuable people in the back today, having the entire IT department here with us. We affectionately call them our nerds, but thank you for following up on that. Do I have a motion to enter into services agreement with Govai Software Solutions, noting that this is not an AI platform? It is just the name. So move. Second. properly moved and second. All in favor? I I consider agreement with Municipal Services Bureau for the Treasurer's Office. 10 and 11 are going to kind of go hand in hand. Right now, we have to do them separately.
We'll do them separate, but just as I explain them, they're going to kind of go hand in hand. Um the treasurer currently has an agreement with all paid credit card services. um those fees are are just a little high and because they're passed on um to the taxpayers and people using the office um the treasurer was able to discuss with municipal services bureau an alternative that is actually who the fthonitary was using. There were no issues with that program or any of the processing um so there's not a concern there. This is just um a way to be able to make sure the fees that are charged for the convenience just don't keep rising um on there. So part of this will be terminating the prior contract which will coordinate for when MSB comes in. There's a 30-day termination under all paid and then MSB will take over. So again, not a cost to the county, but a cost that's passed on um to the consumer.
Since we are joined with Treasurer Sigle today, would you like to address give us your take on these things?
Yes. Most of our transactions are $8.80 or $10.80. Um, and we were living with passing a dollar transaction fee on to the customer, you know, person that came in for a dog license or hunting license, whatever. But that dollar went to $3.99 and they were not going to renegotiate that at all. So, just didn't feel it was fair to an $8.80 transaction to be charged another $4. So I looked into this other place and they're actually we're even going to go down less than a dollar for those very small transactions. So no fees involved the terminal like there there is no fee involved. Um so it just seemed like a no-brainer.
No fixed fee you mean just the fees that they charge per transaction, right? And obviously that when we ask for $8.80, we get $8.80 because that's what the state, you know what I mean? So the 50 cents they like call the convenience fee. It goes straight to we we don't see that doesn't pass through. They just just goes to the person. We let them know and before they slip they're going to get charged and nobody really seems to have a problem. But 399 they were starting to have a problem. Well yeah I can understand that. Oh no. I'll make a motion to approve M the contract with MSB. I'll second it. All in favor? I.
And thank Treasurer Seagull for your diligence and looking out for the taxpayers and people who use your offices in Clearfield County. And next, this is item 11, which ties in, as solicitor Bose said, consider termination of agreement with all paid credit card services for the treasur's office, which as was just explained, this is just terminating one service, replacing it with another, timing to be coordinated. And I'll make a motion that we uh approve the termination of that agreement. Second. Properly moved and second. All in favor? I I Okay, now we are down to the fun part. Well, can I while she's still opening, can we just do 13 real quick?

We still have a few um elected poll positions open and I want to just go over them again and I would ask the press to put this out for anybody who lives in these precincts. Um we we desperately need some help in Dubo City second precinct. We need a minority inspector of election. Doesn't matter which party you're in. That's just the name of the position. Grampian, pardon me, Grampianboro, we still need a judge of election. Um, Ferguson Township, we need a minority inspector. Graham Township, we need a minority inspector. And Pike Township, we need a minority inspector. And again, don't don't read too much into the minority part of it. It's just the second inspector. Um, so any any registered voter there can do it.
And while we're while we're on election stuff, we we I think we've been pretty diligent about getting out the changes to polling places. Yeah, I haven't gotten any complaint. I mean, anything recent. I think everybody's been informed. I think everybody's as ready for it as they're they're going to be. And we're going to start uh the hope theoretically now that the ballots certified, we should be sending out mail and ballots next week. Okay. And everything is underway for the May 19th primary election on our end here in the county. And trying to remember, last day to register, May 4th.
May 4th. May 12th is the last day to request a mail-in ballot. But I can't say this enough. With the problems that the post post office is having, by their own admission, the problems the post office is having, you don't want to wait till May 12th. Come in and request it earlier. Okay. And we are just about ready. I don't know if you want to let it just briefly describe what they did the RFP for. I can't recall if they went through that last
we we recently put out a request for proposal for a new countywide phone system and I will let the IT department give you a brief overview of what was included in that RFP and then we will we will go through the proposals that we received. Um I'm going to be honest I made it a long time ago remember exactly what's in it but it's just our on premise one that um will go from using the order system to all over internet.
So this will be a voice over internet protocol phone system countywide. Yes, which is pretty standard for most. Any idea of the age of the current system? Oh, really? It it predates movement. I thought maybe you updated it when you moved here. You did not. We we just This is just an extension of It's even older than I thought. Maybe older than part of our department. It's older than my kids. Okay. So,
I remember we used to send little messengers running around. Well, I mean, and and just to just to tail on that, I I had VoIP in my prior business, and there are a lot of other small features that I think can be very valuable um you know, in terms of being able to forward calls and, you know, kind of even overlay the the phone number on so that you know, and I like, for example, when I did it, I could use my cell phone and basically attach it to the VoIP line and take the calls from my cell that seemed like they were coming from my my all-state line. So I didn't have to be in the office necessarily. So for some people some certain positions that may be useful. Um sending the voice voicemails to email I'm sure is probably going to be part of it. Um I found that very helpful when we used to have that. So
yes. Do you anticipate a learning curve among county employees? Well, yeah, ch there's always ch change is hard, but it's also inevitable. I think some of the vendors offer training as well for end users, so depending Well, do you want to Heather, do you want to start? Yep. If you want Yeah, I'll open the rest of these. Yeah. I haven't. I believe that's what we had on Friday. I believe we have 23 separate entities have responded to the RFP.
Well, yeah. The first one here is just going to try and find this one. UCAS and they don't have they have the they have it broken down by items. So, we would have to do some math to figure out. There's there's a lot of pieces to this. Um I think a lot of them are going to be broken down. I don't know that we'll be able to give the price. I think we can announce the company if you see it quickly, but because of the way the procedures work.
UCAS um and they're also one thing they there's a lot in there, but they they highlight that they're doing a trade-in promotion of 20 $25 per phone for our existing phones. So, we would get a little over five grand back for the 200 plus phones we have. Where are they from? If we can at least get Oh, California. if we can at least get the company name and where they're from. I and then we're going to have to review all those.
All right, so that's UCAS and then this is Granite Government Solutions out of Quincy, Massachusetts and and yeah, this will require an extensive review to make sure we have an apples to apples. Now they're they're saying 63,863 is their total. UCS didn't didn't do the total. They had it broken down. But uh Tech Mode out of that out of the original Terminator movie, aren't they? That was part of Skynet.
Greenville, South Carolina. They have an option A and an option B. Option A is a 12 month term. Looks like, if I'm reading this right, 18,525, but it does not include the hardware. And then the three the three-year term is 17,025 um annually. And again,
is that option B? That's option B. And so we'd have to figure out what that there is hardware also broken down. What figure that out? Okay. DNS communications. Are you writing these down, Lisa? Okay, then I don't have to be writing these down as well. That's a good idea. I am myself.
They're out of elgen, Illinois. Elg Illinois. And they they had they do not have a total we'll have to figure out what that is. That that one's not actually very helpful. I was going to say there is going to be some figure. Oh yeah, we're going to have to really deal delve into these. And then the monthly car cost on that is um $184660. Okay. Okay. What's that? The monthly here. This one it's flagged just so it'll be a little easier for you.
The vera link. Um the monthly's on that side. Monthly looks like 190 $1,92 a month and $18,000 to implement plus it looks like manage support at 3200 a month. So the total 12-month cost they're saying is 115,000. I don't know where they're out of Atlanta, Georgia, TCO Technology, Boston, Massachusetts. It's looks like 29127 upfront and 1883 monthly full service network. Um sure where they're out of. They're saying, "39.98." I don't That does not obviously does not include the hardware and they don't say where they're out of.
But they've got a 412 area code. So that tells me partnership DBA Verizon Wireless. So it's Verizon um monthly 3434 and 43362 in onetime fees for the phones. data path services from Centennial, Colorado. Looks like 237. Wow. 2426 per month and then at least 14,900 upfront. It's unclear to me if this concludes I don't think that includes the the phones. Although they're saying that they've got an option that's $85 each for a phone, which is somewhat less than some of the others I saw. Wait, wait, wait, wait, wait. Didn't we just

EST Tech Systems, Plano, Texas. 6,000 upfront. 22.85 per month for 5 years. That's interesting. It looks like they're we're not they're they're not offering to sell us the phones, but lease the phones at a dollar a month. That may be interesting.
Um, Connecticut Communications out of Connecticut, Durham, Connecticut. Annual charge 33 estimated 33464 per year. It's not tipping.
Looks like that does include the funds. Zto communications out of Cersport. Total monthly cost 139640. Um I didn't see the phones on that. Did not see the phones at all. Nope. Looks like that's just the the service. Advent Communications out of Washington, PA.
We have We have officially bored the television media. I was wondering when we get there. Um, he says, "I am 257 a month." And that looks like channel 14,400 in upfront, which I don't think includes the phones. Oops. No. Party fell. I gave him one job to do. I mean, start all over now.
