business tonight Lord let us always look to you for guidance in Jesus name amen amen to flag of the United States of America and to the for stands Nation indivisible liy andice for all before we call the RO i' call her Jennifer there she is Jennifer has a presentation before we begin Jennifer Howard Deputy city clerk Treasurer um thank you mayor for letting me do this tonight for those of you who don't know tonight is Barbara's last official council meeting C Clarksville um earlier we had her retirement reception and for those of you who didn't come it was amazing to see all of the clerks and treasurers from around the state who came out to thank her for for her leadership her mentorship her knowledge that she has shared over the last 30 years of her career she's the first call that many make across the state when they have a question and it's been a blessing to be mentored under that that leadership um so in honor of those 30 years of service I want to present you with this plaque and as a side note this was donated by Harley Mor us signs in recognition of everything that you have done for the city we're going to miss [Applause] you space

was lab [Music] again these these lights were damaged during the construction npv power was hit and've Council what we've learned in in the evolution of all this is we built it to be an indoor pool with indoor standards when technically it probably should have been built with outdoor standards lighting that's used to being outdoors affected by heat heat and humidity and we've learned that through this process and I think what they're trying to do is make it better especially since it u a giant terrarian for almost three weeks so without the tower there wasn't Aid working and the roof also could not open and so with that there was a lot of condensation a lot of water damage too so there were other things damaged but I see your quote from Jordan Smith was on 10 24 24 did he allow for okay I called both of them to make sure that es were still valid since we didn't can you recommend Jordan Smith yes cheaper and cheaper on the lights yeah yeah his uh his price for everything was including the labor originally were going to pay for materials another question sorry um do we know I'm assuming he has looked at this operation um do we know if the pool
surround can support a scissor lift because you know if it's only 4 in concrete you're putting a 15,000 pound machine on it is it going to be able to support it without cracking we put the on floor before to work on the okay sir thank you I make a motion we approve the 185 from Jordan Smith aquatic maintenance aquatic maintenance yeah second second Miss Lisa Baker yes Bradley yes Edens yes King yeah ryer yes Thompson yes thank you Council stay right don't walk off you're next I think you're got my list ready if it's all right the council will skip while we got to there we just jump around um mpb foring cover RS what are we talking about there yes so uh with the new facility uh we we need furnishings and and equipment for that new facility um this estimate is for floor coverings for the new gym in case of events and things like that um this is the floor covering the rack that holds those coverings I've brought two estimates um from two different websites we ordered from the great website before um it's also a little bit cheaper um for the r and the floor cover with shipping it was $1,322 that did not for some reason I don't know why these these uh these webops don't put in your taxes you are putting in your credit card information know that's exactly where that that stuff is going so then I had to do the tax cost to so together with tax and shipping it's
9,891 27 um for all that question sorry uh says shipping starting from is that is that shipping is that a hard total that we can go with because I I I'm hesitant when I see starting from uh that I know it's got our ZIP code in it but if if that can be a hard target then that's fine yeah that's a good question um I've never ran into once they once you put in your location P that that shipping changes um I think I think that's the way their website put put their because until I clicked on the PO Code that line was blank it said starting from and then that line was blank and once I put in our code it just filled in that blank okay so I think that that is good for that number thank you so I see the one it says 19,6 4845 is that it the one that's and I didn't on that like I said um I went ahead and refreshed it today to look at shipping cost to see it could change for the holidays and it actually gone down about $3 and so I said my re once I refigured tax and everything in today um from both of those websites to get an accurate number to bring you guys tonight um with tax and shipping for the from the great mats company it's $1,891 27 that shipping went down like $3 so there 19 that I'm looking at that's the taxes are not included in that yes yeah so on the cover Sports their
estimates were much higher and it was already $119,600 without taxes included so I just figured we were G to go with the great Ms yes yes what did you say that total was with with taxes 19891 27 that's tax Chien and we' have to take it the bond or general fund Reserve yes what's the bond balance do we know that prob how long have we had the old Ms just curious that sounds like they've held up pretty well um from great Ms um I don't know those I think those did come from great mats I just know that we've ordered other formats from them well the quality been great all of our all the ones on the Aquatic side and come the [Music] front does that did they Co the racks too to put them on yep yep that's that's
that and their wheels so we can roll them around we use those for like on Project Graduation safe trees to protect that Flor did you all make it to the bra yes did you see that how massive that thing was there was crazy amount of people and they may have set a record for the number FL was the record right over 120s yeah yeah yeah we had we had we had one one that little snapo that was our part so we we fixed it real quick there's a quiet Zone we've go a we go a that's something new it's for people 197 37865 but then we still have the balance to Van Horn I'm not sure how much of that have that retention that they've got Stephen do you know what that is the retention on that trying to remember I want said 7,000 how
much under just under 20 yeah we could probably do it I make a motion that we uh accept the bid for not to exceed 19 89127 from great mats from the bond bond fund bond fund is there a second second ringer yes Thompson yes Baker yes Bradley yes Edens yes King yes thank you councel um Chief Ross is gonna speak on this next one for B can we skip and give him time to come back and let Jackie go ahead and go to C and D you want to cover those okay so the next thing I'm bringing to you is um restoration estimate for The Aquatic slides um there not to my knowledge has ever been an inspection on those water slides I ordered one this offse to see where we were at and they provided us with an inspection with a full audit and then restoration plan to get those SS back into shape the shape that they need to be in operation um I can give you guys a minute to look through the pictures I know you guys it's only black and white I can give you this to pass around some color a little bit better to look at some of the issues that we have on that those slides but Al together I'm asking for out of aquatic
maintenance 138,000 850 and how old is this equipment 20 22 years 12 years we did it later Years 2012 or 13 so it's 12 years old and I think actually life is seven years yeah there's some structural good time time is just called up to [Music] that down one more up that's the proposal inspection report um I think given that we have never had an inspection to my knowledge um since the water park has been open um with the information that we had gathered from this audit I I don't think that we could operate with the knowledge that we have for next summer so I think it's definitely necessary to get these get this restoration done in order to open the water park did they charge you for this inspection how much from the manufa okay yeah this is the manufa inst so they and that right there that photo loan is it's very dangerous
situation I was looking on page 22 of our handout and they have um in their mitigation section and they had some at the notable items that they recommend their keep it new Services annually as regular maintenance um did they indicate what that would cost I'm G have it in an email I know we talked about it maybe warranty includes a onee warranty on workmanship and manufactur effect others exclusions EX I was just thinking it it would be great to know when we get a chance to know more about that because then if it's not too prohibitive we could keep from major major overhaul in 10 years Grand yeah and I did um estimate the what it would cost to replace the slides um just a rough estimate because I didn't go through the whole process of specs and building and things but I asked them what it would be today without replacing the tower just the slides themselves it was $395,000 I'm sure there's other companies out there but then you start looking into reconfiguring the tower itself your dump I don't think we're ready to get into yet so well looking at like the picture that the mayor has pulled up there it looks like those are stainless Fasteners which you know I'm not a rocket scientist but if you're dealing with water you would think they would use stainless Fasteners but when you go over
to some of the other illustration you definitely see rust Trails which to me uh we need to make sure that you know was that something that we did or was was that something that they did in the original assembly it's very possible because I know there's been just routine maintenance done when their husband issues ared but not by manufa te okay simple and things like that so so that one that that I've seen with the rust on it was that a was that a PVC P that's the challeng let me go back to it that's the metal upright that that supports it oh that's what keeps it in the air that's not good yeah that's definitely got to be good [Music] M right there yeah yeah I wish it were different different case it is what it is but now that we have this knowledge hopefully we can do our due diligence routine maintenance that's a good point her point that she's saying about getting some maintenance Health might get us from seven like we did this we got seven to what 12 years on this one maybe we get 20 on the next one just basic M you know what I mean Bally an annual inspection yeah so with tax we're talking about approximately 152,000 assuming a 9 and a half tax rate yes you're looking at24 did you already project this into next year's
budget the reserve so it wouldn't come out of your maintenance budget that's what you're saying right yeah maintenance so we don't we don't necessarily budget maintenance we come to the council with most of the maintenance request like this she has a maintenance account for for like fixing doors and little things but when we touch the Aquatic maintenance account we come to y'all with that line out of purchases there was like 528,000 if I got that right ending balance so you take 138 from it leave you about 389 them include tax if I got my numberers right without tax so about 375 with tax yeah get about 30,000 a month in that basically four month back problem is we don't really have no choice yeah oh yeah I agree pretty bad and that's you know they were smart enough you know our forefathers that did all this and mothers that did all this were smart enough to get that tax in place so that we have the money in reserve to to deal with it so that's what that that's what it was there for so basically we need to approve a little over 152,000 15240 tax rate and that that will come out of aquatic
maintenance I make that motion second excuse me Baker yes Bradley yes Edens yes King yes ringer yes Thompson yes thank you Council all right Jackie one more thing with the pool okay so I've also to estimat for reining the pool the paint is har conditions and then of course all year it's time to rewind it um I've got estimates for both the outdoor and indoor I don't recommend at this time we do the indoor wait I think we should wait until we do the maintenance on that pool we don't want to close it down right now so I think we should focus on the outdoor and getting it ready for season that cost is $36,250 this is from the folks that have okay have we stopped all the Lakes over there no I know my his fixed one that is where the Lazy River railing is I know he's worked on that and I believe that they fixed one underneath the all the ones we're aware of have been fixed all of them but I promise you by Spring there'll be another one so that 36250 includes t y got to get better doing taxes and labor so it's going to be right at 40,000 basically it go back you have the white bottom with the black stripes and
the all the the depth markings and all that the LA River has been the biggest leak producer in the world we've had Trey hard grad a bunch of people in there diving it because of those valves those hydraulic valves in the dump pit out at the bottom of the slot constantly shake and they work their way loose and he went in and fixed it and I promise you it's fixed today when we go to fill that pull up in the spring it'll be leaking again I don't I can't explain it to you water finds a way every time 39693 and we feel confident that we've gotten most of the leaks addressed the the handrails going into the laser River were loose so we fixed all that we went in with some new concrete fixed all that everything we thought was an issue we've addressed so we're ready to paint it make it look like new and give it a good coding a motion to fund that from Main I move that we fund the reigning of the outdoor pool Lazy River and search tanks second not to exceed what amount it's $ 39693 you want to say not to exceed $4 not to exceed 4,000 about that motion second Bradley yes Eden yes King yes grassinger yes Thompson yes Baker yes yeah another Chief here um can we Circle back to appropriate funds for the camera CL what that that's yeah that's at the you want talk about have this camera for f Park so for the
council and I don't necessarily like talking publicly but we had um vandalism in with our Christmas lights vandalism in our bathroom vandalism on the inclusive playground smoking on theive playground in spite of all the good that's going on there still we still have this potential bad element there that's going on to clim park we don't have enough officers to sign their 247 but having an Ison with a video recording would help us in a court of law um hold some people accountable for what they're doing and this camera is designed to do that and I'll let you Poli department so basically this is a a camera that's with the flock system that we ordered a couple months ago we're still waiting on our Department of Transportation even to get clear through that but this camera is a live you camera it can go automatically as soon as it signed off on I think it's $3,800 and that's for the camera and the year worth of service live view you can um you can zoom it 20 I think it's 25 times addition so basically where they're going to put it at you can look at light and water and is this camera and it records and it also gives us the ability to give it to patrol they can turn zoom and all that while they're working and they kind of keep an eye the part through this camera while it's basically what it is we've got one that we're going to put out on the other end of town that compliments our system that we're putting in and it doesn't and CCU has helped us we've got Wi-Fi in the park now we got Wi-Fi on the soccer field so all of this will be we can monitor it right here even from our cell phones
so question you says 3800 I believe it's 381 is what the quote was for the city yeah rest this coming out of your maintenance I don't think she has in her B Parks have any money no I make a motion to accept that $ 38225 you forgot to fund this because I'm tired of being the bad guy out there and since Park have it the L never Remain the annual budget can pay this out of general f Reserve how much do you have left in your how much do you have in your part budget just on yeah let's take it out of Reserve because it's we're going to use it for take it from where other thing general fund Reserve general fund Reserve I don't know that a camera's going to be fixed asset it's over a thousand that doesn't it's and we have to pick it up on the books over a th yes but that doesn't mean it's a capital expenditure you know oh yeah it' be a fixed asset basically just adjust your par budget by $4,000 okay cover that expenditure that would be my motion but she said second second Thompson
yes Baker yes Bradley yes Edens yes King yes ringer yes Brian you want to talk about a let's go see if we can get you want to do the a first yeah what's happened on the aw project was a Fally fund project 910 90% FAA money which is all some 10% State uh they did some work the bids were way over budget from what they were expecting at the time we didn't have enough Federal grant to cover it we postpone it fix some stuff out making it cheaper than so what I'm asking for is there's $1,590 an outstanding Garber bills for engineering and and Living Services uh that I'd like for the city to pay as soon as the GR in place that can be drawn back at 90% so you get 90% of it back as soon as the Grant in place and then 10% will be reimbursed by the state once the project is complet we have enough now FAL year r50,000 we could have done it at the old but we decided not to waste the money and see if we can take some stuff out should go some of this stuff was done back first this year so basically it's alone we have enough in the airport account but it nothing Well nothing's getting cheaper no and and we're you know we have the ability to spend about 8,000 on fuel we asking the city basically temporary carry
over Mar how much money do we have in economic development [Music] $388,500 is the right number 4159 I have a motion for that approval from Economic Development so move second second Miss Lisa Edens yes King yes ringer yes Thompson yes Baker yes Bradley yes thank you counc you want to talk about the tax uh yes the other one is U since we're putting in new taxi way we should have the plans 9% plans what they call but part of that is going through so we're looking at trying to do some any kind of stuff um the federal government apparently didn't really like that I think we are allowed to do want to purchase and maintain our own Wetlands we can do something like that possibly but all this is pable with Grant which I understand that's tax money something time we have to mitigate that so it's $ 4332 that will be paid for Grant all all we're asking tonight is that the mayor can sign the contract so when the the project starts in the Grant in place cred no money basically just need motion for your authorization to sign that and work with the core I make a motion we approve the mayor to sign the

reate be it resolved by the city council of Clarksville state of Arkansas a resolution to be entitled a resolution authors that authorizing the mayor and clerk to accept the transfer of certain property from the Arkansas Department of Transportation to facilitate current and future City of Clarksville Transportation projects and for other purposes whereas the Arkansas Department of Transportation has agreed to transfer ownership of certain properties to the City of Clarksville in order to facilitate current and future Transportation projects and whereas it's in the city's interest to accept ownership of these properties now therefore be it resolved the city council for the City of Clarksville Arkansas that section one the mayor of City of Clarksville is hereby authorized on behalf of City of Clarksville to accept the transfer of certain property from the Arkansas Department of Transportation in order to facilitate the current and future city transportation projects is shown in the r do prop transfer exhibit section two severability provision if any of this resolution is held invalid the remainder of this resolution shall continue in effect as if such invalid portion never existed and section three repeal of conflicting resolutions all ordinances resolutions or orders of the city council are parts of the same in conflict with this resolution are replaced to the extent of such conflict St get before the meeting I got questioned on why this is happening in what is the purpose so can you us this yeah well what for a year we've been trying to get easement just to be able to attach Lan to m road which is actually stay right away Interstate we finally have got this far after pushing and pushing Tyson's Bush through push that road has not been hot hold by the state or taken care of since I've been here for almost 16 years so by them turning that back over to us it gives us a chance to fix that road and make it like it should be for Mass all res it's letting us attach our road to

beginning January 1st 2025 and ending December 31st 2025 and appropriating money for each and every item of expenditure therein provided for whereas the city council has made a comprehensive study in review of the proposed budget and whereas it is the opinion of the city council that the schedules and Exhibits of financial information prepared and reviewed revealing anticipated revenues and expenditures for County year appear to be as accurate as possible for Budget purposes now therefore be it or ordained by the city council of the City of Clarksville Arkansas one that this ordinance shall be known as a budget ordinance for the City of Clarksville Arkansas adopting a budget for the 12- month period beginning January 1st 2025 reflecting estimated revenues and expenditures is here in and after set forth on the succeeding Pages all revenues herein are estimated and subject to change and all Appropriations are calculated upon available Revenue two the respective amounts of funds for each and every item of expenditure classification here in proposed in the budget for 2025 are hereby approved by the city council at Clarks Arkansas and are hereby authorized and appropriated for the purpose here in set forth for the calendar year ending December 31st 2025 questions comments I have a comment um I just received mine today this morning I don't feel comfortable voting on this yet um I did go through parts of it today um and I had question Barbara answered a couple I believe you answered one uh but uh I I like I said I don't feel comfortable just receiving it today and then voting on it tonight A Lot emailed it to you over two weeks ago I don't know why you just got it today but that's fine we may have to call a special meeting right after the first year to do a CR
contining resolution so well just to reiterate what uh Rob said this is the first I've seen it I I didn't get an email I don't know why I don't did y'all I did get the email yes I I did get it I printed it off I did get an email I didn't but we don't the only thing I I get is so we have do we have a motion to table it I make that second second Miss Lisa ringer yes Thompson yes Baker yes Bradley yes Edens yes King yes thank you Council where is you ready good evening Council Ethan Rogers Abstract title um in the Brooklyn subdivision West there vac lot vac lot has been owned maintained by the by the whole entire owner subdivision for six or seven years back in May um he sold this B lot to a local Vel the Bel built house on now he's going to sell it and on title research we found that the lot was actually dedicated to the city back in 2002 per plat um I don't believe the city had any knowledge there was no official deed it was just on the Subdivision plat um we are asking that the city quit claim their interest that they may or may not have over to the Developers so we can clear the topic I'm happy to answer any questions may be owner of the subdivision he owned maintained it he IDE question you're saying Brookstone where uh it's off of South skags road behind I old

system this existing system is over 20 years old and so the technology has changed such that even if we get these devices fixed and it it's going to be very close to the price of a new system but with very old technology it will not communicate with the new firearm system so in short uh there's a there's a bid here from the folks that installed the new system to take over the old system install new equipment and bring it up to date so that it can all be working together Jason is that tied into the sprinkler system no totally well no yes in that if there's water flow it will trigger a fire alarm yes but now the the water flow switch uh was changed out when we did the Edition the latest edition so that piece of Hardware is on the new system already so if there's any water flow whatsoever the new system will be triggered so I'll let Miss uh Jackson speak about the quot issues we had the inspection done new system is ,40 without tax the tax I definitely think it's necessary to move forward quickly as we're protected but we're not yes there so there are there's there's we're protected with sprinklers but there's
several places where your public notification which is going to be horn Strokes full stations are not going to work they don't work do you recommend this I I do uh there's been you know with the pool and there's a lot of environments that are corrosive in nature and so if it was as simple as just finding where the brake and the wi is and fixing it then no problem but there were places where outdoor wire was supposed to be used and they used indoor wire and it wasn't protected so we now we have corroded wire how far back is it C well we really don't know it's inside conduit um there's just there's no easy way to fix the old system and like I said on top of that the difference in technology is is that right now the old system it's if there's a fire alarm it's going to give us a Zone well then we have to when we get when the fire department gets on scene we have to go to the zone map and that's going to narrow it down to sort of a quadrant but the new technology it's going to tell you East hallway exit door it's going to it's going to pinpoint the location so fully addressable system and the new fire code the new system that just got done with the addition is brought up obviously it's a new fire code new fire code states that in that type of occupancy it has to have a voice Evac system so what does that that means that there's not just going to be a buzzer go off there's going to be a voice that says evacuate there's been a fire so when we bring if we can bring the old system up it's going to also have that feature on the old panel that's on the
old Multipurpose Building side there also some trouble ER on that that we can't really narrow down what those troubl are and some miscellaneous zones not could be don't really know like you said can't Pino exactly where that location is far as response time Sy in trying to piece together an old system it can be done but is it going to be effective in the future how long until we have have more problems and we have new techology so an interest of time here at I apologize C this beforehand but is this so Source B yes Soul Source you have that documentation yes J systems is the is the so PRI for the SE system only people so you're saying fixing that fixing that older one wire that's broken wouldn't be the way that we should go no and it's it's more than just wire so that was one example of one of the problems with and so another thing is the the devices um are Antiquated a lot of the things you can't purchase the difference in technology is is great great so here's the other thing also number one there's no guarantee they can even fix the old system so instead of throwing money at at where there's no guarantee and they aren't the ones we don't have anybody local that is a dealer or a uh that was the people that installed the original system we're just calling the local uh Tracer Tracer communication any kind of expertise
that's come say please come help us um we're basically working it's kind of like working on a car that's been discontinued that no one has in that in that system there's like nine zones right and when that zone alerts it tells you for example there's an issue in zone 9 whether that's upstairs the walking Track this thing keeps telling us that there's 10 zones the pickle Ballers how how many times been run out of the building over a Zone 10 there there's no Zone 10 in this system but yet if you send an alarm off and sending all the pickle Ballers out the road for an hour fire department gets called you know that's the tennis players doing that um so it's just it's unsafe it really is unsafe so um I'll I'll make a motion to approve this if we have any other we got to figure out how to pay for it that's what I was ask exct because it's for both mpb 26000 from just half course we add tax the add tax is going to be about 57 Jackie next time you get a bid add and labor that's everybody should do that yeah I agree that 5,874 2437 there you go so so can I make a motion we do from in AC hey um D just reminded me so I tell you what we we're gonna have to call a special meeting sometime after Christmas anyways we need an ordinance

uh the grant uh is getting caught up in a little bit of a bureaucracy situation where we have for engine years took 35 days to return a report and that has created a bottleneck for some of the contractors that have purchased equipment um and we've been trying to sort through that and be as expeditious as possible um but it's causing some issues the good news is um we've got uh we had a call with Vicky today spoke with Chad this morning um all the documentation has been submitted the State inly Processing it uh they should be moving forward with the grant soon as they that anticipate that next days unavoidable circumstance trying to stay on top of that the best we can but they just just these federal grants have a lot of requirements yeah but you know no that's that's not fair that's not fair at all and you know that that falls back on the construction manager should not order that stuff until there it has been approved I think there were um there were multiple opportunities along the way that could have prevented some of this and well I'm not saying it's your fault but I Chad should have known I mean he's done these things millions of times I'll say that we looked at some ways of remedying the the outstanding invoice we have currently um and talk to a number of agencies one day thec the other being West Central plan development District um Dr Barber's
office um and we have couple different answers there the consensus was that we couldn't pay for it out of the Monroe building fund that the city had set aside because so tried to fix it that way doesn't sound like that's we can do it the point Mone you w get you just W get the money back right can't get reimburse and keep in mind the council approved this contract right that was brought before us and it was done not Chad's fault Chad has a signed contract ready to execute he did what he's supposed to do you someone explained to me how the core of engineer has any say over the Monroe Building and then you throw in there that we we couldn't get our payroll numbers right so there was all kinds of delays and stuff that that led to this we have $184,000 of the $27,000 that needs to be paid I'll write the check tonight it's been approved but you're not going to get that money back to the grant understand that I understand that the bureaucracy behind all that was what nobody expected no blame other than the federal government that with that being said the grant all of the requirements have been fully satisfied and the only thing the council has approved is him as a construction manager we haven't approved any funding right he did you did for the grant when we get the grant right we haven't got the Grant in the contract we haven't got the grant exactly the Grant's been approved the funds haven't been dispersed anything else does the rest of
