The Chote Anudhan Programme was developed as a pilot in 2018, which was in response to funding requests from non-profit and community-based organisations. In the first year, the Budget Committee awarded Rs 200,000 for the program. Employees started promoting the program and invited applications. Earlier, at the end of the year, money was included to help the vulnerable communities in different parts of the county. The program also gave priority to primary expenses instead of projects that would face financial instability in the future. In the first year, we received 40 applications with a total demand of more than $891,000. The program went on for 14 years until it was stopped in 2023. As the budget committee has been changing the agenda for years, as you can see in the staff report in the chart. So far, the program has distributed $3,950,000 out of 472 donations. The programme has been changed to respond to issues that have affected our communities for years. For example, during COVID-19, when personal contact was limited, the programme gave priority to those plans, which will connect those issues in a creative way. For example, one of the contractors during the 21st and 22nd cycles, applied for money to set up food boxes in the refrigerator outside so that families with food shortage can reach food at any time during the limited time of contact. Although it started as a pilot with the work time, but to meet the needs and rules, the professional mind was developed. A statement of the religious non-sense of Samjhavata was developed. So we got applications from many different food pantries. They need fewer people, but their needs are very small. But you know, still, money is being received from there. We have received invitations from organizations that work with youths who come from Palak, Dekphal, Pranali and help them settle in their new apartments or start college. Also, it is unfortunate that we need such services, but such organizations that help children or people who have been displaced, right? So that they can get help to recover and start their lives again. We have another organization that helps those people who are being given shelter so that they can build their home. I mean, you have met them, Samudayek Godaam, to arrange their apartment. This is a way of purchasing where they can go and they can collect all the things they need for the house, not just an empty space where they can put their heads and think. Samudayek Paramedic was also given a little donation. You know, going to the community to help people, instead of going to a private room, sometimes they just need some money for their insulin, or it can be like this. So that was it. I am trying to think that there are many capable organizations in Clackamas County who do very good work.
So it says that there are 412 people and I think, and let me be honest, we are not here to make any decisions about the work, but I think what I liked the most about it was that it gives the county a chance to flourish. And sometimes we have our own budget, we make money for some special things and I know that at the end of the budget, many times people come to us with some serious and important matters for which they request help. That's why I like this thought that this is a request once and it does not mean that it will make money continuously and will actually help various organizations to deal with the crisis. Or as everyone calls it, CIP. So, CIP project is included in our plan, including all projects whose cost is more than $50,000 and are going to be made in the next five years. Funding is safe for them and also shows the previous decisions of the board. This is not a new thing and it is a glimpse of time and mostly, the project board has been adopted to use the community road network for the first time. The plans come from the schedule or were accepted in the budget. We update it every two years. The last time was updated in August 2024. The current project cost is a little less, but it is almost equal to the previous project. In the next 5 years, there will be about 26 million, 61 projects. Most of that funding comes from non-road construction projects. We mostly use road construction projects for the match and for some big road projects as well. And apart from that, we have some planned projects, most of which are for the beginning, which is one of the goals of the board. I am going to hand over some more details to Karin.
Yes, I am here to shed some light on some of the five aspects of CIP. And that is why there is a lot of useful information in this. And as Mike had mentioned, it is known from our roadblocks that our roadblocks are only spending 20% of the budget, which means that we are taking advantage of a lot of external funding and various types of funding. I think this is important, and this information is in the tab that is a part of the policy packet, if you look at it. But I would also like to tell you how the Community Road Initiative is developing 17 projects.
