minutes um you guys weren't here for that so do they need to just abstain from that likely yeah you guys can abstain um so let's go uh commissioner sheer yes commissioner van duer yes Vice chair shisko yes and chair price yes thank you item four is public comment under government code section 54943 members of the audience May address the commission on any item within the jurisdiction of the commission or on any agenda item those wishing to speak on non-agenda items will be called upon at the beginning of the meeting those wishing to speak for or against an agenda item will be called upon after the presentation by the city planning Division and the applicant for that agenda item this portion of the agenda is available there is nobody right right do we have anybody we have none I'm taking my mic time it's my last meeting item five the regular calendar we have 5A which is our general plan annual report we will first hear a presentation by staff followed by commissioner questions and then we will open it up for public comment may we please have our staff presentation thank you Natalie good evening chair and Commissioners my name is Stephanie Louie and I'm an associate planner with the Community Development Department so tonight I'll be giving a brief presentation on the 2024 General plan annual progress report or GP APR tonight's presentation will recap how the city has accomplished its goals and policies as outlined in the general plan um for those of you that are new this presentation may serve as an introduction to the general plan and for those who are returning this can serve as your annual recap uh the general plan consists of 66 goals goal and highlights policies and actions to meet those goals the city is required to review the

general plan on an annual basis and submit its results to the state um and this is done through the annual progress report it is important that the city completes and submits the annual progress report as it is required by the state and a requirement for approval of a majority of the grants that we apply for so as a refresher um this SL briefly explains what the general plan is uh the general plan serves as the city's statement of its vision for the future there are seven required elements in the general plan um and those include land use circulation and housing so the housing element is what we're focusing on tonight um it's one of the sections in the general plan that requires special attention as it serves a framework uh for adequately addressing the community's need for housing and one way this is accomplished is through a Regional Housing needs allocation or Reena which is a state mandated process under this uh system the Department of Housing and Community Development or hcd calculates the total number of new homes that a jurisdiction must construct across different affordability levels the annual progress report uh functions as a way to demonstrate how the city is fulfilling its allocation so this slide shows our progress in meeting our Rena goals throughout the eight-year planning period um which is from May 15 2021 to May 15 2029 table two on here shows that our total housing allocation within this period is a total of 697 units um that's distributed through uh different um different uh income categories so uh We've made significant progress in achieving our allocation goals and into participate meeting the remaining 340

units within the next four years um I'd Al also like to highlight that we have actually met and exceeded the housing unit goals for the lwi income category and this is largely due to the success of our Adu program um at the beginning of the Adu program in 2017 the city was issuing on average one Adu per year our yearly average continues to rise with 34 adus issued in 2024 with uh the recent large housing projects we've made significant project progress in our Arena numbers um and with 148 housing units that were finaled this last year here are a couple Milestone projects highlighted for 2024 all of which contribute to the city's efforts to meet our goals within the general plan um a couple of those items is the arcade Creek Trail which broke ground in 2022 this was completed in 2024 with a ribbon cutting ceremony uh last year and then also the far o Senior Apartment project was also completed in 2024 um and they have filled almost all of their units already so the you've received a copy of the 2024 annual report which highlights the year's progress towards the goals within the general plan this report will be forwarded to the city council for final review and approval prior to being submitted by hcd by April 1st and again the pro annual progress report is required by the state and is also a requirement of many of the grants that the city applies for it's an important one here is the recommended motion and uh I'm happy to answer any questions do we have any commissioner questions no oh we do commissioner shisko um regarding the arena numbers do

you feel like we're on Pace uh think it's until 2029 right be on Pace to get to the total by the end of that um based on the current trajectory based on what we've gotten in the last couple years it's possible for us to meet the numbers it just depends on um the way that the Housing and Development kind of comes in the next couple years uh but you know we make significant progress in our adus um and then also with a couple new projects coming in like Habitat for Humanity those are all going to be um going into our numbers does that that particular project they have to that for Humanity um will that hit the do you know which bracket that that fills does that hit the extremely low income yeah extremely low and then also low okay what happens like so we we're good on the like low income right if we're like you said we've exceeded that that does that still contribute to the overall number or like any anything that's over not really countered anymore because we need to hit some of the other categories that's correct so even if we are getting um units that are low income they won't count towards it doesn't run off to different categories um we just hit the zero we met our goal and that's that's it I see actually if I can intervene um the low income counts would count towards moderate in the in the scheme of things but not the reverse if you were exceeding moderate you could not count them towards low income but um as we report as we do the housing element as you um count units the the low income um can go over and Beyond um and cover other units oh one more question when we get to the end of this in 2029 what happens if we haven't hit all of these numbers are there certain is it just we or lower on compliance somewhere or all the funds this point in

the in the state legislature's view we there's not really a penalty per se for not these numbers um what the arena requires is that we adequate adequately um Zone land for these this number of housing units since we don't build housing and we don't um control the housing market we can't be held required to make sure that the housing is built we just have to demonstrate that we have adequate land available to to accommodate those those units okay yeah thank you any other questions I will now open public comment I will now close public comment do we need to provide any feedback seeing none I will entertain a motion I'll uh move to accept the 2024 General plan annual progress report and direct staff to forward the report to city council and the appropriate state agencies in accordance with government code section 6 54 I'll second I have a motion made by commissioner van duer and a second made by commissioner sheer I will now ask for a roll call vote chair price I commissioner Rowe I commissioner kerwat I commissioner sheer I Vice chair shisko I commissioner flowers is absent commissioner van duer I thank you motion pass thank you if I could just take a minute to recognize the work that Ally and Stephanie put on this is's a lot of work in the background uh their very brief synopsis tonight doesn't capture all the work that's been done not only by the planning department by other departments in the city to implement our general plan um and it's really

can move on to 6B and that will be our update on Habitat for Humanity project great thank you yeah uh real quick 6A um Daniel is here tonight was ready to go but since we're missing Commissioners and we have a new commissioner coming on board the next meeting uh the information he has is very important I want to make sure the full commission um hears it so we'll do that at the next meeting so be ready for flood plane discussions at the next meeting so thank you Daniel for being prepared um the next I I just want to update you on habitat fre manity um kind of a passion project of ours um and many of you were involved in the review of that project and for the new members just want to sh with you Habitat Humanity um if you're familiar with their um their methods they provide housing to people of restricted incomes uh 0% interest 30-year loans and the down payment is given to the new Property Owners through their Sweat Equity uh so if you're selected to purchase a Habitat for Humanity home you commit to working 500 hours on the construction of your home um and then the community also helps build those homes so it's a great project um on some vacant property that we have on cyr where there used to be some uh very old housing that was demolished several years ago the city has partnered with Habitat to make this project come to fruition we've been working on it for quite a long time earlier or in 2024 we did approve the project that came before you for the design of those 26 homes so it'll be 26 individually owned homes built on cyanara Drive uh and so we have been reviewing plans working through the Improvement plans and the mapping and so forth and we're so close um that they're about ready to release applications to purchase the homes uh coming in April

and so March you'll see a lot of publicity about um applying getting the word out of how to apply who can apply the process and what what you're commit to when you own your own home through Habitat for Humanity um they look for qualified buyers most you know you have a job this is for permanent housing um these people have a job but they may be not high wage earners they could be some of the homes or five bedroom some are three bedroom there's a couple two-bedroom units so for families or uh you know couples it is a great opportunity to for their usually their first purchase so starting in March we'll be hitting all the neighbor associations kind of talking about the project in the word out for the family and friends to apply um we'll be doing our soci social media posting habitat will do their big push we'll reach out to all the community groups uh trying not only to get their participation you know in the construction phase and sponsorships but maybe some of their membership uh would be interested in applying uh the job the work in fulam they just are doing 12 homes in fulam and those 12 homes I had nearly 300 applications uh so we do expect a big a big push a a big application poll so we're quite excited the first phase will be for eight homes I hope to start this summer uh six n month build and then phase two will start uh thereafter getting a total of 26 so exciting times coming so watch uh for that we'll be looking and sending sharing with you information when we have our build days we'd love for you to come join uh join us and and Hammer some Nails um for you or anyone in your family or someone that you know um that would be interested in applying watch for the application process process in that period um and then if you work with any groups that are interested in sponsoring a home or sponsoring some build days we we'd love
