Good evening. Welcome to the Town of Cicero Planning Board meeting. Would you please join us in the Pledge of Allegiance? Jim, would you lead us off, please?

0:27 – 0:41Speaker 13

I pledge allegiance to the flag of the United States of America, and to the republic for which it was founded, one nation, indivisible, with liberty and justice for all.

0:43Speaker 12

Thank you. First order of business is the approval of our July 1st minutes. Any questions or comments? Do we have a motion to approve?

0:53Speaker 5

Motion to approve.

0:54Speaker 12

And do we have a second? Second. Jim? Yes. Chuck? Yes. Mary?

0:59 – 1:28Speaker 12

Zach? Yes. And I vote yes. Minutes have been approved. Now we will open the meeting to public comment. If there's anybody in the audience that would like to address the board on any active application, you can do so now. I mean nobody's approach will close the public input and move on to the first agenda item this is a continuation of a site plan review for proposed building and parking lot addition center, New York golf range call shop and range are the address 8, 4, 5, 7, Bruton Rd.

1:29Speaker 3

Good evening to acquire a news in Romans land surveying. I have some smaller prints if anybody wants them.

1:50 – 2:27Speaker 3

I have a prince of the architectural as well. We went through and we addressed pretty much everything that we could address as far as the site plan, Mark's comments, And some of the art, the design review comments from the architects. We got the architect comments. Not in time to have the architect, our architect read through all these, but that's all the items on there.

2:27Speaker 10

So I didn't know all that.

2:31 – 4:27Speaker 3

So those items as far as building comments, we haven't been able to get addressed just yet, but we addressed everything else as far as getting rid of the curb stop. We added a five by five concrete pad at the ingress-egress points of the new addition. We didn't have an option of really moving the dumpster, so we added some landscaping around the dumpster to try to block it and screen it. And we are now proposing paper birch for the 4 bunch bunches in the daily lily. So, in the curb islands, we added some trees in there per that comment request. We did finally today get comments from the county. literally this afternoon. The one, the State Department of Transportation requires the applicant submit plans to the Department and make sure we ensure any mitigation is in place. We will do that. We already contacted DOT early in the process. They would recommend that we remove one of the entrances. If that's something that they force us to do, we will do it. That's not the end of the world, but we're hoping that we can keep both entrances. The other comment from Onondaga County was to contact ACWEP about the easement in the front. We did contact ACWEP right in the beginning of this because I didn't think we could do anything in the easement. And I thought it was gonna be a problem. And they said we were fine as far as parking and asphalt in the easement. So that's why we proposed what we proposed. But for some reason, when they, Dave Kuntz, issue these comments they put that on there, but we don't have a problem a getting rid of the one set of parking on the West side that the technically parking in the easement if that's something that the board wants us to do or thinks is a. Dave Kuntz, mitigating factor for aqua, but we do have another call slash email to them there's just just get our original conversation ratified in an email, because they originally said that we could park in the east.

4:29Speaker 12

They're wording says we need to ensure.

4:32Speaker 12

So I think we would want something from Aqua saying that it's okay.

4:36 – 4:49Speaker 3

The only question I would have is if we get rid of these parking spots that the only area that we're parking in the easement are here. If we got rid of them, is that something that the board would be considered as satisfactory as their their comments?

4:51Speaker 12

I think it would come down to whether or not you could justify having enough parking spots without them.

4:56Speaker 3

I think the county would probably say it's okay, right? Taking out the parking spots. Yes.

5:01Speaker 12

Or go ahead and coaching on the easement.

5:04 – 5:20Speaker 3

We're hoping that the county would say it's okay. They told us verbally originally. But if we could somehow get a conceptual approval tonight, we would be willing to say that we're going to get rid of these parking spaces to satisfy that comment as far as the county comments.

5:22Speaker 12

Are you comfortable parking spot buys without them?

5:25 – 5:40Speaker 3

She originally said they were comfortable with 30. We threw it out at 50 just to get as many as possible for any type of overlap. But we now would have 37 if we remove those parking spots.

5:41Speaker 12

Didn't you actually decide to keep the ones that were there for the putt-putt? Originally, those were going to go away?

5:49 – 6:35Speaker 4

Um, no, those to be capped because when we remove the pot pot and we remove the tar via that left us enough ample spaces for 12 with the island. Or excuse me, 10 with the island, and that's more than ample enough because if we didn't have the 1 spacing route 11, if you just had the 37. We only usually have. maybe 10 people at the most in the old shop at a time, they're going in and out. They might be shopping, they're going in and out to the range. And then the new building, we would only have probably at the most 20, but that's if every simulator was being used, the lounge was being utilized, the shipping and putting area, there's only two people there at a time. So really 30 is all the capacity we would have at one set time.

6:35Speaker 12

How many employees?

6:37Speaker 12

How many employees?

6:39Speaker 4

Just me and the officer.

6:43Speaker 12

So 32. Yeah. And without these spots, you're saying how many?

6:47Speaker 3

There's 37 without these spots. We have 47 total proposed right now.

6:53 – 8:06Speaker 4

We were just giving extra in case there was an overlap of people like, say, two people or four people on the SINs, that people came early for their appointment because we're going to have leagues and time set up specifically. If they came early and they parked to wait prior to their time schedule, then we thought, oh, let's give a lot more parking just in case. But with the 30 and our two for the employees, really five more would be acceptable if somebody did come early or there were two carloads of people. but there will never really be 30 in both buildings at once it's always like an in and out variation that they walk through they pay they go and hit on the range maybe you'll have a few people in there to buy golf equipment and the new building you might only have two sims running in the beginning until we get the third which will be a few months down the road And you'd only have two in the lounge and maybe 10 people, two in the putting and chipping and 10 people in the lounge. So there's never really going to be maybe even 20 in the building at one time. 30 is like the most that it would ever be at one set, you know, half an hour interval.

8:09Speaker 12

So it sounds like you have a number of, enough number of spots.

8:12Speaker 4

Yeah. Yeah.

8:15Speaker 12

less impervious paint surfaces better.

8:19 – 8:45Speaker 4

That would be good and less costly. So that would be good. So good for us. And you know, more work to have it. We don't mind keeping the landscaping, keeping it pristine and beautiful, but to not have it would save money, it would be less area that we have to deal with for cleanup for snow removal. And a lot there's a lot of reasons why I'm 100% okay with not having those spots, which would appease, you know, the county.

8:47Speaker 12

So are you suggesting that that's the way you would want to go?

8:51 – 9:47Speaker 3

If there's a possibility for conceptual approval and with the idea that we're removing these two to satisfy the one county comment from ACWEP as far as satisfying that county comment, then we would be willing to do that. If, if not, if we have to wait for some type of something in writing from the county for the parking spaces and all that, then we might keep them type of thing because we'd have to come back and with the with the county comments. All I'm saying all we are trying to do is hopefully wrap this up tonight. satisfied both comments as far as the county referral that we just got today that was and again we're just coming up with this today because we just got the comments um so that was our our rebuttal to their comment or their to try to satisfy that comment so if we say we're good with removing those spots that's the way you would go yes yeah 100 these flies are driving me crazy

9:52 – 10:10Speaker 12

Neil, what are your thoughts on making that condition approval? So we can do that. Mark, did you have thoughts on the necessity of those spots?

10:12Speaker 11

What they're describing, they don't seem to be required.

10:16 – 10:30Speaker 12

I agree. Board members, any other thoughts or questions on this particular item, parking? Did you have more presentation? No.

10:30Speaker 3

I summed it up.

10:34Speaker 12

So you mentioned the architectural comments.

10:38 – 10:56Speaker 3

Yep. We don't have a problem addressing all of them and getting Given the architect, making the architect review satisfactory to his standards, we just didn't physically have time to get the new prints over to them.

10:57 – 11:36Speaker 4

She just gave a second revision, which she just tied off for this meeting. And then I asked her to squeeze in a little bit more, but it's a lot of work, you know, to do the drawing. So she said, well, I can give them to you. um right after the meeting as quick as possible but it was a lot on her to just put a few little details in but whatever they recommend we can 100 do one of them is the fact that the building's over 60 feet and it needs a jog in it yep we're either going to do that with a jog or um with some type of um facade addition to to show a job i'm not sure council would allow us to make that condition okay

11:40 – 11:53Speaker 10

Okay. And then we have what to, you know, go back and enforce it. You have that picture. Don't have actually supposed to work. That's your measurable.

11:54Speaker 4

Gotcha. So the sign isn't enough, then, sir. The sign, the offset, the building.

12:01 – 12:22Speaker 10

Then we're going to go back after the fact and we're going to say, okay, we're going to make these changes to comply with the architectural review. Those changes should be, you know, viewed by the board and go into the decision. Right now, you're not giving them anything that can go into the decision because it's not there.

12:22Speaker 12

The sign's not enough for the offset? No.

12:24Speaker 4

It's not enough, no. So if we say that we can make a 12-foot offset, you know, at the 60-foot mark, that we can do that.

12:32Speaker 3

Just that it'd be two foot.

12:33Speaker 4

Oh, two foot at the 60-foot mark. If we can do that, 100%, we know we can. Can it be conditional on the drawing from her showing that we can do that?

12:46Speaker 12

That's what council is saying. We would need to join in order to go forward on that one.

12:51Speaker 4

On that spot.

12:57Speaker 3

So we got to wait for the architectures.

12:59Speaker 4

Oh. That's our only.

13:03Speaker 3

That's the only thing we're waiting for.

13:03Speaker 12

The actual sign you're getting a permit from the zoning office, from the code's office?

13:07Speaker 3

Yeah, we're going to do the sign. They're going to sign permitting separately with the codes office. Yep.

13:14Speaker 12

We're open to questions, Jim.

13:17Speaker 8

The only thing I had was, what's the issue with the dumpster? It can't be mobile.

13:23 – 13:42Speaker 3

You'd have to put the dump. They want to move. They want the he wanted the dumpster moved like somewhere in the back or someplace off. So then you're going to have to have a drive lane into the back and then you got all the, the, this is where the driving range is around because, like, if you come around the new building in the old building where they continue.

13:43 – 14:49Speaker 4

That's a chipping and putting area. So. in the grass, and then you walk past that canopy in your on grass hitting area, and then you have the range where you hit off the mats. So really there's no way to shove it where it would be, look good or small good, or if there's people, you know, it would be in their way. So I figured if it's off on the very end of the parking lot, it's kind of out of the way of everything, safer. The dumpster guy can drive in. not be in the way of the people parking pick up the load and go out right against the parking and we have it in vinyl sided you know all enclosed in vinyl siding with a door with a lock and they had said that they wanted it to look more hidden so then we thought if we put the medium bushes around it they would look beautiful against the white vinyl and it would offset it a little bit so we figured if we could make it look pretty hopefully it would be enough because there's really nowhere to put it where it would be safe or you know not in the way that you could

14:51Speaker 3

The only thing is now you're...

14:54Speaker 11

I mean, you got to turn around here regardless, right? Yeah. You're not going to come in and then back all the way out.

14:59Speaker 3

I guess you're saying just do like more pavement like this.

15:03 – 15:21Speaker 11

Yeah, do more pavement and get it back here. I mean, again, it is very visible. It's also, I'm looking here, and it's within the sewer easement. Yeah. You kind of got a permanent structure in the sewer easement, which... Oh, I guess I didn't consider that a permanent structure, but... Well, I mean, it's concrete. It's fence. It's gravel.

15:22Speaker 4

Does that matter? If it's on gravel, sir, does that matter?

15:25 – 15:57Speaker 11

If it's on a gravel base? Well, it should be a concrete slab. You don't want a dumpster on type. But to me, it's up front. It is very visible. I think that's one of the kind of comments we also provide. But moving it back into gear, and again, adding some paving here. The truck could get in and move around a little bit.

15:58Speaker 3

We got to wait for the architectural, so we can make that. That's not a big change.

16:03Speaker 11

Okay, good chuck.

16:08 – 16:27Speaker 9

I'm good. It just seems to be a influx of very, very long structures coming into the board recently. We'd like to see some ideas for breaking up the length visually, if possible.

16:27Speaker 3

Okay. Well, that's what we're going to try to do with the architectures.

16:32 – 17:07Speaker 9

You can see, what is it, 60 feet or so? Yep. Everything? Yeah, that's substantial. Like in some of the structures we've had, uh awnings put up but that doesn't work on these big built uh light windows at the top possibly cupolas or two i don't know just some ideas there okay like like we said with the new architectures we have to address that anyway and that was written up by the architectural yeah the ideas they might have okay okay thank you yep thank you chuck mary

17:09Speaker 5

I agree with Chuck. And also, I think they mentioned covers over the doorway.

17:15 – 17:31Speaker 3

Yep. So these are the entrances here and here. They're going to have to do some type of coverage with the new architecturals. Yeah, we've added entrances and pavement here and here on our site plan, but the architecturals have to be revised to address that comment.

17:31Speaker 5

Yeah, and lights. You have to show where the lights are.

17:35Speaker 3

We have a lighting play.

17:37 – 18:42Speaker 4

Yeah, we have a lot of we have a lot of light. And so much breakdown on our road. Oh yeah, but that's why I wanted the windows high so that they couldn't call in or break in or look in And I wanted it lit up like fortnight because I wanted lots of lights so we're having led lights like along the old building new building front and back. everywhere, just so that maybe it will deter them maybe they'll think oh you know for being viewed it's bright you know we don't want to be around there it's been really bad where we are. Well, thank you for bringing this to Cicero for expanding. Thank you so much. I'm excited about it. We hope to bring a lot of businesses to Cicero and people and just make it a fun thing to do because there's not many things to do here that are family orientated. So we should bring a lot of business to everything, the food industry, you know, the people, places for people to come and be with their families. That should be really good. Thank you. Thank you.

18:43Speaker 6

Zach? I think I'm all set for tonight. I'll wait for the architecturals.

18:48Speaker 12

I'm all set as well. I think you did a really nice job with landscaping. Looking forward to having you come through.

18:54Speaker 4

Appreciate it. It should look beautiful.

18:56Speaker 12

Next meeting, we'll get this all taken care of.

18:58Speaker 4

Hopefully the approval.

19:01Speaker 12

Thank you. I'm sorry. Steve.

19:04Speaker 13

What was the question? Hydrant.

19:15Speaker 12

I can never find a room.

19:17Speaker 13

It's so small. I'll triple check. OK. Yeah, give me a call if you have a question.

19:23Speaker 3

I think we showed on the main one was super small. All right, I'll triple check and make sure I show it.

19:29 – 19:57Speaker 12

Thank you. Mark, anything additional? Thank you. Thank you. Thank you. Have a good night. And our next item is sketch plan review. This is for a proposed 5,250 square foot building addition at Plumlee. I'm sorry. At Monmil LLC, the property address 5718 Monmil Road. Good evening.

19:58 – 21:04Speaker 1

Good evening. My name is Julian Clark. I'm with Plumlee Engineering. I'm here with Peter Paragon. He's the owner and applicant of Mud Mill LLC. Back in 2014, we were here and obtained site plan approval for his current lay down yard on Mud Mill Road. And tonight we are seeking... What year was that? 2014. He's here tonight seeking approval to put an addition on the end, the west end of the building. Uh, 75 by 70 would be the same with just extending it towards the West three bays. Um, we kicked the gravel driveway that's there now to the end of the building. Um, we do the same wall packs that are over the bays. Now we're going to use the existing driveway, which we were permitted for. Uh, there's no other utility improvements. There's no water or sewer, and we're going to try to keep the stormwater basin like it is. The building itself would look at the same as the current building.

21:09Speaker 12

Have you received the architectural requirements? Landscaping?

21:15Speaker 13

No. The design standards, I think. Design standards. Did Joe Linker send you the design standards? I didn't see any.

21:23Speaker 1

Okay, I can see.

21:29Speaker 12

We'll open up the questions, Jim.

21:32Speaker 8

So is the space for office or equipment? No, just for truck bays. Just for truck equipment. Okay. I'm good.

21:42Speaker 9

Chuck? I wouldn't look forward to seeing elevation. See how it compares to the existing building.

21:54Speaker 1

We can do that. It'll match it. We're going to take the wall off, put three bays on, and put the wall back on.

21:59Speaker 9

Okay, but I don't know what the first one looks like.

22:03Speaker 9

I looked forward to seeing more. Thank you, Mary.

22:10Speaker 5

No questions at this time.

22:13Speaker 6

I am all set for tonight as well. Thank you.

22:16 – 23:56Speaker 12

Mark, can you pull up the street view please? So I took a ride by the facility, and our standards today have changed with the design standards and architectural and landscaping. And the view from the street really isn't. I mean, it's a good time to enhance it because of the fact that you're in front of us again for the addition. And I think landscaping is going to be important along the street. The entrance needs to be defined. You know, with all that truck traffic, it's kind of seems like it's grown a little bit. We typically require a pavement apron now. And right now it's stone going to the street. Okay. And then the existing building that faces the street, I think just needs to be dressed up a little bit. you know there's there's a lot of trucking stuff in the lot and it's not the most appealing thing that's why i think landscaping is going to be important mark can you go to the driveway the entrance we want to kind of eliminate you know with the truck traffic pulling in and out pulling dirt and stone onto the road so that entrance i think at 40 foot mark is it what we typically require or 60 foot And that'll be on Mark's review, I'm sure, when he gets your review letter.

23:57Speaker 1

Approved at 56 originally. What's that? It was approved at 56 in 2014.

24:05Speaker 12

I'm talking about pavement apron.

24:08Speaker 1

Oh, in. Yeah. Okay.

24:12 – 24:33Speaker 12

It really isn't defined the way it is right now. I think some landscaping along the entry, just to get it cleaned up a little bit. Looking nice. And that will be in the architectural review, and you probably should, if that link was sent to you, take a look at it. It tells you requirements for landscaping and the building design, that kind of thing.

24:40Speaker 12

Did you receive the county's letter today? Yes. Okay, good.

24:44Speaker 1

The only comment was about the driveway, which we had obtained a permit for already.

24:50Speaker 13

Yeah. Steve? I'm all set for this evening. Thank you. All set. Mark?

24:57Speaker 11

Yeah, we'll do a review. I'll incorporate comments eventually tonight.

25:02Speaker 12

Great. Anything else from you?

25:05Speaker 12

We're all set? We're good. See you next time.

25:09 – 25:27Speaker 12

Thank you. Next item is also a sketch plan review. This is for a... Post facade wall sign improvement, property 8061 Brewerton Road.

25:29 – 26:05Speaker 2

target store hi hi my name is abril i'm with kimley horn i'm representing i'm from kimley horn i'm representing target as their own representative we're proposing the facade to be upgraded to match new aesthetics of targets throughout the country and the improvements include repainting of the building with the addition of red e-face and the replacement of existing signage and the addition of some signage as well. Very minor improvements.

26:11Speaker 12

Jim, questions?

26:12Speaker 10

I'm good for right now.

26:15Speaker 9

Chuck? Basically, looking at it quickly, you're mainly just reversing the colors of the bullseye.

26:27Speaker 9

Is there a reason for that or just curious?

26:29Speaker 2

Just a target standard. They do refreshes every couple of years to, again, match with what's up to date with targets. Corporate thing? Exactly. Corporate thing.

26:39Speaker 12

And painting the building?

26:41Speaker 2

And painting the building as well. Yeah.

26:44Speaker 9

There's no structural change?

26:46Speaker 2

No. No structural. Nothing. Thank you. All right.

26:53Speaker 5

So the entire building will be painted or just the.

26:57 – 27:11Speaker 2

yeah the if you zoom in it gives a pretty detailed rundown of like the little leaders to say paint and the exact paint colors that are will be repainted So yes, the whole building all ovations will be repainted.

27:19Speaker 6

Zach i'm all set for this project tonight, thank you. Mark, can you zoom back out?

27:31Speaker 12

Go to the center right. The wordage. Furbage.

27:41Speaker 11

Oh, down here?

27:42 – 27:53Speaker 12

The notes, yeah. Pull up a little bit. It's right here. It talks about pre-finished metals, no paint. What does that mean? Looks like it's all being painted.

27:54 – 28:08Speaker 2

Yeah, that's a great question. I believe that just means, yeah, that the, exactly, the existing brick and stone won't be painted, but everything that is noted on the plans will be painted.

28:09Speaker 12

So it's pre-finished metal areas as well.

28:13Speaker 2

Yeah, exactly.

28:13Speaker 12

Just a question that I had, because it looks like everything's being painted.

28:17Speaker 2

Yeah, no, valid question.

28:22 – 28:45Speaker 13

and other than that i didn't have any additional questions at this time steve so the only place that ethos will be used is on where the red is correct also to the right of the entry is that evas as well that is not ethos that is red paint it's mostly the paneling where it's um behind that white bullseye yeah

28:46 – 29:15Speaker 2

And I believe also on what is the left facade that currently is masonry, right? Correct. I, I know it's, I don't know if it's masonry exactly, but it is a light brownish color or neutral.

29:21Speaker 13

Do you ever use any other materials besides EFIS to make that effect target?

29:27Speaker 2

Is your concern with the material? Yes.

29:28Speaker 13

Is that what the design standards say? It's not allowed on the front facade.

29:35Speaker 2

What exactly about the design materials raise a concern?

29:38Speaker 13

It's discouraged to use EFIS material.

29:40Speaker 2

EFIS? I see. Understood.

29:46Speaker 12

Would that be the our architectural engineer will review, and that'll probably be in this comment. So it's a good point that you're bringing up now.

29:53Speaker 2

If the material itself is a is it not allowed in town, or just look down the phone?

30:01 – 30:18Speaker 13

No, I think I sent you the design standards to a while back. I don't know if you had a chance to look at them. I think it says not allowed. On the front of the building. It could be used on other sides, but not the front. And on other sides, it had to be more than four feet from grade.

30:18Speaker 10

I see. Okay.

30:20Speaker 12

It also says a crown is required, right?

30:23Speaker 13

Talks about a base, a midsection, and a crown for the building massing.

30:35 – 30:50Speaker 2

We do have an alternative. If the EFIS won't work out, we can do a brown longboard, which would be like a simulated wood. I have a sketch of that.

30:54Speaker 12

You've come prepared.

30:55Speaker 13

Oh, you got more? Yes, I have more.

31:07Speaker 2

It also reduces the standout effect of regret.

31:36Speaker 12

What do you think? Yes, I didn't mind the red. It's the material.

31:42Speaker 2

I understand. Well, but that is a different material. It's a long board.

31:49Speaker 5

We like to see samples of the material. Got it.

31:54Speaker 2

Yeah, that would just be like a simulated wood. I know I don't have it physically with me, but that's the best I can do.

32:01Speaker 12

Yeah, that would work as opposed to the ethos.

32:14Speaker 12

Um, you know, Mark.

32:18Speaker 11

No, there's no.

32:19 – 32:49Speaker 2

site for engineering initiatives early architectural yeah so i'll share with our architectural engineer i'll have him get those comments to as quickly as possible and then we'll take it from there great um i was just curious as for moving forward since you know i'm not local i'm came traveled far for this um would i have to come back in person for another meeting to maintain approval or if there's comments, how would the next process, the next part of the process look like?

32:50 – 33:06Speaker 12

So I'll defer to Neil, but I think that these are fairly simple modifications. You're going to get drawings to us. We'll review them. If there's a question, I can reach out to you. Okay, great. I'm comfortable with that. If everybody else is, you know. Perfect. Great.

33:07Speaker 2

Thank you so much.

33:07Speaker 12

You're welcome. Safe travels back. Thank you.

33:12 – 33:30Speaker 12

Thank you. Next item on the agenda is a proposed gasoline station property address 6, 3, 9, 7, East tap road. This is a proposed burn dairy.

33:35Speaker 7

Good evening. Good evening. Good evening. Christian Brown with burn dairy. I've been in front of you guys before, but January 2024 for the site, right?

33:43Speaker 8

That's correct. I was going to say a while ago.

33:46 – 37:22Speaker 7

Yeah, it was January 2024. I built a lot of stores since then. Come back. But now I'm back. But yeah, January 2024 with this site, there was a zone change with 10 parcels at the time. Several tables got involved with us and they asked me to do it. So we did it and it was approved by the town board after this program. That was 10 parcels from you tonight. Everyone knows where the site is. I'm sure on the corner of. Northern Boulevard and East half road. There is also a road right here weekly road. Okay, we'll get into. Details of that in a little bit here. But currently we have, we own nine parcels. Okay, so we bought everything on Wheatley Road. Okay. We own those. Out of those nine parcels in this development here tonight, we are going to utilize seven of those parcels. Okay. They all receive the zone change to a GC plus, which this is a permitted use site plan review. The two parcels we're going to leave as residential use. They are over here on Wheatley, right here. We currently lease those out to an individual for residence. It's a beautiful home. We purchased that because we didn't want the neighbors showing up here to be perfectly honest with you and having an issue. They're very well of the plan. They've been informed of it. We have a long-term lease with them. They see no problems with this. But we do control all the parcels. These are 7 parcels you can see over here. It's 35 acres. I know you're going to say 35 acres. However, as we know there from the water main break, that's where the water main break was behind this. I mean, that is wetlands back there. There's about 8 buildable acres out of that 35. Okay, with this plan right here, we are proposing to build a burned area as you know here and we're also have an out parcel here future out parcel of 1.4 acres. Okay, we shifted everything as far to the far east as possible to get that parcel here. We are also proposing and I have met with the town supervisor, the town engineer in regards to abandoning Wheatley road. Okay. The town engineer has no problems with it. The highway superintendent has agreed to it as well and thinks it's a great idea. I've also given this back in March to Onondaga County DOT. They have looked at it. They think it's a great idea to abandon Whitley Road as well. Okay, that goes through a process of a permissive referendum. The town has to go through the town board has to go through a whole process. I've done a few times and few other municipalities, but again, everyone is on board with that superintendent, the town engineer supervisor. And again, the thought it was great as well knows this. Road right here where it comes out is pretty, it would never be allowed today. We'll leave it at that. OK, it's very dangerous. No one comes out there. So what we're proposing to do is using Whitley, we're going to abandon the whole road. However, we're going to keep this over here, the north entrance, as our entrance. OK? This plan right here has already been reviewed by the Onondaga County DOT. I do have a letter I will hand to you, Mr. Chairman. from the Onondaga County DOT. They made us do a traffic study, of course. That traffic study has been approved and accepted, and the driveways have been conceptually approved.

37:23Speaker 10

Okay, so that's all in this letter. May 22nd. It states right in there. Traffic study was completed.

37:30 – 38:06Speaker 7

They reviewed it. They agree with our traffic study. They're fine with it. In order to get these two driveways on East Taft Road, one has to be a right in, right out, which you'll see right here is a right in, right out. That was one of their comments. This is a full access driveway. In order to do that, they had asked, we had to do some restriping here. Okay, this is, you can see the bright yellow right here. This is some stripping modifications. Again, it's already approved. DOT is all on board. In the letter, it says that for next for them is approval, of course, by this board, but to start the permit process with them to issue highway permits.

38:06Speaker 12

Can you do me a favor and give this to Steve so we can get it in the file? Okay, that's fine. Either way. I just want to get it in our files and get it distributed.

38:15 – 41:46Speaker 7

I think I emailed it before, but OK, so the curb cuts, the abandonment of the road. After this, Steve's going to help me with the town board. There really is no formal application to abandon the road. But I've done this before. Again, I've already put a letter of intent into it. To start that process, uh, my plan is to simultaneously work with this board. During the site plan review process, and at the same time, I'll work with the town board about the abandonment. That's going to take a little bit of time. You know, the public hearing has to be scheduled and whatnot. But I know that process I want to, I'm going to start that process, but I wanted to make sure this board understands I have to do that. So this will disappear right here. The reason this is an unbuildable lot anyways, it is a separate tax parcel. However, we do plan on using it as a stormwater, right? I mean, right now it is low anyways. So that would be our intentions to use this. There is a pipe currently going underneath here, but we would like to, Plumlee's here, Julian does all my design. So we're thinking this would be a good stormwater area if possible. Okay, it's kind of wasted land, but again, abandoning this makes sense. Everyone's happy with that. We are proposing a 5,152-square-foot store. It's the same store. It's on Morgan Road, South Bay. It was a 4132, very similar in look, but this store is about 8 feet longer. This store would also have a rear entrance to get back here to, just like Morgan Road, back to this fueling facility. Porch would be facing northern over here, and the front porch would be facing East Half Road. Okay, so two porches on it. Eight fuel pumps out front, 16 fueling positions. Currently, South Bay has 10 pumps, 20 fueling positions. Okay. They're stacked. These are dive-ins, much easier to get in and out of with dive-ins, you know, singular pumps. So we're proposing, again, eight and 16 here. In the back, there will be five high-flows diesel back there, four fueling positions, okay, for larger trucks. Again, it's very similar to the layout we have in Morgan. We have about two or three of these now throughout. So that's the fueling right here. Underground storage tanks are right here, proposing 20,000-gallon underground, 10,000 underground and back here will be two more tanks of 15,000 diesel and the 3000 deaf. We put our deaf on the pumps, uh, rather than you have to buy those little jugs and throw them all over the place. Uh, Parking, 39 parking spaces. Parking summary is down here, but right now there's 39 automobile parking spaces. Again, that's typical Bernd Erich. We like to keep that number between 30 and 40. That's 39. When you do propose back here, I believe there's nine right there, you know, for an Amazon truck or whatnot to back in there, 50-foot parking spaces here. Okay, this driveway works perfect with flow for this. Okay, back here using a straight shot into here with these two here. Currently on the site, there are four houses. Okay. 1234 and the landscape shop right here. We did buy that landscape shop. It gives us approximately 484 foot of frontage. Okay. We want to get that so I could get this extra driveway. That's why we did that. But those all those houses will be removed. The ones are sitting right here. Okay. And that future parcel, they will not be left up. They will be raised and removed from the beginning of the project.

41:47Speaker 5

Okay, 2 would remain no 0 0 all gone.

41:52 – 46:10Speaker 7

Oh, okay. 2 across the street will remain here. There's currently 5 houses on all of our 9 parcels. Okay, there is 1 house here. That's going to remain with a vacant lot behind it. That's attached to that. these four houses here will be removed okay we do never plan on removing this one okay it's going to maintain residence unless somebody came through and you wanted to do something uh zoning wise but all these houses right here is shown there's nothing being built that we're going to take those okay they're vacant now we've left them vacant we'll be tearing them down hopefully very soon okay We do propose an ATM kiosk. We do that about 30 or 40 burned areas right here. That's a proposed ATM kiosk here. Do we have somebody to go there? Not yet. I usually approach local credit unions or banks. I'm doing one in Fulton right now. Fulton Savings Bank, I think, has like 10 of them with us now. Pathfinder does. AmeriQ, I have them all over. I do not have somebody for that. I like to get an approval from the municipality. Uh, and then I tell them I haven't approved you a central score than what I built up in central square here. Uh, I put 1 in there as well. But again, that is shown in the site plan right here. Okay. I like to do it now. So then they don't have to come back. Again, after I go through this process, I'll reach out to some, but. Uh, I'm sure this site will be, you know, there'll be a bunch of people that want to go there on this site as well. Uh, again, traffic study was done with this all done. Traffic study did incorporate a 3,600 square foot building here. We looked at the future and traffic for that as well. Uh, again, that's all signed off by the on account on another county dot, uh, dumpster enclosure. I handed out, uh, my little info pack and you've seen them before from us. Dumpster enclosure is right back here. Okay. Buried back here. That is enclosed aged ivory to match our color of our store back there. Signage right here. Freestanding sign over here. We thought it'd be best over here away from this parcel. Freestanding sign here 20 feet high. There's pictures of it again in the pamphlet that was handed out. And you guys have seen our signs before. Got the architectural roof on it. As such, we are proposing two building signs on the front porch and the side porch facing both roads. Fuel canopy, this store over here has Burndary on all four sides. This one, we did not do that. There's no reason to put them. We have a Burndary logo, which is not illuminated. It's a wrap to match the store green. There is a picture of it in the handout. Proposed fuel canopy, you will see here as well. Okay. That'll be on the front side and the side facing northern. There'll be also one Burndary logo on this side of the diesel back there. Okay. But that is in your info package, the whole signage package. On landscaping, I kind of left blank intentionally. I didn't know some boards have their, you know, what they like for trees. I did get the design. I've heard you guys mention several times the design landscape. I did look at those. It says one tree every 40 feet with a bush. Again, I'm asking you guys, I mean, what type of, you know, trees do you like there? You know, spruce trees, maple trees, wherever it's at. I don't care what I put there. I typically go with the Norway spruce and a white pine, stagger them. I can do that along this side here, along the parking areas. I believe your requirement would say anything with 20 or more in one area has the islands. So I don't think I have to get islands on this. I'm not opposed to putting some landscaping at the end, though, as well. But this is a unique area. As you guys know, it's a very, very busy intersection. I really don't know what any sort of plantings along here would be like. I would think we should put some street trees along East Taft and along this area specifically. But again, I would ask the board for any suggestions in the landscape types or where on the plan, and I'll be more than happy to do that as well.

46:11 – 46:24Speaker 12

I don't know if we typically don't give those recommendations. We're not design engineers, landscape engineers. So I would have a landscape engineer come up with something.

46:24Speaker 7

Yeah, I can come up with something, but usually it's conceptual.

46:26Speaker 12

Yeah, you're pretty good at this.

46:28 – 46:40Speaker 7

Yeah, I've done one. Usually I give something and somebody's like, no, I don't like those trees. I'm like, well, pick them then. I'm not going to reinvent the wheel. But yeah, I have design engineers. I can come up with something that we've used before. Not a problem. Perfect.

46:42Speaker 12

All set? I'm all set. We'll open up to questions. Jim?

46:46Speaker 8

So it's going to be similar to the one at South Bay and East Circle, only bigger.

46:53Speaker 7

Yes, that is correct. Okay. The Morgan Road, the newer one I built over the Amazon warehouse, identical footprint. Okay. Yep.

47:02 – 47:15Speaker 8

I also have one just like this in Whitney Point, New York. All right. You answered my question, what happens to Wheatley Road. Um, Drainage you touched on? Swip. That's good.

47:15Speaker 7

Plumbing will take care of that. Soil? I don't know what we have. We haven't done that yet. Okay.

47:23 – 47:40Speaker 7

Okay. We'll have a full sweep done. Stormwater, everything will be done. Again, here we have a lot of excess land to make that happen, so I'm not really worried about it. Usually I have about 1.2 acres to work with. Sometimes it's big, but we'll make it. After we get past here tonight and the design and everything's set, we'll start on that immediately.

47:41Speaker 8

Okay. I'm good for now.

47:44 – 47:55Speaker 9

Chuck? Okay, I got a bunch of questions. First of all, the house on Wheatley there, the drive is going to go directly into Northern Boulevard.

47:56Speaker 7

No, it is not. It goes on to Wheatley. It'll be a private road now.

48:03Speaker 7

This over here, there's land left over here, believe it or not. There's a really weird situation with that individual over there now that His driveway is in the county right-of-way.

48:15Speaker 9

Because on Northern Boulevard, there's a side turnaround.

48:19 – 48:46Speaker 7

Yes, he does not. So to help the board out here. See that? This is not our parcel. This is the individual that used to have a lot of equipment there. His access is all in the right-of-way. Again, that's not, this is the two houses here that we own. You'll see that goes on to those two right there.

48:46Speaker 9

The one that's staying is?

48:48Speaker 7

Yes, these two are staying. See, they go right underneath there. They do not go out of northern.

48:52Speaker 9

So how do they get to northern?

48:56Speaker 7

They're going to come out of this again. This now, right here, is going to be a private driveway.

49:01Speaker 9

Okay, then how do they get to either Aft or Northern Boulevard?

49:04Speaker 7

They go right here and they go out here.

49:06Speaker 8

So you're not going to totally eliminate or take the road away. You're just changing the classification.

49:13 – 49:27Speaker 7

Changing it will not be the driveway. But yeah, this third driveway is right here. This house, see it coming right here? They're still going to come out right here and be able to turn here. Okay, but we have control over it because they're coming out into our road.

49:27Speaker 5

So you're going to plow it?

49:28 – 49:39Speaker 7

Yes. Okay. When you abandon this, Right from this road, this is going to be abandoned from here to here.

49:40 – 49:52Speaker 7

All five. Maintenance is mine. Well, they're driving. It's going to be an extended driveway, essentially, right? You're going to come in here. You know, this is all an extended driveway. That's all. We have thought about that. And again, I've been talking to BLT, and they're fine with that as well.

49:52 – 50:03Speaker 9

Okay. Those two lots in the center area. Are you going to develop them at some point? No, I'm sorry? Are you going to develop them at some point?

50:04Speaker 9

Those two lats in the middle.

50:06Speaker 7

Oh, these ones right here?

50:08 – 50:45Speaker 7

Yeah, that says future pad site right on it. I can't read that, but it does say 1.4 acre future pad site. And that's why I hugged everything to the east. But yes, we would like to develop that someday. Will it be developed? I have a lot of sites I've done that we have future pad sites that we haven't developed. I'm not going to sit here and say it's not. But if not, it stays green space. But if somebody came along to us, the right user, of course, they'd have to come through this whole process again on their own. I'm not going to do a forum. I've got enough meetings to go to. They can come back here at that point and throw the proposed use at you guys. But the site was, again, eight billable acres in that corner. To put all this there just didn't make any sense.

50:45Speaker 9

I had questions about East Taft Road. One entrance is right in, right out.

50:51Speaker 7

Correct, right there.

50:54Speaker 9

So the people that are leaving to go east is fine. But if they want to go west, they can't go out that one.

51:05 – 51:34Speaker 7

opposite people going out west this way can go out right out right in either or full access somebody coming out of here that wants to jump if they come in here and they want to go out northern you know they can go out the back here if they come in on the right hand drive there yep easterly they have to squeeze around those pumps to get to the store yeah i got 30 feet drive lane right there that is 30 feet okay well it looks smaller yeah it does but it's 30 feet i promise you yeah

51:35Speaker 9

But beyond that, they might have to go past that ATM eventually.

51:41Speaker 7

Eventually, yes.

51:45Speaker 9

That's all I have for now. Thank you. Mary?

51:49 – 52:00Speaker 5

Is there going to be a sign on Northern Boulevard for your private drive? I assume the trucks wanting to get to the diesel pump will come that way?

52:00Speaker 7

This is one way here. You only take a right-hand turn into here.

52:04Speaker 5

Well, that's what I mean.

52:06Speaker 7

Yeah, so you'd have to come here.

52:09Speaker 5

But will there be a sign there?

52:10 – 52:34Speaker 7

I don't have a sign. I could put a little tiny sign and put, you know, trucks this way with an arrow if I had to. I did do that in Morgan Road. I think this is going to be very open and very visible here. I think they're going to understand visibly on Northern Road here. But yeah, anyone here to get into there would have to come down or turn here and get into there. Okay.

52:36Speaker 5

Yeah, because it would be hard for trucks to come the other way, I think. Yes. Okay.

52:41Speaker 7

Again, this is a full-access, you know, 30-foot, so you can pull right in there.

52:46 – 53:14Speaker 5

If you need something. If they're coming from northern Boulder, then that's a left turn. I don't know. I think it would be easier coming the other way. And also, are you set on this? Because I know, like, you have – I did a little look up. You have other stores that you have built with more architectural character?

53:15 – 53:29Speaker 7

Most of them, that is the base. That's why people recognize it, the green roof, the farm market type thing. That of 84, we have 84, some of the 85 in about a week. All those, I'd say almost all of those are very, very similar to that in nature.

53:30 – 53:42Speaker 5

There's one that I saw in Seneca Falls that's new that has a little more character. It has like a skirt of stonework.

53:42Speaker 7

Actually, there are a few that have stone. They're the same building, but they have dressed up on the front. They have stone underneath the window.

53:49Speaker 5

Yes, and maybe some wood detail around the entrance.

53:58Speaker 13

Where's clay look like?

53:59Speaker 7

Clay has stone on the bottom. Some of the columns do have stone or something.

54:09Speaker 12

Our design standards now require a base of a different material and color than the siding and a crown. And you'll see that.

54:18Speaker 7

I got that. I was looking at your design standards.

54:20Speaker 12

I see it was going to be required.

54:23Speaker 5

Yeah, I'd like to see that.

54:25Speaker 7

You'd like to see some different kind of sign?

54:29 – 54:40Speaker 12

A defined base and a crown. It also talks about more window. I don't know how you're going to do it with what's inside there.

54:40Speaker 7

We have a lot of window right now in front of the store. There is a building elevation. You want to pull it to the building elevation, you can see.

54:46Speaker 12

Not on the right side of it.

54:51 – 55:25Speaker 7

This side right here? right side of the front this is the side facing this will be the side facing northern right here oh which oh over here yeah that's the front elevation right yes yeah yeah we have cooler we have 29 i don't know cooler doors i mean that's our business i mean that's That's what we have. It's that it's pointless. It's dairy cases. You guys have been in my source. A lot of times, lots of times. There's 29 coolers. It's all freezers and coolers.

55:26Speaker 12

Yeah, that's what I said. I'm not sure how you're going to address it based on what's on inside, but it'll be on the architectural review.

55:32Speaker 12

I don't know if you can call something artificial. I don't I don't know. Okay, I'll leave that to you.

55:36Speaker 7

And okay, I'll figure it out. We can do some fake windows.

55:43Speaker 12

Maybe a nice picture of the planning board chairman.

55:46Speaker 7

And we'll put you on the inside. We don't want to scare people away.

55:49Speaker 5

That's all I have.

55:53Speaker 6

Zach? I had a stone-based comment that you already touched on. It's almost on. You said stone? Yeah, like a stone.

55:59Speaker 12

A stone base, he was going to ask.

56:01Speaker 7

Yeah, it was already. That's what you guys would prefer, stone? You got a nice reference. You like that.

56:06Speaker 12

Stone brick.

56:08Speaker 7

Let's see. Yeah, OK.

56:10 – 56:25Speaker 12

I have a couple questions on the short environmental assessment form. 5B, it says, is the proposed action consistent with the adopted comprehensive plan? And the answer is N.A.

56:26Speaker 7

It should have been yes. Should be yes? Yes.

56:30 – 56:43Speaker 12

You'll fix that. I didn't like N.A. Okay. And then 12B, it talks about being adjacent to a sensitive architectural site.

56:43 – 56:59Speaker 7

I'm just curious what that is. Julian, is there one there? I can't remember that one. I can't. We've done it. Well, you can get that to us. It's done on the DEC web mapper, so there must be. We'll check into it, though.

57:00 – 57:22Speaker 12

OK. And then 12B. Most of my other stuff is covered. The lot all the way to the west, that one doesn't say proposed. It says wetland or something.

57:22Speaker 7

Where is that? Help me out here. This one? The future? Or this?

57:26Speaker 12

This one. This triangle? That doesn't say... Future pad site?

57:32Speaker 7

This one does, right here.

57:33Speaker 12

Yeah. What about the one in the west? Again, that's not going to be a pad site.

57:38 – 57:54Speaker 7

Yeah, it's wet right now. So we're going to hopefully use that as a stormwater basin and whatnot there. Currently, right now, it's all brush. We cleared it a little bit, but that's a lower part. So that's not going to be part of this pad site. It'll be drainage. Okay.

57:58Speaker 12

And then I just have the architectural notes that we've already discussed. So I don't have anything.

58:03Speaker 7

You have an architectural that will give us a yes.

58:06Speaker 12

Yeah, it'd probably be helpful to you to look at the over, you know, the standards over.

58:11Speaker 7

Yeah. And I haven't really, I mean, I've been through them all, but I'll, I'll take the comments then and we'll.

58:17 – 58:33Speaker 13

Good. Steve. Yeah, I mentioned, excuse me, I mentioned this to Christian already. I believe the only fire hydrant in the vicinity is on the north end of Wheatley, up there in the 90 degree bend. We just need to check, you know, I don't believe that's... We will check the furniture.

58:33 – 58:46Speaker 7

Proximity to see if we need additional... We already checked, we already put it down as a note. We'll check along this 400 and some feet and see if there's a fire hydrant on this side. If not, we will put one on. That'll be noted on the next site plan that you see. Thank you.

58:47Speaker 12

Thanks. I forgot that one. Neil.

58:50Speaker 11

Mark. Public sewer products.

58:56 – 59:10Speaker 7

Yes, we did talk to the town engineer. Yeah, we have she sent her all the existing sewer information across the street. We have all the survey works and we've already done that. Innovations were way we're

59:11Speaker 11

So you'll coordinate that process with her?

59:15Speaker 7

Yes, we have emails. She's already sent me all the construction documents, plans, as well as Julian hands them over. When I met with her about the abandonment in Wheatley, she brought that up to me. I said, let's get ahead of this.

59:26Speaker 11

So she's been wonderful. So this house, is this house staying also?

59:33Speaker 11

And what are you doing relative to subdivisions?

59:41Speaker 7

You tell me. We'll do a lot of consolidation.

59:44Speaker 11

You definitely are looking at consolidation.

59:46Speaker 7

Yes, we'll do a lot of consolidation.

59:48Speaker 11

Are you going to leave the residence?

59:52 – 1:00:07Speaker 7

There'll be separate. Again, this project is only seven of the nine. That's right here. All the tax map numbers are listed. There's seven out of nine. So the way I'm looking at this, the lot consolidation will be seven parcels. And those two parcels right there will remain separate.

1:00:08Speaker 12

So those seven will become one?

1:00:10Speaker 7

Correct. Yep. The 35 acres will be the ones listed up here, which is 35 acres will become one lot. That is correct.

1:00:18 – 1:00:40Speaker 11

Okay. All right. We'll reflect that on your next set of plan. I think at this point, this is conceptual enough where I don't think I'm going to do any sort of. detailed review or get any comments on this at this point, unless I see something that needs to be considered as you go forward with your cleanup plan. So I'm probably going to wait until the ones come in.

1:00:40Speaker 13

Fair enough. I had one more question. In the south end of the Weeby Road, what's going to happen at the end of that? This?

1:00:47Speaker 9

Yeah. It'll be closed off.

1:00:49Speaker 13

It'll be closed off.

1:00:50Speaker 7

It'll all be removed. Will the pavement be removed? No, it's going to be removed. Oh, all right. The DOT made it very clear.

1:00:57Speaker 13

All right. That's why I asked.

1:00:59 – 1:01:12Speaker 7

They're very excited that this is going away, which I think. Me too. Yeah. So, no, that will be part of the demolition plan from permanent hearing. Again, for stormwater, for grading-wise. So, again.

1:01:12Speaker 13

I didn't know if you were saving it for the pads.

1:01:14Speaker 7

I think it's labeled. I can't see with my eyes right now. I think it's labeled right here. This is going to disappear from here to here.

1:01:19Speaker 11

Okay. Yep. Yeah, that's all I got. Thank you. Okay.

1:01:25Speaker 12

Unless you got anything additional. No, I'm good.

1:01:28 – 1:01:59Speaker 12

Good seeing you again. We'll see you soon. See you soon. And that brings us to our last agenda item. This is a subdivision. We're scheduling a public hearing for a subdivision. This is for TR owner. It's actually the Roman, the apartment complex up in the Central Commons on Brewerton Road. It's two lots and applicants not here. So Neil, we just need to have a proposed motion.

1:02:00 – 1:02:17Speaker 10

Public hearing on the matter known as TR owner LLC Burgin Road tax map number 92-01-325. The public hearing shall commence at 6.30 PM or soon thereafter as the matter may be heard. Planning for it on Wednesday, August 5th, 2026.

1:02:18Speaker 12

Thank you. And would somebody like to make that a motion?

1:02:20Speaker 8

Make that a motion.

1:02:21Speaker 12

Do we have a second?

1:02:24 – 1:02:35Speaker 12

Chuck. Yes. Mary. Yes. Zach. Yes. And I vote yes. Public hearing is scheduled. That concludes our agenda items. Is there any discussion from the team? Do we have a motion to adjourn?

1:02:36Speaker 6

Motion to adjourn.

1:02:37Speaker 12

And do we have a second?

1:02:39Speaker 12
