Good evening. Welcome to the town of Croal Planning Board meeting. Would you please join us in the pledge of allegiance, Mayor Julie Gazelle, please? So before we jump into the meeting, I just want to take a moment uh to remember a colleague and a friend of ours uh Judy Boy. Judy was a dedicated town person. She loved the town and the community and provided great service to the town. She served as supervisor. She also served as a town board member. And this past January, she was appointed and was serving on this board. She's also a professional real estate agent serving the community. Interesting little story. Some 15 years ago, a little more, uh, after Judy was elected and getting ready to take office, she approached me and asked me if I was interested in serving as chairman of this body. And by the third time she asked me, she convinced me that it would be the right thing to do. I forgiven her for that. But she was she's persistent and serving this body has been one of the greatest rewards I've had to give back to the community that the two of us both feel very deeply about and care about. So, if you could join me in standing for a moment of silence, I would appreciate that. Thank you.

And I vote yes. Minutes have been approved. Now we will open the meeting to public comment. If there's anybody in the audience that would like to address the board on any act of application, you can do so now. Given nobody's approach, we'll close the public input and move on to the first agenda item. This is a site plan review for proposed home occupation beauty. It's a beauty enhancement space for the property at 6129 Smith Road. Tiffany Miller. Good evening. How are you? Me either. It's all good. So, just kind of describe what it is you're looking to do, where, and that kind of thing.
Um, I'm a New York State licensed esthetician. I've been doing it for 11 years. um which that just includes um facial treatments, makeup. I do a lot of eyelash extensions, braans, waxing, that kind of stuff. So, I don't cut hair like pretty much everything besides it. I don't do nails, but that's it. And just one employee? Just me? Yeah. Oh, yeah. Just me. I will not have any other employees, so I really can only do like one person at a time. Okay. So, we'll open up the questions. Chip. Uh, how are you fixed for parking and that sort of thing?
Our driveway fits about six cars, but that I mean it's we each have a car. Okay. And we also have a garage, so eventually. We just moved into the house in September, so we haven't quite cleared that out yet from moving. Um, but we could get a car in there. Um, but again, I usually only have one person at a time that's there. So, it's really only three cars that are ever parked. And if like more than one person comes for like a bridal trial, they drive together. So, it's really not anything crazy. It's two car wide, the typical depth. Yeah. And will you have a sign?
Um, I wasn't planning on it just because I don't do walk-ins. It's all appointment based and I have, like I said, I've been doing this for 11 years, so it's a long list of regular people. Um, so I don't really want to You don't have to advertise. Yeah. Okay. I'm I'm good. Thank you, Chuck. Um, you already asked about the sign signage. U, where have you been operating before this?
Um, my first I actually worked at a salon around the corner from here when I first became licensed. Um, and then I rented an office space off of University by SU and then right now I'm on James Street. But you gonna come back to Cicero? Yeah, I didn't think I would, but here we are. Save some gas anyway. For sure. Oh, yeah. Definitely. That's that's the idea. I was wondering, is the U variance required for this type of application? What do you mean? No, no, no. Great. Mary. Uh I had concerned about parking as well. Um so that question was answered. Um I think when we had something similar come in front of the board, did we have that applicant check with their neighbors? I think if they had concerns I think the board had requested that. I don't remember what that that use was. It may have was it a similar use? I think it was a hair. Yeah. That's not a requirement. No, I mean it's allowed. Home occupation is allowed residential districts. Was that was that the dog thing over on Bartell Road? Is that the one?

Now, we did have to send this to the county for an administrative review because so the decision probably won't come this evening. It'll be it'll be uh the next meeting because their meeting is on April 22nd. Is that something you would like? Well, in other words, do we want her request her to go to the two neighbors, adjoining neighbors, and inform them with every applicant? It it's um for anyone. Yep. I like consistency as well. So, we just need to be required to go to the two adjacent property owners. Sure.
Let them know what's going on. Send a quick little letter saying that they're fine with it. Uh, and you want me to type that letter up or do you guys have like a form that you do it? Okay. Sure. And then when do I where do I how do I submit it? Just email. We can we can give you the You mean the addresses and is that what you need? So, when I got the application, I saw the beauty enhancement and I was just curious what that was and I went on the state's site and they described everything you did, but they also talked about a license requires to be conspicu conspicuously displayed. You familiar with that? Yeah. You have that it's inside somewhere, it's not outside. Yeah. Yeah. So I also have like um state rules that I also have to follow of 30s and bonds. Uh uh no just like where your license is displayed like the state has like if to do a home occupation like I have to have a separate entrance and a separate bathroom like my trash cans have to be covered laundry like so I have lists with them that I also have to be like on top of. So
it's not something we would watch over but the security and bonds I thought I read but that's between you and the state. Yep. Yep. Mike, any questions? Curiosity, you are you close to the school? Neil Zinsmire, Naparella Consulting. I'm the site engineer on behalf of our project, the 7973 RU 11. This is the former Walgreens that's been vacant for a little bit of time. My client has a purchase offer on it to redevelop it into now the plan is a Shake Shack and a Tava, both restaurants. The building footprint itself will stay the same. There'll be some facade enhancements. That's the site plan right there. There's a there's a rendering of uh the proposed building Shake Shack on the corner there. And there's as well. So it'll be divided into four tenant space the anchor and kaza as well the infill tenants to be announced leasable space for any other use a drive-thru around the back obviously there's a current drive-thru for the Walgreens we'll have to relocate that on the uh west side actually south side the left or the rear of the building there uh you know we're in concept set plan. We just wanted to get in front of you first. Any major concerns, address them now as we move forward. We owe you landscaping plan, building elevations. I have reached out to the DOT as well. We submitted a traffic study. They have not had time to comment on that yet. Mark does have a copy of that. I don't know if you have comments of course in the building footprint's going to stay the same. We do have to adjust some of the parking. We'll have to adjust handicap spaces. We need the door locations of the building so it's accessible. We'll have a patio on the
Codoi roadside and uh sidewalks all around. Interior of the building will obviously be split up. We we have some plumbing upgrades probably to do and some water line upgrades as well. Public sewer, public water here as well. Uh we'd be more than happy to answer any questions folks might have. Thank you, Jim. I'm good for right now. Yeah. Also good. Um, but that's the drive is the new Are the other ones out too or just Shake Shack by yourself? Just Shake Shack. Okay. This will be the first Caba and Cava is a Mediterranean uh restaurant. No drive-thru, just sit down. The only drive-thru will be for the Shake Shack. So, those two tenants, you know, the other two, the other two are available up in the air. Okay. the I love the renderings. Very nice. Are those planner boxes? Is that what that is? Probably. You never know what the architect throws in these things. Didn't know. Yeah. Well, so we're actually going to have we have those islands where the sidewalks are. So, we have the ability to landscape some of that. We are we are waiting for an updated survey as well. Um, so next time we'll have all that stuff with a landscaping plan as well. Okay, good. Because it has a patio again on FY Road. Yeah, just very exciting. Something's going in there and it's love to have steaks
