Did you tell her Chris? Thank you very much. You're welcome. Absolutely. Thanks for your time. Appreciate it. And hey,

4:35 – 5:180

clock stand to the flag of the United States of America and to the republic for it stands one nation indivisible with liberty and justice for all. He bows me. Thank you, Father. Thank you for this day. Thank you for this time to be together. Thank you for the town we live in and the members of servant. Sure. Thankful for him. Father, it's in Jesus name I pray. Amen. Amen. Amen. Gary, if you would take the call. Joe Cox, Eric Hayden, Dennis Johnson, present. Jacob Ever, Emily Pearson,

5:18 – 5:380

present. We have a forum with three members present. Has everybody looked at the agenda and are there any changes? If not, I'll new business support.

5:41 – 6:050

Okay. You guys'll put it in supposed to discuss entirely.

6:09 – 6:510

Well, we can we'll maybe remove a quick discussion. Okay, that's good. Uh any other changes? And if not, I'll entertain a motion for the agenda as amended. So move. Second. All those in favor? I opposed. We have an agenda. Did everybody have a chance to read the following minutes of the council retreat February 12th? Uh the town council meeting minutes from February 12th, town council retreat from February 17th, and the town council meeting February 17.

6:52 – 7:220

I did. I didn't. I'm surprised. If everybody's had the chance to read them and have no questions, I'll entertain a motion to uh approve the minutes as mentioned. So moved. Demi Pearson. Second. All those in favor? I opposed. The minutes are approved. Thank you.

7:18 – 8:030

Uh, approval of claims from March 3rd. Everybody have a chance to review the claims. Are there any questions? If not, could I have a motion to accept the accounts payable register 2026 22613? So move in person. All those in favor I I opposed. On we go. We have bills to pay. Thank you.

7:59 – 8:440

Additional appropriation notice. That's me. Um this is the the public hearing for that. Um, it's actually just the the only thing only additional appropriation is the spending of the opioid non-restricted funds to replace the AEDs. Um, that's the only reason we've it's the only monies we've used out of that opioid fund and would like council's permission to do that additional appropriation. Any questions from anybody? We need to open I'm ready. So I'll make a motion to open the public hearing for the additional appropriation.

8:43 – 9:280

I'll second. All those in favor? I opposed. So this is just it's out of the opioid unrestricted for $8,900. And you said that was going to support. It is ador police and I think maybe one at the one or two at the parks if we have enough money. I know there's two at the police station and hopefully I know definitely one for Jimmy at the parks. Maybe two if we have enough money. I don't know. So I thought Jeff brought it up. He did. It's all for AEDs. Okay. Any questions from the public?

9:28 – 10:130

I'll make a motion to close the public hearing. I'll second. All those in favor I opposed. If so, could I have a resol a motion for the resolution 030320601 for the additional appropriation of the $8900 opioid? So moved. All those in favor? Opposed. We have Thank you very much on council committee reports. Uh Emily anything on OTC? No thought.

10:11 – 10:310

I should have. I meant to. I'll remove it. Any report from the EDC? I don't think so. No. On that anything from the storm water management? Mr. Freeman.

10:28 – 12:260

Good evening. President Council water. We had a meeting last week and we officially awarded the uh training situation problem on Morris landing to uh SLB pipe solutions out of Bedford, Indiana. Uh Rond B is 285 $286,000. We originally kicked around the council on the board probably 250 maybe 260,000. He came in not unexpected a little bit higher than maybe we thought and talked to Rhonda. We our budget in case there's any change orders that may come along in the situation. The other thing is at the meeting found out that frontiers coming in also to weren't aware of so talked to Frank about that and he said well they're going to be in land. We had a Zoom conference call with all the people parties involved and they're going to be running right behind us but I think we made it clear that our project comes first. Uh I did ask them to kindly please inform the neighbors the horse landing but I said I was affected very common came the only time very common is in the area we saw flags and paint on the ground and I said they told us that because of where they're going to have to come in they may have to get into the people's yards a further when they do the boarding. So, we just wanted to make sure that complaints towards them and not for city itself our project, but we did talk to them and we kind of got their game plan. They got ours, but they're going to start just about the same time we are. They want to start probably around 1 of April, maybe a little bit later. They'll be here about three months and look like we may be involved in our project for about three months. Anyway, uh they're going to be in the same narrow neighborhood as we are. So, we can work together.

12:39 – 13:060

Did we build Did we build? We did. And we put up. So we real trees around

13:14 – 13:280

trying to get to stop. Maybe we'll see if it works. Thank you. Okay, Mr. Bruce. Excellent answer.

13:340

Mr. Culp is not here for a legal counsel report, so there'll be none tonight. Mr.

13:40 – 15:360

Satski, even I sent this out via email earlier today, so I trust everybody got that along with a couple of other things. Uh, this is direct the director's report for February of 2026. Permit revenue for the month of February 26 is $17,748.15. New system figures in pennies, so uh, that's going to be a change from now on. uh year to date brings us up to $27,5701. Um at the same time last year, February of 25, we were at $4,174 for the month and $6,575 for the year. That's a difference for the month of February plus $13,574.15 and a plus for the year as well of $20,995 one. We issued a total of 16 building permits for February 26. Nine were for within the corporate limits. No new homes. We issued another seven out in Jackson Township. No new homes out there either. Estimated cost of these projects permitted excluding the rideway permit was $78,967. Uh plan commission meeting for coming up March 11th, 2026 has been cancelled due to lack of business. Uh the next BCA meeting is scheduled here at the town hall March 19th 7 pm in May. That uh committee will meet. We do have items on the agenda. Uh in other news, I did some further education last month and I became pacer certified. So I helped uh Terry's guys get it set up and then I took the test and passed it. So uh yeah, I'm pacer certified, too. Um so uh yeah,

15:33 – 16:120

that's my report. Any questions for me? No, thank you. But but congratulations. Uh moving on to the town engineer report. Mr. Bryant will not be here uh under wastewater. We do have a pay application 20 to consider. I think that was in the total amount of $522,812 of which 26,14 was to retain retainer. Yes.

16:12 – 16:570

I just have to say that response we got back about essentially doubling equipment is a little frustrating. So that bill so 50% got charged 100%. So I'm thinking about I think we should take that a little frustrated. So, we're not paying this. Let it go till the next council meeting. It's fine. When did we receive it? Just the last week on Thursday, I believe February 26th. Yeah, just last week. So, if you want to wait till next one, we're well within that 30-day window. It's up to you.

17:00 – 17:400

I want to ask a couple questions. Okay. So, will there be a motion to pay application 20 or no? To table it. Okay, we will table. Uh, nothing under old business. Well, I I don't think we need to table it. You need a motion to table as well as motion. We I don't think we need it because there was never a motion to approve it. Keith asked us to, but I don't think we need to do anything as long as you're not taking any action. Okay. So, make sure I will.

17:40 – 18:020

So, do we need a motion then to Nothing. Just go to old old business. We have nothing under old business, new business. Uh, do you want to discuss the county letter of support? I need to discuss.

18:24 – 18:350

Yeah, we can move on. Sorry. So, the support. Um, were you guys provided?

18:38 – 19:320

So, the county is running. I had somebody reach out to me and it was actually from my conversation. The county is running utilities from plant out to east of their district and they are asking for a letter of support from sister that maybe sometime in the future that we would be partners in some indic one way or the other. And we're asking for Joe to sign up. So I I think probably what we need to do is we need to hold off on that.

19:42 – 20:350

So there is that discussion like support. I did have I did so I had somebody out in Jackson Township reach out to me and highlight that uh there was this discussion Frank had miss as well to him about it if I remember correctly and I think that's where this letter from this support but that's essentially all I know if you would like to talk to Mr. or I may as well have future conversations. I do think we probably want to adjust the letter of support if we're going to do that a little bit, but I'll send this to you guys first. Let's talk about it again next. Okay.

20:33 – 20:530

Okay. So, we'll discuss that at the next one. Under miscellaneous, there was nothing uh comments by citizens. I have Mr. Han. Did you want me to add that to the next agenda? Letter to support. Letter support. Yeah, please. Okay.

20:50 – 21:210

I'm just more curious than anything giving given what happened last night on Aadia and now Tollgate Road where they're hitting but then it looks like maybe gas lines because the fire trucks been out there all day and massive amount of overtime. Are there penalties in place for these companies when they do that that we can recoup some of our costs? I believe I don't know the exact answer. So Frank,

21:18 – 22:010

I could I could take that question. Yes, there there is a plan in place for us to recruit this expense. Um we last year implemented a permit system for this sort of thing. into that ordinance is a method to build for services that we provide in the event of a strike. It has happened one other time, two other times. This is a different road.

22:02 – 22:450

Yeah, I understand that. It's a different company, the one in Arcadia. The one over on Tolgate Road that is for a project that is going to communicate road. It's mostly out of our town limits, but it does cross into our town. Yeah, I would say they're thinking it's in the town limits here. Did they do the process? They did. Okay.

22:42 – 23:020

So, they're signed a Okay. Yeah. I just, you know, there a lot of overtime going on right now and I saw a fire truck have to sit out there all day. So, yeah, I was just kind of curious. We got some We do. Okay.

23:08 – 23:340

Okay. That was my question. Good job, buddy. Good job. Thank you. Uh we'll mention that the next C town council meeting will be at Red Bridge. uh and there will be some studies presented at that meeting as well. So, and potentially

23:31 – 24:030

there's potentially if there it could be a vote on the best uh site at that meeting. If it isn't at that meeting, it will be at the April 7th. So, that'll be one of the next two meetings. If uh there's no other business and I have a motion to adjourn. So move. Second. All those in favor? I oppose. This meeting is
