Authorize execution of one-year agreement with City of Chino, Chino Valley Unified School District (CVUSD) and All City Management Services, Inc., (ACMS) with two additional one-year renewal options for total contract amount not-to-exceed $199,277.70 to provide crossing guard services at CVUSD elementary sites

Allocate Community Organization Support Funds from Waste Management for Fiscal Year 2026-27 to Chino Hills Community Foundation in amount of $15,000 and $5,000 to each Council Member to donate at their discretion

Adopt resolution authorizing certain City employees and consultants to review confidential Sales and Use Tax Records to reflect job classifications

Approve Jurisdiction Master Agreement with San Bernardino County Transportation Authority for Measure I 2010-2040 Valley Major Street Program - Arterial Sub-Program to provide continued access to Measure I Arterial funding and streamlined reimbursements

Authorize execution of two-year agreement with Natures Image, Inc., with three additional one-year renewal options in amount not-to-exceed $342,439 to provide native landscape and maintenance services for Hickory Creek Nature Park and find that agreement is exempt from review under California Environmental Quality Act pursuant to Section 15304 (minor alterations to land)

Authorize execution of Amendment No. 2 to Agreement No. A2024-089 with Tanko Streetlighting, Inc., amending Exhibit B - Compensation to add an annual 3.40 percent Consumer Price Index-based adjustment

Appropriate $196,100 from Landscape and Lighting 1-H The Oaks/Los Ranchos Fund and $403,100 from General Fund for increased expenditures and associated subsidies for Fiscal Year 2025-26

Adopt (1) resolution (i) approving a license agreement with Lennar Homes of California, LLC relating to construction of detention basin to serve Vila Borba Residential Development; (ii) approving consent letter agreement with Southern California Edison (SCE); (iii) approving the form of floating easement/non-disturbance agreement to be granted to SCE; (iv) authorizing City Manager to execute license agreement and consent letter on behalf of City; (v) authorizing Mayor to execute grant of easement and non-disturbance agreement on behalf of City; and (vi) finding same to be within scope of project evaluated in Vila Borba Environmental Impact Report (SCH No. 2004081134) certified in 2006, and addendum thereto approved on April 27, 2021; and (2) resolution approving design and plans for construction of off-site detention basin and realigned access road to be constructed on City-owned property (Lot H, Tract 13880-1) South of Vila Borba Development and Across Butterfield Ranch Road pursuant to Government Code Section 830.6

Terminate City Hall Fire local emergency pursuant to Public Contract Code Section 22050(c)(3) because conditions no longer warrant its continuance

Provide staff direction as to whether to place proposed increase in City's local Transaction and Use Tax (Sales Tax) on the November Ballot for voter approval, and if so: (1) adopt resolutions: placing proposition on November 3, 2026 Ballot regarding Chino Hills Services Measure for Local Transactions and Use Tax (Sales Tax); directing the City Attorney to prepare impartial analysis of proposition regarding Chino Hills Services Measure for Local Transactions and Use Tax (Sales Tax); and setting priorities for written argument(s) and rebuttals regarding City Measure filed with City Clerk to be included with Voter Information Guide for General Municipal Election on November 3, 2026; (2) appoint Council Member(s) to prepare and submit written arguments regarding Chino Hills Services Measure and direct City Clerk/Elections Official to insert appointed Council Member(s) names into Resolution establishing requirements for ballot arguments; and (3) direct staff to undertake and review and other actions related to above items as appropriate

Designate Voting Delegate and Alternate for Cal Cities Annual Conference scheduled for September 23 through 25, 2026, in Anaheim, California

Adopt resolution adopting written report regarding residential sewer charges for all residential parcels which City provides sewer-only service for Fiscal Year 2026-27 and directing such charges be collected on tax roll for Fiscal Year 2026-27

Accept revised report of delinquent water and sewer service charges and authorize staff to record delinquent water and sewer service charges as assessment to property owner on County tax roll
