Adopt resolution approving design and plans for construction of Peyton Drive Pavement Rehabilitation Project from Grand Avenue to State Route 71; authorize staff to solicit bids for construction; and determine Project to be exempt from review under California Environmental Quality Act

Review and file update to City Hall Fire emergency declaration in accordance with Public Construction Code 22050 and continue to authorize City Manager to negotiate and execute all necessary agreements related to repair and restoration of City Hall under Chino Hills Municipal Code 2.08.065.A.1 on an emergency basis and determine by four-fifths vote, the need to continue City Manager's authority under Public Construction Code 22050 to repair City Hall and procure necessary equipment, services, and supplies for these purposes, without giving notice for bids to let contracts, due to continued existence of local emergency caused by City Hall fire and flooding

Receive and file annual report on vacancy rates and recruitment efforts as required by Assembly Bill 2561

Adopt resolutions confirming Fiscal Year 2026-27 Engineer's Annual Levy Reports for Chino Hills' Landscape and Lighting District No. 1, Vellano Landscaping and Lighting District, Los Serranos Lighting Maintenance District, and Special Maintenance Areas 1 and 2, and ordering levy and collection of assessments, respectively

Adopt resolutions adopting Operating Budget and Capital Improvement Program for Fiscal Year (FY) 2026-27 and establishing FY 2026-27 Appropriations Limits for City of Chino Hills, Community Facilities District No. 10 (Fairfield Ranch) and Community Facilities District 2015-1 (Vila Borba) and direct staff to evaluate and develop long-term fiscal strategies, including potential revenue enhancement options, to address City's financial outlook, and return to City Council with additional fiscal analysis and recommendations for consideration

Approve HPS West, Inc., dba HydroPro Solutions as sole source provider of Master Meter product line and Haaker Equipment Company as sole source distributor and service provider of Envirosight, Vactor, Elgin, and similar large equipment and accessories per Chino Hills Municipal Code (CHMC) Section 3.16.110.B. - Sole Source, thus dispensing with competitive bidding procedures of CHMC Chapter 3.16 - Purchasing System, respectively; authorize issuance of Fiscal Year (FY) 2026-27 Purchase Order for Master Meter products from HPS West, Inc., dba HydroPro Solutions in amount of $670,000; and authorize issuance of FY 2026-27 Blanket Purchase Orders for Haaker Equipment Company ($100,000), Amazon Capital Services ($125,000) and Lowe's ($80,000)

Adopt resolution updating and amending list of anticipated Capital Improvements to be funded, in whole or in part, through levy of Development Impact Fees (the "Needs List")

Approve position titles and job descriptions for Assistant Finance Director, Administrative Analyst, and Human Resources Analyst and adopt resolution approving salary ranges for positions and determine action is exempt from review under California Environmental Quality Act
