Approve membership in new San Bernardino Regional Housing Trust (SBRHT) Joint Powers Authority comprised of County of San Bernardino ("County") and cities within "County" to fund planning, construction and acquisition of affordable housing, receive public and private financing and funds, authorize and issue bonds, and commit City to pay dues estimated between $31,000 to $55,000 annually; appropriate $55,000 in General Fund to pay estimated dues; adopt resolution authorizing and directing execution of Joint Exercise of Powers Agreement (JPA) relating to membership in SBRHT and appoint Council Member to serve as Director on SBRHT Board of Directors for two-year term starting on effective date of JPA

Review and file update to City Hall Fire emergency declaration in accordance with Public Construction Code 22050 and continue to authorize City Manager to negotiate and execute all necessary agreements related to repair and restoration of City Hall under Chino Hills Municipal Code 2.08.065.A.1 on an emergency basis and determine by four-fifths vote, the need to continue City Manager's authority under Public Construction Code 22050 to repair City Hall and procure necessary equipment, services, and supplies for these purposes, without giving notice for bids to let contracts, due to continued existence of local emergency caused by City Hall fire and flooding

Design Review No. DR-0012-2025 - 16245 Cannon Lane, Vision Architects, Applicant (on behalf of property owners, Jiachen Jiang and Jiao Qiao): The Planning Commission adopted a resolution approving Custom Home Design Review No. DR-0012-2025 for the construction of a single-family detached residence at 16245 Canon Lane consisting of two-story 4,286 square foot detached residence with attached 690 square foot three-car garage and determining project is exempt from review under the California Environmental Quality Act, subject to Conditions of Approval
