Good morning. Welcome to the scheduled meeting of the Charleston Redevelopment Authority. Today is March 11th, 2026. It is 10:00 a.m. We will begin our meeting with all of our public meetings with the pledge of allegiance. If people could please join. I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all.
Thank you. A couple of clarifying issues or explanations before we get into this meeting. So, the Charletown Redevelopment Authority is a group that is established, a board that is established according to Indiana statute that allows for the lease agreements with the redevelopment commission. And this board is now meeting and is going to be a minimum of twice a year based on new information that the city has received from the state board of accounts. Um, it is our goal not just to remain in compliance, but to be in extra compliance. And so thus we are going to be having two meetings going forward. I am only leading this meeting today to the point where we get through our reappoints of members of the board and their elections. At that time the new president will take over. That being said um we do have on our agenda roll call um and swearing in but I will do the roll call Maggie Wild
here. Shannon Helter here and board member Donna Inis is unable to be with us today, but we do have a quorum. Um, and Donna Kumer, our clerk treasurer, is here as well and we have legal representation in former city attorney Perry McCall and redevelopment commission attorney Matt Duncan. So, at this time, we will swear in the new appointments and then help the officer elections. So, if each of you will stand, hold up your right hand, repeat after me. By virtue of the authority vested I'm sorry. I do. [laughter] This is different. This is not what I thought. Here it is. I and state your name. I Shannon Elder. okay so I had um I will sign these as well but I need each of you to sign your certificate of appointment sorry I started to read the top part of Um, get that executed on file with Donna's office. Uh, Bear, do you want Donna to be the one to attest and seal there or um I will sign. Yeah, Donna will her either her or her representative to do that. Okay. Because I I brought my notary seal just in case.
Okay. Um and we'll get Donna at the next meeting. But there's those for your records. Um okay. So we need to elect officers. This authority, this redevelopment authority will have a president, vice president, and secretary treasurer. So we'll start down the line. And first up, we need a recommendation or a nomination for president. Is there a nomination for president? uh the what you would need to make aation um I nominate sorry Elder

So the beauty of the way Robert's rules of order works when there's no other nominations it's back to fall. So you are the president. So now we need a nomination for VP. I nominate Maggie Wild.
Okay. So Maggie Wild, our other board member is not here. So by default, Maggie Wild be the VP and then we need the secretary Donna and us. So have Donna and us as secretary. All right. Perfect. So at this time I will turn over the meeting um for the approval of agenda and our standing business and any new business to our president Shannon Elder. So, you can just stay where you are if you want, but there's the script for that. I'm gonna move over here. Okay. Okay. So, now we need to do approval of the agenda, the agenda. Um, so call for motion to approve.

Um, we need to make a motion to approve the resolution. I'll make that motion.
