That's 005 and that's the order approving declaratory resolution amending Central Charlestown allocation area.

So, we would explain that. Yeah, good evening. Brad Benson with FBT Givens. Um here with for the next, I've got the next four items on the agenda, so I'll kind of give you a little bit of background here and then we can go throughout and address any specific questions you all may have. so first things first is the rdc's already looked this approved it um and it'll go here to this board this commission uh then to city council and then it'll go back to rdc which will be rectified and move everything forward actually that's the process timeline of events well how this came about my understanding is that This was recommended on behalf of the exhibits itself were prepared by the Wheeling group. This was also recommended by Baker Dilley as far as cleaning up a couple of the items. Some of the things are, let's say, just updating. Some of them are cleaning and removing parcels that weren't intended to be included. There's a few expansions, but like I said, at that point I can kind of go through them. I'll start with the first one, which is deal five. That one is are going to be removing a parcel from the central central charlestown allocation area and and adding one to shadow lake some of the revisions in shadow lake are solely due to changes of parcel numbers that property originally it was originally done before it was platted so with the new plat obviously created new parcel numbers so that's for that parcel there you are also Removing, I believe it was removing one of those as well. We see removing the 700 residential homestead parcels, which is partly the Woodford Farms. There's some areas there. All those exhibits are included in what was approved by the RDC. There's a lot there because of the number of parcels you're including. But this time, I mean, I summed it up as much as I could. Okay, let's slow you down just a little bit.

Yeah, go for it. So the Shadow Lake. We are, there was an area that was considered residential. Are you kicking that out? What do you mean you're removing? What do you mean by that?

Absolutely. I'm so pretty lost here. You're good. Correct. So here's your, this is your current, this is Charlestown. This is the Shadow Lake side. Hold on. Hold on. You did. Let me grab my copy here if you don't mind. You may have. They all kind of look the same, right? They all say the colors are very amazing. Let me make sure we're looking at the same one. This is the original one. was originally included in the Shadow Lake side of it. And then what is being included now is the actual updated plaque included in that parcel. The amended, which is on F, is this one right here. So you can see how that's changed due to the... So we're going from there to this. Correct, yes sir.

okay all right i'm with you now yeah it's almost a side-by-side comparison it makes it a little bit easier here so they're taking out a bunch of residential plots we're about 700 is that number accurate yes sir yes sir 700 uh residential parcels so it's taken from the tip boundary

And that was in the original amended Central Charlestown. And this one here. And this is our most complicated one out of the four items on the agenda. Okay. All right.

Okay, so we're taking this to this. Is that what you're saying? Let me make sure we're looking at the right one. This is Shadow Lake, and you're taking it to that.

Correct. And this was at the road? Yeah, the road on here. Correct. So originally, Shadow Lake's a good one. Originally, that was not platted. It was a road through it. So it's more of a cleaning up, updating what is accurate as far as parcel numbers.

Okay, so this is, we're not changing the tip on this?

You're on for Shadow Lake. I'm sorry, I don't mean that. You're fine, this is part of why I'm here, answer questions and do the best key to make you guys comfortable before making a decision on it. Yes, there is some revisions on all of them. I see some changes, yes.

So are you changing the years of the TIF or are you changing the boundaries of the TIF?

We are updating the partial numbers on those TIFs to reflect the accurate numbers to base.

Okay, and there are some additional, there's a little bit of changes to some of these, like this little triangle was added. Okay. I think I know what you're doing now. All right, go ahead.

Does anybody else have any other questions on this item? I apologize for that. It's a little confusing with such a... The TIF boundaries will stay the same. Except the ones that we've listed. Those are changes that are shown. Yes, sir. Okay. Yes, sir.

So standard tax revenues that are pulled back into the general taxing units... the standard tax revenues, do they flow, I guess it'll flow back into the general taxing units?

Well, for the TIF itself, it would stay, everything stays the same, right? It all funds into the TIF fund there. But this one, what we're doing here is clarifying the parcels, rectifying what has been changed over the years. Due to the plaid, there were some additions. There was one or two of these parcels that should not have been included originally due to fat figure typos. To correct that, it should have been included.

That tax revenue will stay with that tip? It won't go into the general fund? Correct. Okay. You're getting there. I was in the meeting.

Basically, Matt, when you presented it, you presented it in fashion of each one of these resolutions and indicating that there were parcels that had been misidentified earlier were now being removed and then other parcels were being added to the district. It really didn't change. Boundaries didn't change. It didn't change at all. Just cleaning it up. Just cleaning it up. Gotcha. And then when you get to the last one, the Clark, North Clark, basically determined that it was a have a pointless TIF district based upon the area there in the fund.

Gotcha. So there's no impact to our municipal funds there? No, sir. No impact there.

Okay, got that. And the one he just referenced was this one on the, I believe it was 08, so we'll get to that. It'll be the last one. I'm glad you're good. No, you're good. Everything he said, we're on the same page, but it's always good to be able to say the same thing. Gotcha.

We're approving the resolution amending the Indian America Economic Development Area. What this one is, is that we're moving it to unintended parcel. So it's just one parcel here that is being removed that should not have been. And I'm finding these at Fort Hill right now. I can see it. They'll just correct in the boundary errors? Correct. This was not shown on there, but it was a. Yeah. Where? Which one?

Just a little triangle right here. Okay. So this is right here on 62. Give me a triangle. Okay, let's just clean it up. Parcels also.

That's one that should not have been included originally.

It was recommended by Baker Tilly based off of it, and the wheat leaker was involved in it as well. So this RDC has approved it. This will be here, council, back to them, back to RDC.

Yes, so this is the same thing we've done for the previous two items, but this is for the DePauw Street area. I'm going to clarify and consolidate some of the parcels. The numbers have changed throughout the years. And then removing one parcel that was unintended. Now this one does add an adjacent piece to this. I'll make sure it's clear on that. This is the little small triangle here.

So let's say this one brings in new parcels.

This brings in one new parcel, yes, sir. Okay, to the tip area. It removes one and brings one in. The removal was an unintended piece. The ones were clarifications. Those have changed over the years. The flag process over the five, so.

earlier in the North Clark Community Hospital economic development area. Um this is to terminate that area due to it just hasn't formed. Um it's only got $10.12 that is collected in it.

But we can kill it even though it hasn't expired. Correct. That's what this is. Okay. And just for my clarification so we understand. Even though it's only gaining, what'd you say?

Is it, we kill it just because it's more of a pain in the neck just to do the paperwork and, is that why? Yes. That was the consensus.

It's not worth burdening on the Court Treasurer's Office to have to deal with that and do State Board of Accounts, and it would be better accounting. Okay.
