Let me explain that to you.

This is a public hearing. What it is, it's called a special exception because in our zoning code, we don't have anything that covers storage facilities. So there's no way of putting it there. So you're assuming it's always in a business. Well, this area is a business, a B1 business, which they would normally fall under. We have two other storage facilities, of course, in the area. So they came in for a special exception to be able to operate that. So you're going to open public hearing? Yeah, you're going to have to open up a public hearing.

motion to close the program here all right all right let's go go oh they got them they got to talk oh they have okay yeah yeah yeah here he is okay you have a presentation you want to leave no no i'm here for the duration yeah you're here too evening my name is courtney gallion gallion's capital i'm the uh the applicant for this project um so we are applying for the special exceptions We are proposing a Class A climate control high-end storage facility here, which is a product that is currently not in the market here. I've developed several of these throughout the state and throughout Kentucky. We find Charleston to be a very prosperous We do have a couple revisions to the site plan that have improved on the site significantly, but we are here seeking special exceptions. I haven't answered any questions on it, but again, this will be a high-end climate control temperature monitor facility. Okay, what all security measures will be in place? Yeah, great question. So we will have AI camera systems that will monitor the entire facility. That will be tied into my security system back in my office. That is also tied into the gate. It will be fully perimeter with a high-end gate system that is tied into, again, to our security access. So nobody will be able to access the perimeter unless they drive the car through the gate system. But that is the first level of security. Another thing that we are offering or that I will offer that nobody else is, we will have what essentially is a ring camera system for each individual unit. That is not in any facility you have anywhere in the marketplace on this side of the river. So each tenant will have access to their own monitoring system. And then the fourth component is going to be a keyless access gate, key system into the individual unit that is tied to the customer's phone access. I will dispel any concerns as far as people, excuse me, as far as people breaking, entering from side units into other people's units, that will set off the monitoring system for the tenant. The key access point will only be granted to people that the tenant grants, so there will be no combo locks, there will be no key locks, there will be nothing of that nature. It's also tied into my monitoring system as well, and typically the what we call a storage defender, which is kind of the ring camera that's in each individual unit that is also tied into the police department as well as the notification. I guess another level of security is we have two proposed buildings that are indoor climate control, so those will be interior as well. So you'll have a security system to be able to even access to be able to access your own unit. The other three buildings, one of them will be a drive up climate control building, which again, that is not a product that's in the marketplace. My idea, my concept is to attract the highest in tenant base so that we have the minimum amount of issues. We won't have any dumpsters or trash on site. There's no RV parking, no boat parking, no car parking. Everything is remotely monitored via security system. And again, the AI camera systems today, which you'll see a lot more in the retail stores, are very sensitive. We can set parameters around that that are specific to our site. Okay, how close by are other homes in that area? I couldn't tell you the exact proximity, but there is a row on 160 that butts out. That would be the closest homes to our property. I think roughly five or six, I believe, along that corridor.

Yeah, so we have an access, we're working on cross-access easement with the adjacent shopping center right now. So that'll be access point one. Access point two will be through the shared access next to the Chinese restaurant that is owned by the property owner currently, Max Zimmerman. And we're working on those details currently right now. The other thing I'd like to address is your comments in regards to neglect. We will have continuous maintenance and monitoring of the systems. My concept is meant to be high-end, so it's meant to be taken care of consistently. Again, with our security systems, we'll be able to monitor it remotely, even if we're not on site. And the whole design of it is, most of it is going to be interior anyway, so there will be no trash left behind. We're not going to have dumpsters on site. As far as lighting, it's all going to be downward lighting. Wall packs will have hours of operations as well to minimize traffic flow. I did leave, I did print up a number of renderings just to show some examples. Those renderings don't show the second climate control building, but that will be updated before we get to the site plan, or before we get to... Roughly 364 units. We're actually targeting larger bays here for some more of the contractor-type business tenants. Typically a facility of this size would probably actually have more if designed differently, but we're going to have right around 365, give or take.

Right now, we are proposing a decorative fence, a highly secure but decorative fence around the perimeter, and then the gate system is going to be a remote-operated gate system with high-end decorative fence on the front end.

Yeah, we're looking into that. And obviously, I'll address any comments or concerns from the neighbors or my day if I get a chance outside of that. We'll also be scheduled a meeting prior to addressing any comments before we go to site plan approval. But yeah, we are looking into that right now with my architect and engineering, with landscape requirements and all the other compliance issues. Is it just a single story or will it be? And the resident that lives in that home is voiced his concern about visual pollution, the lighting and everything, kind of disturb what's going on there. So possibly he would like to see a little more conceptual idea on the lighting of the project.

The end of that, those specific items, those are, I don't want to say set in stone, but we have our operational procedures that are going to be set. So we're using a system called KISS, which is Keep It Simple Storage, which is our locking mechanism in the unit. No, I mean traffic. Oh, traffic. So the adjacent shopping center, we're working out the cross-access easement with the adjacent shopping center to come into the shared drive that runs north and south behind the proposed Dunkin' Donuts. That's access point one.
