Whereas January 27th is recognized by the United Nations in the international community as International Holocaust Remembrance Day, marking the anniversary of the liberation of Awitz in 1945. And whereas the Holocaust stands as one of the history's most devastating manifestations of state sponsored hatred, resulting in the systemic murder of six million Jews and millions of other victims, including Roma people with disabilities, political dissident, LGBTQ individuals, and others targeted by Nazi ideology. And whereas the Holocaust did not begin with violence alone, but with words, policies, and the gradual erosion of democratic norms, human dignity, and truth. Whereas remembrance is not a passive act but a moral obligation that compels societies to confront the consequences

And I think everybody around in this room uh appreciates and understands just how much you do for the city of Charleston. Yeah. Thank you. All right, we are now on to public hearings. There are nine public hearings tonight. Uh, Christopher Morgan, you could join us and present. Get the slides going here. you, mayor, members of council. Here we go. All right. So, the uh first item is uh 2089 Savage Road and 2083 Savage Road. This is a recently acquired property that the city has for our future um uh vehicle maintenance facility, police vehicle maintenance facility. I believe we have a map here if this will advance for me. There we go. It is um adjacent to um an existing business park. This is an undeveloped property. Uh it is within very close proximity to I526 as you see in the red line in the middle there and it is accessed off of Savage Road. It would come into the city with the zoning of business park which would allow for that kind of vehicle maintenance and be compatible with the adjoining business park adjacent to it. Um and that is we had a couple images of it vacant lot and then we move on into some residential annexations. We have uh 1031 Terracotta which would come into the city with a

zoning of SR2. We have images of that. And then we have um603 Jasmine which would come into the city also with SR2. All in West Ashley. Then we have Ironstone Alley 2016 Ironstone Alley which would come in as SR2. And then we have um 4037 Kaolan Street uh which would come in the city as SR2 and then its nearby neighbor of 4045 Kolan Street also SR2 and then uh 875 Trent Street SR1. Here it is. and then um 1442 Edgewater uh drive and that would come in the city as SR1 and then 23 Furman Drive SR1 as well. Those are the public hearings for this evening.

I'm not going to be praying with nobody. You come to my daddy door with this out of Berkeley County. the senator out of Williamsburg County, your brother on this law. Our young people in this city are poor and have nothing. You put three of them together in a fight downtown, all them going to jail and their parents. They're a felon, but they're a felon in the city of Charleston. They'll go to jail under this law. I'm here to submit to you that I'm not going to let that go down in my block on North Charleston with high school there. People are catching. They can't even afford Jesus no more around. They can't afford rent. They can't afford nothing. They can't afford God. And I bear witness to you today that I'll stand tall of that. My father raised the man, not a boy at that house. Thank you. Frank Walsh, 22-year resident of South Carolina and Charleston. Last Friday night, my wife and I attended the symphony at with us was a couple. He's blind. The Galeyard, the average age there at the symphony is about 110. Uh the building itself has staircases. It was probably built before ADA. It's probably ATA compliant. However, given the age of the people who attend there, it's very difficult place to empty. There was a fire alarm. Um if it had been a real alarm, I wouldn't be here to talk today. I was one of the last people out. It took quite a while. like to talk to somebody later on another day about what can be done and what we saw as wrong. Not going to take your time now. Thank you. And the next speaker um I believe the first name is James. They're here to speak on CarMax. Hello. Uh, James Rogers. Um, I've lived in Charleston since 1967 in a Melrose subdivision. Since then, I've got married and and moved back to Melrose in 1989. Before there was a Lexus dealership to the south of me and a CarMax to the north of me. Um, actually I don't have a problem with neither one except that the entrance to Lexus is on Melrose Drive and and there's a slew of traffic that um is used by employees um people doing uh maintenance on the cars there and test

driving them and such. Um, and then before Lexus was CarMax and CarMax, once again, I don't have a problem with CarMax, but they put the entrance right across the street from Edetoan Avenue. They didn't put it out on Savannah Highway. Actually, that's the only entrance into CarMax is from Sav Savage Drove, which is adjacent to the end of Edana Avenue. So, what type of traffic do we get from this track of trailers hauling cars that use Edetoan Avenue all the time? I got pictures to to to prove it. Um, we've had multiple car haulers stop on Edetoan Avenue to unload their cars. I mean, how how how safe is that? It's not safe. It's it's a residential road. We have

And now they want to put a parking lot on the end E1 Avenue. Once again, I'm not opposed to the parking lot, but the entrance and exit is is now on Edom Avenue. The first rendition that we were aware of back in March of 2025 was on Savage Road, which we have no problem with. They want to put the parking lot. Great. But they they've moved the the ex exit entrance onto Edon Avenue. We we got too much traffic on Ed.

Hi Brian Helman. I'm actually here on behalf of CarMax. I think there are a couple other people that have signed up to speak and I could respond to any of the comments they have if it would be better for me to speak last or I can respond to any questions or comments anyone has here today. But CarMax uh is is uh annexing and right now it's in the county is annexing its main property into the city and annexing two other parcels uh as a way to deal with overflow. CarMax does not unload on Edetoan, but its entrance does, the curb cut does line up with Edetoan, and that's where this uh extra parking would uh would line up for better traffic flow. Originally, as the gentleman said, the entrance was on Savage, but through the design process, it was suggested to relocate the entrance for better traffic flow so that the curb cuts line up with Pedaline. So, that's why it moved. it works better. It actually allows CarMax more uh uh flow on their properties so that uh the deliveries will actually work better for the neighborhood and improve uh a situation that's there in

Michael Wiggins. Michael Wiggins and I live in Marrow also. I'm here to let y'all know that if they do put that entrance on the Edoman Avenue back in 2011, I requested a study. We have Long Branch and Shasbury subdivision that uses Manola in Merose. Go to Merose Drive, then take a left on Edan Avenue to cut through. They did the survey. 12-hour time, 1,793 cars went to that intersection. This was 2011. Now, they're wanting to put an entrance and an exit on Edetoan Avenue for CarMax. Like Jimmy said, I ain't got a problem CarMax putting a lot there. They're going to have 106 parking spaces. Put it on Savage Road. We are a residential subdivision. We do not need any more traffic on Adelana Avenue. Thank you.

And I guess I just want to ask the question of why would there not be ingress egress off of Savage Road rather than Edawan? Mr. Morgan, can you speak to this?

So, it's my understanding that there is an improvement coming to Savage Road, extra turn lanes, and so the county when they were working on that improvement suggested that the driveway would be better off of Edetoan than on Savage. That that would help with the traffic flow better uh to have it around the corner. And it does line up on Edetoan with their current access point. And of course all the discussion about unloading of things, this new expansion will allow for more room for that unloading to happen. So that should help traffic flow as well.

Would will the trailers will there be a way to control which side they come in off of on come off of Savage rather than going down Melrose Drive coming through the neighborhood with these tractor trailers? Um and this was other overflow parking on the Edetoan site for other vehicles and employees and things like that.

So, there is an opportunity and I think it's important to make sure that residents are made aware of the plans for Savage Road that the county is proposing so that it's a more holistic picture of what we're talking about on this site.
