Darby, District 4. Kristen Salsbury, clerk of council. Jenny Honeyut, District Nine. Katie Pry, District Five. Larry, that's Larry Kabrowski, District Two. Sorry, that's all right. Rob Worman, District Three. All right. Thank you all. Just for the record, we have Brantley Moody on Zoom right now, District 7. Uh, at this time, approval of minutes from February 19th. Second. All those in favor say I. I.
All opposed. Eyes have it. 2 A through E. Second. All right. Properly moved and seconded. Uh, all those in favor say I. Opposed? Eyes have it. Uh, agenda items 3A, 3A, and B. Second. All those in favor say I. I. Opposed. Eyes have it. Uh finance directorate items. Move for approval 4 A and B. Second. Chairman. Can we have a discussion? Yes sir. Um go ahead Mr. Kowski.
Thank you. And I appreciate the positive things this will do for the county and your excellent work. And I just as I we discussed I wanted to get the grid. So just a it's a public meeting. So if you can just tell us I saw that the benefits but what will we be giving up to get those benefits and then the followup I noticed that maybe up to 10 jobs. Am I right in that?
Yes sir. So in the first one project clean uh Mr. Gabroski. Um, you know, following the the the the the yellow [clears throat] sheet again, um, it is a benefit of $1.5 million over 20 years. We're offering a fee in L of taxes. Um, and then, um, it's got a fiscal benefit to cost ratio of 8:1. And then total taxes collected on the site over the past 5 years was $24,764. Upon approval of this, it will generate $376,186 every five years, which is a 1,400% increase. Uh, and there is no cost for that first one, sir. Not a reduction in in what they're being taxed. No, sir.
So, what is the incentive then? Incentive implies we're giving them some. So, there's no incentive. This incentive is is is the fee and loo, which allows them to have certainty in what their tax payment will be every year over 20 years, sir. So, it's not being reduced. Does this mean it's certain? Correct sir. Okay. Thank you. Any further discussion? Is that with both of them or just that is correct on the second one as well? Even though this one has the 10 jobs as you had indicated, sir. Thank you. Yes sir. Uh any further discussion? There being none, all in favor say I. I. Any opposed? Eyes have it. All right. 58. Second. All those in favor say I. I. Opposed.
Eyes have it. Um, madam secretary, is there sorry, madam attorney, is there a need for an executive session? Yes, sir. There's a need for an executive session for a case that's listed on the agenda for item 6A. Um, and in item 6B with 99395 Morrison Drive, move for executive session. Second. All those in favor say I. And madam attorney. Um, yes, sir. Mr. Chairman, before we go into executive session, Josh Martin is here with the city and would like an opportunity to address the council publicly with regards to an update um involving the tech overlay on 993 and 995. Thank you. Welcome, Mr. Martin.
Good evening. [clears throat] Thank you for letting me speak. I wanted to just provide a quick update as to where we are in the process. Senate since the mayor came to address this council um a a couple meetings ago. We um are now scheduled the public ad is out uh confirmed for March 24th that the final reading second final reading will be given to remove the tech overlay uh on uh both 993 and 995 Morrison Drive. Um we uh that has uh that has gone into the agenda packet and the ad went out today for that and so you'll be seeing that advertised just as an FYI. So, we'll have final reading on that. Uh, we're having a week-l long sharet that we again had promised that we would design program for this property 99395. That's the 16th of March. Um, the whole week from the 16th through the 20th, that'll be held at 108 Meeting Street. Um, during the day, that's the old historic Charleston Foundation gift shop at Meeting and Chowmers. And then uh at night we'll be having nightly presentations on Monday, Wednesday, and Friday starting at 5:00 pm. And those will all be held at the Dock Street Theater. And so we would love for any all of you to attend. Um and feel free to stop by any time during the week and we'll be happy to to show you around. So those designs that will be uh designing um uh approximately 6,000 homes in a week. Um and we'll have all that done with all the site plans done uh elevations, etc. uh at the end of that week on Friday the 20th. So by the 20th we'll have a good idea of what that is. We'll have a program for 99395. Um and so we're making progress on on those two fronts in hopes that the term sheet that you're going to discuss tonight. Uh we would love to advance that thinking uh with you and and and continue the partnership uh to produce uh you know the needed housing that we need so badly um in this region. So, if you have any questions, I'll keep it short, but that's just an update. I
thought that was important to have before you go into executive session to discuss. Any questions for Mr. Martin? Thank you, sir. Thank you. And at this time, we'll be in executive session.
here. And he's still sitting traffic. It is still five. Got to go. Got to go to the sheriff's events tonight. Sheriff's award ceremony. The sheriff. What does he got now? The Omar. The the awards ceremony over. Yeah. I ain't going to that. I've been going this have there was people on the airport connector road last night and didn't get out there till almost 9:00. Oh my.
Yeah. But um it was a good meeting. It was a good meeting. Staff was there. The engineer was in. We did pretty good. [snorts] I got to do now executive session. Uh no motions were made. No votes were taken. Do I have a motion?
Um on item 6B, uh Mr. Chairman, I move to authorize uh the chairman to negotiate the exclusive listing agreement of 993 and 995 Morrison Drive term sheet with the understanding that the terms discussed in executive session will be incorporated into the final agreement and the county attorney will approve the document before execution. I'll second it. Would would we want that to come back before federal council and that before that agreement? I I think it would be appropriate. I'll accept that amendment. Yeah. Yeah. comes back before council before the chairman signs it. Uh all those in any discussion? No discussion. All those in favor say I. I. Opposed. Eyes have it. We are ajourned.
Oh, we don't have to talk about that other thing. Okay. Okay. You're giving up. Wow.
