Mayor and Council, the first person I'll ask come down is John Septton, and he is providing a 10-year award for Julie San Miguel. Julie, come on down. Well, good evening, Mayor, Council, and all. Today we have the privilege of recognizing someone whose presence, dedication, and spirit have made a real and lasting impact on this organization and our community. We are celebrating Julie San Miguel for 10 years of remarkable service. Over the past decade, Julie has contributed her talents and heart across multiple departments. From her early work supporting the court to her time as senior administrative assistant for the planning division, Julie has demonstrated a level of professionalism, care, and consistency that elevates every team she joins. And now in her newest role as management assistant with community services department, she has already become an invaluable part of our team. and her willingness to step in, take on anything, virtually anything, uh, has really provided solution after solution for us and has been a tremendous asset. But what truly sets Julie apart can be not not be summarized by job titles or tasks. It's how she shows up every day. Julie has a natural ability to make things better simply by being involved. She improves processes. She supports colleagues. And she brings a positive energy that changes the tone of the room the moment she walks in. Julie, your impact is felt far beyond your single assignment. You lift the people around you. You make our organization stronger, and you remind us of what public service looks like when it's done its very best. Thank you for your 10 years, Julie.

As always, from 2013 as a temp on call, upgrading systems one and all. Several refreshes later, we pretty much knew we had to find a way to keep you. Mobile devices took center stage. You cleared the path and paved the way. iPhones bright, laptops in tune. You mastered it all, even a software called Intune. You decommissioned tools that faded away. You introduced many tools that we all still use today. Thousands of devices in the office and even outside. You keep them synced and secure all with pride. 17 years in the Royal Navy Blue. The techno evolution never sunk you. Canyon hikes in late night games. 24 by7 uptime is always your aim. When the when the team goes silent, your sayings well worn. A dang good ignoring. And then laughter is born. I can't I can't forget his son named Bennett in this in this father's pride. Mark, you're the techie that keeps the city of Chandler 100% tech bonafide. And here's to another few more decades. Thanks for saving me too.

Mayor and council, our final service recognition is with police. Assistant Chief Jason Sakowski can come down and we will invite with 10 years of service someone who is known to all of us, Officer Sam Wagner.

Good evening, Mayor and Council. Uh, Sergeant Wagner began his career with the Chandler Police Department in May of 2016. Following his graduation from the academy and successful completion of field training, he quickly established himself as a strong and capable patrol officer, serving in every different precinct. During his time in patrol, he earned two life-saving awards in recognition of his actions. Early in his career, Sam focused on proactive policing with a particular emphasis on traffic enforcement and DUI investigations. In January of 2021, he was promoted to the DUI squad where he served for the past five years. During this assignment, he earned his certification as a DR or drug recognition expert, became a DR instructor, and obtain and obtained HGN certification. He has consistently led by example, demonstrating exceptional onview enforcement activity and strong investigative skills within the DUI unit. In August of 2023, Sergeant Wagner received the Mothers Against Drug Driving Award for DUI Officer of the Year. Throughout his career, Sergeant Wagner has conducted approximately 5,400 traffic stops and made nearly 1,000 DUI arrests, reflecting his commitment to roadway safety and impaired driving enforcement. In addition to his operational accomplishments, Sergeant Wagner has been actively involved with the Chandler Law Enforcement Association for the past seven years, serving in multiple leadership roles, including trustee, secretary, vice president, and most recently president. Sergeant Wagner's 10ear career reflects a consistent dedication to proactive policing and a strong commitment to public safety in the profession. Uh just on a side note, Sam is also one of our newest newly promoted sergeants who just got off of field training and has taken over team 9 working in the downtown precinct. Congratulations, Sam.

We have a couple proclamations tonight. The first one is for Officer Christopher Ferrar remembrance day. So, if I can have Bill and Linda Ferrar and Angela Ferrar, uh, Officer Ferrar's parents and sister and gosh, we probably need to have Haley and the others up here, too. So, no, no, just those three. On April 30, 2021, police officer Christopher Ferrar, badge number 528 of Chandler Police Department, was killed in the line of duty while responding to a multi- agency incident in pursuit of a violent felony suspect, demonstrating courage and unwavering commitment and service to others. And whereas April 30, 2026 marks the fifth anniversary of his end of watch, a moment to reflect upon his service, sacrifice, and lasting impact. And whereas Officer Ferrar began his career as an EMT before joining Chandler Police Department, where he served for 18 years in multiple assignments, including as a K-9 officer along with his partner Benzo. was widely known for his professionalism, kindness, and commitment to public safety. And whereas at the time of his passing, Officer Far was among the most decorated officers in the department, receiving the Medal of Honor and for life-saving awards, reflecting a career marked by service and distinction. And whereas Officer Ferrar is remembered not just for his service but as a beloved son, brother, uncle, father, grandfather, and friend whose impact extended far beyond his role in uniform. And whereas the city of Chandler and Chandler Police Department continue to honor his service and sacrifice and recognizes the legacy he leaves.
