Consider approval of a mutual termination agreement between CL-Route 58 B LLC (Prospect 14) and the County to terminate the PPA and release each other from any and all claims in connection with or otherwise related to the PPA – Dept. 111.
Consider approval of the American Institute of Architects (AIA) contract with Crabtree, Rohrbaugh & Associates for design services for the Public Safety Training Center/ Health Sciences Program, pending final solicitor review for the period of February 25, 2026 to December 31, 2027 – Dept 111.
Consider approval of the grant submission for Rep. Glenn “GT” Thompson (PA-15) Fiscal Year 2027 Community Project Funding Requests for the USDA Rural Development Community Facilities to provide renovations for the Willowbank Building.
The renovations would update and expand the space, accessibility and security for our public meeting and entry spaces. The grant total is $687,595 funded as follows: Federal $687,595 for the period of October 1, 2026 to September 30, 2027 – Dept 111.
Contract Addendum with Babst, Calland, Clements & Zomir, P.C for general county representation with special projects billed at the agreed-to hourly rate with a 3% increase to said rates for 2027.
The addendum will allow the County to be billed for services at the hourly rates for the period of January 1, 2026 to December 31, 2027 – Dept 111.
Contract renewal with Teleosoft, Inc to provide a software maintenance agreement for “County Suites” IT software for the Civil and Warrant Process for all our records/paperwork.
The contact total is $15,474 for the period of January 1, 2026 to December 31, 2026 – Dept 211.
Contract Addendum to the master agreement with Teleosoft, Inc for an Incident Reporting System.
The contract total is $5,685 for the period of April 1, 2026 to April 1, 2027 – Dept 211.
Consider approval of a grant agreement with the Commonwealth of Pennsylvania acting through the Department of Human Services for the Title XIX Grant Agreement.
This agreement will provide medical assistance information and referral services to older individuals. The agreement total is $21,184 funded as follows: State $21,184 for the period of October 1, 2025 to June 30, 2026 – Dept 521.
Consider approval of the draft expenditure report and purposed spending plan for the use of the Opiate Settlement Funds.

Contract Addendum No. 1 to the Performance Based Energy Savings Costars Agreement with the McClure Company.
The addendum will provide the removal and installation of a new cooling tower and water source heat pump at the Courthouse Annex, and the design and installation of a new domestic water heating system at the correctional facility. The upgrades will help reduce maintenance costs for the failing equipment as well as provide energy savings for the future. The contract addendum total is $1,027,527 – Dept 971.
Contract renewal with Skills, Inc to provide mental health services including psychiatric rehabilitation, community employment, and peer support services.
The contract total is $172,606 funded as follows: State $164,649 and County Match $7,957 for the period of July 1, 2025 to June 30, 2026 – Dept 561.
Contract Addendum No. 1 with Pennsylvania State University Penn State Psychological Clinic to provide additional funding in the amount of $5,000 to increase availability of community services consultation.
Service Provider’s maximum allocation will increase from $41,00 to $46,000. The new contract total is $46,000 funded as follows: State $43,879 and County Match $2,121 for the period of July 1, 2025 to June 30, 2026 – Dept 561.
Contract Addendum No. 1 with Cen-Clear Child Services, Inc to provide additional funding in the amount of $8,000 to increase availability of psychiatric and psychotherapy services.
Service Provider’s maximum allocation will increase from $17,500 to $25,500. The new contract total is $25,500 funded as follows: State $22,502 and County Match $2,998 for the period of July 1, 2025 to June 30, 2026 – Dept 561.
