Memorandum of Understanding (MOU) for the “Final Land Development Plan – Benner Pike Car Wash” located in Benner Township.
CCPCDO File No. 45-26. This proposal constitutes a Final Plan submission showing the development of a 4,760 square foot building for a carwash located at the southeastern corner of Amberleigh Lane (T-330) and Benner Pike (State Route 0150) – Dept 151.
Memorandum of Understanding (MOU) for the “Final Land Development Plan – Mark’s Custom Meats Retail Building” located in Walker Township.
CCPCDO File No. 153-25. This proposal constitutes a Final Plan submission showing the development of an 8,920 square foot retail building and drive-thru/porch located along the northern boundary of Nittany Valley Drive (State Route 0064) at the intersection with Pike Road (State Route 0445) and approximately ¾ of a mile west of the Centre County/Clinton County municipal line – Dept 151.
Memorandum of Understanding (MOU) for the “Final Land Development Plan – Stuckey/Poole Commercial Development – Phase 1” located in Benner Township.
CCPCDO File No. 44-26. This proposal represents a Final Plan showing a 49,313 square foot building for motor vehicle sales and service along with corresponding infrastructure (i.e., shared private driveway, parking, water, sewer, stormwater management, etc.) located along the eastern right-of-way of Benner Pike (State Route 0150) at the existing traffic signal to the Shoppes at Paradise – Dept 151.
Memorandum of Understanding (MOU) for the “Final Subdivision Plan for Harvest Meadows Phases 3 and 4” located in Benner Township.
CCPCDO File No. 46-26. This proposal represents the remaining two (2) phases of the Harvest Meadows development, showing 150 total lots (comprising 98 townhouse lots, 51 single-family residential lots and 1 open space lot) on 33.54 acres along with corresponding infrastructure (i.e., public streets, public water, public sewer, sidewalks, stormwater management, etc.) located along Fillmore Road, approximately 900 feet north from its intersection with Fox Hill Road – Dept 151.
Consider approval of the First Time Home Buyer (FTHB) Program Policy changes.
Changes include allowing flexibility in the percentage of Act 137 funds that lenders can use for a down payment and closing costs, increasing credit score requirements by 20 points, allowing additional monies above $10,000 to be considered in cases with extenuating circumstances for applicants within the 50 % AMI range, and having the FTHB loan paid back during transaction when lender mortgages are being refinanced – Dept 815. APPROVE the changes to the First Time Home Buyer (FTHB) Program Policy.

To purchase (26) 84” shelving units for housing county records in Lease Space 1 at the Community Services Building. The contract total is $23,551.02 – Dept 971. Add the contract with Nittany Office Equipment, Inc. to next week’s Consent Agenda.
Contract renewal White Deer Run, LLC to provide drug and alcohol services.
Services include medically managed inpatient withdrawal, high intensity residential, partial hospitalization, and case management. The contract total is $70,000 funded as follows: State: $70,000 for the period of January 1, 2026 to June 30, 2026 – Dept 562. Add the contract with White Deer Run, LLC to next week’s Consent Agenda.
Consider approval of a Costars contract with Nittany Building Specialties Inc.
For the purchase and installation of three Stanley Dual Magic Force automatic door operators for the Bellefonte Senior Center and Elections entrances at the Community Services Building. The contract total is $35,550 – Dept 971.
Consider approval of a Costars contract with Sekula Signs.
For the installation of a double-faced internally illuminated message center along Willowbank St. in the amount of $62,155 – Dept. 971.
Consider approval of a Costars contract with Meadow Valley Electric Group.
For the installation of conduit and wiring for the electronic messaging center along Willowbank St. in the amount of $11,250 – Dept. 971.
Consider approval of a contract with CivicPlus.
To provide DuoAccess that is a document accessibility platform that scans, converts, and monitors PDF documents on websites to support ADA and Section 508 compliance efforts. The contract total is $15,000 for the period of April 1, 2026 to March 31, 2027 – Dept 142.
Contract renewal with City Mission Living Stones, Inc.
To provide foster care/residential services for dependent/delinquent youth. The contract total is $125,000 funded as follows: State $100,000 and County $25,000 for the period of July 1, 2026 to June 30, 2027 – Dept 511.
Contract renewal with Families United Network, Inc.
To provide foster care/residential services for dependent/delinquent youth. The contract total is $50,000 funded as follows: State $40,000 and County $10,000 for the period of July 1, 2026 to June 30, 2027 – Dept 511.
Contract renewal with New Foundations, Inc.
To provide foster care/residential services for dependent/delinquent youth. The contract total is $40,000 funded as follows: State $32,000 and County $8,000 for the period of July 1, 2026 to June 30, 2027 – Dept 511.
Consider approval of a contract with Light of Mine Pediatric Speech, LLC.
To provide early intervention services including speech therapy. The contract total is $10,000 funded as follows: State $9,539 and County Match $461 for the period of March 1, 2026 to June 30, 2026 – Dept 561.
Contract Addendum No. 2 with Crossroads Counseling, Inc.
To provide additional funding in the amount of $142,416 for additional outpatient, intensive outpatient, and medication assisted treatment services. Service Provider’s maximum allocation will increase from $72,500 to $214,916. The new contract total is $214,916 funded as follows: State $205,008 and County Match $9,908 for the period of July 1, 2025 to December 31, 2025 – Dept 562.
Contract Addendum No. 2 with PA Care, LLC, d/b/a State College Medical.
To provide additional funding in the amount $12,654 for additional outpatient and medication assisted treatment services. Service Provider’s maximum allocation will increase from $12,500 to $25,154. The new contract total is $25,154 funded as follows: State $23,994 and County Match $1,160 for the period of July 1, 2025 to December 31, 2025 – Dept 562.
Contract renewal with Crossroads Counseling, Inc.
To provide drug and alcohol services including case management, outpatient, recovery support, intervention, MAT and recovery housing. The contract total is $210,000 funded as follows: State $200,319 and County Match $9,681 for the period of January 1, 2026 to June 30, 2026 – Dept 562.
