Resolution 3 of 2026

A Resolution amending Resolution 28 of 2023, which updated the County's Fee Schedule by providing clarification regarding proposed land uses, Access Corridor Transfers, and DEP Sewage Facilities Planning Module reviews. This amendment includes: an application fee associated with the processing and reviewing of solar energy facilities within municipalities having their own subdivision and land development ordinance; and clarification of the application fee for solar energy facilities that have a proposed total capacity of less than a whole megawatt – Dept. 151.

Costars contract with Nittany Building Specialties Inc.

Consider approval of a Costars contract with Nittany Building Specialties Inc. for the purchase and installation of three Stanley Dual Magic Force automatic door operators for the Bellefonte Senior Center and Elections entrances at the Community Services Building. The contract total is $35,550 – Dept 971.

Costars contract with Sekula Signs

Consider approval of a Costars contract with Sekula Signs for the installation of a double-faced internally illuminated message center along Willowbank St. in the amount of $62,155 – Dept. 971.

Costars contract with Meadow Valley Electric Group

Consider approval of a Costars contract with Meadow Valley Electric Group for the installation of conduit and wiring for the electronic messaging center along Willowbank St. in the amount of $11,250 – Dept. 971.

Contract with CivicPlus

Consider approval of a contract with CivicPlus to provide DuoAccess that is a document accessibility platform that scans, converts, and monitors PDF documents on websites to support ADA and Section 508 compliance efforts. The contract total is $15,000 for the period of April 1, 2026 to March 31, 2027 – Dept 142.

Amendment with Global Tel Link Corporation dba Viapath Technologies

Consider approval of an amendment with Global Tel Link Corporation dba Viapath Technologies to modify the current tablet and phone rates to be compliant with Federal Communications Commission changes for the time period of April 1, 2026 to September 20, 2028 – Dept. 333.

Project modification request to the Pennsylvania Commission on Crime and Delinquency

Consider approval of a project modification request to the Pennsylvania Commission on Crime and Delinquency to augment the current Indigent Defense Grant. This request is to extend the grant period an additional year to June 30, 2027 and to increase funding by $101,555. The new grant total is $300,205 for the period of July 1, 2024 to June 30, 2027 – Dept. 306.

Amended Land Use Restrictions and Covenants (LURA) for Nastase Trailer Park

Consider approval of the amended Land Use Restrictions and Covenants (LURA) for Nastase Trailer Park. This amendment updated the names and signatures of all owners t/d/b/a Nastase Trailer Park. There is no cost to the County for the period of December 22, 2025 to December 21, 2045 – Dept 501.

Contract renewal with City Mission Living Stones, Inc

Contract renewal with City Mission Living Stones, Inc to provide foster care/residential services for dependent/delinquent youth. The contract total is $125,000 funded as follows: State $100,000 and County $25,000 for the period of July 1, 2026 to June 30, 2027 – Dept 511.

Contract renewal with Families United Network, Inc

Contract renewal with Families United Network, Inc to provide foster care/residential services for dependent/delinquent youth. The contract total is $50,000 funded as follows: State $40,000 and County $10,000 for the period of July 1, 2026 to June 30, 2027 – Dept 511.

Contract renewal with New Foundations, Inc to provide foster care/residential services for dependent/delinquent youth. The contract total is $40,000 funded as follows: State $32,000 and County $8,000 for the period of July 1, 2026 to June 30, 2027 – Dept 511.

FY 2024-2025 Human Services Block Grant Income and Expenditure Report

Consider approval of the FY 2024-2025 Human Services Block Grant Income and Expenditure Report. This report reflects Human Services Block Grant Funds $6,079,456; Federal Block Grant Funds- $276,801; Non Block Grant Funds- $1,512,677; County Funds- $290,300. The report total is $8,159,234 funded as follows: State $6,625,293, Federal $1,243,641 and County Match $290,300 for the period of July 1, 2024 to June 30, 2025 – Dept 561.

National Opioid Settlement documents

Consider approval of the National Opioid Settlement documents that allows Centre County to participate in the next round of opiate settlement funding. This will include Centre County, as well as other states and subdivisions nationally in the most recent national prescription opiate litigation to receive a one-time payment for approved activities to benefit individuals affected by the opiate crisis. The estimated funding is $26,846.35 – Dept 562.

Addendum to the Memorandum of Understanding with the 24 County MH/ID programs

Consider approval of the Addendum to the Memorandum of Understanding with the 24 County MH/ID programs to implement a Long-Term Structured Residence (LTSR) program. This 16-bed mental health residential program (in Northumberland County) will provide longer-term treatment/housing options for individuals with persistent serious mental illnesses who have been involved in the criminal justice system. The Addendum will note the change in the fiduciary county from Northumberland County to Columbia/Montour/Snyder/Union Counties. There is no cost to the County for the period of November 1, 2025 to October 1, 2028 – Dept 561.

Contract renewal with The Advocacy Alliance

Contract renewal with The Advocacy Alliance to provide mental health services including social rehabilitation and CFST case management surveys. Intellectual Disabilities services include incident management and transportation services and Rep Payee. The contract total is $54,660 funded as follows: State $52,140 and County Match $2,520 for the period of July 1, 2025 to June 30, 2026 – Dept 561.

Contract with Light of Mine Pediatric Speech, LLC

Consider approval of a contract with Light of Mine Pediatric Speech, LLC to provide early intervention services including speech therapy. The contract total is $10,000 funded as follows: State 9,539 and County Match $461 for the period of March 1, 2026 to June 30, 2026 – Dept 561.

Contract Addendum No. 2 with Crossroads Counseling, Inc

Consider approval of Contract Addendum No. 2 with Crossroads Counseling, Inc to provide additional funding in the amount of $142,416 for additional outpatient, intensive outpatient, and medication assisted treatment services. Service Provider’s maximum allocation will increase from $72,500 to $214,916. The new contract total is $214,916 funded as follows: State $205,008 and County Match $9,908 for the period of July 1, 2025 to December 31, 2025 – Dept 562.

Contract Addendum No. 2 with PA Care, LLC, d/b/a State College Medical

Consider approval of Contract Addendum No. 2 with PA Care, LLC, d/b/a State College Medical to provide additional funding in the amount $12,654 for additional outpatient and medication assisted treatment services. Service Provider’s maximum allocation will increase from $12,500 to $25,154. The new contract total is $25,154 funded as follows: State $23,994 and County Match $1,160 for the period of July 1, 2025 to December 31, 2025 – Dept 562.

Contract renewal with Crossroads Counseling, Inc

Contract renewal with Crossroads Counseling, Inc to provide drug and alcohol services including case management, outpatient, recovery support, intervention, MAT and recovery housing. The contract total is $210,000 funded as follows: State $200,319 and County Match $9,681 for the period of January 1, 2026 to June 30, 2026 – Dept 562.

Letter of support for Snow Shoe Rails to Trails

Consider approval of a letter of support for Snow Shoe Rails to Trails in their grant application to DCNR to purchase a new Bobcat Compact Track Loader to help maintain the trails.
