Resolution 3 of 2026

A Resolution amending Resolution 28 of 2023, which updated the County's Fee Schedule by providing clarification regarding proposed land uses, Access Corridor Transfers, and DEP Sewage Facilities Planning Module reviews. This amendment includes: an application fee associated with the processing and reviewing of solar energy facilities within municipalities having their own subdivision and land development ordinance; and clarification of the application fee for solar energy facilities that have a proposed total capacity of less than a whole megawatt – Dept. 151.

The new grant total is $300,205 for the period of July 1, 2024 to June 30, 2027 – Dept. 306.

National Opioid Settlement documents

Consider approval of the National Opioid Settlement documents that allows Centre County to participate in the next round of opiate settlement funding. This will include Centre County, as well as other states and subdivisions nationally in the most recent national prescription opiate litigation to receive a one-time payment for approved activities to benefit individuals affected by the opiate crisis. The estimated funding is $26,846.35 – Dept 562.

Addendum to the Memorandum of Understanding with the 24 County MH/ID programs

Consider approval of the Addendum to the Memorandum of Understanding with the 24 County MH/ID programs to implement a Long-Term Structured Residence (LTSR) program. This 16-bed mental health residential program (in Northumberland County) will provide longer-term treatment/housing options for individuals with persistent serious mental illnesses who have been involved in the criminal justice system. The Addendum will note the change in the fiduciary county from Northumberland County to Columbia/Montour/Snyder/Union Counties. There is no cost to the County for the period of November 1, 2025 to October 1, 2028 – Dept 561.

Service Provider’s maximum allocation will increase from $72,500 to $214,916.
