PROCLAMATION

Action: ADOPT Proclamation 8 of 2026 proclaiming March 2026 as Bleeding Disorders Month in Centre County.

CONTRACTS – AUTHORIZATIONItem A.i

Consider approval of a Memorandum of Understanding (MOU) for the Homeland Manufacturing Services Building Addition Land Development located in Benner Township.

This proposal constitutes a final plan submission showing the development of a 10,000 square foot addition onto the existing Homeland Manufacturing Services building, along with corresponding infrastructure (i.e., parking, stormwater management controls, etc.) located along Penntech Drive (T-520) in the Benner Commerce Park – Dept 151.

CONTRACTS – AUTHORIZATIONItem A.ii

Consider approval of a Memorandum of Understanding (MOU) for the MPG Solar Project Land Development located in Burnside Township and Snow Shoe Township.

This proposal constitutes a final plan submission showing the development of approximately 908 acres for a 162-Megawatt Solar Facility (on nine parcels of land) along with corresponding infrastructure (i.e., stormwater management, access roads, equipment pad areas, substation, etc.) with the majority of development occurring south of Pine Glen Road (State Route 0879) and a smaller segment of the project located west of Short Dog Lane, approximately 1 ½ miles south of Pine Glen in Burnside Township and Snow Shoe Township – Dept 151.

CONTRACTS – AUTHORIZATIONItem A.iii

Consider approval of the final completion report for the 2019 Centre County Bridge Bundle Project.

The report acknowledges the bridge replacements and completion of Mill Street Bridge over Lick Run, Howard Borough and the Railroad Street Bridge over Buffalo Run in Bellefonte Borough. The work performed under this contract has been inspected and is declared complete as of November 14, 2025 – Dept. 151.

CONTRACTS – AUTHORIZATIONItem B.i

Consider approval of the Right-of-Way agreement with the Commonwealth of Pennsylvania acting through the Department of Conservation and Natural Resources (DCNR) to provide the County a Right-of-Way for the Bloody Skillet tower and access to the tower.

The Bloody Skillet Tower Site in Curtin Township will be part of our conventional radio system build out to cover rural areas with some radio coverage issues. There is no cost to the County for the period of February 24, 2026 to February 23, 2061 – Dept 354.

CONTRACTS – AUTHORIZATIONItem B.ii

Consider approval of a PA State contract with Centre Communications to provide a build-out of an 800 MHz repeater at the Bloody Skillet Tower Site.

The contract total is $67,317 for the period of March 1, 2026 to December 31, 2026 – Dept 354.

Consider approval of a contract with Mission Critical Partners (MCP) to provide professional support services for another phase of the capital improvement projects at the 911 tower sites.

The contract total is not to exceed $50,000 for the period of March 1, 2026 to February 28, 2027 – Dept 354.

CONTRACTS – AUTHORIZATIONItem B.iv

Contract Addendum No. 1 with the Commonwealth of Pennsylvania acting through the Pennsylvania State Police for an Interoperability and Site Sharing Agreement to add the Bloody Skillet Tower Site in Curtin Township.

This will be part of the conventional radio system build out to cover some rural areas with some radio coverage issues. There is no cost to the County for the period of October 2, 2017 to October 1, 2037 – Dept 354.

CONTRACTS – AUTHORIZATIONItem C

Consider approval of a contract with Freshworks, Inc. to provide an IT service desk system.

This system helps manage service requests, track equipment, and respond to technical issues. The contract total is $14,112 for the period of February 11, 2026 to February 10, 2027 – Dept 142.

Contract Addendum No. 1 with North Star Support Services to provide additional funding.

The funding increase is $5,000, raising the maximum allocation to $10,000. The new contract total is $10,000 funded as follows: State $9,539 and County Match $461 for the period of July 1, 2025 to June 30, 2026 – Dept 561.

Contract Addendum No. 1 with C&S Contract Speech Language Pathology Services, Inc. d/b/a Blair Therapies to provide additional funding.

The funding increase is $49,000, raising the maximum allocation to $79,000. The new contract total is $79,000 funded as follows: State $71,100 and County Match $7,900 for the period of July 1, 2025 to June 30, 2026 – Dept 561.

Contract Addendum No. 1 with Community Services Group to provide additional funding.

The funding increase is $20,000, raising the maximum allocation to $50,000. The new contract total is $50,000 funded as follows: State $47,695 and County Match $2,305 for the period of July 1, 2025 to June 30, 2026 – Dept 561.

Contract Addendum No. 1 with Crossroads Counseling, Inc to provide additional funding.

The funding increase is $12,000, raising the maximum allocation to $37,000. The new contract total is $37,000 funded as follows: State $35,294 and County Match $1,706 for the period of July 1, 2025 to June 30, 2026 – Dept 561.

CONTRACTS – AUTHORIZATIONItem D.v

Contract Addendum No. 1 with Eagle Valley Personal Care Home, Inc to acknowledge a change in corporate name and corresponding tax identification number to Eagle Valley Residential Services.

Work statement, services provided, funding award and rates of services will remain the same for the period of July 1, 2025 to June 30, 2026 – Dept 561.

CONTRACTS – AUTHORIZATIONItem E

Consider approval of a project modification request to the Pennsylvania Commission on Crime and Delinquency for the Justice Assistance Grant.

Requesting to modify the current proposed budget line items to adjust for trainings and supportive services. The grant total remains unchanged at $220,833 for the time period of October 1, 2024 to September 30, 2026 – Dept. 306.

Capital Projects – Consider approval of a Costars contract with H&H Sales Associates to purchase thirteen water source heat pumps.

The contract total is $50,985 – Dept 971.

911 Emergency Communications – Contract renewal with Centre Communications to provide routine and emergency maintenance services for Centre County’s IP microwave equipment.

The contract total is $206,836 for the period of January 1, 2026 to December 31, 2029 – Dept 354.

MH/ID/EI-D&A – Contract renewal with Eagle Ridge Personal Care Home, LLC to provide mental health services including community residential.
