I'm happy to answer any questions you or the public have relating to this public portion. Um, this is a very fiscally prudent budget. Um, it's one that I've circulated in my manager's uh, memo of April. Um, happy to answer any questions, but I think this is a very tight, fiscally sound budget that the council is considering for adoption tonight.

This is for upgrades to the water utilities escada system which measures our pumping pressure and levels of our tanks as well as for the um design and installation of a new water man on Monroe Street. Um, this is being paid for the water capital improvement fund from the connection fees of 36 Cliffside Drive and 1201 Pton Avenue, creating no debt for our water utility. Thank you. I do. Good evening, Mayor. Um, I apologize in advance for a little bit of a lengthy report. Um, I just want to speak on behalf of our county leazison, Kate Hartwick, who couldn't make it tonight. She sent me an email asking that I let the public know that on Saturday, May 16th, from 9:00 a.m. to 3 p.m., there will be electronics recycling at the DPW at 99 Bradford Avenue for the county. Um, also on Saturday from 11:00 a.m., I'm sorry, Saturday, May 16th from 11 to 3 is the family garden party at the Essex County um, Presby Memorial Irish Gardens. It's a free event. And then the fishing derbies are beginning uh starting May 27th at Irvington Park and then Thursday, May 28th at Verona Park. It's free to participate and there are prizes. More information can be found at essex countyj.org. That is the county's report. Um just to update the council on some projects in Cedar Grove. We have begun construction on the Brier Hill waterm installation um and the services on Brier Hill Road. construction uh because of the rocky conditions of the roadway requires a temporary water man to be installed. Looks like a big above ground fire hose. Um so the residents will still have water through this temporary main while the old main is removed and the new main is installed. I do want to let the public know that we are storing the pipes and the hydrants at our Ridge Road property. We've gotten a lot of calls to say what's going on there. We're just storing the material there because it's so close to Brier Hill. So there's no need to uh to panic. Um we expect that work to be done within five to six weeks. Uh also this morning I had a meeting with the Pake Valley Sewage Commission um at our DPW yard. They're going to be sending um some of their team to start cleaning and dn snagging the Pekman River um beginning down by the DPW working their way through the town. Um I don't have any set dates on that yet, but as we get them from P Valley, I will share them with the public and with the council. I also want to let everyone know about some important dates that are coming up in Cedar Grove. Uh beginning with May 18th through May 21st, our water department
will be flushing our fire hydrants. That'll be noticed on social media and Nixl. Monday, May 25th at 11:00 a.m. We're hosting our annual Memorial Day barbecue at Community Park. Um we will be also opening up the pool for our first residence day of the year where non-members can still join the pool for the upcoming season. Saturday, June 6th at 9:00 a.m. the township will be hosting its 34th annual clean sweep day. This will start at town hall. Then everybody will move to their specific locations. Also on Saturday, June 6th at 11:00 a.m. the township with our police, fire, EMS, and um other first responders will be joining the Aliviver Foundation for the dedication of their outdoor AED equipment. This will be held at Panther Park. Again, that's Saturday, June 6th at 11:00 a.m. Very convenient for the council go to clean sweep and then right there. Uh following that is Saturday, June 20th at 10:00 a.m. The township will be hosting a grand reopening event of our ADA accessible playground at Community Park. We're so excited about this and we do have a special treat. We're going to be having a yard of concrete poured that day so the children in attendance can place their handprints in the walkway going up to the playground. That way they have some type of lasting memory there.
Joe, what was the date of that? That is Saturday, June 20th at 10:00 a.m. Thank you. This will all be in my manager's monthly memo as well. Okay. For the public. Throughout the month of May, you will see us preparing for our America 250 uh celebration with some bunting and flags going up on the municipal buildings throughout uh the township. And this will culminate on Councilwoman Scabbage's birthday July 2nd, which is also our annual fireworks celebration with a rain date scheduled for Friday, July 3rd. uh with America turning 250, there will be a lot of new special features with the fireworks show itself and some new activities to take place at uh Panther Park. Um, it's a very short report. Um, I did I did go actually with Mr. Z. Kelly, and I went down and I visited the uh the playground, the lower playground at Community Park, and it's it's very nice. It's coming along nicely. It's going to be a nice facility for the kids. Excellent. And adults if they like. Yeah. H Did you guys go on the swings? Not yet. Um first off, I wanted to um send our thoughts to the township of Belleville for the uh very large fire that happened over there. our uh our hearts go out to you and all the first responders that did respond. It was a lot of them and there's still a lot there. So, um also the historical society line dancing June 12th from 7 to 8:00 p.m. Um and I wanted to remind everybody like Mr. Zaki did about the pool opening Memorial Day weekend. You can get your packets downstairs if you don't want to uh download them off the internet. They're right by the door. And that is it for me. So, moving where am I? Moving right along. We're going to take the consent agenda together.
Mayor, if I may just speak on 6A, please do. Uh 6A is a resolution for um preparing and mailing estimated tax bills. Uh for quarter 3, we have always estimated the tax rate because Essex County has not yet certified the tax rate. They have to wait for every other municipality to adopt their budget to do that. So, quarter 3 is an estimated rate. Any adjustments up or down will occur in quarter four. Okay. I have a question, a followup question on that. Are the adjustments on quarter four also with the um the appraisals as well? Is that
quarter three will take the appra the revaluation into effect through mayor? Quarter three will take the um appraisals into effect, the the new revals. It's just some very minor tweaks on the county levy. Like our municipal rate's pretty much set. That's not changing. It's really the county number that we don't know once all these other municipalities adopt it. That's the only real change you'll see. Um, and our school levy is pretty much set. I believe they have or will be adopting their budget very shortly. Is that it? Yep. Thanks. Okay. So, we're going to A and B together.

7A. to consider resolution authorizing change order number one Thomas and Sunb Builder LLC DBA Develop Builders LLC of 174 Cedar Road New Milford, New Jersey 07646 of East Orange, New Jersey for the installation of storm water pipes at the community park lower playground reflecting overall increase of $16,335. Mr. Zak.
Yes, Mayor. Through you, as we as they were performing the construction for the new playground, the stormwater pipes that run through Panther Park uh and drained the water, uh it was discovered that they were collapsed and basically completely inoperable. Uh so while the contractor was out there, we said now would be the time to fix at least one of the pipes that near the playground so that if that pipe does collapse, it doesn't damage the new infrastructure. Um, this will not be paid for as part of that grant. Um, because the grant was for the playground specifically, but the township had some extra capital money uh that we will be using to fund and repair that storm water pipe next to and adjacent to the new playground. Okay. And that's going to be done before the playground's open.

Thank you, Mayor Thur. This is just a housekeeping ordinance. It's amended every year to reflect the uh new range of wages for the various classifications of employees. Okay. May I have a motion? Yes, Mayor Thu. This is authorizing um the engineering firm to prepare the bid documents consistent with the construction plans and permitting plans that we had to submit to the NJD. Uh the goal here is that we will go out solicit bids um and with the capital money that we've had from prior years as well as the capital money that was bonded tonight by the council um begin working towards some type of of bank stabilization on the Pecman River. Yes. 7D. To consider resolution concerning the Cedar Grove Board of Education to seek a funding request to the New Jersey Department of Education for renovations to Lenodor Park School. Mayor, if I may through you, um the board of education approached the municipality um with this for this resolution. Um they are seeking grant money from the state with regard to the reopening of Leonard R. Park School. Um as part of the application for the grant, um one of the elements was to run a road through Panther Park to help with circulation and safety. those elements of circulation and safety will then qualify them for state aid. Um, this resolution is essentially saying the township is okay with that circulation pattern. It in no way um indicates anything with regard to the pending referendum for September. It doesn't formalize any easement. It does not formalize any access agreement. It's just essentially saying uh you can now go to the state and apply for the grant money from the state and see if the the state will actually give you the money to do it and that's in in addition to whatever uh funding might come from the referendum. So this is essentially a resolution of support if you will put it in calculate that so they can apply for the grant money. Okay,
mayor may also any f any further uh incumbrances to the property would require an ordinance by this council. Uh if the council is so inclined to or not to grant an easement that would have to be done by ordinance which is not in this resolution. Okay. You said any further that doesn't mean that this resolution um encumbers. No problem. There's no encumbrance on this. The only way any any incumbrance
would need to be done by a separate action of the council through the local building local lands and buildings code. Now the the there they prepared meets and bounds for a easement. The easement would have to be done in ordinance which is two readings and a public hearing and they would have to give you more engineering and any other questions you might have regarding it. Um that would still again to be vetted. This is all about the money. This is all about trying to secure funding for the renovation of the school. Yeah. In essence, this is through you, mayor, the governing body um I don't want to say authorizing, but conditionally uh approving the request to to petition the Department of Education for funding. Okay.

Item nine, agreements and contracts. 9A to consider resolution authorizing the award of contract for professional land surveying and engineering design services for the reconstruction and improvement of storm water piping on Cedar Street to Suburban Consulting Engineer Inc. in an amount not to exceed $45,400. Mayor, thank you. through you. Um, this resolution is, if the council recalls, last year we were paving Cedar Street and we stopped paving it about a third of the way through from Ridge Road because we discovered that the storm water pipe was made of clay and that if the vibratory roller or the milling machine were to go over that lower portion of the clay pipe, it would completely destroy it and uh, render it useless under a brand new road. uh as we discussed last year and as we are now uh coming through on our promise, here's us going out to design the improvement and change to the storm water piping. Um this is going to be as part of a NJ DOT grant for reconstruction. Um so this is hopefully allowing us to get some reimbursement on the cost of engineering and construction. We'll replace the storm water pipe and then we will repave that portion of the roadway.

Yes, Mayor Thru. This is a resolution authorizing Suburban to uh design the reconstruction of this roadway, including the um replacement of any catch basins or storm drains, any manholes that need to be replaced, as well as construction oversight. Um the township applied for a grant uh again through the NJ DOT local aid infrastructure funding Lif um that we expect to receive word on relatively soon to offset the costs of uh paving and reconstruction on these streets. through you, mayor. This was um this is for the design of a new 8 in water man on Monroe Street after Brier Hill Road, which we are working on. Now, Monroe Street has the second most breaks u most frequently. So, this will be a huge uh improvement for the area as well as for our water department. So, we have to stop constantly digging brakes in the area. This is also for the installation of new 1-in curb services for the residents. Um, most residents have a 3/4 inch service. As we evolve, uh, upgrading to the 1-in service is a little bit better. We're doing it on Brier Hill. We're going to do it on Monroe. Um, also very importantly, the D mandates that the municipality replace one water man every year or try to replace one water man every year. Uh, since we've been doing this, if the council recalls, we did the Ruckers Avenue water man by the Grasshopper. We are doing Brier Hill now and we are u getting ready to do Monroe. So we'll be complying with the DP's, you know, guidance and regulations.

Now we'll go to 9D to consider resolution authorizing the assumption of an amendment to the redevelopment agreement with 36 Cliffside Drive Urban Renewal Owner LLC for inclusionary development to provide for low and moderate income housing.
Mayor, uh thank you. Uh, as you recall, our affordable housing marathon that ended um not too long ago, uh, 36 Cliffside Drive was the focal point of the fourth round um, settlement and 36 Cliffside Drive uh, re renewal owner has changed names a few times after they took over the now defunct prior developer. Um you recall last year we did do an assumption of the financial agreement. Um at that time they also executed an assumption of the redevelopers agreement which essentially sets forth all of the bonding requirements for the project for all the public public improvements. Um that was not adopted at the same time. It should have been adopted at the same time. So that's why the assumption for of the redevelopment agreement. The amendment to the redevelopment agreement that was in place under 36 Cliffside Drive LLC was the original developer was for the U 59 affordable housing units 57
57. Now we're adding 12 additional units for the fourth round settlement um and the townhouse development that was part of the amendment. That's essentially the crux of this amendment. um that is essentially now 36 Cliffside Drive LLC urban renewal owner LLC is going to be the developer for this site until its conclusion hopefully knock on wood nothing is guaranteed but they are the ones who are going to be presenting before the planning board to uh redo the site plan with the additional affordable housing units with the amendment uh application and that will be occurring shortly. Um, so this is some cleanup work behind the scenes with regard to the redevelopers agreement and um getting the current project in its current state in terms of um total number of affordable housing units amended. That's that's what this is about. If you have any questions, I'll be happy to answer.

Come on up, sir. Good evening. Salmoneri 26wood. Um when I was uh volunteering for the election at the library uh as a pole worker, I noticed that there was a eagle that's been in this town for quite a few. It was donated by an old resident to the town. It's been on display in the library for many, many years. Uh, I spoke to the librarian and well, I was under the assumption that they were going to get rid of this particular structure. It's a three-foot handcarved eagle, beautiful, and they had no plans for it. So, I had made a suggestion that uh maybe we could keep it in Cedar Grove, okay? or possibly try to contact the family of the original person that and maybe offer that to the family as a keepsake for them. Uh we tried locating it and I think Joe was informed of it and we're looking for a possible relative that might may want it. In the meantime, uh, I spoke to the superseding director of the library and she was very interested in keeping it in the library. Uh, also one of the board trustees wasn't aware of it and she is also interested in keeping it at the library. I I noticed there was a probably perfect spot for this. There was the structure. It was there. it could be easily displayed on on one of
