David Dempsey (Treasurer)
- The collection of County and Town tax liens, Auburn Enlarged City School taxes, and 2026 Town & County 2nd installments continues. - 2026 Town & County 2nd installment payment deadline is July 31st. - The 2025-2026 Foreclosure process is ongoing. The judgement was filed with the court and signed on June 10th, 2026 for 30 parcels. The repurchase deadline is August 3, 2026. Auction tentatively scheduled for August 28th to September 11th. - The 2026-2027 Foreclosure process is ongoing. Title Searches are coming in from Vanguard Research & Title Service and invoices are being processed. Review of Installment agreements being completed for non-payment of 2026 taxes and being prepared for default is not paid. - Receiving and disbursing of bail funds and court fees and fines is ongoing. - Installment Agreements payments continue to be received and processed, and new Installment Agreements continue to be written and started. - Certificates of residence continue to be issued for County residents going to community colleges outside of Cayuga County. - The collection of room occupancy tax continues for the 1st & 2nd quarters of 2026, as well as registration of new room tax vendors. Late notices have been sent out. - Annual Mandatory Training continues to be completed by employees. - Continued administration of estates by Treasurer with outside attorneys.
Grace Blowers (Finance)
○ Continue to work on 2025 year-end. - Continue to work on the Cayuga County Health Consortium Audit with EFPR Group. - Meeting with USI and EFPR to discuss some fiscal reporting questions. - Working with auditors for the County audit, both on-site and remote providing back-up and answering any fiscal questions. - Reviewed the DSS SEFA (Schedule of Expenditures of Federal Awards) and submitted the final SEFA to auditors. This is necessary for the auditors to make their selections and begin testing for the required Single Audit. ○ Processed payments to Auburn Enlarged School District & Oswego Schools to make them whole for Re-levied school taxes. ○ Updated the Sales Tax Report through July. ○ Processed quarterly sales tax payments to the Towns & Villages. ○ Mailed Retirees information letters to convince more individuals to set up ACH payments vs. mailing in paper checks and to inform them that we will be sending out payment stubs once per year instead of monthly bills to reduce both paper and postage costs. ○ Provided Clerk of the Legislature with requested FOIL information. ○ Deputy Finance Director and Payroll staff worked with IT to develop a Payroll and Benefits section on the County Portal to better assist staff with access to various information and forms. ○ Junior Accountant in DSS has physically moved to the college and we have transitioned the DSS payroll to the Finance Department. ○ Meeting with Highway Department regarding the payroll process and what Finance can help with while vacancy still exists and during the training of a new person. ○ Continue to have meetings with Payroll staff, Deputy Director of Finance and Budget Director to work on the new overtime reporting due to the OBBBA. ○ Monthly meeting with Accounting and Payroll staff ○ Participated in the Monthly Health Consortium Meeting. ○ Attended the Cayuga County Annual Training (Workplace Violence, Bloodborne Pathogens & Right to Know)
Jennifer Indelicato (Real Property)
○ Finished entering Board of Assessment Review changes for all towns. ○ Completed STAR exemption changes for all towns based on various reports provided by New York State Tax & Finance. ○ Final assessment rolls and Annual Assessor’s Reports balanced and sent to NYS Tax & Finance. ○ Final assessment rolls published on the Real Property website. ○ School taxable values provided to districts in preparation for August tax roll and bill processing. ○ Villages invoiced for village tax bills and processing. ○ Processing returned data mailers for the Niles 2027 Reassessment Project. ○ Migration of GIS data off old servers is on-going. Anticipate migration and upgrade to newest version of ARC GIS PRO will be complete in late August. ○ Our auctioneer, Auctions International, posted auction signs on July 16th on tax foreclosed parcels that will be included in the upcoming auction. ○ Preparing paperwork for repurchase requests on tax foreclosed parcels. Prior owners and successors-in-interest have until August 3rd at 3pm to submit paperwork and required funds. Requests will be presented in resolution form to the Legislature in August.

APPLICATIONS: 2026 2025 Male 38 71 Female 128 99 Non-Binary 0 4 No Response 20 68 White 141 154 Minorities 7 9 Hispanic 5 5 No Response 33 74 EXAMS GIVEN (Year to Date) TOTALED: 55 • We are working with various departments on their recruitment and hiring needs; ○ We currently have 41 open positions • We will be concluding our Annual Training sessions this month; • We worked on several FOIL requests; • We are working on entering the seasonal summer hires for Employment & Training; • We are working with Elections to remove election poll employees who are no longer working; • We have been entering seasonal paperwork for the Towns and Villages; • The 2026 NYSAC Salary and Employee Benefit Survey was completed; • We are working with employees needing FMLA and designating leaves; • Currently working on some employee and Union issues with Counsel; • We are working with Payroll to enter the Non-Bargaining increases and update the Compensation Plan for Part II and Part IV; • We are continuing to train our two new staff members; • We are scheduling the physical fitness exam for Deputy Sheriff candidates.
