Policy Matters for Committee
Staffing/hiring update Two started 8/3, and additional hire begins 8/17 Interviewing candidates for ESD opening on 8/12 After above filled, will leave two SESD openings. Will be certifying additional CTO (trainers) in September/October Took part in 911 admin interviews 8/3&4
Emergency Communications System
Locke tower generator and beacon light damaged during storm in mid-July. Generator has been repaired; awaiting quotes on light Cato tower generator experienced failed radiator. Obtaining quotes, currently being sustained by generator rental

Notable Events
17 Applications were received and approved by the Civil Service Commission for the position of Deputy Director. Interviews are scheduled for Monday, August 10th. Framework for the Countywide EMS Plan was released on June 23rd with an informational meeting with NYS EMS/DOH on July 30th. OES will either utilize existing Grant Funds to contract this plan or utilize in house personnel for completion of the deadline of December 19 2026. OES / County Hazmat Team review with Department of Environmental Conservation on 7/29/2026 for geographic response plans related to CSX and local Rail Traffic
Operations, Period of January 1-August 6th, 2026
County Coordinators: Dispatched to assist Incident Command on Emergency scenes. 112 times YTD, 66 potential or confirmed structure fires. Fire Investigators: Requested 28 times to assist Incident Command with Cause and Origin of Fires. This is an increase from 2025 at this time. Rehab: Responded to extended incidents for support: 21 Responses, additional requests made for Trainings throughout the year without Dispatch. HAZMAT – 5 Special Operations- 1 Water Emergencies – 5. Notable include Little Sodus Bay and Boat Fire in Aurora.
Training
Surface Water Rescue Course is scheduled completed in July with 12 graduates. A Basic Exterior Firefighting Operations Course began July 21st at Owasco FD and the Fire Tower with 24 registrants. An Interior Firefighting Operations Course is scheduled to begin in October. A Certified First Responder course is scheduled for Fall in Southern Cayuga.
Tyrone Thomas (Probation) –
We participated in some Community Engagement Events – National Night out, Chloe Calhoun Tournament and STOP DWI sponsored game. Current numbers 640 Supervision Cases (Not including JD cases), 252 Investigations, 79 cases Pending Disposition (in and out of County).
Brian Schenck (Sheriff) –
At the time of this report, we are holding 120 incarcerated individuals in the jail. We have 15 Federal and 1 local board-ins. We also have 8 NY State Parolees detained for new charges and 4 Parolees detained for a violation of parole. We have 6 females boarded out to other area jails with 3 additional in custody to be boarded out for a total of 9. We sponsored 9 children from Cayuga County to attend the NY State Sheriff’s Camp on Keuka Lake this year, They did attend the week of August 3rd. As always, there was no cost to the families of the children that attend as the NY State Sheriff’s Institute covers all costs through donations. Deputy Val Stephens coordinated the effort. We continue to recruit for staff on social media and to the best of our ability through community outreach. We remain down a number of positions within our Custody and Road Divisions. Our annual School Resource Officer training was completed the week of August 3rd. 16 SRO’s attended the two day training with all schools throughout the county represented. Classroom trainings were provided along with scenario based active shooter training.
