started several minutes minutes late. Uh let's see meeting today. Um Janine I'm going to hand it off to you and talk about proposed budget summary. Thank you. Um Council, this is a routine action every year and I think Jill's going to talk to you about it. Is that correct? Okay. You You can or I can too. I just I didn't want to steal your thunder. Um so by state statute, we of course are obliged to publish the proposed budget summary uh in advance of the hearings that you will conduct in late May to review the budget recommendation and then ultimately adopt the budget in early June. Um you'll see in the summary the overall revenues and expenditures for each fund. Now so they'll be uh published for the public and that general fund summary also includes um uh summaries by cost center. And so there is about six pages in your document that reflects [laughter] what will be [clears throat] published. Uh it will be delivered electronically uh today today actually they delivered it May 5th and um then again that will be out for the public so they get a brief overview of the budget as it will be presented to you later in May. And if you have any questions, I'm happy to answer them or Jill can help us out. Any questions for Janine or Jill? Okay. All right. Before we go into agenda review, um WAM uh WAM Association of Municipalities is doing their annual elections, um meaning they're for the board um etc. And so um I just wanted to make the nomination so have Kyle remain as at large. Uh I just wanted to see if council is amenable to that. Um I think he's got a good history, knowledge of everything. I can keep going Brandy if you want me to. No. I'll let you keep going.
[laughter] Um But if everybody's amenable to that and Kyle if you're open to accepting that, I think it'd be great to have you back on there. I'll second that. So he'll go through the election. Um sounds like he's got pretty good support up in WAM. Yeah, she gave her thumbs up. She was the one I was most worried about. Yeah. [laughter] Uh with that being said, um [clears throat] they are looking at other positions um on that board. Uh if anybody is interested in wanting to view that, um do you want to let you know or do you want them to let me know? Um either of us would be fine. Um we need Why don't you guys since you're taking notes on that?
Okay. So if you guys want to let Janine know if you're interested in and we remind me of some of the other seats that they're looking at. Um so Kyle is at large on the board. There is a seat reserved for our region within the WAM structure as well. And there's no um reason that we know of right now that multiple uh elected representatives could serve on the board. So we need to submit the nomination by the 21st of May was the drop dead date or sooner preferably and then the vote would occur at the WAM conference in June in early Cheyenne. In early June in Cheyenne. In Laramie. [laughter]

I do have a question about I had asked for the open container uh permit to be an item at our previous meeting, I believe. I see it's scheduled for the 12th. Um but I notice uh sounds like it's already in effect. Um so I apologize if that was an oversight on my part not you know, I don't know if we established that in in or resolution in previous years that it would start on May 1st. I always thought it was Memorial Day was [clears throat] the 1st day. Um but I see we have posted signage and stuff already so um I mean maybe we can amend it after the fact, but uh I was curious how that dynamic was going to work. So you enacted such that it begins the beginning of May every year. Um but you adopted it by resolution thereby if you want to make changes, you can make those by single resolution is is what we arrived at as far as a decision. [clears throat] This is why we tried to schedule this at your first available work session in May and we pushed some other items out in time in order to make space for that on May 12th. And and Mayor and Council just by way of history up until last year um the resolution was in effect for a single year and so there was a necessity to bring it back um and pass a new resolution. We changed that last year to where those dates and that area would just be in effect going forward till otherwise amended by Council. Anybody else have any questions on [clears throat] tonight's meeting agenda or I think that I think that the um first official art walk is on the 7th like this week. I think that's why we did it in May. Yeah, Amber's shaking her head. Makes sense. So it'll just be the current boundaries until we can amend um the extensions.

Um as far as in regards to if other like Starbucks wanted to add a location um it's going to have to have some stacking ability uh to be in line for a drive-thru. Oh, parking lots and stuff. Is that what that means? I think that's what it was called. Somebody brought that up. Let me look at my computer. As currently I guess we have no No. So you're talking about like in the [clears throat] drive-thru. Mhm. Um coming out to the street. Is that what you're talking about? Okay. Is that something that we Oh, go ahead. Uh you know, I I counselor, I would have to um do some research on that. I've never heard of a stacking ordinance. So are you saying something to prohibit vehicles from like using the public right-of-way to get into a drive up or Say zoning rule requiring businesses with drive-thru services to provide designated off-street waiting spaces for vehicles. So I am not familiar with whether you have that or not. I presume you don't based on the amount of time we've invested in Starbucks thus far. So is that something we would have to put on a work session to talk about? If that's something we want to look at in a possible consideration of an ordinance or whatnot. So give time to staff for to do some research. And being able to if that's something you'd like to apply at. I think more is coming. And so I did I just think we should be present. If I'm the only lone soul, that's fine, too. I get [clears throat] it. Well, they So here's my question if we're going to talk about this for a second, and it can go to a work session. I mean, we have the same issue. I mean, with Peaches down Grant. Down have one. Down Grant Street with Peaches right there during lunch hour, exactly the same thing happens. Then have a better understanding of it. And then maybe the city would have a better understanding when they meet with future businesses. I I don't Good. Oh, I was just going to add what I envision just to make sure I'm kind of meeting expectation here is we will unpack what we have in code right now that helps us to assess um the additional [clears throat] traffic created by a development. And there is you do have some requirements in code now to assess those things. And so we'll unpack what we have, and then we will research stacking ordinances, how they work, and uh try to bring you some information about that. Then you could compare and contrast what you're doing now with what you could do, and determine if you want to make any changes. Thank you. Yeah. You got something else, Pat? And I noticed also uh Charlene Moore, former director of the Gaming Commission, um who's now retired. Uh but sent all of us a note. So I don't know how you want to exactly proceed with the prohibition, but I do think both of those people could be extremely helpful with ideas to be thoughtful and on a national scope, what other places have done. You know, Charlie could really bring that around. So Just an idea.
