If you'll all stand, we'll have our pledge of allegiance to the flag of the United States of America and to [clears throat] the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Lord God, I pray right now as a male counselor continue to lead this community. There is an election tomorrow, so if you haven't voted, I would encourage you to go out and vote and I just wanted to bring that to everybody's attention. Thank you, Stacy. Good evening. And I want to echo those sentiments. Welcome to our scouts. Thank you our Boy Scouts. Mic's not on. Just wanted to say welcome to our Boy Scouts as well. We're glad you're here, boy and girl scouts.

Well, I would like for Troop 239 and Troop 30 to stand up and be recognized. We appreciate you people coming. Thank you. [applause] Good deal. We're always glad to have y'all can learn about city government and what we do. Uh, I just want to say, um, Saturday night I was privileged to be one of the judges for the Miss Sparkle contest. And if you don't know what Miss Sparkle is, it's a beauty contest for um, our special needs ladies [snorts] and they have someone who comes, a professional makeup artist, hairdressers, and then they're fitted in beautiful gowns. Um, and then they get to participate in a in the beauty contest. But everybody's a winner. Everybody gets a crown. Uh, they had we have them the young ones are like three, four, five. We had a little one that was looked to be maybe two. So they have different age groups. And so they had lots of um really excitement. And if you've never been, I encourage you to go. It's one of those heartwarming experiences that you can't ever forget once you see their faces and the excitement that they have. Also, I just want to say how awesome it is to be in the city of Carolton Saturday. I came to um one of the open houses for the business downtown. It was about 2 o'clock on Saturday afternoon and there was absolutely nowhere to park in this parking lot across the street. any of that on both sides of the street going up. So, we're just we just really are excited about our downtown and people wanting to come and visit and all the great things that are going on and we we look forward to

Yes, ma'am. Thank you, Madam Mayor. I would just like to say I had the opportunity to uh spend some time last week at the national um city and county managers conference in Tampa and it was a a great conference over 5,000 managers from all over the United States and even international met a a civic leader from Israel actually at one of the sessions. So um I just appreciate being able to to attend those types of professional learning. Um and I appreciate you guys giving me the opportunity to do that. And um I'll share some of the things I got from some of the sessions with you guys at the next work session. Um is that we start the month November is what uh my family and I would call the thankful month. We spend a lot of time telling each other what we're thankful for. But just tonight I'm thankful to live in this community to be able to serve this community. Ive I've been a servant in this community for a long long time and I'm just thankful to be able to continue to do that. Thankful for the city staff that we have here. We got a great group of people who work very, very hard to provide our citizens with the very best we possibly can. Whether it be services, amenities, things to do, places to go. So, very thankful for that and especially thankful for these five elected officials I get to work for every day. They do a great job and truly have the the best interest of our city at heart. So, um we got we finished up our summer and and fall event type things and now we got uh Christmas stuff. I've spent some time today working on Christmas. It's hard to believe that, but uh anyway, I got a lot of good things coming. So, I'm just proud to be a part of it.

Any oppose? Same sign. Okay. Before we get started, we have two zoning issues and I'm going to read um the requirements for the zoning to speak in favor or against zoning. And this will cover both items one and two. At this time, we'll hear reszoning requests. Since many of you may not have previously attended a public hearing, each person is recognized shall state their name and home address. No person in attendance shall speak unless formally recognized. Speakers must not employ tactics of intimidation, profanity, or threats of violence in their comments. All comments shall be directed to the mayor and council, not to the petitioner or those in opposition. In accordance with Georgia law, each side, not each individual, is allowed 10 total minutes of public input. This mean that all those speaking in favor of the request shall have a total of 10 minutes and all those speaking in opposition of the request shall have a total of 10 minutes. Time devoted to questions and answers that the elected officials may ask should not be counted against any time limitations. Since we do have limited time, please try to avoid restating what another may have already stated. The applicant shall be allowed to speak first in order to present the application. Others may then speak indicating their support for or opposition of the application. The applicant will then be allowed time for rebuttal. Rebuttal must be limited to points or issues raised by opponent to the application at the hearing. So, our first one, um, Miss Connorly, is resolution 102025.

Uh, thank you, Mayor Kase. Uh, the first resolution 102025 is a staff initiated zoning ordinance amendment as it relates to gas station developments in the C2 and C3 zoning districts. Uh the UDO previously did not identify or separate out uh the land uses as it relates to convenience stores with gas, convenience stores without gas, and then just gasoline stations um as as a standalone land use. Uh resolution 1025 does just that. Uh it separates it out. It also establishes a special use permit requirement uh for gasoline stations um with uh and also gasoline stations with convenience stores in both the C2 and C3 district. Uh, I do believe that um you guys did see this at your work session, but if you have any questions, I'm here to answer them.

yes ma'am. Uh this resolution relates it's also another staff initiated resolution. Uh it relates to our zoning map uh that is affiliated with our UDA or unified development ordinance. Uh from time to time city staff does review the zoning map uh for errors, omissions uh changes. Uh this particular zoning map amendment uh relates primarily to some um largecale changes that have occurred uh as far as institutional purposes within uh for institutional purposes within the city. Um primarily it relates to the Cottage Hill properties uh that are moving from residential uh uh formerly known as Bristol Lakes but are moving from residential to that institutional use because the city school system has purchased those properties. Um, I'm available if you have any questions or specific uh things you might want to ask as well.

[laughter] Resolution 12205. of a resolution of the mayor and council uh to amend chapter 90 of the traffic and vehicles code of ordinances for the city of Carolton.

Uh yes, ma'am. This ordinance relates to on street parking uh um as it relates to basically distances from roadway intersections. Uh previously the ordinance read that uh you could be 30 feet from an uh roadway intersection with on street parking. Uh we've got some uh specific cases in the in the city where that provides sight distance issues um as when folks are trying to turn uh which is a public safety issue. Uh the revi the revised ordinance allows for or calls for 60 ft um upon the approach to an intersection uh of buffer uh so that you would not be able to park within 60 ft of a roadway intersection. um that allows for essentially three car lengths uh worth of uh basically worth of distance so that folks can safely travel on our local streets. Uh it does uh give an exception for um spaces that are designated as parking either by signs or markings. Uh that would exclude all of our parking spaces in downtown. Uh we really want to be strategic about how we allow on street parking downtown. So we want to continue to be able to mark those specific spaces.

Thank you, Madame Mayor. As we discussed in our work session, we have three members of our redevelopment authority who are up uh whose terms uh come to an end December 31st of um this uh this year. And so that is myself. I serve on this authority. Brian Deal uh and Dr. Mike Johnson. He represents University of West Georgia. and Brian has represented the economic development um his expertise in economic development we feel would be continue to be a uh [clears throat] advantage advantageous for us to keep him on there. So we're asking that you reappoint um those three myself, Brian Deal, and Mike Johnson to another three-year term. It would be effective January 1, 2026, and it would expire December 31st, 2028.
