all your heads if you will gracious and wonderful almighty god we come right now for this city council meeting and we acknowledge the recent violence in our cities lord we ask for your comfort for those who have lost loved ones and for healing in our neighborhoods we pray for our children now that they are out for summer may they have a fun-filled summer without violence Lord, we ask not only for a city that's benefiting everyone. But we pray your blessings upon each councilman and councilwoman tonight. Help them make the decisions that will glorify your name and make this city a better city. We pray this precious prayer in the name of your darling son, Jesus the Christ. Let every heart say amen.

Hey, good evening everybody. It was brought to my attention that Just a few moments ago, the bicycle ride across Georgia is coming through Carrollton again. They'll be here tomorrow and Wednesday. I don't know exactly how many it is, but in the past this has been a big group, big fun group, six, seven, eight hundred bicyclists traveling all across the country. I about said the country. But across the state. And so I hope we give them a big warm welcome. There will be a concert Wednesday night, I believe, at the Amp. Memorial Day was a weekend before this, and I'd like to say a special thank you to Terry Lowry and the Carroll Symphony Orchestra for everything that they do to make that a special event, even a little bit more special. And for all the veterans that were there and families, it's a great event. That's it.

I just wanted to say that I was at Hobbs Farm today, and if anybody hasn't been out there recently, you really need to go and watch what's happening with the inclusive playground because that is just going to be such a wonderful addition to Greenbelt and to our city. So every week it's changing and adding new, so it's great. Yeah, good deal.

Councilman Ledbetter?

Yes, we've got a slim crowd tonight, so I don't know where everybody is, but with summer coming up, I've been getting emails from Mr. Brooks about all the concerts and night markets and all the happenings in Carrollton. I think I got about 25 emails from him last week, so there must be a lot going on. Everybody get out and enjoy everything that's going on in Carrollton this summer. That's all I got.

Good evening, everyone. Yes, Memorial Day is a very serious day, if you take it. It's more than just hot dogs and all of that. But coming up in June is our Juneteenth National Celebration. And for those that do not, know about Juneteenth, or if anyone, please Google, read that. It's a historical event that happened in Texas right after the Civil War. It's an amazing story. Other than that, good evening to everyone that's here.

OK. Mr. North, do you all, isn't there some activities planned also?

YES, THERE IS. THERE'S A PARADE, AND I DID WANT TO MENTION TO OUR CITY ARTENIS FOR HELPING WITH SOME OF THE Deadbeat cars, I call it that. That needs to be towed out of the yards. We're trying to clean Martin Luther King Street up. And we want to make that parade just as good, nice and neat. All right. Thank you. So we invite everyone over.

All right. Well, I'm just going to reiterate everything everybody said. It's been amazing. Very thankful for the rain. I would be very thankful for a couple of days of sunshine. But you know what? It's all God's plan, so we will go with it. And I do want to say, though, how much I appreciate our finance department. In just a moment, we are going to adopt our budget for the FY20. 26-27 budget year that just sounds so long away but they have really worked very hard Mr. Brooks has worked hard the department heads have worked hard and they've done a great job and we now have a balanced budget ready to be presented and ready to be adopted by this body so I want to say that and then our first night market is June 12th so it's just a couple of weeks away and So that'll be a fun night for everybody. It's on the lake, and people enjoy it, and it's great. So other than that, Mr. Brooks, I'll let you have your chance.

Thank you, Madam Mayor. We had our budget hearing last month with Kevin, and the Finance Department was here, but Kevin presented the budget, as you stated earlier. We've been working on it since January. Our department heads and Kevin did an outstanding job given the constraints that I put on them, as well as the rising cost of health care and everything else. Quite frankly, chemicals for mixing, treating water and equipment, and just everything we do has gone up. And they did a great job presenting a balanced budget with a minimal increase, and we were able to take care of our employees just a little bit as well. So we would ask that you guys approve the resolution to adopt the 26-27 budget tonight.

Okay. We have resolution 04-2026, a resolution adopting a budget for the fiscal year 2027, 26-27, for each fund of the city of Carrollton, appropriating the amount shown in each budget as expenditures and adopting the items of anticipated revenue funding sources. Whereas a proposed budget for each of the various funds of the city has been presented to the Mayor and City Council, and whereas the appropriate advertisement public hearings have been held on the FY26-27 proposed budget, as required by federal, state, and local laws and regulation, whereas the City of Carrollton Mayor and Council have reviewed the proposed budget, and whereas the budget for each fund includes appropriation for the fiscal year 26-27, incorporates certain levies, assessment fees, and charges to finance expenditures and fits the anticipated funding source, and whereas each of the funds has a balanced budget such that anticipating funding sources equal proposed expenditures, whereas the adequate funds are available in cash reserves to cover any unanticipated revenue shortfall, Now, therefore, be it resolved that this budget, a summary which is hereto attached, is hereby adopted, specifying the anticipated funding source for each fund and making appropriations for the proposed expenditures to the line items named in each fund, adopted this first day of June 2026. Thank you, Madam Mayor. I'm using technology here for the first time tonight, so I'm scrolling through trying to find where I'm supposed to be at here. So here we go. So Ms. Connolly submitted this member random. We discussed it in our work session, but we have an appointment for our Historic Preservation Commission. She is requesting that Logan Bell fill the vacancy. Members of this commission serve three-year terms with a maximum limit of two consecutive terms. Logan and her family live on Adamson Avenue. She actually called and asked if she could be a part of this and Ms. Connerly sat down with her and talked to her about what it entails, and she was excited to be a part of it. So we're asking that you approve Ms. Logan Bell tonight to serve on Historic Preservation Commission.

Yes, ma'am. We have Ms. Sally Cardin, who's served one term on the Library Board, and she is set to expire June the 30th, and she's eligible for reappointment. She's indicated that she would like to be reappointed, and so the Library Board has sent a memo in to us asking that we approve her to serve another term on the Library Board.

Yes, ma'am. We have three vacancies for the Carrollton Area Convention and Visitors Bureau, the CVB board. The terms for the at-large position is currently held by Jackie Payton. Greg Smith expired June 30th. The food service position currently held by Chris Duffy runs through June 30th, 2028, but he is resigning effective upon his predecessor's appointment. They request that during this meeting that you guys reappoint Jackie Pate to a new term, appoint Kent Johnston to succeed Smith, and appoint Tim Deptula to serve the remainder of Duffy's term. All have indicated they would be pleased to serve if appointed. Kent Johnston, I think as you guys know, served as our parks director, superintendent. and director for several years. He is now the partial director for Carroll County. Deptula has worked in the food service in the Carrollton area for nearly 20 years and is currently the corner cafe's manager. If appointed, these terms would continue through 2020. Excuse me. If they were appointed, all terms would be effective immediately. Pate and Johnston's terms would continue through June 30, 2029. Deptula's term would end June 30, 2028. Then I would be eligible for reappointment. So they're asking that you approve those three candidates tonight.

Okay. Do I have a motion to approve Jackie Pate, Kent Johnston, and Tim Petula as the three members to the Carrollton Area Convention and Visitors Bureau?

Yes, ma'am. We have four upcoming vacancies on the Carrollton Arts Commission. Joel Johnston, Andrea Stone, and Brett Baxley will each complete their full term on June the 30th. The Arts Commission recommends that Dr. Thelma Lucas, Amy Boehm, and Hannah Griffin to fill those three vacancies. Dr. Lucas has lived in Carrollton now for more than 18 years, has worked as a gastroenterologist. i am miss bowens previously served as an art teacher for carroll city schools and sharp creek elementary school hannah griffin is a carrollton native she's earned her bachelor of fine arts and painting from the university of west georgia she's also commissioned artists who's completed several public art projects for us very well known in the west georgia area and and outside of this area as well dr Dondrian Rice will complete his first term on June 30th, and the Arts Commission recommends reappointing Dr. Rice to serve an additional three-year term. If appointed tonight, these members' terms will begin July 1, 2026, and continue through June 30, 2029. All nominees have expressed their willingness to serve if appointed. So we would ask that you guys vote for those tonight.

There's 11 seats on the authority right now that either need to be reappointed or someone new appointed. So you have that list. And I'm not going to read all those nominations. But does anybody have any other nominations they would like to consider?
