Unfortunately I made my spot for the library book festival. On the day of the festival I will be out of town, so I won't be able to be there. And it's interesting. I don't know if any of you have already done it, but it's one of those chains in which someone gives you something and you pass it on to another person. But they film individuals, so you have no idea who gave it to you. And you know, it will be interesting to see how they will manage it. What are they giving you? Like, what do you have to transmit?

It's like flowers in a vase with a writing about the library.

Now I'm getting embarrassed because I just transmitted it and I didn't ask.

It's a gift for me.

And they said, no, you have to pass it on. So yes. But I did it in front of the library on a beautiful sunny day. So it was positive. And we have Deb who is sitting here now. Roberta has officially left. We are evaluating, interviewing a substitute. Ronda Dio. We went to an Orioles game and note well, during the campaign before the primaries, we didn't have time and we gave away the tickets. I did something else. But we went. And what's interesting, they both won the times we were there. So yes, we were sitting there watching it. And that was the second game. The gaps were quite full. I think it was a Friday night, but I was surprised. The first time was an infrasound day and the gaps were quite empty. But I repeat, you have to support the Orioles, support the Ravens. Ted is not here with his Steelers stuff, so I can say it. And then tonight we have our public audience for Market Street.

Thank you. I have a couple of things to point out. First of all, I wanted to say that one of our local no-profit organizations, Flying Colors of Success, announced the retirement of its historic president, Mike Hardesty, starting on October 30th. He started working as an animator at the summer camp Arks Carol during the university years when he was attending Western Maryland. After graduating, he started a 43-year career as a ceramic and woodworking instructor for people with intellectual and developmental disabilities. He went on to study ceramics at Columbia Visual Arts College and then returned to Western Maryland, now McDaniel, to get a master's degree in special education and management of human services. During his 33 years at Flying Colors, he was proud to contribute to the reduction and closure of state institutes, and also to the development of affordable accommodation in the Carroll County, Searroll. As a tax conservator, Mike was extremely proud when Flying Colors extinguished all its debts in 2025. He was also a strong supporter of the direct support operators who work tirelessly to increase the salaries of the DSP staff. Mike will return to teaching part-time ceramics in the WBX program at Carroll Community College and will continue to share his passions and his defense of citizens with intellectual disabilities even in retirement. And I just wanted to wish him all the best. Obviously he has done so much for our community, as we do in many, by supporting and helping all of us. I wanted to emphasize it because he is exceptionally worthy of note and what an incredible career. So best wishes and congratulations to him. I also wanted to mention this morning, congratulations Matt, you can change the slide. Congratulations to Rebecca Mann, the manager of the North Carroll Middle School and the Spring Garden Elementary School, who was awarded as Manager of the Year by the Maryland School Nutritional Association. I always say it and I realize that sometimes it seems repetitive, but I know I'm not. The Countess of Carrow, the fantastic person in our community, and we do so many extraordinary things together. Everything is reduced to us, who collaborate for the good of everyone in our community. And I have another one. Chris can change the slide. As we all know, we lost Dolly Parton at the beginning of this week. Obviously she was not a resident of the Countess of Carrow, but I mention her after these other two local individuals to emphasize a couple of key points. You know, even though she won 9 Grammys, 11 Academy of Music Awards, 10 Country Music Awards, 3 American Music Awards and various introductions in Hall of Fame, what strikes her the most is her success. was used to support others silently. Donating millions of dollars to families affected by disasters, supporting pediatric hospitals, medical research, helping communities recover after tragedies, investing in education, and repeatedly using their own resources to help those who had lost their homes, affect and stabilize in devastating circumstances. Probably one of his most lasting gifts is the Imagination Library, created in 1995 to honour his father, who didn't know how to read. The programme has now donated more than 300 million free books to children around the world. or giving children the opportunity to discover the joy of reading, regardless of family income. And I must say that I think I have understood something incredibly powerful, that is, that sometimes helping someone does not mean giving them charity, it means offering them an opportunity, a book, the possibility to learn, or simply a reason to believe that there is a better way to do things in the future. And I think it is something that we can all learn. We may not have the wealth, the fame or the resources of Dolly, but we can all donate our time, our talents, our compassion, our compassion. Our resources are a concrete help to those in our community. EU, I think that as we all know, will be mentioned and remembered for many things, but I believe that his philanthropy, his humanitarian commitment and his being a paladin for children have been his greatest rewards. His generosity tells us who he really was. And I mentioned all three of these people this morning because, once again, the Countess of Carroll is known for the interaction that takes place between our no-profit agents, simply to help the next... And I think it's something that, you know, we all have days in which life becomes a little stressful, other things interfere with our lives and it's not always easy. But I think we have to remember that at the end of the day we are all here together. Everything I've seen as a community, going back three years, when we had the problem of the electric lines on the 140, it was done by people together. And if there is a message that I want to leave to everyone this morning, that we are all on the same boat, let's make sure to really work together. We can have divergences, we can have many different ideas, but at the end of the day we are a single community. And I want to leave you with this point. And I'm sure that at some point someone will question my decor added this morning. Someone thought we needed a touch of style today. So I have this patriotic mixture here. And this is all from me.

I didn't know he was going to retire. Michael, clearly, everything you said about him is true. He has been around for so long to help our development disabled people and to do many other things in the community. He deserves to retire, but we will really miss him and he is an example of those uncelebrated heroes who take care of those in need every day. In addition, the deputy Alasky is today in the county of Cala, visiting our centers for the elderly. I imagine meeting people.

We won't be there. I think Commissioner Gordon will represent us. There is a deviation around the building of the State Prosecutor. That's why I was a little late. and then I noticed coming here that the school has not yet started because the parking lots are still empty but for us it will start next week and I know that many many with you have already returned to school and it reminded me of all the people who make the ferment possible of activities that will take place next week in our journeys towards work with our teachers and as you said the staff of Mense who runs everything and it came to mind how influential the teachers were a few weeks ago a teacher that I had in high school, then it was called high school, and he was just a craftsman teacher, I liked it a lot, I reflected, I never forgot. I missed it and I wrote something on Facebook because someone had said something and the newspaper called me saying why he wrote this about Mr. Crowe. And I said, you know, I think it's because he's a teacher who has taught me forever, I've always remembered him, the influence he had on my life. 50 years had passed and they mentioned me in his necrology, I hadn't seen him for a long time, but he reminded me how much those people influence the lives of others and how rarely they are told, and how rarely they are told. I would have liked to have told him before doing it, in his necrology, instead of after. I hope he sees me from heaven.

But there are many, many teachers and even the staff of the table.

The uncelebrated heroes who serve those meals to children, messy and dirty, cleaning after them, as well as our assistants and school bus drivers. Oh my God, can you imagine all those children on a bus with only one person taking care of them? And the same goes for everyone, from the cleaning staff, I still remember Mr. Massi, he was the bidet of my elementary school, I never forgot him, and Mrs. Bostola, our school supervisor. Those people influence children every day with their appearance and their behavior. So I just wanted to make sure that all these uncelebrated heroes are remembered, hopefully while they work, and until I'm here, rather than later. But next week the trajectory will be different.

Yes, definitely. Thank you very much, Commissioner. Just two quick things from me. First of all, you know, thanks technically three things. Thanks to all my colleagues for your continuous participation and your commitment to our community as a county. As everyone knows, it is that period of the year in which the county prepares the process of rating of the obligations and our departments and staff are, as always in this period, at work with Davenport on those presentations. As president, I had the pleasure of participating in some of those preparatory meetings and I am really impressed, even if not surprised, by how well, professionally and skillfully everyone manages them. For anyone who is interested in these annual ratings of current obligations, we have a triple A rating like Contea. They are incredibly important for our balance process, for the ability to collect loans, sell obligations, attract loans, sell obligations, attract companies and more. So this is a really rigorous period of the year. and a large part of our next fiscal year depends on what we are doing now. Secondly, you know, while me and my colleagues have all, you know, mentioned or released statements on the recent decision of the Tribunal that rejects the motion of the Contea to archive the request of the PAG of an order of the Tribunal to access the lands linked by the conservation services of the Contea, I wanted to reiterate here what I have already said and, you know, even if the decision is not the one we were looking for, we are not discouraged and we are not defeated by the result because we have reaffirmed it. You know, the decision does not change anything. The commissioners will continue to fight the Maryland Piedmont Reliability Project as we have done since the beginning. Even now we are consulting with our legal representatives for our next action plan. And I know that the last two years, we all know that the last two years have been long, difficult and full of uncertainty and pain. In the name of me and my colleagues, I ask you not to lose your courage, not to lose hope. We will not back down in this battle and we will continue to stand by your side in opposition to the MPP for all the time necessary. And I want to say thanks to everyone and every member of the community for everything you have done so far in this fight against electric lines. So I repeat, remember that we are far from the end and we will not go anywhere. And just to reiterate what Commissioner Kyler also mentioned, we have that public hearing at 6 p.m. in the Reagan room, on the floor below, here in the building of the Count's offices, for the potential closure of a street outside Market Street, here in Westminster. We have a group from the Health Department, so we want to thank you for receiving us and for giving us the proclamation.

And if I may, I would like to say just a few words. Certainly. I am Amy Baker of the Health Department of the County of Carrow, the Office for Prevention, Well-being and Recovery. I am the Director of the Program for Special Peoples, which includes our support staff for the recovery between pairs. We have here many of our colleagues and other staff who have faced their own recovery path, support recovery, support recovery and support people in recovery. So it is an excellent job what is being done. I just wanted to talk about awareness on overdose, the international proclamation on awareness of overdose and the proclamation of the month of recovery. Again, if I can say just a few words. Awareness on overdose is vital, vital to face the current crisis of substance use and save human lives. It means recognizing the humanity of people who use drugs and working alongside them with compassion, respect and practical support to reduce damage and keep them alive. By creating safe and undisputed spaces, we give people the opportunity to approach healthier lifestyles when they are ready, instead of imposing unrealistic expectations. It is also a moment to honor and remember those of us who have lost because of the disease of addiction, whose lives are deeply important. Reducing the shame and stigma surrounding the use of substances is essential not only to encourage people to seek help, but also to promote a society that responds to addiction with empathy and not with punishment. I would like to thank all of you commissioners for this proclamation today, because it helps to raise awareness and make people know that they are not alone. The staff of the health department dedicated to prevention, overdose, prevention, deviation and support is ready to help anyone with addiction, acting as a support guide, defender and connection to services. Accessing these supports is as easy as making a phone call to the health department or to the direct line of crisis 908. We are here when you are ready to take the first step. Thank you very much.

Yes, if you don't mind. Hi, my name is Lauren Lee. I am a certified specialist in recovery between seizures in the health department of the County of Carol. I am currently a student and this year I will finish my master's degree in social service to serve the community better. I have been living here in the County of Carol for about eight and a half years and you know, I just want to share. It is difficult, it is difficult to see the people you know die. I follow a recovery program in 12 steps and the brother of a person in my group just died this weekend. Do you understand what I mean? That is, it happens so often, you know? And it is difficult. It is a very challenging disease, right? That is, there is no cure for this disease. There is no universal answer, you know? Well, I think the work done by people, especially by peer support who are active in the community and meet people is fundamental, right? They meet them literally where they are, in a sense, and metaphorically on many different levels. It is such an important job what is done in the community to help and You know, one of the main things for me, being a person in recovery, is that asking for help was scary. There is such a fear of judgment, there is the fear of appearing weak, which sounds so counterproductive. But when you are sick, you feel lost, it is really very difficult, right? But knowing that someone else has taken this path and found a way to get out of that life is something powerful and it is simply unparalleled. It is unparalleled. This is what we say in the program. But yes, I just think that the work we do is so important considering that we continue to lose lives here in the county of Carroll and, well, in the whole country. Do you understand what I mean? I know that in the state of Maryland the numbers are in decline, which is positive. It's fantastic, isn't it? And I think this is due to many initiatives of mutual support, availability and readiness of the Naloxone that you even have at the bottom floor, right? So yes, I just want to say that I think the work done is important, but we still have a long, long way to go. Does anyone else want to add something?

Hi, I'm Rebecca Rigney, I'm the coordinator for substance abuse prevention at the Department of Health and the County of Cagliari. I'm also a long-term recovery person and I was a support specialist for PARI. I have been working in this field since 2018 and it is really difficult to describe the gratification you feel when you help someone to face the same path you did. I mean in any field, not only recovery, if you have overcome something difficult, you have the opportunity to reach out to help someone else overcome it with you. Not to say that we know exactly what is happening to someone else, but we can understand each other at certain levels. And I think that, for humanity in general, it is something very important for us, and you have already mentioned it, to be there to support each other and work together as a community to become stronger, reach out, lift the next person up and help them along the way. And I feel really lucky and grateful to be able to work in this sector, to do all this. And you know, I no longer work directly with those who are in recovery. But I can go to schools to talk to young people and, you know, explain to them what happens with addiction and what happens to the brain. And, you know, see their faces light up. And we have also witnessed a decrease in the use of substances among young people, which is fantastic. The Young People's Risk Behavior Investigation shows in the most recent data a decline in the use of all substances among young people. So it's really nice to see it, especially in our county. So I'm glad to be here to offer my support. Thank you.

Well, thank you both for sharing this morning. I know it must be an extraordinary place to be able to help and return something to the community. I really appreciate it personally. And as you both said, as we all know, it hits anyone. It hits an entire community, even if it is not your own close family. It's a neighbor, it's a friend, it's someone's uncle. It really affects all of us and I really appreciate everything you are doing. Now I will read this. We have a proclamation for the national month of recovery. Considered that the national month of recovery is a recurrence that is held every September since 1989 to promote and support new treatment and recovery practices based on scientific evidence. The emergence of a community of strong and proud recovery and the dedication of service providers and members of the community throughout the nation make recovery possible in all its forms. The Substance Abuse and Mental Health Services Administration defines recovery as a process of change through which people improve their health and well-being, live self-determined lives and strive to reach their full potential. In September we celebrate all the people who are on their way to recovery. Regardless of how you go to that path and how much road they have taken, they still have to do it. The journey is only yours and we celebrate each one of you. and during the recovery month we try to share a message of hope. Recovery is possible. The HSA theme for the recovery month is, excuse me, every person, every family, every community. This theme emphasizes that recovery is possible for all and that it is a path that involves individuals, families and communities. The month aims to celebrate the progress made by individuals in the recovery of substance use disorders and to promote awareness of the available support services. We encourage anyone in our community who needs support to take the first step. Your first step could be uncertain, it could be a safe step. It doesn't matter as long as you start your journey and the support services between peers remain an important aspect of the recovery path, since the peers have a personal understanding of substance abuse, addiction and mental well-being. The unique perspective of the Pari in our community allows you to undertake your journey with support and understanding when you are ready. Therefore, we, the Council of Commissars of the Countess of Chiaro, proclaim with the present September 2026 as the National Month of Recovery adopted this 27th day of August 2026 signed by the Council of Commissars of the Countess of Chiaro.

Well, I just want to echo the comments of my colleagues. He said it very well. Thank you for what you do, thank you for having faced a similar challenge in your life, having transformed it into something so positive. And considering that the overdose crisis not only destroys families, but also communities, emphasizing the importance of collective action, connection and hope in dealing with this public health crisis. and considering that the theme of 2026, that is 25 years later, still necessary, emphasizes the healing and support of the community, and considering that the IOD offers the opportunity to remind those who are no longer there and to promote prevention strategies, It is considered that dealing with overdoses requires collective effort, including alternative prevention to the criminalization of support policies and access to health care. It is considered that the use of substances disorder is curable and stigma represents a barrier to the request for help. Therefore, we, the Council of Commissars of the County of Carol, proclaim with the present on August 31, 2026, as an International Day of Awareness of Overdoses, to raise awareness in the community, fight the stigma, promote treatments, celebrate recovery and strengthen the commitment to the deaths for overdose, participating in the events of the I.O.A.D. that support the spirit and theme of the day. I want to thank all of you and I think that Carol's Contea has been on the front line since the first day. I mean, we're talking about 25 years ago. I don't know if it was due to Mrs. Regan's commitment. I don't remember how it started, but Carol's Contea has always fought against stigma, taking care of it and understanding that we are all involved. I've been part of your group forever. Even if they continue to change their name, they have been there since the first day. I think it's been about 10 years. It's a path in continuous evolution because we do certain things well, they work and then we move on to something else. I am really satisfied with the achievements achieved, but there is always room to continue to improve. So thank you. We have a date, a month and we are moving forward.

I'm so happy you mentioned how hard it is to ask for help. And Tim, I'll update you shortly. As you know, we have relatives and it's hard to convince them to ask for help. Brandon lost a kidney. He left the hospital the day after the operation. It was during Covid. We couldn't be there. He's strong. He was fine. We haven't seen him for two or three weeks because he fell back into cocaine, he knows the rules of our house and before then he came almost every day. Rhonda was able to see him this week in the hospital. He is currently at the University of Maryland in the center to be evaluated for an open-hearted intervention. They are concerned and are involving a specialized team. They fear not being able to find suitable veins, to replace the obstructed ones. So this is their first test. But he was in prison. He was a guest of Sheriff Dwize.

He saw people die while he was in prison.

And six months ago he said to Ronda, I'll always have a relapse.

You just have to get used to it. And I don't know what to do.

You do miracles and it's not your fault, but it's so frustrating for us. and we are here to pray for him we want him to survive but we want this to serve as a alarm bell but I'm not sure it will be so thanks for what you do and Tim I should have updated you before but I didn't but the frustrations you know and you asked for help you asked for help but how do we push them to do it you know so thank you very much

Every year we organize an event to celebrate recovery. We do it with the sheriff, the whole circoscriptional court and the historical building, the historical court. We have just put posters in the entire county of Carroll to color the city of purple for the month of healing. And this year we have prepared a lot of posters. has financed some coffees. The little ring that goes around the cup of coffee that talks about the fact that healing is possible and talks about the month of healing that will go around, you know, throughout the county. So this is really it. It's just about showing the purple color. Not for the Ravens, but if you want it to be for the Ravens, it can be, but it's really for the month of healing. And we're just trying to paint the city of purple. And you've been fantastic, because you have that wonderful light that can illuminate anything, and so you illuminate it with purple. And we're trying to make sure that everyone in the Carroll County, not only in Westminster, can see the city of purple to show support for the month of the shoot. because as you just heard from some colleagues of the health department healing is possible but we are losing people you know regularly just because they are afraid to ask or perhaps they do not know the resources to which to address so we are trying to spread the message even would be fine with a purple tie it would take a lot to make me feel good but I appreciate a lot And you know, even has been a support in all this since the beginning. And so this is a bit the song of heaven's bell for the photo of the purple color.

Okay. The next point in the order of the day, number 2, public hearing for the amendment of the Spring of 2026 to the Water Regulatory Plan and Fondation of the Carol County of 2023. So I take the opportunity now to open the public hearing for the amendment to the Water Regulatory Plan and Fondation of the Carol County of 2023 amendments of the Spring of 2026. I will give the floor to our County Prosecutor, Tim Burke, for a brief introduction followed by a brief summary of the legislation proposed by our Planning and Land Management Department and then I will open the discussion to the comments of the public. By law, these spring events at the Water Regulatory Plan and Fog of the County of Carroll must be publicized. An insertion has been published on the Carroll County Times on Thursday, August 13 and 20 August 2026, as well as on the various platforms of the Countess and on the website of the Countess. Today with us there are Claire Stewart and I have her name, Ethan Strickler, for our planning report and they will give you a brief overview of the document.

Good morning everyone. We were here in front of you a little over a month ago, on July 23rd, to request to proceed with a public hearing. So now we are here today, obviously for the public hearing for the amendment of Spring 2026 to the General Plan Idrico and Fognario. Just to give an overview of what we presented in July and what we will present again today in relation to this public hearing. We update the General Water and Fog Plan with a cycle of amendments every spring and every autumn, outside the years in which we have what is called the Triennial Plan update. In reality, we will start the Triennial Plan update of the General Water and Fog Plan in 2027. The Spring of 2026 amendment is the penultimate cycle of amendments before undertaking the largest three-year update with all our municipal systems, the county system and so on during the whole of 2027. So we have actually started the cycle of amendments of Autumn 2026, a few weeks ago, and we are concluding, we hope, the cycle of amendments of Spring 2026 here with today's public hearing. The way in which this process works to request amendments to the General Water and Fossil Plan provides for the opening of a cycle of amendments through a notification and an email sent to all the system operators of the county. So to all the municipalities that manage a water and fossil system and of course to our water and fossil system managed in the Freedom area. The amendments are presented in this spring cycle of 2026. We have received a request. It was a small amendment request from the city of Westminster for a change to their water service area. The city of Westminster has certified such amendment as consistent with its urban planning general in June. and then our planning and zoning commission has certified the amendment as consistent with the general plan of the county of Carroll and has transmitted it to the council of commissioners with the recommendation to proceed towards a public hearing and then on July 23 we presented to all of you this presentation the staff report with the request to schedule a public hearing and we are here today The modification, as I said, the only modification request, a question that we received, was a request to change a property, move a property from the future water service area to the priority water service area in the priority water service area in the area of the city of Westminster. This proposed use will add 288 gallons to the water request day to the priority water service area. There was no modification request for the service area, because the service area was already existing. So S1, what you see on the slide there. And this modification is labeled as modification number 2.
