26-082 Approval of Minutes from Town Council meeting held on June 16, 2026

26-092 Request to Set Two Legislative Public Hearings for the Habitat for Humanity Development Proposal on Rogers Road: Rezoning to HR-CC-CZ and Associated Land Use Ordinance Text Amendments

PURPOSE AND BACKGROUND: The Town has received a petition to rezone seven parcels of land along the west side of Rogers Road, from HR-R (Historic Rogers Road - Residential) to HR-CC-CZ (Historic Rogers Road - Community Commercial, Conditional) for the purpose of constructing a residential development with approximately 86 multifamily townhomes. Applications for text amendments to the Land Use Ordinance relating to the project have also been submitted. The Town Council must receive public input before taking action on these requests. October 20, 2026, has been identified as the proposed public hearing date. Resolutions setting the two public hearings are provided for the Council's consideration. Staff recommends that the Town Council consider the attached resolutions setting legislative public hearings for October 20, 2026, and referring both applications to advisory boards: Attachment A-1 for the request for LUO text amendments and Attachment A-2 for the map amendment/rezoning.

26-089 Status Update of the Chapel Hill Transit Short Range Transit Plan

PURPOSE AND BACKGROUND: The purpose of this agenda item is for the Town Council to receive a presentation of the Short Range Transit Plan (SRTP) for 2027 - 2035. The Short Range SRTP, titled “Blueprint 2035,” will help guide Chapel Hill Transit’s service and investment decisions for the next ten years. The last SRTP was endorsed by the Town Council and adopted in 2020. There are eight routes in the CHT system that directly support Carrboro residents (C, CM, CW, F, HS, JFX, J, and N) Chapel Hill Transit (CHT) has engaged the engineering firm Nelson/Nygaard Consulting Associates to develop its Short Range Transit Plan. There have been two rounds of public review and revisions. Representatives from the Town of Carrboro, the Town of Chapel Hill, and UNC-Chapel Hill have reviewed changes intermittently with CHT and the consultant team.

26-091 J Branch Feasibility Study Presentation

PURPOSE: This agenda item is designed to provide the Town Council with an update on a feasibility study exploring the possibility of converting the existing CoGen rail line to a “rail to trail” or “rail and trail” facility. A representative from VHB, the consultant firm leading the study, will make the presentation.

26-093 Energy Audits of Municipal Buildings

PURPOSE AND BACKGROUND: Purpose To present Town Council with findings and recommendations from recent professional energy audits of four key municipal facilities: Century Center, Town Hall, Fire Station 1, and Fire Station 2, with a primary focus on proposed LEED Gold rebuild for the Century Center. Background To support the Carrboro Connects Comprehensive Plan goal of reducing municipal greenhouse gas emissions 80% below 2010 levels by 2030, the Town initiated comprehensive building energy audits. These audits provide three critical functions: Efficiency Benchmarking: Establishes current energy usage and emissions baselines for each facility and benchmarks performance against similar buildings in the Southeast. Asset Management & Budgeting: Delivers a complete equipment inventory - cataloging age, condition, and efficiency ratings - to assist with capital planning and end-of-life replacements. Targeted Investments: Identifies high-impact Energy Conservation Measures (ECMs) with project cost estimates to guide CIP budget requests and prioritize capital investments. The audit identified the Century Center as the Town's highest-consuming, highest-emitting, and least energy-efficient facility. Consequently, this report details the specific audit findings for the Century Center and outlines staff recommendation for the consideration of a complete LEED Gold rebuild, transforming the Century Center into the new Town Hall. This pathway will provide the largest reduction of carbon emissions and annual utility bills, with the shortest ROI compared to the complete list of ECMs. The inefficient building and aging internal infrastructure put substantial limitations on what ECMs can be implemented and their effectiveness.

26-086 Unified Development Ordinance (UDO) Rewrite - Verbal Update

PURPOSE AND BACKGROUND: The Carrboro UDO Rewrite Project will create new development regulations in line with the Carrboro Connects Comprehensive Plan. The current phase of the project is the Annotated Outline. Planning Director John Fussa will provide a brief verbal update on the project. The consultant CodeWright is anticipated to present to the Council later this fall.
