Mic's on. Good evening, everybody. Welcome to a special voting meeting of the town of Carmel for Monday, July 27, 2026. I ask that we all rise for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. It stands as always and remains standing for a moment of silence to remember all those men and women who protect our freedoms and provide us with the blanket of freedom we live under each and every night. All those in favor? Aye. All right. Great. The first resolution, Councilman Schanoff, could you read that? It's a resolution authorizing settlement of litigation.

Whereas there is currently pending in the Supreme Court, County of Putnam, State of New York, on the index number 501115 slash 2021. and 500801 slash 2022. and 501139 slash 2023, 501221 slash 2024, and 501305 slash 2025, certain laws entitled Liberty Utilities Corp. versus the Assessor of the Town of Carmel regarding the tax assessment for the property known and designated Town of Carmel tax map number 54.20-1-42, and whereas a proposed settlement of the litigation has been negotiated by Centauri Council Costello and Fulcetti, LLP, who has recommended approval of the proposed settlement. Now, therefore, it be it resolved that the Town Board of the Town of Carmel hereby authorizes the settlement of the aforementioned litigation as recommended, and be it further resolved that Centauri, Council Costello, and Fulcetti, LLP, hereby authorize to sign on behalf of the Town of Carmel the stipulation of settlement and corresponding consent judgment reflecting the terms of the settlement of this resolution as read. Second.

Aye. Great, thank you. Resolution number two, this is a resolution authorizing entry into an agreement with Mesquite Productions, Inc. Resolved the Town Board of Town of Carmel hereby authorizes the entry into an agreement with Mesquite Productions, Inc. for the temporary use of town hall facilities. set agreement to be informants currently on file in the office of the town supervisor and be it further resolved that upon receipt of evidence of insurance and form acceptable to town attorney town supervisor michael kazari and or deputy supervisor frank lombardi is authorized to execute the reference agreement i offer this resolution is right second roll call please yes yes hi I just want to thank councilman currents for all his hard work in reaching out and speaking with mesquite productions I think it's a good thing for the town if you want to do a quick explanation yeah so the last couple weeks about a month we had Netflix had reached out to the town of Carmel I'm looking to shoot a TV show here

We were trying to make it make sense for not just the employees here at the Carmel Town Hall, but for our community members as well. Through weeks of planning, the board and myself came up with a resolution to allow them to film the show in Town Hall without disrupting normal day-to-day operations, which was always a big concern of everybody on the board. Like a good board does, we came together, we all spoke, we had our concerns, we sat at the table, and we worked it through. So I'm happy for the support of the board. We're looking to further Netflix involvement here in the town of Carmel, and I look forward to building on the relationship that we have built with them over the last month. So again, thank you to the board for being a key player as well.

Thank you. Resolution number three, this is a resolution authorizing rescheduling of a public hearing. Councilman Kearns?

Result of the Town Board of the Town of Carmel hereby authorizes the rescheduling of a public hearing at Town Hall, 16 McAlpin Avenue, Mahopac, New York, 10541 on September 2nd, 2026 at 7 p.m. or as soon thereafter that evening as possible on a proposed law amending Chapter 156 of the Code of the Town of Carmel entitled Zoning. And be it further resolved that Town Clerk Alice Daly is hereby authorized and instructed to publish and post the necessary notices in the official newspaper of the Town and ON THE TOWN BULLETIN BOARD REGARDING THIS PUBLIC HEARING FOR THIS RESOLUTION AS READ.

RESOLUTION NUMBER 4, THIS IS AN AMENDED RESOLUTION FROM JULY 8, 2026, MAKE AN APPOINTMENT OF FIRE INSPECTOR TO THE TOWN OF CARMEL BUILDING DEPARTMENT. Actually, you know what? They're in wrong order on the other page. Councilman Shannon, would you read number five, please?

Number five.

Yeah. This is an amended resolution from July 8th. Make an appointment of Real Property Data Collector, Town of Carmel Assessor's Office.

Result of the town board of the town of Carmel hereby appoints Jessica Morovec to the position of title of real property data collector in the town of Carmel assessor's office on a provisional probationary basis. Effective July 27th, 2026, subject to the terms of civil service law and civil service rules and regulations at a CSEA group five step one salary level. I vote for this resolution as read.

All right, and resolution number five. This is an amended resolution. Well, it's five on the agenda. Resolution from July 8th, making appointment of fire inspector to town of Carmel, building department. Councilman Kearns, would you read that?

Resolved, the Town Board of the Town of Carmel hereby appoints Kyle Trillis to the position and title of Fire Inspector in the Town of Carmel, building the department on a provisional probationary basis, effective August 3rd, 2026, subject to the terms of the Civil Service Law and Civil Service Rules and Regulations at a CSEA Group 8 Step 1 salary level. All for this resolution is read.
