Well, thank you Mr. Mayor Council. It's a privilege to be here tonight. I appreciate you making time for us on your agenda. But as you said, uh, two weeks ago, Cape Gerardo, Missouri was named the number five best small college town in America. [applause] [applause] I've had the opportunity to be in front of a couple of alumni groups and what I've said to them is that USA Today finally figured out what we've known for many, many years, which is this is a great place to live, work, study, retire, visit. Uh, it's just a tremendous community. Every year, uh, the citizens of Cape Gerard open their arms to thousands of college students that come back in August and they embrace them all year long. The civic, the religious, uh, the retail, the cultural, the the athletic. You all just do such a great job engaging our students. Uh, this is an honor that the university didn't honor. This is an honor for the city. And so I'm here tonight to say thank you uh for the collaboration, the partnership, and again just the great job you do in making this a home away from home uh for all of our students. And so I have a presentation on behalf of the students, faculty, staff, and administration of Southeast Missouri State University, a moment of appreciation for all the work you do to make this such a great place for our academic family. All right, moving right along. That's pretty amazing. Um I I had not even heard of it and our a community cheerleader, everybody knows Jim Riley, called me up six, four, how many weeks ago, and he's like, "Rocky, you got to know, you got to let everybody know about this." It's my best Jim Riley impression. So, it was close. It was close. Yeah, but that's an amazing honor for our community and university and uh kudos to everybody. Uh moving along on in study session, the street projects and development interactive map presentation, Mr. Trevor Pulley. A lot of people are excited about this Trevor. Well, for me to follow their uh follow the doctor, this is not near as exciting as what just happened. Uh he's a very hard act to follow. It is. So bear with me. Good evening, Mayor Council Dr. Hass. Tonight I want to walk you through an interactive development map and a news dashboard with the updated street improvements and future street projects. This will give you a better sense of what's happening across the city. Now on the screens here and on your screens, uh Mr. Blit is going [clears throat] to give you screenshots and walk you through as I speak. That way you see it live as we go through here. This on this online map highlights new business, infrastructure improvements, new neighborhoods, and more. The map is about showing where we are seeing growth, what type of projects are moving forward and how everything is coming together from both public and private side. This is one tool we use to be transparent, inform the citizens what development is being done in the city of Kerard. Right now we are seeing activities in four major areas. Infrastructure, commercial development, housing, redevelopment. What is encouraging is that it's not just one category carrying a load. We have a momentum in all of them. what is what the balance of growth looks like and that is what sets us up for long-term success. Developers are building new neighborhoods both in the core and on

the outskirts of the city. We have new retail coming along along South Center Junction in addition to projects at the mall and also the old Cedar side. That is just part of the private invest investment. The city is also making significant improvements. Projects like North Spring Street will be coming online. Working near the Sherley Center will be starting soon at South Spring will be completed this summer. You can see these projects firsthand around town and explore them through the map and through the dashboards. This kind of development really matters. It strengthens our tax base, supports job creation, improvements, the overall quality of life for our residents. It also keeps K competitive as a regional center. On the public side, our infrastructure improvements continue to play a major role. Through TTF and other improvements, streets, utilities, and storm water, we are putting a foundation in place that makes development possible. These are just not maintenance projects. They are economic tools. Because of this, we are seeing strong private investment. There is continued activity in retail, restaurants, office space, industrial projects. Developers are investing here because they see an opportunity and that is a strong sign for the city. You can see several of the new projects on the interactive map which we will update monthly. We will update the map once the developers or projects allow city to publicize the information. On the housing side, we are continuing to see growth with new subdivisions, single family and multif family developments projects like Deerrun 2, Strawberry Hills, Baldwin Farms, Fallen Creek, Shadowwood, and Prominence One, which you will see later on tonight's agenda. and we are trying to keep up with the demands that support the workforce needs. Redevelopment is also a major part of playing this role. We are seeing reinvestment in key key areas like Sears side, West Park Mall, and along the Broadway border. These projects take existing assets and turn them into something proactive again and

that has a ripple effect across the community. We also work with developers and developers are condemnation properties. Currently, we'll be tearing down eight condemned properties in the city, but other properties have been purchased by different developers to clean up and revitalize these homes and businesses. To help communicate all of this, we launched the new interactive development map a week ago and a new street dashboard which will be launched. It provides a real-time look at what is happening across the city and helps informing the citizens. We will continue to update and expand as new projects come online. So when you step back and look at the big picture, what we are seeing is strong momentum. The the investments we have made are producing results. Private development is active and growing is happening across multiple areas at this time. Overall, the the city is in a very good strong position moving forward and we will continue on building on that. We also want the public to stay engaged. Residents can contact us anytime through our website, by phone, also by Dr. harvestments weekly report to the citizens via text.gov. You can use text.gov on our website and report anything or ask anything that you wish of s. If you would like to explore the map, you can visit our website or go directly to city of karo.org/mapping. From there, you can scroll through and see dozens of public projects and private investments happening across the community. Finally, I want to recognize the team that made this possible. This was a true team effort. I'd like to thank our GIS team, our PIO, and an intern at parks who helped to bring this project together for all the citizens. I'm going to give a short update on a lot of streets that we're doing right now just to keep you informed of what's going to be happening in our construction season. As you know, you're going to see a lot of cones as we move for this this summer. Now, I'm one that's not going to apologize for the

cones this summer. A lot of people won't be happy with a lot of the codes as we move forward, but that's what this new street uh dashboard's for, to tell you what's been done, where it's at uh and as we move forward and in the future. So, we have a lot of different TTF projects that we're currently doing such as Northridge and South Brrig. As we move forward with the dashboard, you're going to see where we go with that. And as we move into TTF7, that is also in the dashboard. Currently, we have the 2026 concrete repair fund being out through TTF6. We have a, as you see on your uh springs right now, there are the streets that are potential for repair this summer through the concrete repair. So, the update on North Creek and South Creek South improvements, uh, Southern Expressway to Shauny Parkway under construction. We're halfway through the sur repairs between Elman Maple and the concrete patches and curves program plans on on to be paving the road in about 6 weeks from now to June. There should be striping and science to deal with this. This project should be completed in mid July. So South will be opening mid July which is very exciting for the city and I know the residents. So, I wanted to let you know about South Street. It takes longer now to do some of these projects cuz we make sure the infrastructure under those streets are redone. We don't want to just lay new concrete, new asphalt on the streets just to come back and salt them to do infrastructure. So, the infrastructure is being replaced also. Northbury, everybody's been asking about that. So, we have finalized the final plans for Northbury, which is going to be a very large project. This project is going to take up to 24 months to complete. It's going to be just complex. Now, new stoplight is going to be placed at the

Mad Street, four new ADA sidewalks for a lot of the citizens that live in that area, not just college students, but we have a lot of other students that live back in those original apartments and also residents that are handicapped. And that is one place that needed help. So, that will be started in the next early June, July. You're going to see us go out for bid for that. We'll be bringing that to council hopefully next month. We're going to be approving the bid on that and you'll see a lot of council. We're going to be doing that in two phases. That way we don't cut off the college and we'll be working hand in hand with the college to make sure we don't shut them down uh as we move forward. U so another couple projects that you all have heard about your Cape Loy Trail project that's from Shami Park to Road. Uh that is funded by TA Granite Park Fund. We hope to be completed with that September 1st, 2026. And your uh Cape Rock drives sidewalk project, Kings Highway, Fairville bids were open on April 21st, 2026. The award recommendation to the lowest bidder is underway and went to Mo. The award on time for grants no later than May 12th. Then the contract will require completion and be done by December 1st, 2026. Public Works is currently working on Julie Drive through the general maintenance office. Any questions?

This is phenomenal. Yeah. Oh my phenomenal. Well, staff had a real uh a very good big role to be creating this. Uh we've been working on this for several months. It takes it takes us time to actually roll out new website, new dashboards and stuff to make it right. And like I said, the GIS, our PIO, Miss Nichollet, they're very instrumental in this. Anybody? Trevor, I I did notice that um you know the there was a tab on there for the uh water treatment plant. Yes, sir. Okay. That is to come.

I think I think he asked this question cuz he knew the answer. So he wanted to make sure it got asked and I'm glad. That's right. So that is a placeholder. So as we move forward as you see the water initiative was passed.

That is very helpful for us. We just finance was able to find $9 million recently for the lime system and also for the pipe gallery. In the next month or two, those two projects are going to come to a completion. We're waiting on a couple parts for the lime system. It should be here in two weeks and the pipe gallery will be completed hopefully in 3 weeks. We'll be reporting back to council let you know those two are done. And once those two are done, we're going to move forward once the funding is available to work on the infrastructure for the grounds and also the treatment trains and you'll be kept a breast with that other tab. So the finance along with our city engineer and along with public works engineers, we're constantly looking at this to see how what's going to be the best for the city and the citizens. And as we move forward, you'll start seeing that filled in. So is this updated fairly regularly? For instance, if you're looking at a neighborhood or a street and some of them you say, "Well, we need to fix this street." Is that going to then get put on this or how does that happen?

That's going to be your CIST. That's when you can get a hold of that. That's how you can report your streets through text.gov. Contact city hall. Contact one of us. Say, "Hey, this street is degrading. Can you please look today?" That is our CIST program that we can change to see what's worse. As you look at the complete list right now, a lot of these came from different citizens. And as we evaluate them, okay, some of them people said that's not a hightra area, but that street is worse than others. Same thing with the TTF, that was all citizen, all of it was. And we're going to be moving toward those. So the new dashboard is going to be tracking a lot of large projects and where the dollars go so they can so we can show the citizens this is where it's going. Just like Lexington, that's open. South Spring, it's still moving. The North Spring, it's in the midstage. Bertland, that's a TTF. It's going to be coming online. Same thing with Main Street. We're hoping to get that out this summer. Same thing with TTF 7 repairs. We're going to be putting those. This is a living document just as the interactive map, just like the development. We're going to be updating that interactive map about every two weeks. Now, we have to make sure the developers are okay with us putting their information out. So as you look on the interactive map, a lot of the new business like Pasta House, Chipoti, a lot of new neighborhoods, we contacted the developers and say, "Is it okay if you push this out?" They were very excited about this. So I introduced a lot of this to our developers at our last round table. We had about 25 developers and architects there. Last time we pushed this out to them and they were excited about this. That way if you have one of your constituents saying, "Hey, I see dirt being moved here. what's there now? It's probably going to be on here because once the dirt's being moved, that means we have the permits. We have we talked to the developers and say, "Hey, is it okay if we put this on

the map?" And they're and uh they all were very excited about this. Now, we do have some other new develop coming into Cape. We're working through the permitting and through where they allow us to push it out because they want to be the first. So, you're going to see a lot of updates coming in the next two weeks of some new [clears throat] retail, new businesses, new restaurants, new uh residential coming online. This was the first rendition of it. So, yes, staff are going to keep this going just as when we're out on uh one of these small streets. We're going to make sure it's on the site as we move forward. How are we going to be able to get this out to the masses to whether they will use this?

It takes you right to the location where it's at. Same way with those. And it gives you a short description of it. So let's say we get a new restaurant online. So Pasta House is on there. It shows there. It goes right to them. Chipotle is on there. You have the new Thai restaurant that is on there. It takes you to the location

and Dollar General all the way down to Mik. Right there it is. And as they move forward, when they start doing stuff, you see some blueprint. I'm hoping to update some of the photographs of what it looks like. So, it's not just going to be a website that just sits there. We want to make this where it's interactive, where they see what's going on. Great. I I have a question. Yes, ma'am. You mentioned $9 million that was recently received. I was just wondering where was that from? You said recently received. Okay, that was back a couple years ago. Okay. That 9 million is what we spent now. Okay. I'm spending on a line system and a pipe gallery. That is what we spent.

It was this is what the city initiated and put into it now so we can move forward with all the new aspects of it. Thanks. Trevor, I know you put a lot of work into this and and talking with Dr. Haskin uh finding a good blueprint whenever you were down seeing your daughter and you said, "Wait a minute, I can bring this to Cape Chara." This is exactly what when you talk to residents about what the information they want to know. Uh I always say progress is painful.

Um, but this is a way to be able to give them some information so they can be up to date, understand what's going on in their neighborhoods, uh, dispel rumors about is what what's being built there, you know, that that helps this as well. And I I get this out to everybody. [laughter] But thank you for all your work on this, Trevor. I can't say it enough. This is a team effort. It is. We have an amazing team on the development side all the way from your engineers, your PIOS, your inspectors, your public works. This was a full team effort for the GIS. Council like uh I just wanted to say that this was the this past Saturday was the first day of the uh riverfront market and uh we have a new um director for the market, Haley with Oldtown Cape and she has put together just an amazing year this so far already. I was down there about 8:30 and there hadn't been 600 to 700 people. I've never seen that place that busy. As someone who goes every week, that busy that early 56 vendors, it's growing. People are everywhere. We need that kind of foot traffic in downtown. We have such a gorgeous, you know, setup down there. So, I'm really happy with what they put together.

I want to say something so every a lot of things is happening from the city and Dr. Basket and his team. I think every board has been touched with advancement and growth. And I love Robbiey's comment, progress is painful. So I'm go back to work tomorrow. I understand. But I would like to say that there's a lot of energy in the city and there's a lot of life that when I first started on city council in war, people were just out of breath and tired. And with the complex, with the street repairs, Oldtown Cape, uh, renovating those homes in that area, progress is steady, and we got some great leaders here, and it's been an honor to see life back in World War II. You know, I got people in other wars saying, "I'm coming to war. What do you all have going on?" And so I'm happy about every area of the city, but I've been elected to serve in my community and I'm just embracing and appreciate Dr. Haskin for understanding every area of the city. So thank you.

So I'll get a little more personal. Um since 9:00 this morning, I've been at the Cape Dur Country Club. For those of those of you who don't know, I'm the golf coach for the boys team at Cape Central. And uh talk about showcasing this was the first time we've been ho were able to host our Simo conference um golf tournament in many many many years. Uh 12 teams descended upon the Gro Country Club. They could not have bragged any more on uh the tournament itself, the golf course, the uh the spectators that were there. And for most of you that are in your in the room that are my age or close or maybe even older, you may wonder, I don't know about that generation. I think younger generation I don't know but I can tell you there was 53 golf men golfers from ages freshman to senior and one young lady from Saxine Lutheran and they were as respectful and as [clears throat] pleasant on a very difficult day. I don't have you ever played golf when it's 30 m winds and the greens are like playing on the top of this counter. um very respectful, loved everything about again the Cape Country Club and it was so cool to again showcase a piece of our uh our town, our community that a lot of people don't get to see. And I promise you there'll be several members that will be new this summer um from the parents that were bragging about the golf course. So, uh very cool and the younger generation is not lost. So, and one last plug, if you're if you have a son or daughter or grandson or daughter that doesn't have their sport yet, please please send them to golf. We need golfers. So, thank you.

[laughter] No, I uh I would be remiss if I I not many times over my tenure on being on council have I missed a meeting and um I happened to have missed last meeting which was a fairly significant one. So, I'd be remiss if I didn't congratulate the new mayor as well as that half of the day [laughter] for your elections um over there. I was going to name you all, but you know, Council Member Shaw, Council Member Bliss, Council Member Rand, and Mayor Guard, congratulations. And sorry I wasn't there for this wedding, but you guys congratulations.

Looking forward to serving you with congratulations to you, too, Dave. you've uh served very honorably and we're glad to have you as mayor pro 10. Um I'll I'm glad we all talked. We had a lot of great stuff over the last couple weeks. Um one thing that I I wanted to bring up and we got it at the last council meeting which was the 2025 Cape Jalo Police Department annual report. Um, since I've been on council over the last or been missing the last couple years, I was excited to see um enhancements in the police department, uh, whether it be a crime prevention officer, significant progress in officer shortages. Um, also I I would say that the data confirms the need for a real-time crime center. Um, I made sure to ask to make sure that officer Glick or Chief Glick was uh in agreement and he was. Um, it also means that we need to make sure that we're listening to Chief Glick as time goes on about exactly how many officers he would like to add to his force as well as other technologies. Um, I say all that to say I cannot wait to hear more from Chief Glick um in the coming months about u some of his ideas and thank you for filling in for Chief um Assistant Chief Bon um council retreat. You saw my uh email over last week. We're going to have a a council retreat May 29th. We'll have budget discussion um hearing from our departments. Um what one of the comments whenever um uh Nate and I meet with Dr. Haskin and and Nate brought this up and said, you know, we we've made it through the water issue and we're making that through. Um but a great great um a great idea would be to talk to our departments and see what what is what's going on the next year

and what's going on the next 10 years. and so that maybe we can make sure that our capital improvement plan with some of those things that pop up can match accordingly. So, um, and I thought with having some new council members, it wouldn't it wouldn't hurt for Lisa to uh give us a little budget 101. Government budgeting and and accounting is way different than normal life. Um, so that would be good. So, looking forward to that. Thank you, Dr. Haskin. Um, on a personal level, uh, and I don't see any here tonight. Um, I want to thank you, the Kardo Fire Department. Um, as many of you know, I lost my my dad was here when I got sworn in. We lost him last week. And but what I want to thank the the firemen for is that over the last 6 months, those guys helped me out personally a lot when I would call 911 for help. and talk about first responders and and having to call them multiple times in a day sometimes. Um they showed up every time, never complained, and it was pretty amazing. Um we are so blessed in this community to also have St. Francis and Mercy and the Lutheran Home and and um and uh Chateau and having been in a lot of those places over the last 6 months, we are blessed. we are not traveling 30, 40, 50 miles to get the help that that our family members need. So, I wanted to make sure I mentioned that tonight. Um, I also I uh was able to take a tour of the safe house for women and met with Kim Dixon and able to connect her with prosecutor attorney Mark Welker and a couple of judges um to address some issues that she had. Um, I do want to mention that May is mental health awareness month and kudos to community uh counseling center for them championing this month and everything

that they do in our community. Um, also I want to thank uh council member Randall. She is going she is she has said Robbie I want to do some different stuff too. I said, "All right." Okay. So, uh she is going to uh uh be appointed to SIPO. Um and uh I'm Thank you for doing that, Tamika. Appreciate that. Um also something fun yesterday. I could not believe it. I went to the Park Motor Club and they had their very first ever horsepower happy hour. They had 104 cars from as far south as Kennet. Um it was amazing. They had over 400 attendees. Um and uh taxpayers were buying food and drinks and it was amazing. So kudos to those guys. Uh I think they're going to try to do that on a monthly basis um if weather permitted. So uh a lot of great things in Cape Driver and I did hear that there were no hotel rooms available over the weekend. So I really like to hear that. That's right. So anything from you Dr. As for now. These are of course consent items and people respect the request to execute uh the third amendment to the lease agreement with BNSF railway company for property along the the street downtown. Um we we're excited about some of the things that they're going to do. Uh they're telling us that there are go that they are going to make improvements to that um to that location. Um, obviously we've had some concerns about, you know, that building um that they're in. It's like a trailer downtown and it is not in the best shape, but they have uh assured us that they are going to make some uh much needed improvements to that to try to dress up downtown and and we're certainly going to hold to that. of course D5. Um we're requesting to execute an agreement with M. Kelly uh for the Cape Roth Drive sidewall project. Uh another project that's been uh ongoing for many years and we're excited about that to come. And of course then finally D6 uh we're ready to accept the improvements and authorize down payment to Apex paving for the 2025 asphalt overlay program. Mayor that concludes.
